1 WARSAW SCHOOL OF ECONOMICS mgr Ewelina Florczak The summary of doctoral dissertation THE TITLE SOCIAL ENTERPRISE IN LOCAL ENVIRONMENT 1 Rationale topic A social enterprise as a business entity is subject to more frequent discussion in the scientific, social and political. A social enterprise is defined as an entity that, in the course of business carries out social objectives, and also his main priority is to perform a specific social function in the environment mostly regional and local level. Socialization of market activity is an element that identifies the social enterprise and distinguishes them from the other focused on maximizing corporate profits. The definition of social enterprise are centered approach and perspective of the individual positions, which are represented by the creators of the various guidelines and criteria for determining social enterprises and their positioning in the socioeconomic. The phenomenon of the formation and operation of social enterprises in the market economy is a process that determines the different dynamics depending on the consideration of the continent (eg Europe, North America) as well as the country and even region or local area. The reason for this phenomenon are different institutional boundary conditions on the ground economic, legal, political, and above all, social and cultural. Interest in the subject of social enterprises is due to its impact on the wider context of the recognition of socio-economic development. The activities of these companies not only generates a value of service and production - typical for operators, but primarily is directed to a specific social problem. Therefore also significantly determines the need to integrate 1
2 different fields of science (economics, management, sociology, political science) in the study and interpretation of social enterprise activities. One of the basic problems of the companies involved, and which also provides a reference point for further considerations is the issue of definitional structure and ingested optics of looking at social enterprise. These differences are a consequence of condition differently functioning of enterprises, but also give it a different place in the structure of the relationship between market, state and society. This state of affairs is due to the desire for an orderly system of businesses that make up the so-called. social economy and categorization, depending on the assumed origins of their creation (eg, association, cooperative, mutuals, or as in the case of the American tradition - a non-profit organization). The issue of social enterprises took on special importance with the development of the institution of the European Union and the successive stages of its expansion. Assumptions and fundamental principles forming the policies of the EU largely emphasize the role of social enterprises in the development of sustainable human development and the prevention of socio-economic problems in the Community. That is why the European Union is a key decision maker in shaping the program assumptions, but primarily in the provision of financial resources for the implementation of these objectives. European funds in a serious way to stimulate the creation and development of social enterprises in EU countries (including Poland), but also impose the direction and the way they work. In this place there is a fundamental problem of identifying social enterprises in the economy. This is due to the adoption of the European perspective of the isolation of social enterprises, which is a formal and institutional. In terms of institutional cited particularly important certain legal forms, as well as cooperative and associative nature of social enterprises. Moreover, the function to be applied to social enterprises mainly focused on combating social exclusion. This can cause a narrowing of beneficiaries of their activities to people who are in a particularly difficult living conditions. The presented approach can be confronted with the recognition of the American social enterprises. The prospect of the U.S. interprets the activities of social enterprises without resorting to various forms of legal, organizational or management method and structure. In this case, the basic criterion is to pursue social objectives in the ordinary course of business. The presented approach can be confronted with the recognition of the American social enterprises. These outline the subject implies a reference to the problem of social enterprises operating under the theory of enterprises by verifying the purpose of their activity. And this also entails the need for a redefinition of the concept of social enterprise for the contemporary socio-economic space. The current research achievements concerns the analysis of social enterprises and so. social economy in terms of separate legal entities. Was observed in the structure of the conceptual gap in mental, consequently, a research gap. It involves a complicated matter confronted with the presence of pro-social activities of social enterprises in the real economy. Such an approach requires the exploration of social enterprises also among entities formally commercial, and not only among the organizations responsible only administrative classifications such as the EU institutions. A total of inspiration for the subject of social enterprises is the lack of research in Poland, taking into account a broad approach to social enterprises. Existing empirical activities focused primarily on the legal form of prior isolation (social cooperatives, nongovernmental organizations engaged in economic activities) in accordance with the generally accepted interpretation of the Polish social enterprises and, more broadly - social economy. In addition, the main function attributed to social enterprises is to prevent the exclusion of socioeconomic and social integration of people at risk of social, exclusion. Observations of the modern economy, however, point to a much more complicated, issue of the aims of social enterprises. Therefore, the purpose of the hearing is to recognize the phenomenon of social entrepreneurship and greater flexibility theoretical-conceptual and complex socio-economic structure. Considering and embedding this in the current academic profile analyzing social enterprises are confronted finally two theoretical perspectives to interpret social enterprises - the European perspective and the perspective of an American. The dissertation consists of four chapters, of which I and II are theoretical in nature, and Chapter III and IV relate to empirical considerations. In the first chapter "Theoretical problems related to the concept of social enterprise" were discussed issues related to the social economy and social economy. Discussed a European approach (Mainland) - carrying out programmatic assumptions of European Union institutions and the American approach including defining the broader context of social 3
4 enterprises. An important element of the chapter are definitional considerations about social enterprise and selecting the final operating for the purposes of the dissertation, the definition. Taken in Chapter considerations relating to the theory of enterprises have to locate a social enterprise in the current theories, with particular emphasis on the theory konfirmy. II, Chapter work "Social enterprise and the modern economy" social enterprise locates in the economic space and refers to three issues that characterize the specificity of the author's most critical social entrepreneurship: 1 A social enterprise located in the service sector of the economy. 2 A social enterprise as part of local and regional development. Chapter III trial is a presentation of the empirical process undertaken in order to identify the specific nature of social enterprises in Poland, understood in accordance with the definition adopted in the theoretical chapters. In the quoted section are presented the results of a quantitative study of companies obtained through survey research. Methodical approach the use of the U.S. approach is based on a comparative analysis of entities classified as social enterprises within the meaning of European (institutional and legal), and the meaning of the U.S. (functional). Are presented in terms of formal social economy actors involved in the study. The third part of this chapter concerns the analysis of social activities of the surveyed companies. The range of issues includes the motives for starting a business, including and scope of the social mission as part of their business, and positioning the company in the local and regional level. IV, Chapter dissertation presents a qualitative study carried out on the basis of in-depth interviews with representatives of selected social enterprises. Has been carefully analyzed the motives for appointing social enterprises to allocate profits for social purposes (as an important criterion for identifying social enterprises). In the next part of the chapter analyzes the quantitative and qualitative social enterprises cooperation with public institutions with particular emphasis on the different tiers of local government (municipal, county, provincial). Completion of the work is a summary of the results of research and presentation applications 4
