1 OVERVIEW The Wind Ridge Pipeline Project involves a 96-mile, 16-inch-diameter natural gas pipeline between a tie-in along Northern Border Pipeline Company s existing mainline near Ashley, N.D., and a fertilizer production facility proposed by CHS, Inc., near Spiritwood, N.D. The project also will include construction of a meter station and mainline valves placed approximately every 10 miles. ABOUT WBI ENERGY WBI Energy Wind Ridge Pipeline, LLC is an affiliate of WBI Energy Transmission, based in Bismarck, N.D. which is part of the MDU Resources Group family of companies (NYSE:MDU). WBI Energy dates back to the 1920s and has almost 100 years of experience designing, constructing and operating safe and reliable pipeline systems, which includes almost 3,800 miles of natural gas pipeline spanning portions of Montana, Wyoming, South Dakota and North Dakota.
2 OVERVIEW NEED The Wind Ridge Pipeline Project will transport natural gas to the proposed CHS Inc. facility for manufacturing agricultural fertilizer. The project will help promote America s energy security by reducing its dependence on foreign sources of fertilizer for the U.S. agriculture sector. According to the U.S. Department of Agriculture, Economic Research Service, the United States imported approximately 50 percent of its nitrogen-based fertilizers from Canada, Russia and the Middle East in The natural gas in the Wind Ridge Pipeline will help to develop a domestic source of fertilizer for American farmers. ROUTE WBI Energy considers safety, agriculture, environmental considerations, land-use compatibility, constructibility, and cultural resources when determining a proposed route.

5 REGULATORY REVIEW PROCESS REGULATORY The Wind Ridge Pipeline Project will be regulated by the Federal Energy Regulatory Commission (FERC) under Section 7(c) of the Natural Gas Act. WBI Energy plans to submit an application to FERC in February 2015 requesting a Certificate of Public Convenience and Necessity. On July 28, 2014, the FERC accepted WBI Energy s request to use the pre-filing review process for the Wind Ridge Pipeline Project. The purpose of the pre-filing process is to encourage early involvement of interested stakeholders, facilitate interagency cooperation, and identify and resolve issues before an application is filed with the FERC. The FERC will establish a formal public scoping period to accept comments from the public and other stakeholders. Impacted landowners and stakeholders will receive a separate notification from the FERC regarding the scoping process. FERC FEDERAL ENERGY REGULATORY COMMISSION

8 CONSTRUCTION SAFETY Safety is important to North Dakotans; it also is the highest priority in all that WBI Energy does. The pipeline will be inspected, tested and monitored to ensure integrity and adherence to stringent federal safety standards. SAFETY PROGRAM FEATURES Well-trained and qualified professional staff. High strength, welded steel that meets rigorous federal, state and industry standards. Application of fusionbonded epoxy coating to protect pipe from corrosion. Monitor activities, such as pipe handling, loading and unloading, to ensure adherence to best safety practices. Installation of a cathodic protection system to prevent corrosion. X-ray inspection of all pipeline construction welds to ensure integrity. In accordance with the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA), the pipeline is pressure tested with water before being placed into service.

OPERATIONS & MAINTENANCE Advanced computer system combines with aerial and ground patrols to provide 24/7 pipeline monitoring, with special emphasis to areas that might be susceptible to ground movement. Electronic internal inspection of pipeline to detect abnormalities or possible corrosion. Public education and awareness program for landowners, emergency responders and public officials. 12 COMMUNITY BENEFITS FUELING THE LOCAL ECONOMY At peak construction, the project is expected to employ up to 400 workers. The project will generate increased annual property tax revenues for communities along the route. Area businesses will benefit from increased purchases of food, hotel rooms, goods, equipment, and services. In 2014, WBI Energy budgeted over $43,000 in philanthropic donations through the MDU Resources Foundation. Incorporated in 1983, the Foundation is funded annually by contributions from member companies of the corporation. Since incorporation, the Foundation has contributed more than $24.7 million to worthwhile charities and organizations.
