2 A Timely Endeavour Conclusions & recommendations will be used to: - inform implementation of current Strategic Plan - inform development of Strategic Plan - support governments & partners in programming to achieve SDG target 16.2
3 Recommendation 1: Make VAC an organization-wide multi-sectoral priority with overarching Theory of Change & indicators Recommendation 2: Launch multi-sectoral road map to reduce VAC & translate it into regional road maps Actions: Updated multi-sectoral response, theory of change & core indicators integrated into new Strategic Plan (Q4 2016) Strengthen multi-sectoral programming with key strategies & indicators aligned with SDGs (Q3 2016) Roll-out plans for capacity development at country level - including gender & equity analysis (Q1 2017) Document and track multi-sectoral VAC programmes & implement interagency package in select countries (Q1 2017)
4 Actions: Update advocacy strategies on VAC - linked to SDG targets (Q3 2016) Recommendation 3: Strengthen context specific advocacy & resource mobilisation Support Global Partnership/Fund to End Violence Against Children for advocacy & resource mobilization & to advance progress on SDG target 16.2 (Q1 2017) Launch resource mobilization strategy for implementing multisectoral interventions (Q4 2016)
5 Recommendation 4: Accelerate roll out of systems strengthening approach to prevent & respond to VAC Actions: Case studies on system-strengthening (Done) Develop basic training package for social services workforce (Q1 2018) Undertake global thematic evaluation of UNICEF s support to strengthen child protection systems (Q4 2017) Develop tools & common methodology to estimate government expenditures on child protection (Q4 2017) Train all staff on UNICEF policy on Protection from Sexual Exploitation & Abuse (Q4 2017)
6 Actions: Recommendation 5: Renew focus on preventing violence, including through addressing social norms & strengthening structural change for equality & equity Provide guidance & lessons learned to COs on addressing social norms & behaviour change with technical support from ROs/NYHQ (Q4 2016) Strengthen C4D capacity across UNICEF to address social norms with recruitment of regional advisors & e-learning/training courses (Q2 2017) Strengthen capacity of CO staff & partners to implement & measure C4D interventions to prevent VAC in humanitarian & development contexts (Q4 2017)
