1 Annexure A SPECIFICATION OF TETRA RADIO FOR PARADIP REFINERY PROJECT General Requirements IOCL intends to procure radios for TETRA system for Paradip Refinery Project at Paradip, Orissa. The radios have to work with the existing infrastructure. A certificate from I O P needs to be provided to prove that the radios will work with the existing Infrastructure. The vendor may contact with IOCL s site engineer at Paradip Refinery Project for details about the existing TETRA System (supplied by M/s Motorola). Further, the Portable Radios have to be approved by ATEX and PESO for safety purpose suitable for use in hazardous area. Bidders to enclose the cerftificate of the same along with the bid. Bidder has to be either OEM or Authorised Distributor of OEM. The authorisation certificate needs to be provided by the Distributor with this bid. The successful bidder has to carry out all the statutary works such as clearance from WPC, Custom etc. Bidder has to do the liaison with WPC for amendment of exisiting D/L for additional radios as part of the job of supply & services. Necessary supports and only the statutory fees will be paid by IOCL. Bidders need to supply the Radios within three (03) months from date of LOI. Special Technical condition: Paradip refinery has an existing TETRA system of Motorola make. The prospective bidder has to successfully demonstrate their system for the seamless compatibility/ integration with the said existing TETRA system, failing to which the offer shall be summarily rejected. Details of existing TETRA System is as mentioned below: 1x MSO and servers 2 x MTS4 BTS 2 x Tower 2 x Shelter 1 x NMS Dispatcher AVLS Client MTP 850 Ex portables Radios MTM 5400 Vehicle radios MTM 5400 Desktop Radios The bidder may contact with Paradip Refinery, Paradip for further details before submitting their bid. Subscriber Radios 1.1 General Requirements Page 1 of 6

2 1.1.1 The radio units offered must be commercially available products with proven track record (PTR) and not bespoke/ prototype products developed for this project. The PTR of the offered product for at least Four (04) years to be submitted along with the bid for evaluation. The performance certificate of the user shall be submitted along with the bid as support of the PTR The proposed radio units shall support operations in industrial environment of a typical petroleum refinery including the following minimum situations: In the dark In rain In dusty environments By persons wearing gloves By persons making frequent calls By persons making infrequent calls By persons facing emergency situations The offered radio units shall be suitable for salty sea shore environment of Paradip, Orissa Radio units must be robust, simple to operate, light in weight and compact All radio units must support adaptive power control to maximise power efficiency Each radio unit must support distinct modes of operation for group calls, individual calls, Plant PA Paging System interconnect calls and telephone interconnect calls When in emergency mode, the radio unit must be able to operate in handsfree mode, where it transmits without the user pressing Pushto-Talk (PTT) The offered system should have the facility of addition and/ or deletion of New talkgroup The proposed radio units shall also support concurrent voice and short data operation. Radio unit shall be also able to receive short data messages while engaged in group call or individual call The proposed radio unit shall be equipped to support Tetra authentication by the proposed system infrastructure to prevent unauthorised access. The authentication shall be in accordance to the ETSI EN standard document. Programming and reprogramming of the authentication keys into the proposed subscriber radio shall be done without the assistance or involvement of the vendor The proposed radio unit shall be equipped to support comprehensive Air Interface Encryption to Tetra Class 3 Security requirements in normal wide area trunking mode, and to Tetra Class 2 Security requirements when in local site trunking mode. It will also be possible to do the programming and reprogramming of the air interface encryption keys into the proposed radio unit without the assistance or involvement of the vendor. Page 2 of 6

3 1.2 Direct Mode of Operation Radio units shall support TETRA Direct Mode Operation (DMO). This provides the capability for radio units to communicate one-to-one with each other independently with a distance of at least 2 km in open space without using the system infrastructure Each radio unit shall have a dedicated button to enter DMO Each radio unit shall support at least 1000 talkgroups in DMO Group call, Emergency Group Call, Individual Call, Short Data Text Messaging shall be supported during DMO. 1.3 Radio Unit Man Machine Interface (MMI) Each radio unit must give a visual indication of signal strength Each radio unit must give a very clear visual indication when it is out of the system s radio coverage When a radio unit is transmitting it must give a very clear visual indication To aid operation in the dark, the display must be backlit. Backlight must turn itself off after a period of inactivity. 1.4 Hand-Portable Radio Unit Each Hand-Portable Radio Unit shall be equipped with the following: 1(One) small sized powerful Antenna 2(Two) (one working + one spare) Lithium Ion Batteries (at least 725mAH) 1(One) Carry Case 1(One) Desktop Charger for charging the radio with battery unit and spare battery The Hand-Portable Radio Unit, including battery shall be light weigh for easy carrying around The Hand-Portable Radio Unit (excluding antenna) shall not exceed the dimensions of 135 mm x 55 mm x 40 mm (HxWxD) with a variation of +/- 10% The proposed Hand-Portable Radio Unit must provide a RF output of 1 Watt The proposed Hand-Portable Radio Unit must be compliant to ATEX Protection Classes (Gas) II 2G Ex ib IIC T The hand-portable radio unit must be certified by IECEx (ATEX), CCOE/PESO for use in intrinsically areas. The certificates from above mentioned bodies should be submitted by bidder The proposed Hand-Portable Radio Unit shall have a minimum faded receiver sensitivity level of -103dBm (4% BER) The proposed Hand-Portable Radio Unit shall have a minmum static receiver sensitivity lelve of -112dBm (4% BER) or better. 4 1.4.9 The operating temperature of the Hand-Portable Radio unit must be in the range -20 to +55 degree Celsius and the storage temperature must be in the range -30 to +70 degree Celsius The Hand-Portable Radio Unit shall have a colour LCD screen for display of network status, selected group folder, icons to display new message received, battery level and field strength indication etc The Hand-Portable Radio Unit must meet ETSI Class 5M All Hand-Portable Radio Units must be sealed against ingress of dust and water to IP54 standard for use in the most toughest environment conditions The Hand-Portable Radio Unit must be equipped with a emergency selection that is easy to locate for activation of Emergency Call The Hand-Portable radio shall be equipped with built-in vibrator call function that can be set by the radio user so as to alert the radio user of any incoming call in noisy environment The Hand-Portable Radio Unit shall have dual speakers, small speaker for discreet operations and loudspeaker for dispatch call. These speakers shall be a front mounted speaker for audio clarity and loudness The Hand-Portable Radio Unit shall have LCD display that can be flipped electronically for ease of reading when the radio is worn on shoulder or belt-level The Hand-Portable Radio Unit shall be able to stand upright firmly when placed on a table The Hand-Portable Radio Unit shall be equipped with a single talkgroup/ volume selection knob on the top of the radio to make talkgroup selection or volume adjustment easy The Hand-Portable Radio Unit shall be provided with a battery strength indicator. When battery strength is very low, there must be a visual and/ or audible indication Batteries for the Hand-Portable Radio Unit must support an operating time of 12 hours or more based upon a duty cycle of 5% Tx, 5% Rx, 90% Stand-by The battery shall have a hard protective enclosure with surface similar to that of the radio housing. The battery cell and the battery casing shall be an integral part of the battery pack and shall be securely and firmly attached to the radio by a simple-locking mechanism latch The hand-portable radio shall have periodic reminder alert tones for missed calls or unread messages The hand-portable radio shall be able to store recent dialed, received and missed calls for radio user to view the entries. In addition, radio user can store a recent calls entry to the address book and initiate a call to the entry currently selected in the recent call list. Page 4 of 6

5 The hand-portable radio shall allow radio user to add important or frequent used talkgroups to a favorite folder The hand-portable radio shall have automatic keypad lock feature after a defined idle time, ensuring no accidental key pressed. The keypad must automatically get locked with certain time delay after each user activity The Hand-Portable Radio Unit shall be equipped with an integrated GPS Antenna for providing location services The Hand-Portable Radio unit shall support Man Down alarm feature The Hand Portable Radio unit shall support WAP feature The Hand-Portable Radio Unit shall be equipped with Tetra Algorithm for Air Interface Encryption (AIE) operation. The radio should have embedded encryption module The Hand-Portable Radio Unit shall support Air Interface Encryption for secure communication Training for programming and reprogramming of the Radio Sets and to the end user to be provided by the successful bidder free of cost The hand-portable radio shall have the following electrical and environmental specifications: General Specifications 01. Battery Capacity : 725 mah a) The Hand-held Radio shall also have the following functional features: The battery shall be capable of an operational duty cycle of , for twelve hours or more. Each portable radio shall be provided with two batteries, one for operational use and the other as spare battery. Batteries shall be intrinsically safe. Recharge time for the battery shall not exceed two (3) hours. The Hand-held Radio shall be capable of operating in power adaptive savings mode that dynamically reduces the transmitter power based on the Received Signal Strength Indicator (RSSI). All Hand-held Radios shall be furnished with leather swivel type carrying case and a 1/4 wave stub antenna. It should be possible to upgrade a hand held through software or software/hardware to allow it to act as a DMO repeater. While used as a DMO repeater, the terminal should retain its normal DMO terminal capabilities as well. The radio set shall have IP54 degree of protection. Battery Charger Single unit battery changers shall be provided with each radio unit. The battery chargers shall operate from 230 VAC, 50 Hz. Page 6 of 6
