5 Inner doors and/or inner door frames dd Page 5 of 61 1 INTRODUCTION 1.1 Subject The requirements laid down in this KOMO assessment directive are used by the certification institutes approved by the Dutch Council for Accreditation in handling applications for and the maintenance of an attest-with-product certificate for inner doors and/or inner door frames. The quality declarations to be issued are indicated as KOMO -attest-with-product certificate. In addition to the requirements laid down in this KOMO assessment directive the certification and attestation institutes set further requirements in the form of general procedural requirements of certification and attestation, as laid down in the certification- and attestation regulations of the institute concerned. Building Act related requirements and methods of determination (new buildings) are mentioned in chapter 4. In chapters 5, 6, 7, 8, 9, 10 and 11 are non-building Act related requirements mentioned, including methods of determination, including methods of determination in relation to, among other things, CE-marking. The technical area of this BRL is: E6. This KOMO assessment directive supersedes BRL 2211 Inner doors and frames dd The quality declarations issued on the basis of the KOMO assessment directive retain their validity to 1 st May Area of application This KOMO assessment directive refers to inner doors and/or inner door frames, that, depending on the function, are intended for application in inner walls an buildings, such as new buildings and renovation. In the BRL are inner doors classified in 3 projects, i.e.: I Inner doors and inner door frames complying with the basic requirements of the BRL. II Inner doors and inner door frames without further processing in the building. III Industrially complete end product finally assembled in the building. Remark: The area of application not only includes inner doors and/or inner door frames in inner walls, but also, i.e. those used as access doors of a dwelling in a domestic building and the door between a dwelling and a garage extension or built-on storage room (both within the same residential unit and not directly exposed to the weather). 1.3 CE-marking Relation Building Act and European Directive Building Products (CPD 89/016/EEC). On part of the products under this KOMO assessment directive shall, in future, the harmonized European (Draft) standard NEN-EN shall apply. The products shall in that case be provided with the CE-mark as described in the relevant standard.

6 Inner doors and/or inner door frames dd Page 6 of 61 2 TERMS AND DEFINITIONS Project I Inner doors complying with the basic requirements of the BRL. It is a bare door frame that shall be made cut-to-size by the buyer and be provided with glass (openings), milling and door furniture. The door still has to be provided with a finish and shall be hanged on the building site. The door can be supplied without frame. Project II Inner doors without further processing applicable in the building industry. It concerns a door cut-tosize and finished, when required provided with glass openings. After assembly of the door furniture the door can be hanged. The door can be supplied without frame. Project III Industrially complete end product finally assembled on the building site. The inner doors and inner door frames are finished, finally assembled and hanged by, or under responsibility of the certificate holder. For a description of the other terms and definitions included in the BRL of occurring terms reference is made to the drawings as laid down in appendix 1 of this BRL and to NEN-EN PROCEDURE TO OBTAIN AN ATTEST-WITH-PRODUCT CERTIFICATE 3.1 Start The applicant for an attest-with product certificate indicates the uses and/or areas of application of the inner doors and/or inner door frames he supplies to be included in the attest-with-product certificate. The applicant provides the data required for drawing up the technical specification. He, furthermore, indicates the statements to be included in the attest-with-product certificate and provides grounds for these statements. 3.2 Area of application The attestation body test whether the statements to be included in the attest-with-product certificate do agree with the requirements mentioned in chapters 4, 5, 6, 7, 8, 9 and 10 of this KOMO assessment directive. 3.3 Assessment of the quality system of the applicant The certification body examines whether the quality system of the applicant corresponds with chapter 11 of this KOMO assessment directive. 3.4 Issue of the attest-with-product certificate The attest-with-product certificate is issued in accordance with the specimen laid down by the Building Harmonization Committee in conformity with the general regulations of the certification body if the admission investigation is successful (3.2) and the assessment of the quality system of the applicant has been rounded-off in a positive way (3.3). The attest-with-product certificate declares that the inner doors and/or inner door frames comply with chapters 7, 8, 9 and 10 and contains the statements in accordance with chapters 4, 5 and 6 of this KOMO assessment directive. 3.5 External quality control After having issued the attest-with-product certificate by the certification body control is executed as described chapter 12 of this KOMO assessment directive.

8 Inner doors and/or inner door frames dd Page 8 of Safety regulations LIMITATION OF FIRE DEVELOPMENT: BA-SECTION Performance requirements, limitation for the development of fire A door or a similar structural component shall comply with the performance requirements as indicated in BA- section Limiting value A door shall at least comply with class D. When the door is part of a fire- and smoke free escape route the door shall comply with class B. Method of determination The class of fire propagation according to NEN-EN shall, for both the inner as the outer side of the door, be determined by means of tests by an acknowledged laboratory. Explanation: An inner door and/or inner door frame or a similar structural component has, according to NEN-EN a certain contribution to the fire propagation on both inner and outer side, that complies with at least class D or at least class B when the door is part of a fire- and smoke free escape route Certification investigation / attest-with-product certificate The attest-with-product certificate indicates that an inner door and/or inner door frame has a contribution to fire propagation that at least complies with class D or at least Class B when the door is part of a fire- and smoke free escape route. LIMITATION OF DEVELOPMENT OF FIRE: BA- SECTION 2.13 AND BA-SECTION (OPTIONAL) Performance requirements WBDBO For the limitation of fire apply sections and of the Building Act 2003 Limiting value The limiting value for the resistance to fire penetration and flash-over (WBDBO) is determined by the resistance to the flash-over of an inner door and/or inner door frame as laid down in NEN This WBO depends on the radiation flux in the normative observation point determined in accordance with NEN In the NEN 6068 is determined that an inner door and/or inner door frame, which has a fire resistance relating to the dividing function of at least 30 minutes. is no façade opening. This also applies in case of the WBDBO requirements is 60 minutes. For a movable part in an exterior separation construction a requirement for self-closing does not apply. Method of determination In the situation that the resistance to fire penetration and flash-over of the inner door and/or inner door frames is determined, this shall be carried out in accordance with NEN Explanation: WDBDO-requirement: The resistance to fire penetration and flash-over (WDBDO) between two fire compartments, an enclosed room through which an escape route leads, a non-enclosed room of a safety staircase and between two smoke free escape routes applies a requirement in respect of the resistance to fire penetration and flash-over and shall comply with the performance requirements determined in accordance with NEN 6068.

9 Inner doors and/or inner door frames dd Page 9 of 61 Certification investigation / attest-with-product certificate The fire resistant of an inner door and/or inner door frame shall, when required, be included in the attest-with-product certificate, such as has been determined by means of tests by an acknowledged laboratory. Hereby is indicated whether it concerns the fire resistance from inside to outside, from outside to inside or in both directions. This is then at least 30 minutes and can be expressed in a multiple thereof. LIMITATION FOR THE DEVELOPMENT OF SMOKE; BA-SECTION Performance requirements, smoke density ; BA-section For the limitation of the development of smoke section of the Building Act 2003 applies. Limiting value The limiting value is class s2 for the inside of an inner door and/or inner door frame. This does not apply to a building structure, not being a building. Method of determination The class of the development of smoke in accordance with NEN-EN shall be determined by means of tests by an acknowledged laboratory. Certification investigation / attest-with-product certificate The development of smoke of the inner side of a door can be stated in the certificate as determined by means of tests by an acknowledged laboratory. The smoke class belongs at least to smoke class s2. LIMITATION FOR THE MOVEMENT OF SMOKE ; BA-SECTION Performance requierements; resistance to the movement of smoke For the resistance to the movement of smoke applies section of the Building Act Limiting value The limiting value is set at 30 minutes. This applies when the inner door and/or inner door frame has been included in a smoke separation. This limiting value does not apply to another application or to a building construction that is not a building. Method of determination The class of the development of smoke is determined by NEN Certification investigation / attest-with-product certificate The resistance to the smoke penetration can be laid down in the certificate. This amounts to at least 30 minutes. BURGLARY RESISTANCE BA-SECTION (OPTIONAL) Performance requirements, burglary resistance; BA-section Section of the Building Act 2003 applies to burglary resistance. Limiting value When the inner door is intended for a walled-in entrance to a dwelling it shall have, together with the frame, a resistance class 2 for burglary resistance. Method of determination A walled-in entrance door to a dwelling is per definition at an accessible place as meant in NEN The walled-in entrance door to a dwelling shall therefor be tested in accordance with NEN 5096.

10 Inner doors and/or inner door frames dd Page 10 of 61 Explanation: The resistance class 2 is determined in accordance with NEN It applies to: the mechanical strength of the door hung in the frame that has been secured to the connecting construction components, including the securing of the section filling of glass and the resistance to other section filling than glass; the application of insulating double glass or of glass with resistance class 3, determined in accordance with NEN-EN 356; the lock possibilities of at least one bolt of a glazed door, unless glass has been applied with resistance class 4, determined in accordance with NEN-EN 356; the corrosion resistance of hinges, locks and door furniture; and burglar resistant properties of the cylinders. Certification investigation / attest-with-product certificate The resistance class of the walled-in entrance door to a dwelling against burglary is optionally mentioned in the certificate, as determined by means of tests by an acknowledged laboratory. 4.2 Health regulations PROTECTION AGAINST EXTERIOR NOISE; BA-SECTION 3.1 (OPTIONAL) Performance requirements, Characteristic protection against noise; BA-section 3.2 and 3.3 For a limited number of functions for the protection against noise from outside noise, sections 3.2 and 3.3 of the Building Act 2003 apply. Limiting value The performance requirement applies to a limited number of functions of use. The limiting value for the protection of noise from outside, expressed as characteristic noise proof barrier, is, when applicable, determined by the noise load as a result of industrial noise, road noise, railway noise and aviation noise on the one side and the limiting value in the domestic area on the other side. The value of the noise load from outside depends on the values laid down for the noise zone in the zoning plan In which the building concerned is located,, or on local circumstances. The limiting value is a domestic area respectively the domestic room is dependent on the function of use and possibly of the way in which the function of use is intended to be used for a 24 hours period. For the functions of use for which a performance requirement is given, applies that the characteristic noise barrier between the outside air and a domestic area shall be at least 20 db(a) and between the outside air and a domestic room is at least 18 db(a). For the noise barrier in respect of aviation noise applies that the characteristic noise barrier between the outside air and the domestic area in case of a noise load of more than 35 Ke, a noise barrier of at least 30 db(a). From this it can be concluded that also in the situations that the outside noise load and the noise load allowed inside, are known; only the limiting value can still be determined to which the total enveloping construction shall comply. A limiting value for a separate door cannot be determined. Method of determination The partial noise level can, for information, be measured in an authorized laboratory in a way laid down beforehand (e.g. by referring to NEN-EN ). Explanation: The method of determination applied in Building Act 2003 is a measuring method only being used in practice after realisation of the building. However in order to be able to estimate beforehand (before the application for a building permit is submitted) whether it is acceptable that the required characteristic noise barrier, when applicable, shall be present, usually use is made of the (not mentioned in the Building Act 2003) of Calculation method GGG 97 prepared by the inter- municipal work group building physics of large towns and published by Omegam in Amsterdam. In order to apply this method the partial insulation values (in 5 octave bands) for each structural component that it is important for the determination of the noise barrier.. Certification investigation The partial sound level can be mentioned in the certificate as an option, such as has been determined by means of tests by a recognized laboratory

11 Inner doors and/or inner door frames dd Page 11 of 61 NOISE CONTROL BETWEEN DOMESTIC ROOMS WITH THE SAME FUNCTION OF USE; BA- SECTION Performance requirements, (whether or not characteristic) insolation-index; BA-section For the characteristic insulation-index for aerial noise and the insulation-index for contact noise for noise transfer from a closed room to another domestic area shall comply with the performance requirements as given in BA-section Limiting value The performance requirement applies to a limited number of noise functions. The limiting value for protection against noise between domestic places of the same functions of use, expressed as characteristic noise proof barrier, is, when applicable, determined by the noise load as a result of noise from another domestic area. The limiting value in a domestic area respectively the domestic room depends on the functions of use and possibly of the extent in which the function of use is intended in order to be used in the 24 hours period. A limiting value for a separate door can not be determined. Method of determination The value is determined in accordance with NEN Certification investigation / attest-with-product certificate The attest-with-product certificate states the contribution to the characteristic insulation-index for aerial noise and the contribution to the insulation index for contact noise. NOISE CONTROL BETWEEN ROOM WITH DIFFERENT FUNCTIONS OF USE ; BA SECTION Performance requirements, (whether or not characteristic) insulation-index; BA- section For the characteristic insulation index for aerial noise and the insulation index for contact noise of an enclosed room to another domestic area have to comply with the performance requirements as given in BA-section Limiting value The performance requirement applies to a limited number of functions of use. The limiting value for protection against noise between domestic areas of various functions of use, expressed as characteristic noise proof barrier, is, when applicable, determined by the noise load as a result of noise from other domestic areas. The limiting value is a domestic area respectively the domestic room depends on the function of use and possibly of the extent in which the function of use is intended to be used in a 24 hours period. A limiting value for a separate door cannot be determined. Method of determination The value is calculated in accordance with NEN Certification investigation / attest-with-product certificate Control whether the performances given, determined in accordance with NEN 5077, are correct. The attest-with-product certificate can mention for the examples of application the contribution to the insulation index for aerial noise and to the contribution to the insulation index for contact noise for noise transmission. These have minimum values as given in BA table RESTRICTION ON THE USE OF HARMFUL MATERIALS; BA-SECTION 3.15 (OPTIONAL)

12 Inner doors and/or inner door frames dd Page 12 of Performance requirements, restriction of application of harmful materials; BA-section For the restriction of the application of harmful materials section of Building Act 2003 as well as section 2.2. and section 2.3 of the Regulation Building Act 2003 apply. Limiting value From the materials applied in a domestic area the increase in concentration of formaldehyde from those materials may not be greater than given in section 2.2 of the Regulation Building Act In a room of a building accessible for people, the asbestos fibres present in a construction component may not have the result that the increase of the concentration asbestos fibres in respect of the concentration present in the open air is greater than ve/m³. Method of determination It should be stated when asbestos is present in the door. Certification investigation / attest-with-product certificate Check whether the materials stated comply with the regulations. The attest-with-product certificate states t hat the materials applied comply with the regulations given by Ministerial Regulation as meant in BA-section Regulations from the utility point of view FREE PASSAGE; BA-SECTION 4.3 (OPTIONAL) Performance requirements, free passage ; BA-section 4.11 member 1 and BB-section 4.11 member 2 Section 4.11, members 1 and 2 of Building Act 2003 apply for the free passage. Limiting value The free passage of an entrance of a building shall be at least 0,85 m x 2,3 m. This does not apply to a light industrial function or another function of use. Method of determination Which free passage is present depends on the form of the dimensions of the door, the form of the frame in which the door is placed and the turning direction of the door. It is also important in which position (under 90 or 180 ) the door is inspected. Explanation When applied in the existing building the dimensions of inner doors and/or inner door frames are dependent on the building frame present and can deviate from the required dimensions. Certification investigation / attest-with-product certificate In the certificate can be indicated if and under what conditions the free passage of 0,85 m x 2,3 m can be present. There is also indicated which free width can be present under what circumstances. ACCESSABILITY; BA-SECTION 4.4 (OPTIONAL) Performance requirements, height of threshold; BA-section 4.17 member 1, BA-section 4.17 member 2 and BA-section 4.17 member 3 For a difference in height of a floor at the place of an entrance to a domestic function or accessibility sector with the floor of a joint traffic space or the joining ground shall comply with the performance requirements as given in BA-section 4.17 member 1, BA-section 4.17 member 2 and BA-section 4.17 member 3. Limiting value The height of the threshold has been fixed. It shall be not more than 0,02 m. Method of determination The height of the threshold is measured by means of therefore suitable measuring equipment.

13 Inner doors and/or inner door frames dd Page 13 of 61 Certification investigation / The attest-with-product certificate could, for examples of application mention the height of the threshold, including a possible wear-resistant strip. 4.4 Energy-saving regulations THERMAL INSULATION; BA-Section Performance requirements, heat transmission coefficiency ; BA-section The heat transmission coefficient of windows, doors, window frames and similar construction components, shall comply with the performance requirements as given in BA-section Limiting value The heat transmission coefficient of inner doors is 4,2 W/m 2.K in accordance with NEN Method of determination The heat resistance coefficient of inner doors is stated in NEN 1068 and determined by means of tests by a authorized laboratory. Certification investigation / attest-with-product certificate The attest-with-product certificate states the heat transmission coefficient of inner doors as determined by means of tests by an acknowledged laboratory LIMITATION OF AIR PERMEABILITY; BA-SECTION 5.2 (OPTIONAL) Performance requirements, Flow of air volume; BA-section (informative) For the limitation of the air permeability applies section of the Building Act Limiting value That part of a building within a thermal shell (in which the domestic areas, toilet- and bathing block are present) may not have a greater flow of air volume than 0,2 m³/s. Method of determination The method of determination applied in the Building Act 2003 is a measuring method that can only be applied after realisation of the building, in accordance with NEN There is no method available to determine the contribution of the individual inner door. Explanation (optional): In order to estimate beforehand (before the application for a building permit has been submitted) whether it is acceptable that the highest allowable air permeability (or the value stated in the energy performing calculation) is not exceeded, an estimation of the air permeability of a building can be determined. Hereby is calculated how much air shall go between all partial seams and chinks. These quantities are subsequently added together. There is, however, no informal recognized method available in which way this has to be done. A result of this is that when applying this also shall be indicated in which way the partial quantities can be determined (measured or calculated). Certification investigation / attest-with-product certificate The air permeability can be stated in the certificate in an informative way according to one of the calculations included in the BRL or as determined by means of tests by an authorized laboratory.

14 Inner doors and/or inner door frames dd Page 14 of 61 5 TESTING AND CLASSIFICATION WITHIN THE FRAMEWORK OF NEN-EN Chapter 5 is optional. It concerns tests and classification of product properties that will be required in the near future of inner doors and/or inner door frames in accordance with NEN-EN This standard is a draft standard and not in force as yet. 5.1 Limitation of application of harmful materials; Performance requirements, NEN-EN ; 4.3 The materials applied in the inner doors and/or inner door frames may not contain materials from which poisonous or harmful substances could be released that can be harmful for the hygiene, health and environment. The attest-with-product certificate can state the materials applied when they comply with the regulations. 5.2 Resistance to impact loads; Performance requirements, NEN-EN ; The resistance to impact loads of inner doors and/or inner door frames that are provided with glass or other fragile material shall be determined in accordance with NEN-EN 949. The test shall be carried out from both sides when asked for. The attest-with-product certificate can reproduce the class for the impact load according to table 1 in NEN-EN Load bearing capacity of safety provisions; Performance requirements, NEN-EN ; Safety provisions shall be capable to keep an inner door 60 seconds at its place at a load of 350 N at the most unfavourable position. The strength of the threshold shall be determined in accordance with NEN-EN 947 or by means of calculation. 18 Inner doors and/or inner door frames dd Page 18 of 61 6 OTHER REQUIREMENTS PERTAINING TO PRIVATE LAW 6.1 Strength of the door leaf The inner door shall, during the applying of loads, provide sufficient resistance when subjected to the following loads: intermittent load with a heavy and soft body (sand bag): the inner door may, after testing, not have any permanent deformation greater than 2 mm; vertical load: the inner door may, after testing, not have any permanent deformation greater than 1 mm; static load perpendicular to the door plane: the inner door may, after testing, not have any permanent deformation greater than 2 mm; intermittent load wit a hard object (ball): the inner door may, after testing with a hard object, have not have any permanent indentations with an average diameter greater than 20 mm, up to a maximum of 30 mm. Method of determination The inner door is subjected to the following tests: intermittent load with a heavy and soft object. The closed inner door shall be tested in accordance with NEN-EN 949 with a load in accordance with table 1 of NEN-EN 1192; vertical load. The open inner door shall be tested with a load in accordance with table 1 of NEN-EN 947, with a load in accordance with table 1 of NEN-EN 1192; static load perpendicular to the door plane. The open inner door shall be tested in accordance with NEN-EN 948 with a load in accordance with table 1 of NEN-EN intermittent load with a hard body. The closed inner door shall be tested with a load in accordance with NEN-EN 950 with a load in accordance with table 1 of NEN-EN Attestation investigation The results shall be given in accordance with NEN-EN The strength shall be at least class 1. Remark: Intermittent loads refer to the non-transparent part of the door and therefore not to the glass or the window frame The attest-with-product certificate states the strength class of the inner door. 6.2 Hydro-thermal form stability Behaviour of doors placed between two climates The behaviour of the inner doors placed between two different climates shall be determined in accordance with NEN-EN The results shall be given in accordance with NEN-EN Attestation investigation Checks are carried out to investigate whether the value of the deformation when placed between two climates, laid down in the quality declaration of the applicant, can be classified in one of the stability classes laid down in NEN-EN The door leaf shall at least comply with stability class A. The attest-with-product certificate states the stability class of the inner door Behaviour of doors under changing relative humidities, by placing in consecutive uniform climates The behaviour of inner doors placed in a uniform climate shall be determined in accordance with NEN-EN The results shall be given in accordance with NEN-EN

19 Inner doors and/or inner door frames dd Page 19 of 61 Attestation investigation Checks are carried out to investigate whether the value declared in the quality declaration of the applicant for the behaviour of inner doors placed in successive uniform climates can be classified in one of the stability classes laid down in NEN-EN The attest-with-product certificate states the stability class of the inner door. 6.3 Behaviour of doors under influence of moisture (bath room test) An inner door which forms the partition between two spaces, at least one of which has a high RH for long periods with a chance of condensation on the surface, shall be classified according to the classes given in table 1 for the local out-of-flatness after a moisture load.. Table1. Method of determination 2 and 3 In accordance with RAL 426, part 3. Attestation investigation Checks are carried out to investigate whether the value stated in the quality declaration of the applicant for the deformation can be classified in one of the above-mentioned classes after testing. The attest-with-product certificate states the class of the inner door. 6.4 Dimensions of door leaf The minimum thickness of the door leaf, determined in accordance with NEN-EN 951, is 38 mm. Product investigation A check shall be carried out whether the thickness of the door leaf complies with the requirement laid down. The attest-with-product certificate states the thickness of the door leaf. 6.5 Form tolerances of door leaf Doors shall be supplied in the final dimensions whereby the dimensions shall be determined in accordance with NEN-EN 951 and NEN-EN 952 and whereby the tolerances shall be classified in accordance with NEN-EN 1529 and NEN-EN Product investigation A check shall be carried out to verify that the shape tolerances of the door leaf do agree with the class to be stated in the quality declaration.

Product investigation Check whether the pencil hardness of the surface can be classified in one of the three classes mentioned. The attest-with-product certificate states the class of the pencil hardness Ring strength The finished surface of the door leaf shall be such that, after testing with a ring, the ring resistance complies with the requirements of table 3.
