3 1 Preamble This document supplements the Guidelines for Applicants of the third call on anihwa (please see Call Documents at It provides all additional information to submit a full-proposal successfully. The Guidelines for Applicants of the third call are still valid and must be re-considered before submitting the full-proposal. Any fundamental changes between the pre- and full-proposal, e.g. changes in the consortia must be communicated to the anihwa Call Office with detailed justification and will be allowed under exceptional circumstances by the funding organizations only. Full proposals that are not complete or contrary to any other formal requirement will not be considered in the 2 nd stage evaluation process. Before preparing the full proposal, all participants in a consortium must contact their respective national contacts again to obtain information on any additional obligations related to the proposal, e.g. information on grant requests and to get a final approval to participate in the full proposal. 4 2 Full-Proposal Submission Full-proposals must be submitted online by the Research Consortium Coordinator at Password and username of the account are the same as for pre-proposal submission and all data of the submitted pre-proposal are still available online. To submit a full proposal successfully, the following actions need to be taken: contact the national contact point (funding organization) to get final approval orally or in writing, especially on the requested grants check the contact details of all participating consortium partners incl. the application form must be filled out completely and accurately and to best of knowledge and belief At any time the coordinator and the project partners can login to the anihwa s submission tool by using the account login data in order to check the already provided information by downloading the proposal. All available and uploaded information will be displayed. Consortium partners need to notify the Coordinator about any errors, only the Coordinator can correct the data online. Corrections will be visible only if data is properly saved and will be possible until call closing on 2 nd of July 2015 (13:00 CEST). Please note, the abstract of all funded projects will be published on the anihwa ERA-Net homepage ( / and will be included in the anihwa ERA-Net database. As data from the pre-proposal, except data of the finance table or in regard to the evaluators comments, cannot be changed anymore at this stage, please contact the anihwa Call Office if you like to reword your abstract slightly. 5 Online Submission Data from the pre-proposal (title, acronym, duration, keywords, abstract, project description, project aims, international collaboration, information on partner, Gantt chart and financial data) are still available online but can be read only except data of the finance table and the Gantt chart. The requested funding data should only be changed if applicants were prompted to do so by one or more funding bodies. Unprompted changes on the funding requests will make the proposal ineligible. To complete the application the following information will have to be provided for the Full proposal - including an up-date of the Gantt chart. Only if prompted to the finance table may be up-dated at Finance : Background 8,000 characters incl. space characters, max. 3 charts (via image upload (see below) Detailed background on the project and state of the art in the field is required here as well as description of the impact the project may have. Work plan 8,000 characters incl. space characters, max. 3 charts (via image upload (see below) The work plan consists of two chapters: a general work plan description and the individual work packages. The overall work plan shall include the project management and specify the involvement of each partner. Work packages The individual work packages of the project should contain the following information: work package number work package title start month (i.e. month 9 of the term of project) objectives: description of the objectives of the work package in no more than 1,500 characters incl. space characters description: detailed description of the work package in no more than 6,000 characters incl. space characters Page 5 anihwa 3 rd Call, Guidelines for Applicants Full-Proposal Amendment 05/2015
6 partners: who is involved in this work package, how many person months a partner contributes to this work package, if a partner is not involved, the respective box can be left empty person months: e.g. partner XYZ provides 5 months, if a partner is not involved, the respective box can be left empty add tasks: numbering like 1, 2, 3, etc. and task description as well as a start month and end month of each task add milestones: numbering like 1, 2, 3 etc. and milestone description as well as month this milestone will be reached add deliverables: numbering like 1, 2, 3 etc., deliverable description and month of delivery Related projects 4,000 characters incl. space characters Description of ongoing projects of each partner related to the present proposal, indicating project name, funding sources and amounts, and potential overlaps with the current proposal. Resources 4,000 characters incl. space characters. Description of human resources, equipment, subcontracting, travel and other additional costs of planned project, if not already stated in detail in the finance table. Training opportunities 2,000 characters incl. space characters Description of training and/or exchange activities foreseen in the project, if applicable. Dissemination 2,000 characters incl. space characters Description of dissemination and/or exploitation of results and management of intellectual property at international level. 7 Constraints 4,000 characters incl. space characters Societal and ethical aspects: Contribution to the societal issues, e.g. ethics, environment, and/or intellectual and cultural development. Indication of any aspects of the proposal that could possibly raise societal concerns or ethical issues. Full implementation of the 3R (reduction, replacement, refinement) principles in any research project using animals is required. If the proposal involves the use of animals, confirmation is required that you will seek to implement these principles in full. Literature references 25 literature references can be listed related to the project either by providing the DOI (digital objective identifier) or naming the author, title, journal, year, volume, pages; etc. These literature references shall refer to the proposal. Image upload Max. 6 images (insertion of tables as images) can be uploaded (jpg-file, 600x600px, max. 2MB per image). Please use placeholder of each image to place it in the editor of background or work plan. View your data To view your data and download the file, save/print the full proposal and distribute a copy to partners Validation Validation of entries prior to submission, provides a list of still required information, if appropriate Submit Transfer of full proposal to the anihwa submission server; until the deadline (2 nd July 2015, 13:00 CEST) full proposal can be re-submitted several times to transfer up-dates 3 Evaluation of Full Proposals Full proposals will be evaluated by an Expert Evaluation Panel (EEP). The EEP will be composed of three (3) sub-panels (one per topic), each consisting of at least (4) experts as nominated and agreed by the funders group (FG). 8 Each proposal will be assessed independently by at least two (2) and ideally by three (3) experts from one (1) of the three (3) EEP sub-panels. All evaluation criteria are weighted the same. The EEP will receive Guidelines for Evaluators' providing a clear understanding of the procedure and the meaning of each criterion. Each evaluator will individually review his/her assigned full proposal(s), score each criterion between 1 and 10 (where 10 is the best). During the panel discussions (reviewers meeting) they will finally rank the individual projects in the Groups A, B and C. Those from Group A are strongly recommended to be funded, those from Group B should, if possible, be funded and those from Group C should not be funded. Based on the work of the EEP, the FG will decide the final list of proposals to be funded. Each funding agency will make the final decision according to their respective regulations, but in principle will follow the prioritizations made by the EEP. 3.1 Evaluation Criteria The assessment of proposals will be undertaken by the EEP on the basis of scientific excellence and the evaluation criteria as specified below (no priority, same weighting for all): Scientific quality (Does the project present a sound and scientifically qualified concept that promises progress beyond the state of the art? Are the objectives realistic, are the scientific and technological methodologies and the work plan convincing?) Overall impact (Does the project deploy targeted activities for transfer, implementation or consolidation of the knowledge generated? Are these activities sufficient to achieve transfer and implementation/consolidation? How high do you estimate the chances that the research project will have an impact on animal health and welfare, public health and/or livestock industries, including industrial applications? How important would this impact be?) Justification and allocation of resources (Are the resources requested (staff, budget, equipment) appropriately allocated and justified?) All studies must comply with fundamental ethical principles, including those relating to the use of animals in experimental research. Presumably in the middle of October 2015 feedback on the outcome of the final funding decision including anonymous comments from the evaluators on the strengths and the weaknesses of the proposals will be reported back to the project coordinator.
