2 Introduction The Gender Equality Agency of Bosnia and Herzegovina, responsible ministries and non- governmental organizations have implemented numerous activities with the main goal to implement UNSC Resolution 1325 and UNSC Resolution 1820 in Bosnia and Herzegovina, at all levels of governance. 2

3 Gender Equality Law of B&H Gender Equality Law ofo B&H was adopted in 2003 and it regulates all areas of public and private life. The Law was amended in 2009 The Gender Equality Law provides in article 15 for an obligation to undertake positive measures in order to ensure that at least 40% of women are represented in all decision making positions, including delegations. 3

4 Election Law of B&H Our main goal was to increase participation of women in Parliaments. The Election Law of B&H introduced election list quotas with a zipper system (art 4.19). Non compliance with this article removes the list from ballot. A Working Group was established to work out amendments on the Election law which should ensure a greater partcipation of women in elected bodies 4

5 The Gender Action Plan of B&H (GAP) Strategic five-year document, that defines activities in 15 chapters related to gender issues and gender mainstreaming in Bosnia and Herzegovina GAP defines activities related to the implementation of UNSC SCR R 1325, especially in the Chapter on the Participation of women in decision making processes. 5

6 International and regional cooperation The Agency for Gender Equality of B&H organized Regional Workshops with the Ambasador Swanee Hunt and Institute for inclusive security on implementation of the UNSCR The workshops were held in Sarajevo in 2006, 2007 and Best practices share and networking between Bosnia and Herzegovina, Monte Negro, Croatia, Slovenia, Serbia,, Kosovo and Macedonija. 6

7 Preparation of the Draft of the Action Plan for the implementation of the UNSC Resolution 1325 First Draft Action Plan in the Region. The main goal of the Working Group was to systematicallyally collect all information, statistic data, and to set the objectives and activities that are crucial for the implementation of the Resolution. 7

8 Preparation of the Draft of the Action Plan for the implementation of the UNSC SCR R 1325 Sources: Literature published by the UN, CoE,, EU, relevant experts, non-governmental organizations. Status reports prepared by the state, treaty bodies international organizations, international experts and NGO s. Comparative analysis of the Action Plans from: Denmark, Norway, Canada, Netherland,, Great Britain, Spain,, Island and Liberia. Recommendations based on regional cooperation in the processes of the implementation of Resolution. 8

9 Preparation of the Draft of the Action Plan for the implementation of the UN R 1325 Multisectoral working group: The Agency for Gender Equality of B&H, Ministry of Security of B&H, Ministry of Defence of B&H, Ministry for Foreign Affairs, Ministry of Finance and Treasury, entity gender centres, ministries of interiori nterior, Demining centre of B&H and non-governmental organizations. Meetings of the Working Group and participatory approach based on best practices SWOT analysis used to define objectives of the Action Plan. Planned public discussions until the end of November. 9

10 Structure of the Action Plan for the implementation of the UNCSR 1325 in B&H Eight (8) goals: 1. Increased participation of women in decision- making places 2. Increased number of women in military and police forces and recognition of women as holders of managerial posts within military and police forces 3. Participation of women in peace missions and introduction of gender perspective in the trainings for members of peace keeping missions 4. Fight against trafficking in human beings 10

Training of civil servants (authorised employees, civil servants, police officials, judges and prosecutors) and promotion of the Resolution internationally 8. Cooperation with non-governmental and international organisations during the implementation of UNSC R 1325 in BiH 11

12 Particularities of the B&H B H Action Plan for the implementation of UNSCR 1325 The women were specifically affected by the war (sexual abusea and rape as a weapon of war, trafficking in human beings, life in refugees camps, poverty, repatrialization alization of society, low employment opportunities, especially for women). 12

13 Particularities of the B&H B H Action Plan for the implementation of UNSCR 1325 Specific problems: Trafficking in human beings (B&H became county of origin of victims, child-begging) Demining (problem for development of women capacities in rural areas). War time sexual violence victims (no specific social services designed to help them cope and resocialise, e, lack of understanding for the specific problems they face) 13

14 Main challenges in the implementation process Insufficient harmonization of legislation with Gender Equality Law, Lack of resources in the institutions responsible for the implementation of the Action Plan (insufficient number of employees, ICT equipment, education programs), Women are underrepresented on decision- making positions in politics, political parties bodies, police, military structure, etc. Lack of understanding of the real importance of the UN R

15 Support in the implementation process Support of the international organizations in B&H (financial, human resources, program development, share of best-practices) Financial support for regional cooperation on implementation of the Resolution 1325 in West Balkan countries, Creation and implementation of the training and educational programs, Study tours (exchange of best practices in region and EU) 15

16 Support in the implementation process Building a sustainable system of cooperation of governmental and non-governmental organizations in the process of the implementation of the UNSC SCR R Development of the sustainable monitoring and evaluation program. Promotion of the Resolution in B&H. 16
