These services contribute to better futures for our children and families, persons with disabilities, seniors and communities throughout Nova Scotia. Page 1 of 6
2 Services are grouped in three core business areas family and community supports, employment supports and income assistance, and housing. Each year the department provides services to over 170,000 Nova Scotians, or over 10% of the provincial population. Services are delivered to clients from regional district offices across the province, housing authorities, and indirectly through the provincial network or service providers. The services provided by the department offer a social safety net for Nova Scotians in need, and play a significant role in contributing to the overall health and well-being of communities. OFFICE OF THE DEPUTY MINISTER The Deputy Minister, responsible to the Minister of Community Services, is accountable for a wide range of social services, which are delivered directly by the department or by organizations receiving funding from the department. Along with the Associate Deputy Ministers, the following divisions report directly to the Office of the Deputy Minister: Employment Support & Income Assistance Housing Family & Community Supports Policy & Information Management Finance & Administration Office of the Associate Deputy Minister, Service Delivery The Office of the Associate Deputy Minister, Service Delivery is responsible for coordinating and overseeing all functions related to the delivery of the department s programs and services. The department s service delivery structure is broken down into four regions: Central Regional Office Northern Regional Office Eastern Regional Office Western Regional Office The four regional office operations, through a network of district offices, deliver the department s programs and support the work of community-based agencies. In each region, offices report to a. Page 2 of 6
3 In addition to regional operations, this office is also responsible for Emergency Social Services and Licensing Services. The Senior Labour Relations Consultant also reports to the Associate Deputy Minister. Office of the Associate Deputy Minister, Transformation The Office of the Associate Deputy Minister, Transformation is accountable for bringing strategic vision and leadership to the design, development, and implementation of sweeping, transformative, horizontal initiatives intended to fundamentally alter the Department and its capacity to address a broad range of challenges. Reporting to the Associate Deputy Minister, Transformation is a team of project leads, augmented by consultants and other resources seconded from across the Department for specific periods of time, as well as those resources within the Department that are dedicated to advancing specific aspects of the transformation agenda. Employment Support & Income Assistance The focus of Employment Support and Income Assistance is to provide financial assistance and supports to persons in need and to facilitate their movement towards employment, independence, and self-sufficiency. Employment and income supports include: financial assistance for basic needs and special needs training and employability supports prescription drug coverage for Income Assistance recipients and children of low income families children s benefits for low income families Housing The Housing Division is responsible for the development and management of programs and services to ensure Nova Scotians have access to safe, adequate, affordable and sustainable housing. The range of programs and services includes: provincial loan and mortgage programs grants for home repairs and home adaptations rental housing municipal property tax rebate program Page 3 of 6
4 The Department s public housing portfolio is managed by five regional Housing Authorities across Nova Scotia. Regional Housing Authorities are government agencies carrying out day-to-day administration, operation, and maintenance of the public housing portfolio. Their responsibilities include administering public housing/ rent supplement tenant applications/placement, collecting rent, resolving tenant issues, and carrying out maintenance and repairs. Family & Community Supports The Family and Community Supports Division is responsible for the development of programs and services for vulnerable children, youth, adults and families, including services for persons with disabilities. The range of programs and services delivered includes: adoption and foster care programs child protection services support for children in care secure treatment services for children early childhood development programs prevention services youth services and supports services for persons with disabilities Policy & Information Management This division brings together the department s strategic policy and planning functions with a suite of information activities that affect the overall direction, management, effectiveness and efficiency of the Department. Functions of the division include: Federal/Provincial social initiatives policy, planning & research information technology services FOIPOP and records legislative processes appeals workplace initiatives business and integrated services Page 4 of 6
5 Finance and Administration This division is responsible for administrative support and financial systems for the department.
