This type of debt includes: certificates of participation, commercial loans, mortgage loans, and other financing obligations. It does not include capital leases, equipment leases, or Appropriated Loans/First Instance 11 Conduit Debt - Bonds or notes issued to finance a project for a specific third party, excluding New York. The security for such bond or note is the credit of the third party rather than the issuer and the issuer has no obligation to repay the debt beyond the resources provided by that third party. Also considered conduit debt is New York collateralized borrowing, where the security for such debt is the pledge of a future revenue stream, and the issuer has no obligation to repay the debt beyond the resources provided by the pledge of such future stream of revenues. 12 Includes $1,932 million in Utility Debt Securitization Authority (UDSA) debt outstanding which is also reported by UDSA. Chapter 173 of the Laws of 2013 established UDSA for the sole purpose of retiring certain outstanding indebtedness of the Long Island Power Authority (LIPA) through the issuance of restructuring bonds. UDSA is reported as a blended component unit of LIPA in LIPA s audited financial statements. 13 Utility Debt Securitization Authority debt outstanding is also included in the Long Island Power Authority data.
