4 September 2005 Page 4 Methodology This research study was commissioned by Albuquerque TVI to assess reasons why students who registered for classes in the fall 2004 term either never attended classes at the school or withdrew prior to the census date. The Interview A random sample of students who registered for classes at TVI in the fall 2004 term and either never attended the classes or withdrew prior to the census date (15 days after the first day of class) were interviewed by telephone. Telephone numbers were generated from a list provided by TVI. All interviews were conducted between September 6 th and September 8 th, The telephone interviewers are professionals who are brought together for a training session prior to each survey. This ensures their complete and consistent understanding of the survey instrument. A total of 197 students completed interviews. Margin of Error A sample size of 197 at a 95% confidence level provides a maximum margin of error of approximately 7.1%. In theory, in 95 out of 100 cases, the results based on a sample of 197 will differ by no more than 7.1 percentage points in either direction from what would have been obtained by interviewing all students who registered for classes at TVI in the fall 2004 term and either never attended the classes or withdrew prior to the census date (15 days after the first day of class). Bias In any survey, there are some respondents who will refuse to speak to the professional interviewer. A lower response rate among certain types of individuals can result in a sample wherein certain types of individuals are over-represented or under-represented. The potential for sampling bias increases as the response rate decreases. often sets quotas for various segments of the population who are historically undercounted. This has the effect of minimizing, but not necessarily eliminating, sampling bias. The Report This report summarizes the results from each question in the survey and reports on any variances in attitude or perception, where significant, among demographic subgroups. The subgroups examined in this report include: gender ethnicity annual household income length of residency re-enrolled at TVI or not plan to re-enroll at TVI within the next two years parent(s) graduated from college initial reasons for going to school

5 September 2005 Page 5 Executive Summary In order to understand retention issues among students at Albuquerque s TVI, this study was conducted among students who were enrolled at TVI during the fall 2004 term, but either did not attend or did not complete the courses for which they registered during the term. This study explores reasons why these students did not attend or complete the courses during the fall 2004 term, whether they be issues related to particular admission processes, payment processes, scheduling processes, issues in the Instructional Departments or classrooms, or whether they be personal issues or factors not related to TVI. Students are most likely to mention that the reasons why they did not attend or complete the courses for which they were registered at TVI in the fall 2004 term are related to personal issues or issues outside of the processes at TVI. In fact, three-quarters of these students mention a personal factor as being what impacted their decision not to complete the courses. These students mention personal factors such as scheduling conflicts between classes and work (19%), family issues (19%), and financial issues (13%) as being their reason for not completing the courses. Interestingly, 12% of students say they changed their mind or decided not to go to school. Some students also mention time issues (11%), and health issues (10%) as their reason for not completing the term. With regard to occurrences in various processes or departments at TVI, students most often say they had issues during the course scheduling process that impacted their decision to not attend or complete the courses for which they registered. In fact, one-quarter of students mention they had an issue with the course scheduling process. Among these students, one-in-ten say they had a problem either with the course schedule, a scheduling conflict, or a class schedule change, while others mention issues such as all courses/course sections being full (7%), class was cancelled (4%), lack of classes during evening hours or on weekends (3%), and issues with the location of the courses (2%). Most of the students say the reasons for their non-completion of the courses they were registered for in the fall of 2004 were not due to any particular occurrence with the following department processes: testing and placement process (98%), advisement and counseling process (96%), payment process (90%), financial aid process (88%), and admissions and registration process (86%). Furthermore, among the 45% of students who attended the classes for which they were registered (prior to the census date), most of these students (84%) did not mention any particular issue they had in the classroom. A portion of the students (13%) say they visited at least one of the Instructional Departments during the fall 2004 term. Among these students, most say there was no occurrence during their visit to the Instructional Departments that impacted their decision to leave TVI. Students were asked if they plan to re-enroll at TVI anytime within the next two years, and if not, they were asked (unprompted) what TVI could do to encourage their re-enrollment at the school. Two-thirds (68%) of the students say they either plan to re-enroll at TVI within the next two years (44%) or they have already re-enrolled (24%). Among those who say they do not plan to re-enroll, some of them mention that TVI could encourage students to re-enroll by doing things such as: have more locations/more convenient locations and offer more distance learning courses, electronic courses, or online courses.

Students were asked (in an unaided, open-ended manner) what, if anything, occurred in TVI s Admissions and Registration process that impacted their decision to not attend or complete the courses for which they registered in the fall of Some students mention that there was a waiting list for the course in which they were trying to enroll, while others say that there was either a confusion with the process or the materials were difficult to understand. Other responses relate to a change in either the class schedule or the professor teaching the course, along with a lack of services at alternative sites and difficulty getting assistance or a reply to their application. A few students mention they were disenrolled from the courses and that they were given wrong information. The timeliness of the financial aid approval and disbursement was an issue for a few students. Still others mention the following reasons: cost of books too high, problems with transcripts, and the wait time in

7 September 2005 Page 7 line. It is important to note that each response listed above is among a small sample of students. Over four-fifths (86%) of students say noting occurred in the admissions and registration process. It should be noted that women are more likely than men to mention a particular occurrence (20% and 6%, respectively). When asked about any occurrences in the financial aid process that may have impacted their decision to not attend or complete the courses they registered for in fall 2004, eight percent of the students say lack of financial assistance is why they decided not to attend or complete the courses, while a few students say they were confused by the process. A few other students say the financial information was not timely. Others site difficulties related to qualifications or criteria set within the financial aid process, such as needing to wait until their residency was established, their credits did not transfer, or they had to make an appeal. Some students mention that because they defaulted on their student loan, they were not able to attend or complete their courses. The vast majority (88%) of the students say their decision to not attend or complete the courses for which they enrolled at TVI in the fall 2004 term was not because of any occurrences in the financial aid process.

The vast majority of students (98%) say there was nothing that happened during the testing and placement process that impacted their decision to not attend or complete the courses they enrolled in during the fall 2004 term. A few students mentioned specific occurrences with this process, such as confusion with the process, problems with the course placement (Accuplacer), and needing to register to take the CLEP test. Most of the students (96%) say the reason why they did not attend or complete their fall 2004 courses was not because of any occurrence in the advisement and counseling process. Among those who did cite an occurrence in the advisement and counseling process, they mentioned reasons either related to having confusion with the process or inadequate assistance from the Advisement and Counseling Department (i.e. bad advice, no help with information on grants, counselor not helpful) or an issue with requirements to take the courses (i.e. dropped because of prerequisite requirements, testing/transcripts not accepted). A few students mention the wait time in line as an issue that influenced their decision to not attend or complete the courses.

A few students mention they were confused by the process, while a few others say they had purchasing issues (with purchasing their books and materials). Students whose household income is less than $20,000 annually are more likely than others to mention an occurrence during the payment process (18%). When asked if there were any specific occurrences in the course scheduling process that impacted their decision to not attend or complete the courses for which they enrolled during the fall 2004 term, one-in-ten students say there were problems either with their course schedule, a scheduling conflict, or their class schedule changed. Seven percent of students say all of the courses/sections for which they attempted to enroll were full. Other occurrences cited include: class was cancelled (4%), lack of classes during evening hours or on weekends (3%), and location of course/decided to go to another location (2%). Three-quarters (76%) of students say there was not any occurrence in the course scheduling process that impacted their decision to not attend or complete the courses they enrolled in during the fall 2004 term.

Other personal reasons students mention for not attending in fall 2004 include: decided not to go to school (7%), got accepted somewhere else (4%), childcare problems (3%), and transportation issues (2%). One-quarter of students say there were no personal factors that caused them to not attend/complete the courses they enrolled in during the fall 2004 term. Interestingly, among students in this study, men are more likely than women to mention a particular personal factor (or factor relating to something outside of their experience with TVI) that resulted in their non-attendance/non-completion of course in the fall 2004 term (84% and 69%, respectively). Male students are more likely to say they had a scheduling conflict between classes and work (27%), while Anglos are more likely to say they had family issues (22%); lower income students (less than $20,000 annually) are more likely to say they had financial issues (34%). Notably, students who have already re-enrolled at TVI are more likely to have been students who mentioned that they had family issues (25%) and financial issues (20%) during the fall 2004 term. Those who have not re-enrolled yet at TVI are more apt to say they didn t have time to go during the fall of Six percent of the students say they spoke with an administrator regarding their decision to leave TVI, while 5% spoke with an advisor at the school. Others spoke either with a teacher (4%) or a counselor (4%) about their decision to leave. Four-fifths (81%) of students say they did not speak with anyone regarding their decision to leave TVI. Students who have lived in the Albuquerque metro area for less than eight years are more likely than those who have lived here longer to have spoken with someone at TVI regarding their decision to leave TVI (33% and 15%, respectively). This is also true for students whose parents have not graduated from college (25%).

The students who went to the classes they were enrolled in during the fall 2004 term were asked if there were any occurrences in the classroom that impacted their decision to not complete the courses for which they enrolled. Eight percent say they did not like the teacher or the teaching style, while 3% say the class was too hard and 2% say the classroom was uncomfortable or too big. Over four-fifths (84%) of the students who attended the classes in which they were enrolled say there were no specific occurrences in the classroom that impacted their decision to withdraw from TVI.

Thirteen percent of students made a visit to at least one of the Instructional Departments during the fall 2004 term. Among the students who visited at least one of the Instructional Departments during the fall 2004 term, one student said they had a conflict with the instructor (4%), while another had a concern about the teaching style of the instructor (4%). One student said the amount of course time required before beginning the program of study was an issue (4%), while another said the course was cancelled (4%). One of the students said they could not reach anyone to discuss their issue (4%) and another said it is because they were put on a waiting list (4%). Nearly three-quarters (72%) of the students who visited any of the Instructional Departments during the fall 2004 term say there was nothing that occurred in the department office that impacted their decision not to attend/complete the fall 2004 courses in which they were enrolled.

One-quarter of the students started attending school for personal growth and development, while for 17% of the students, it was to make more money. Eight percent of the students started school to get a certificate and 4% to develop skills/trades. Forty-six percent of the students have at least one parent who is a college graduate.
