3 Foreword Welcome to AiB s annual stakeholder event Welcome to our first annual stakeholder events since the Bankruptcy and Debt Advice (Scotland) Act came into force and the roll out of the BASYS IT system. Today gives us an opportunity to look at how things have gone thus far together, the work we already have in hand to make things better, and to discuss where we need to turn our attention next. You are much closer to the frontline the people with unsustainable debts we are all trying to help and may well have a better idea of how all the recent reforms are working in practice for debtors for creditors, and for all of us working in the sector. So these events are designed not only to allow you to hear from us but, more importantly, let us hear from you. Through this open dialogue, I believe we are better placed to provide an effective service focused on meeting the needs of the people of Scotland. 4 Information Stakeholder Event Who we are Accountant in Bankruptcy (AiB) is an Executive Agency of the Scottish Government with responsibility for administering the process of personal bankruptcy, administering the Debt Arrangement Scheme and recording corporate insolvencies in Scotland. We aim to meet the needs of our staff, stakeholders, customers, local community and the environment. This is achieved through regular assessment of commitments, objectives and services being provided. Our Mission To ensure access to fair and just processes of debt relief and debt management for the people of Scotland, which takes account of the rights and interests of those involved. 5 Event Brief Stakeholder Event What is the aim of these events? To engage with you, our stakeholders, through workshop sessions, to seek your feedback on the work we do and discuss how we can work better together. Workshops Our workshop sessions will focus on AiB s key activities and relate to the areas we expect will have a significant impact on you. The workshop sessions will focus on: General Bankruptcy: The introduction of the Bankruptcy and Debt Advice (Scotland) Act 2014 and a new case operating system has seen significant changes in the way bankruptcy cases in Scotland are administered. This session will look at changes post-implementation, gauging success and improvements to streamline the processes as well as general bankruptcy topics. Bankruptcy Debtor Contribution Orders: One of the key elements of the recent bankruptcy reforms saw the introduction of a single Common Financial Tool. The purpose of the tool was to introduce a statutory process to record income and expenditure and facilitate the calculation of contributions in statutory debt solutions. This session will explain how the Debtor Contribution Order process works, provide insight on lessons learned so far and allow attendees to have their say on their experiences of working with the new procedure. Debt Arrangement Scheme (DAS): Over the past few years, the DAS case management system DASH and the DAS regulations have been updated to allow DAS to become a revolutionary and popular product. This workshop will be an interactive open floor discussion, looking at DAS in general, statistics and trends, recent and future IT upgrades, case studies, and will give an opportunity for attendees to feed back to the team directly on their experiences of DAS. Trust deeds: Following the introduction of the protected trust deeds (PTD) regulations and the ASTRA case management system in November 2013, we have been working to refine and improve the PTD process. This session will discuss the on-going development of ASTRA, how subsequent legislative changes have affected the PTD regulations, and provide guidance to help you get the most from ASTRA and other relevant topics. NB: Delegates have been assigned to workshops according to indicated highest to lowest preference where possible.

7 AiB Speaker Information Stakeholder Event Dr Richard Dennis, The Accountant in Bankruptcy and Agency Chief Executive Richard joined Accountant in Bankruptcy on 1 April Richard s previous career in the Civil Service included spells at the Department of the Environment, the European Commission and HM Treasury, before moving to the Scottish Government in Before coming to AiB, he led the Scottish Government s Fire and Rescue Division through the period of the creation of the new single Scottish Fire and Rescue Service. John Cook, Executive Director of Case Operations John joined Accountant in Bankruptcy in January 2005 after working for the Department for Work and Pensions for 18 years. Initially John was responsible for Debt Arrangement Scheme (DAS) operations and in February 2007 was appointed Head of Case Operations at AiB. John has overall responsibility for AiB s case management and supervisory functions related to bankruptcy, the Debt Arrangement Scheme and protected trust deeds. John is an AiB Board member and a volunteer Board member for North Ayrshire Citizens Advice Service. Alex Reid, Head of Policy Development Alex joined Accountant in Bankruptcy in April 2012 as Head of Operational Policy and Compliance. He is currently Head of Policy Development. Alex is responsible for leading the development and review of personal insolvency policy in Scotland and also the policies related to the devolved aspects of corporate insolvency. Alex s previous roles in Scottish Government have included the policy lead for the development of marine renewable energy in Scotland and management of the primary grant schemes to support research and development activity in small businesses.
8 Kelly Quigley, Head of Debt Arrangement Scheme & Insolvency Registration Team Kelly joined Accountant in Bankruptcy in June 2006 having worked at the Department for Work and Pensions for five years. Stakeholder Event Kelly has worked in various internal roles within AiB before moving on to lead the Debtor Applications team in October Here, she oversaw the implementation of the legislative changes which introduced the low income, low asset (LILA) process, and changed how people apply for their own bankruptcy. In 2010, Kelly helped oversee the introduction of the Certificate for Sequestration route to personal bankruptcy, and managed the operational transition for the team before becoming Senior Manager of the DAS and Insolvency Registration teams. AiB Speaker Information Lisa Ledingham-Park, Team leader of Trust Deed team Lisa joined Accountant in Bankruptcy in May Lisa was previously a Case Manager within the Case Administration team and her responsibilities included dealing with the registration of sequestrations awarded by the courts, protected trust deeds, corporate insolvencies and the Debt Arrangement Scheme. She has also been involved in the introduction and promotion of Secure File Transfer Protocol as a means of securely exchanging documents electronically with AiB. Lisa began working for the Scottish Government in December 1998 and prior to joining AiB, she worked for the Criminal Injuries Compensation Authority. Colin Soulsby, Supplier Manager, Royal Bank of Scotland Colin works for the Royal Bank of Scotland in the Debt Management Operations department and has been living and working in Scotland for the last 20 years, during which time he has built a significant number of contacts in the debt and money advice sector. In a previous role he was the Money Advice Relationship Manager for the Bank, working closely with all aspects of the money advice sector to improve liaison and customer service delivery. Now managing suppliers, he continues to take a keen interest in supporting initiatives in Scotland.
9 Venue Information Stakeholder Event The venue for the Edinburgh event is: The Scottish Government, Victoria Quay Building Victoria Quay, The Shore, Leith, EH6 6QQ Victoria Quay is located to the north of Edinburgh City Centre. Pedestrian access is via Commercial Street, Ocean Drive and Dock Place. There are 79 visitor car parking spaces at Victoria Quay. These spaces are not bookable and are offered on a first come first served basis. However, spaces are available for Blue Badge Holders. Directions The nearest rail station to Victoria Quay is Edinburgh Waverley, which can be accessed by direct public bus services on Princes Street. There are several bus routes serving the immediate vicinity of Victoria Quay, with the 22 Lothian Bus the most direct service to Edinburgh City Centre which takes about 20 minutes. The majority of the buses are scheduled to arrive every min. More information can be found on the Lothian Buses website: Security / Reception at Victoria Quay can be contacted / Fire Safety for Visitors: All visitors should be made aware of the evacuation procedures for the building Staff hosting or chairing meetings must make attendees aware of evacuation procedures On hearing the fire alarm Calmly evacuate the building by the nearest available exit Report to your assembly point Follow instructions of fire marshals or fire precautions officers DO NOT: use lifts, stop to collect personal belongings, attempt to fight a fire unless you have been trained in the safe use of fire extinguishers, and it is appropriate to do so, or re-enter the building until the all clear has been given If you discover a fire Immediately raise the alarm - shout to notify anyone in the vicinity Activate the fire alarm system (e.g. using 'break glass' points) Evacuate the building
