1 Home Office Procurement Notice Small and Medium sized Enterprises: The Home Office is committed to supporting small medium enterprises (SMEs) cross government agenda and is actively contributing to the 25% aspiration. About Us: The Home Office is the lead government department for policies on immigration, passports, counterterrorism, policing, drugs and crime. The Procurement Centre of Excellence (PCoE) provides a buying function for common non strategic goods and services across the Home Office Group. It has the value proposition to make it easier for people to buy from who we want them to, in the way we want them to, to deliver maximum value for money. The Home Office includes agencies, non-departmental public bodies and inspectorates. Our agencies cover UKBA, CRB, IPS and NFA whilst information regarding the NDPB s can be found on the Home Office website: The Home Office conducts its business in a fair, open and transparent manner. It deals with a multitude of local, national and global organisations - from those with just a few employees to those with many thousands. All suppliers to the Home Office are appointed in line with EU and National regulations relating to public sector procurement, following fair and open competition. Doing Business with the Home Office: The Home Office is obliged by law to maintain certain standards in the way it operates and these apply equally to its Suppliers. Before awarding a contract the Home Office will undertake certain checks to establish whether these standards are being met. More information on doing business with the Home Office may be found at
2 Special Constable Legal Fees Insurance Scheme FS003 Background to the Opportunity: An opportunity has arisen for the provision of the Special Constable Legal Fees Insurance Scheme. The scheme is intended to offer legal protection & guidance for eligible special constables. At present the National Police Improvement Authority (NPIA) are responsible for providing funding to pay for this scheme however the responsibility will transfer to another department / organisation in December The provision is essential Special Constabulary, providing legal cover for special constables for incidents arising on duty, where subsequent legal representation may be required. The work is of a national remit. Scope: All Special Constables in England & Wales are to be insured The number of special constables have increased to about 20,000 (official figures not yet published) with numbers still rising, we will need to have some commitment that the new insurance cover and price will remain the same even if the number of specials significantly increases during the duration of the policy. Requirement/Specification: Insurance should cover the below If a special constable is injured in an accident either on or off duty, their family should be able to claim even if they re injured in a different incident. Claims covered should include injuries sustained in the course of active duty, any off duty incidents, road traffic accidents, safety training injuries, accidents occurring in police stations, clinical negligence and serious and fatal injuries. Legal Expenses insurance is also required, which should cover: - Police station advice - Advice in IPCC investigations - Representation in Magistrates Court and Crown Court proceedings - Representation at an inquest - Misconduct proceedings Civil proceedings, including allegations of assault, wrongful arrest, false imprisonment, malicious prosecution, misfeasance and trespass should also be covered. Specials also should be covered :
3 For advice in the event of discrimination allegations, breach of road traffic regulations or any other general legal matter. Indemnity Limit should be for 100,000 for each insured incident. Specific Specialist Skills/Capabilities/Qualifying requirements: The policy must cover the representation of Specials on an individual basis for civil matters, not just when they are subject to allegations under the Chief Constable's vicarious liability. 5 How to apply: The Home Office uses an esourcing toolkit to enable its sourcing activities to be conducted over the Internet. Any organisation intending to submit an expression of interest must be registered as a supplier with the Home Office esourcing Portal. To register, visit the Portal s Login Page at and complete the online registration form by clicking on the Register Supplier Organisation link in the top right-hand corner of the page. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via , normally within 1 working day. Please contact the esourcing Help Desk for support in completing the online registration process; call or eenablers@homeoffice.gsi.gov.uk. Once registered, organisations intending to submit an expression of interest must send an to eenablers@homeoffice.gsi.gov.uk any time up to, but no later than Friday, 6 th April The should be entitled FS003 Special Constable Legal Fees Insurance Scheme and contain the following details: your organisation s name; your contact s address; your contact s name and your contact s telephone number. Organisations who have complied with the foregoing will receive details of how to access and complete the online Request for Proposal (RFP).
