2 Map-2-Transfer Manual The Commission on Independent Colleges and Universities (cicu) cicu is a statewide association representing the public policy interests of the chief executives of more than 100 independent colleges and universities in New York State, the largest private sector of higher education in the world. Although not a government agency, cicu is an educational corporation formed under the New York State Regents. Its mission is to develop consensus among a diverse membership and to advance higher education public policy as the formal organizational liaison with the New York State Board of Regents, the State Commissioner of Education, and the chancellors of the State University (SUNY) and City University (CUNY); and with the proprietary sector. Since 1978, cicu s Outreach Programs have produced helpful resources and publications for students, parents, and schools about cicu s 100+ member private, not-for-profit colleges and universities, college admissions, and financial aid. Available free of charge, annual publications include: Your College Search and Affording College. These publications are distributed to New York State high school guidance/college counseling and principals offices, to school superintendents, to public libraries and to selected high schools in surrounding states. An extensive admissions and financial aid website, contains a growing library of downloadable college awareness resources as well as databases of information about New York's private, not-forprofit colleges and universities and degree offerings. Background on the Map2Transfer Manual The National Student Research Center s recent report, Transfer and Mobility: A National Student Movement in Postsecondary Institutions (2012), highlighted the scope of the movement of students from one institution to another over the course of their academic career. They found that a third of all students transfer before earning a degree (p. 5). 1 The size of the shifts is significant. The number of students who transfer in the fall, at the start of the academic year, has been estimated at more than one million with another smaller wave of students transferring at the start of the spring semester. 2 A recent study, The Community College Route to the Bachelor s Degree (2014), identifies three barriers to community college students quest for a bachelor s degree: Failure to transfer to a four-year college after earning 60 credits or an associate degree Loss of credits when transferring to a four-year college Demands of work and/or family interrupt college enrollment. 3 This Map-2-Transfer project was conceived to provide counselors and students with information to help them navigate the transfer process to an independent college or university. The project was funded with a federal College Access Challenge Grant (CACG) awarded to the Commission on Independent Colleges and Universities (cicu) by the New York State Higher Education Services Corporation (HESC), the state agency designated to administer the State s CACG program since The goals and objectives of CACG include providing students and their families with information about college access to increase their participation in postsecondary education. This Map-2-Transfer Manual was made possible with support from cicu member colleges and universities, which provided the data that figure in this resource. 4 Map-2-Transfer Manual Overview According to an April 2010 special report on transfer admission by the National Association for College Admission Counseling (NACAC), approximately one-third of students beginning at either a two- or four-year institution transfers during the course of their college career. Certainly, students paths to transfer vary widely. A student who attends a community college may transfer after finishing an associate degree. Or, a student may start college, but stop for personal reasons and decide to return to complete the degree at a different college after several years. Other students may decide to complete their degree at a college or university other than the one where they began their studies. The purpose of this Manual, Map-2-Transfer, is to provide students from these different backgrounds guidance to help them navigate the transfer process and continue with their postsecondary education plans. The information in this Map-2-Transfer Manual is available online at For more information about college transfer, visit or When Researching Prospective Colleges or Universities: Questions to Ask Check with your Transfer Counselor at the college or university to which you are applying to be sure you meet all admissions requirements and deadlines. Questions to ask the counselor: 1. What is the minimum cumulative college GPA required for acceptance? This varies widely! 2. How many semesters/quarter hours and credits will be required to complete a degree in my stated major field of study? 3. What core/general education classes are required? te that universities/colleges have different requirements for the courses they accept as transfer credits. Often it s more difficult to transfer credits from your third and fourth year of college. 4. Is there a maximum number of credits that can be transferred? 5. What courses and credits will be accepted for transfer credit and what are their course equivalencies? 6. How will the transferred courses and requirements help me to earn the degree I am seeking? 7. What scholarship opportunities are available for transfer students? Be sure to ask this early to ensure that you meet all application deadlines. Funds may be limited for transfer students. 8. What type of living space is available? Every college has unique policies related to housing be sure to ask what options are available to you as a transfer student. 9. When is the best time to meet with an advisor and register for classes? 10. Are there transfer orientation sessions or transfer student seminars offered to help connect with other transfer students? Transfer Checklist First steps Identify the academic major you hope to pursue Research colleges and universities Visit the campus (take a tour); or, if not possible, visit virtually on the web or use social media Schedule an appointment with admissions and/ or the academic department that interests you Ask about: Transferability of credits College/University cost Financial aid (learn about availability of grants, scholarships and loans, as well as application requirements and deadlines) Gather and prepare application and supporting documents such as: High school transcripts (if required) and, if also requested, SAT or ACT and AP scores College/University transcripts from current college (if attending) and all other colleges previously attended Military transcripts, DD214 Service Discharge documents, and Kicker Contact if applicable Educational gap statement/essay (if you have taken time off from school, you may be asked to write an essay outlining what you have been doing during that time) For international students: Documentation of English proficiency Immigration and Visa documents Letter(s) of Recommendation Apply for financial aid Submit your FAFSA Apply for any scholarships, grants, other aid Apply for veterans benefits Once you ve been admitted Review your Transfer Credit Evaluation Meet with an advisor or transfer counselor to register for courses and complete enrollment Pay deposit by deadline Decide on housing (if needed) Attend orientation session Submit health and immunization records Submit final college transcripts ii

5 Tips-2-Transfer for Students Considering Transfer Tips-2-Transfer for Community College or 2-Year College Students Are you interested in pursuing a bachelor s degree following completion of your associate degree? Or perhaps you wish to make a change and continue your studies in a different area or major. Read on. Q&A Transferring from a 2-year to a 4-year college or university 1. How do I identify my career interests? Start at the end and ask yourself: Where do I want to end up, and how do I get there? Think about your interests and your skills, and how they can lead to different career paths. Visit Explore Careers at GoCollegeNY.org for online tools to match your interests with a career. Research academic majors by visiting a career counselor at your current college to help you explore your options. 2. How do I research transfer colleges/universities? Think about what is important to you: majors offered, GPA requirements, geographic location, size, cost, selectivity, athletics, housing, religious affiliation, and setting (urban, suburban, or rural). Search for colleges that meet those criteria. There are many online college search websites such as GoCollegeNY.org that will help. Be sure you take a look at course equivalencies, often found on an institution s website, to determine how your earned college credit will transfer. Be sure to watch the deadlines for submission of all applications. 3. What steps can I take to help me make my final college choices? Meet with a Transfer Counselor at your current college/university. Visit campuses! You want to get a feel for the culture of a college to determine if it is a good fit for you. Always meet with an admissions representative at the university or college you re interested in attending. During the visit, inquire about potential scholarships, housing, financial aid, and other important concerns. 4. What courses should I be taking now and how will I know what credits will transfer? Concentrate on the pre-requisites you ll need to be admitted into your chosen major. te that many colleges/universities have very specific criteria for the transfer of major courses. Review Course Equivalencies often found on the 4-year institution s website. 5. How do I begin the application process? Check the institution s website for application procedures. Some academic programs (e.g., nursing, teacher education, social work) require a separate application in addition to the general application. Many universities/colleges prefer you apply online. College applications are often found on the college s Admissions page in a link such as Apply w. Always pay attention to the deadlines! 6. Which transcripts do I need to send? Request your official transcripts from your current college and ALL other colleges attended, and from your high school, if required by the college. Keep track of who you submitted the transcript request to, when the request was made, and the mailing address you indicated on the request. Questions to Ask Your Transfer Counselor Check with the Transfer Counselor at the institution to which you are applying to be sure that you meet all admission requirements and deadlines. Ask: What courses and credits will be accepted for transfer credit and what are their course equivalencies? 6 It is very important to understand how your current college/university credits will transfer into the specific degree that you re interested in at the transfer college. 7. How do I apply for financial aid? Contact each college s financial aid office to ensure you complete all paperwork required to be considered for all types of financial aid. Visit studentaid.ed.gov to learn about federal money for higher education. Visit hesc.ny.gov for information about New York State aid programs. Complete the Free Application for Federal Student Aid (FAFSA) at Do not wait to be accepted before applying for financial aid! Include all universities/colleges you are considering on your FAFSA. Additional colleges can be added to your FAFSA at a later date. If you are a New York State resident applying to a college in New York State, apply for TAP online at: Watch the deadlines for submission of all financial aid applications. 8. How do I check the status of my application? Call the college/university or go online to check the status of your application. Keep in contact with the Admissions staff at the colleges/universities you are applying to throughout the process. Ensure your contact information (telephone number, address, and mailing address) is current. The university/college you are transferring to will make the final decision about how and if your previous college credits or credit for life experience will transfer. Tips-2-Transfer for Adult/ Returning-to-College Transfers It s never too late to get back to college to finish your studies! There are many options for adult or returning students for either full-time or part-time study. Read on to learn some of the important steps to take to transition to a new university/college and request transfer of previously-earned credits. Q&A Transfer Answers for Adult or Returning-to-College Transfers 1. Why do colleges differentiate between traditional and adult or returning-to-college transfer students? Many universities and colleges have unique programs specifically for adult/nontraditional students. For example, the institution may have an Adult Division that only admits students older than age 21. Frequently, classes are offered at times that are more convenient to students who have other day-time or work-week obligations (for example, in the evening or weekends). An additional distinction is that adult students are often defined as independent students for financial aid eligibility. 2. Am I able to take one class or do I have to go full time (12-15 credits)? When you register for classes, you have the option to fully matriculate, which means you are seeking a degree such as a bachelor s, or to register as a non-matriculated student, meaning you are taking courses without the goal of obtaining a degree. As a matriculated, full-time student you may have access to financial aid, scholarships and grants. A matriculated part-time student has fewer financial aid options, but may still be eligible for certain programs. Be sure to check with the college s financial aid office. 3. I know that I want to enroll at a certain college; where do I begin? Research the program at the college/university you are most interested in attending. Schedule a campus visit to go on a tour and meet with an admissions representative. iv

7 If you can t visit, or are more comfortable speaking with a counselor over the phone or via , be sure that you have done your research in advance and prepare your questions carefully. 4. How can I afford a college or university? Find out the institution s costs and what the average financial aid package is for adult/returning-to-college students. Also ask what percentage of students receives financial aid, what scholarships or grants are offered at the college, and the qualifications needed to be awarded aid. Always be realistic about your finances. Do not wait to be accepted before filing for financial aid! Check with the college to determine which forms you need to file and when you need to file them to be considered for all types of aid. Be sure to complete and submit all applications for aid and scholarships by the specified deadlines. 5. What are my housing options? Contact the campus Residential Life Office to inquire about housing for adult students. If you have a family and will require campus housing, be sure to ask if family housing is available. Most colleges will be able to provide information about off-campus apartments or, at a minimum, recommend a local realtor. 6. I need childcare; where can I get help? Some institutions offer on-site childcare. There are often certain requirements you must meet to be eligible for this service. 7. How will I know what courses will transfer? Take a look at Course Equivalencies often found on a college or university s website. The university or college you are transferring to will make the final decision about how and if your college credits or credit for life experience will transfer. Talk with a Transfer Counselor at the institution you will be attending to discuss your Transfer Credit Evaluation. 8. How do I begin the application process? Check the college s website for application procedures. For veterans, contact your military branch to obtain your military transcript. Tips-2-Transfer for Veterans and Active Duty Service Members If you are a veteran or currently in the military, there are many opportunities to help you continue your college education. In addition, military veterans may be eligible for academic credit for certain educational experiences or military course credit. Many campuses have dedicated counselors and advisors to help military and veteran students transfer and transition to campus. Read on to learn the important steps to transfer. The majority of institutions use the American Council on Education (ACE) recommendations on applying specific military courses and training as credit toward a college degree, but how and when they are applied may be determined by the academic program you re pursuing. 8 3. What steps can I take to help me make my final college choices? Talk with your academic advisor or contact a Transfer Counselor at your college if you re currently attending a community college or other 2-year institution. There are many online college search websites such as GoCollegeNY.org. Visit campuses if possible. You want to get a feel for the personality of the college to determine if it is a good fit for you. Always contact an admissions representative at the university or college you re interested in attending. Inquire about potential scholarships, housing, financial aid, and other important concerns. 4. What courses should I be taking now and how will I know what credits will transfer? Discuss your transfer plans with a Transfer Counselor or Education Services Officer at your current college they can help guide you. Applications are often found on the institution s Admissions page in a link such as Apply w. Always pay attention to the deadlines! 6. Which transcripts do I need to send? Request your official transcripts from ALL colleges attended and from your high school, if required by the college. Active and Veteran members of the U.S. Armed Forces should also submit their personal military transcripts for possible credit. How do I apply for financial aid? Contact each college s financial aid office to ensure you completed all forms required to be considered for all types of financial aid. Do not wait to be accepted before applying for financial aid! Apply for your VA benefits at Fill out the FAFSA (Free Application for Federal Student Aid) at Include all universities and colleges you are considering on your FAFSA. Additional colleges can be added to your FAFSA at a later date. Watch the deadlines! As a Veteran or Active Duty Service Member, you may be entitled to benefits from the Post-9/11 GI Bill or the pre-existing Montgomery GI Bill-Active Duty (MGIB). Many colleges also participate in the Yellow Ribbon Program as an additional grant to service members and eligible beneficiaries. te that not every veteran is eligible to receive these benefits, and not all institutions are Yellow Ribbon participants, so be sure to ask. Also discuss with your military advisors which benefits package is best for you. Visit for more information. These programs have limits in both funds and duration, so applying for additional aid (e.g., scholarships, grants) may be important, as will the number of transfer credits you receive toward the intended degree since this will help determine how long it will take to earn your degree. 8. How do I check the status of my application? Keep in contact with the Admissions staff at the universities and colleges you are applying to throughout the process. Ensure your contact information (telephone number, address, and mailing address) is current. Check on the status of your military transcripts see page vii for contact information. vi

9 Veteran and Active Duty Service Members Transfer Checklist Collect your Military paperwork and information. This includes: DD214 Certificate of Release or Discharge from Active Duty for most recent period of active duty. Kicker Contract (the Department of Defense may be able to provide this information if you cannot locate a copy of the contract). Apply for admission to the college or university Make sure you notify the college of your veteran status on the application. This will enable the college/university to contact you with important information and make sure that they know to certify your enrollment with the VA. Request SAT/ACT and AP scores (if required by the college/university) Request an official High School transcript This may not be necessary if you have completed more than 24 college credits check with the college s admissions office. Request an official Military transcript Your military training may be eligible for college credit. Request an official military transcript online at one of the sites below: Air Force (CCAF): For Army (AARTS), Coast Guard (CGI), Marines, Navy and Marines (SMARTS): Request CLEP/DSST/DANTES scores Request official transcripts of your scores for CLEP or DSST scores taken while in the military at the site below: TranscriptRequest.html Apply for your VA benefits Once you have applied for your VA Educational Benefits online at you will receive a letter of eligibility from the VA. Provide a copy of this letter to the college/university. It will help certify your enrollment to the VA and help you receive your benefits. Apply for Financial Aid Begin this process early. 10 Glossary of Transfer Terms A Academic Record: Transcript of grades, courses, credits, and related academic information kept on file by the school. The transcript often includes grade point average (GPA) and/or rank in class. Standardized test scores may or may not be recorded on the transcript. Accreditation: Approval of colleges and universities by nationally recognized professional associations or regional accrediting bodies. Add/Drop: A process at the beginning of a term whereby students can drop and add classes with an instructor s permission. When you add or drop a course, it may impact your tuition charges, your academic record and sometimes your financial aid. Always check with your academic advisor before adding or dropping courses. Adult Learner: An adult learner is an individual who does not begin college immediately following high school. Articulation/Transfer Agreements: A formal agreement between institutions (usually between community colleges/ 2-year colleges and 4-year institutions) that maps a program of study from a 2-year to a 4-year-degree. Associate Degree: A degree awarded after approximately a two-year period of study. An associate degree may transfer to the first two years of a bachelor s degree. Attestation: An official affirmation that a degree or transcript is genuine. It is usually signed by a recognized expert or witness. B Bachelor s degree: A degree awarded upon completion of approximately four years (or five years in certain programs) of full-time study. Billable Costs: The costs are paid directly to the college or university, including tuition, student activity fees, laboratory fees, and other charges. For students who live on campus, the cost of room and board is also a billable cost. C College/University Catalog: An official publication giving information about a university's academic programs, facilities, entrance requirements, and student life. Many are entirely online. Common and Universal Applications: Although colleges have their own admission application forms, many independent colleges also accept The Common Application while others use the Universal Application. The colleges and universities that accept these standardized forms give them equal weight with their own application forms. If accepted by the college, check to see if any supplemental sections are required as well. Community/Junior College: A postsecondary institution that offers associate degree programs, as well as technical and vocational programs. Some also offer bachelor s degrees. Core Course: Courses that provide the foundation of an academic degree program and are required of all students seeking that degree. Cost of Attendance: Expenses, including tuition and fees, books and supplies, and living expenses while a student attends college. The cost of attendance (COA) is compared with the student s expected family contribution to determine a student s financial need. Credit: A unit that most colleges and universities use to record the completion of courses (with passing grades) that are required for an academic degree. Credit Evaluation: An assessment of a student s transfer credit, generally performed at the time of admission. A student s college credits are evaluated to determine if the transfer college has equivalent courses and can then offer transfer credit for those courses. D Degree: Diploma or title conferred by a college, university, or professional school once a student completes a prescribed program of studies. Degree Audit: A report that aligns prior course work and learning with the current institution s program of student requirements. This checklist will also show what courses remain and which courses were not transferred because they were not comparable or equivalent to the ones required by the institution a student transferred to. Many colleges require a student to undergo a degree audit after each semester. Department: Administrative subdivision of a school, college, or university through which instruction in a certain field of study is given (such as English department or history department). E Electives: Courses that may be chosen from any field of study. Electives give students an opportunity to explore other topics or subjects of interest. Expected Family Contribution (EFC): The amount students and their families are expected to pay toward college costs derived from a financial needs analysis, usually based on income and assets. viii

11 F FAFSA (Free Application for Federal Student Aid): A form that must be completed in order to be considered for federal financial aid and for certain forms of state financial aid. Fees: An amount charged by universities, in addition to tuition, to cover costs for institutional services. Financial Aid: Any grant, scholarship, loan or paid employment offered to help a student meet his or her college expenses. The amount a student receives is determined by federal, state and institutional guidelines. Full-time Student: One who is enrolled in an institution taking a full load of courses; the institution specifies the number of courses and hours. Enrollment status is important for financial aid eligibility and award levels. G Grade/Grading System: The evaluation of a student s academic work. Grade Point Average (GPA): The combined average of a student's grades for all academic coursework completed. In the United States, grades are usually assigned in letters and are often based on a 4.0 GPA scale. Grade A B C D F GPA 4.0 (excellent) 3.0 (good) 2.0 (satisfactory) 1.0 (needs improvement) 0.0 (fail) Grant: A type of financial aid that doesn t have to be repaid. Grants are often based on financial need (e.g., Ferderal Pell Grant, New York State Tuition Assistance Program (TAP) Grant). I Indirect Costs: College costs that do not show up on the college bill and include books and supplies, travel, and personal expenses (laundry, entertainment, clothing, etc.) The amount spent on these items will vary according to need and preference. International English Language Testing System (IELTS): An English language proficiency examination required by some institutions for applicants whose native language is not English. L Liberal Arts and Sciences: Academic study of subjects in the humanities, the social sciences, and the physical sciences with the goal of developing students' verbal, written, and reasoning skills. Living Expenses: Expenses such as housing and meals, books and supplies, transportation, personal expenses, health insurance, etc. Loan: Money borrowed by the student and/or family to pay for college expenses; loans must be repaid, usually with interest. M Major: The student s academic field of concentration. Major courses represent 25-50% of the total number of courses required to complete a degree. Most students pursue one major, but some may pursue two (double) majors. Major Professor/Thesis Adviser: For research degrees, the professor who works closely with a student in planning and choosing a research plan, in conducting the research, and in presenting the results. The major professor serves as the head of a committee of faculty members who review progress and results. Master s Degree: Degree awarded upon completion of specialized academic requirements that usually include a minimum of one year's study beyond the bachelor s degree. Matriculation: The process whereby a student is accepted, pays fees and enrolls in class, officially becoming a student at the college. Minor: The student s secondary field of concentration. Students who decide to pursue a minor will usually complete about five courses in this second field of study. O Online/Distance Learning: A general term describing academic programs and courses taught using web technologies. Online/Distance Learning can come in many forms. Some courses are self-paced while others have a fixed schedule. Online Learning often involves self-study and research segmented into chapters or modules with somewhat more flexible schedules. 12 Glossary of Transfer Terms CONTINUED P Placement Test: An examination used to test a student s academic ability in a certain field so that he or she may be placed in the appropriate courses in that field. In some cases, a student may be given academic credit based on the results of a placement test. Plan of Study: A detailed description of the student s course of study. The plan should incorporate the objectives given in the student's statement of purpose written on the admission application. Prerequisites: Programs or courses that a student is required to complete before being permitted to enroll in a more advanced program or course. Prior Learning Assessment (PLA): A process and set of steps institutions perform when students apply or consider enrolling. This evaluation can include reviewing a student s transcripts from other institutions, academic providers, military training or work experience. PLA often involves developing a portfolio of evidence. R Residency (relating to transfer): The number of courses, credits or percentage of a program a student must complete at an institution to graduate from that institution. Rolling Deadline: This means that institutions accept applications and admit students at any time during a specific time period until all available spots in the class are filled. S Scholarship: A type of financial aid that doesn t need to be repaid. Scholarships may be based on need, on need combined with other criteria, or solely on other criteria such as academic achievement, artistic ability or athletics. Semester: A period of study lasting approximately 14 to 16 weeks or one-half the academic year. Seminar: A form of small group instruction combining independent research and class discussions under the guidance of a professor. Subsidized Loan: A loan based on financial need as determined by federal regulators in which the federal government pays the interest during the time the student is in school, thereby subsidizing the loan. Syllabus: An outline of topics covered in an academic course. T Test of English as a Foreign Language (TOEFL): An English language proficiency examination required by some institutions for applicants whose native language is not English. Thesis: A written work containing the results of research on a specific topic prepared by a candidate for a bachelor s or master's degree. Transcript: A certified copy of a student's educational record that lists all courses taken and grades received. Transfer: The process of moving from one university to another to complete a degree. Transfer/Articulation Agreements: A formal agreement between institutions (usually community colleges or 2-year colleges and 4-year institutions) that maps out a program from a two-year to a four year-degree program. Transfer Credits: Also known as Credit Transfer and Advanced Standing, these are terms used by colleges and universities for the procedure of granting credit to a student for educational experience or courses undertaken at another institution. Transfer Program: A formal program at the associate degree level allowing the student to transfer into the third year of a four-year bachelor s degree program. U Upper Division: This refers to the junior and senior years of study. Some colleges offer only upper-division study. The first two years of study are generally completed at another institution before entering an upper division program to earn a bachelor s degree. Unsubsidized Loan: A federal loan that is not based on the borrower s financial need as determined by federal regulations; the borrower is responsible for all accrued interest. W Withdrawal: The formal administrative procedure of dropping a course or leaving an institution. This is important to complete when leaving one college for another. x
