2 Background and general prerequisites The municipality of Norrköping (referred to below as the Municipality) and Linköping University (referred to below as LiU) have for a number of years enjoyed a well-established collaborative relationship in a variety of areas. Since 2002, collaborations have been regulated by way of a Collaboration Agreement for the term of three years. During the initial period of collaborations, the main objective was to stimulate and promote interactions. Over the period of , a number of subject areas have been introduced and developed. In addition, new formats have been established for academic assignments and research studies within municipal operations, the ultimate goal of which is to achieve a licentiate or doctoral degree. This comprehensive and long-term partnership with Linköping University is of considerable value to the municipality of Norrköping. It strengthens the prospects for research and development within the Municipality and the Municipality in general. As regards Linköping University, its collaborations with the municipality of Norrköping provide a good opportunity to identify, formulate and conduct research, training and development activities that, aside from being of relevance to the Municipality, provide an insight into important social sectors. Thus, Linköping University is contributing to the development of society on the basis of knowledge. A close collaboration between the two parties will challenge and encourage them to address urgent social challenges at local, national and international levels. Other stakeholders such as universities, business associations, companies, associations, organisations, municipalities and authorities may also be invited to collaborate. It is in the interest of both parties to develop Linköping University and in particular, Campus Norrköping, from a quantitative and qualitative viewpoint. The agreement covers Collaborations in areas that the Municipality is responsible for or engaged in as well as other political and administrative activities of the Municipality. Linköping University in its entirety, i.e. all faculties, departments and research centres in Linköping, Norrköping and Stockholm. The parties are, in addition to this Agreement, engaged in a variety of extensive collaborations. Within the framework of this Agreement, there is the ambition of maintaining an overview of all collaborations between the parties.
3 Objective The objective of this Agreement is to maintain and develop a long-term collaborative relationship between the parties for the development and expansion of knowledge. Such collaborative relationship shall be of benefit for the activities of Norrköping municipality as well as the research and education conducted at Linköping University. This Collaboration Agreement shall promote the emergence of further collaboration agreements between various sections of Linköping University and Norrköping municipality. Areas of collaboration The parties shall throughout the term of this Agreement, come to a mutual agreement on areas of importance and relevance to the Municipality and LiU. Upon entering into this Collaboration Agreement, the parties agree on the following areas of collaboration: Education, work and employment Social welfare Democracy and participation Infrastructure planning Culture During the term of this Agreement, the parties shall also endeavour to identify important social challenges and intensify their collaborative efforts in respect of such challenges, whether for a short or long period of time. Examples of social challenges of relevance to this agreement include: Social inclusion, diversity and demography Urban transformation and regional development Growth, innovation and technology Environment, climate and security Future supply of expertise Group collaborations on certain subject matters and challenges provide a venue where researchers, teachers and students as well as politicians, employees, business representatives and citizens of the municipality can meet.
4 Management and organisation A Steering Committee shall manage, organise and monitor the collaborations and, in accordance with this Agreement, create favourable prerequisites for further comprehensive collaborations. The Steering Committee shall consist of: Members representing various administrative sectors within the Municipality, as designated by the Municipality. Members representing various areas of activities at LiU, as designated by LiU. In addition, representatives from each of the University s three Student Unions shall have a right to participate in the Steering Committee. A Chairperson shall be appointed for every three-year agreement period, starting with the Municipality followed by LiU. The Municipality shall resume the role of Chairperson for the term of this Agreement. The parties shall each be represented by a Project Coordinator, appointed as a Co-opted Member of the Steering Committee. The Steering Committee shall appoint a Working Committee consisting of the Chairperson, Project Coordinators and one student representative. If required, additional representatives of the parties may participate in the work of the Committee. The mission of the collaboration groups governed by this Agreement is to develop, implement and initiate activities and projects in consistence with the terms and conditions of this Collaboration Agreement. Each collaboration group shall appoint a coordinator responsible for reporting on the activities of the group in question to the Steering Committee. The party chairing the Steering Committee shall be responsible for providing the Committee with a Secretariat. The parties are each responsible for the costs associated with the work of their respective Project Coordinator. Members of the Steering Committee are responsible for informing their respective sectors and departments as well as any other external organisations about this Collaboration Agreement. Work arrangements A number of approaches and methods are used in the process of maintaining and developing a good long-term relationship between the parties for the development and expansion of knowledge. Examples of such approaches and methods include joint applications for research funding, mutual communication initiatives and other activities such as hearings, seminars and workshops. During the term of the current Collaboration Agreement, a new form of student participation has been piloted, i.e. paid student assignments. In addition, a number of researchers from LiU have been involved in municipal development projects while officials from the Municipality have been involved in various research projects at LiU. The parties have also supported and funded a number of municipal doctoral and licentiate students. These work arrangements have proven to be very successful and hence, will be continued throughout the term of this Collaboration Agreement.
5 Finances The parties shall each contribute a total amount of SEK 150,000 per annum for the duration of the three- year period as support for initiatives taken within the framework of the Collaboration Agreement. The Steering Committee shall decide upon the appropriate use of the funds contributed. The Municipality is responsible for the administration and reporting of finances. Follow-up and evaluation The Steering Committee shall every year report on the quantitative and qualitative results of the Collaboration Agreement. The report shall form the basis for an annual review to be mutually conducted by the parties. The Steering Committee shall promote the development of a better understanding of how the results of the collaborations can be measured. The parties shall together organise annual activities for the purpose of highlighting the outcome of their collaborations. Validity, form, entry into force and expiry of Agreement This Collaboration Agreement shall enter into force on 1 January 2014 and apply until 31 December 2016 following which, it is the intention of the parties to renew the Agreement. The process of drafting the next Collaboration Agreement shall commence no later than one year prior to the expiry of the existing Agreement. This Collaboration Agreement has been drawn up in duplicate of which the Parties have each received one original. This Collaboration Agreement will enter into force once approved and signed by both Parties.
