2 Introduction By the end of this presentation you will have a greater understanding of the BERT program and the role that the Baldrige framework played in making a positive and lasting impact on Baylor Health Care System. Through a self assessment process, we identified the need to improve the response programs and capabilities for Baylor Health Care System.

5 How we identified the need? Through measurement, analysis, and knowledge management of exercises and real events; we determined that we could improve our system response to all hazards.

8 Why BERT? BHCS needed a centralized way of organizing and training multiple response teams with similar or duplicated missions. Decontamination Teams Radiological Emergency Response Teams Environmental Safety and Emergency Management Response Teams HazMat spill response
9 Solution The Baylor Emergency Response Team is an all hazards consequence management response team capable of deploying throughout the Baylor Health Care System Similar to the Community Emergency Response Teams; Based on a civil defense model; More clinical expertise.
10 Leadership The BERT Program is managed by the Environmental Safety and Emergency Management Department, but much of the planning is accomplished through the BHCS Emergency Management Steering Committee. Response planning Logistics Transportation Training

12 BERT Purpose: To create and organize a system wide pool of human resources and skills (clinical, technical, or professional) that can be called upon during catastrophic events that impact hospital operations. What is BERT?

15 BERT Training There are many areas and levels of training. Training opportunities are provided by many agencies and groups in various locations. (local, state and nationwide) Employee hours for training and deployment are charged to BERT creating a cost savings for departments. Training efforts are ongoing for employees. There is much to learn.
16 Phase 1 Training/Requirements BERT Orientation and Introduction Intro to National Incident Management System Intro to Incident Command System Intro to Community Emergency Response Team Core Disaster Life Support First aid/cpr and AED training (if needed) Participate in all exercises as victim, roll player, evaluator, etc.

Emergencies/Disasters Members will deploy as part of a Strike Team or Task Force to provide: Command Center support Emergency Triage/patient discharge Alternate Care site setup and management Evacuation Support in current role/position at another Baylor facility Day-to-day BERT members serve as: Environmental Safety and Emergency Management subject matter experts to their department (similar to safety coordinator) Emergency Operations Center and Emergency Management members Exercise evaluators Training providers
