1 FOR PRESIDENTS OF STATE GARDEN CLUBS 1. To have been elected President of a State Garden Club is a very high honor. You have been chosen also for your INTEREST, INTEGRITY and LEADERSHIP ABILITY to promote the programs and objectives of NGC. 2. The Presidents of State Garden Clubs assume office in their states at the time of their election and installation, however a President of a State Garden Club completing an administration of office in the state accepts the awards at the NGC Convention and gives the report of the state garden club. The Presidents of the State Garden Clubs serving with an NGC President will be considered the President of that State Garden Club for the purpose of reporting and accepting awards until the close of that NGC Convention. At the NGC Convention in the odd-numbered year, the incoming Presidents of the State Garden Clubs will be invited and encouraged to attend the breakfast of the Presidents of the State Garden Clubs and Regional Directors if this meal function is scheduled. 3. The Presidents of State Garden Clubs assuming office in their states prior to the NGC Convention in the odd-numbered years will be presented at the post-convention Board of Directors meeting. They will receive a certificate from the NGC President with whom they will be serving. The Presidents of State Garden Clubs assuming office in their state after the NGC Convention in the odd-numbered years will be presented at the NGC Fall Board meeting in the odd-numbered years and receive their certificate or all will be presented at the Fall Board meeting. 4. The Presidents of State Garden Clubs are expected to attend all meetings of the NGC Board of Directors and Conventions. Should the President of a State Garden Club be unable to attend such meetings, notice should be given to the NGC President in order that permission may be received for a Vice-President of that State Garden Club to represent the state as an alternate. The Presidents of the State Garden Clubs will be expected to report at the NGC Conventions on the activities of the state garden club. Five typewritten copies will be required and submitted to the NGC Recording Secretary at the time of the oral report. Remember to keep a copy for the files. When the oral report is given at NGC Conventions, you will be called upon by the Regional Director. You will address the Regional Director as Madame or Mister Director, however the NGC President is usually presiding at the business meeting. The NGC President has only called upon the Regional Directors for the report of the regions. After you have recognized the Regional Director, you will also recognize the NGC President if she is still presiding. Therefore, after being called upon, you say--"madame Director", and then turn in the direction of the NGC President and say "Madame President", if she is on the platform, then begin your report.

2 SOME SPECIFIC GUIDELINES FOR STATE GARDEN CLUB PRESIDENTS 1. Each State Garden Club President shall have general supervision over the state garden club according to the bylaws, standing rules and parliamentary authority adopted by the state garden club. This usually includes presiding at the meetings of the Executive Committee, if there is one, the Board of Directors and the Annual Conventions. The State Garden Club President, according to the bylaws adopted by the state garden club, may be ex-officio a member of all state committees except the state Nominating Committee. 2. It is suggested that each State Garden Club President have the NGC Protocol Booklet and the Parliamentary Procedure Manual along with the Leadership Manual to aid in the planning and executing of the state meetings. 3. It is necessary that each State Garden Club President understand the responsibilities of that office to the region and to NGC. The following Articles of the NGC Bylaws and Standing Rules have some bearing on the Presidents of the State Garden Clubs. BYLAWS OF NATIONAL GARDEN CLUBS, INC. ARTICLE VII -- DUES, FEES AND CONTRIBUTIONS Section DUES a. Annual dues of each State Garden Club shall be fifty cents ($.50) per capita on all categories of members, including NGC Life Members. 1. Dues based on State Garden Club Membership on June 1 shall be paid to NGC Headquarters by September Annual dues shall be delinquent after September 30. Notices of delinquent dues shall be given at the Fall Board Meeting to the Regional Director and to the President of the State Garden Club whose dues have not been paid. 3. State Garden Clubs failing to remit dues by October 31 shall forfeit representation at the NGC Convention. 4. State Garden Clubs failing to remit dues by October 31 shall be excluded from any tabulations used to determine NGC Awards. 5. State Garden Clubs failing to remit dues prior to June 1 of the following year shall forfeit membership. Section FEES One annual fee for all Youth gardener groups within a State Garden Club or country shall be ten dollars ($10.00 U.S.) per state or country payable by September 30.

3 ARTICLE VIII -- OFFICERS ELIGIBILITY Section Elected Officers... d. To be eligible for the nomination as Regional Director or Alternate Regional Director, each nominee shall have served as President of a State Garden Club for a minimum of two (2) years and shall have attended two (2) of three (3) last NGC Conventions and Regional Conventions/Meetings preceding the election. ARTICLE IX -- DUTIES OF OFFICERS Section PRESIDENT l. Present the State Garden Club Presidents following their election, at the Post-Convention Meeting of the Board of Directors or at the Fall Meeting of the Board of Directors in the odd-numbered year. Section TREASURER k. Give notices at the Fall Board Meeting to the Regional Director and to the President of the State Garden Club whose dues have not been paid. Section HISTORIAN b. Obtain Histories from States and Regions for placement in the NGC library. ARTICLE X -- NOMINATING COMMITTEE Section STRUCTURE The Nominating Committee shall be composed of a Chairman, Vice-Chairman and two members from each Region... b. Members 1. To be eligible to serve as a Member or Alternate Member, each member shall have served two (2) years as an elected officer of a State Garden Club, a minimum of two (2) years as a member of the NGC Board of Directors and shall have attended two (2) of the previous three (3) NGC Conventions prior to assuming that position. The Member or Alternate Member must reside within the Region represented. 2. The States from which the Members and Alternate Members are selected shall be determined by the policies or Bylaws of each Region. 3. Each Region shall elect, according to the policies of the Region, at the beginning of the administration, two (2) Alternate Regional Members at Large to serve on the Nominating Committee in the event neither a Member nor an Alternate can attend the meeting. 4. The Member and Alternate Member shall be elected by the governing board of the State Garden Club during the six-month

4 period preceding the Regional Convention in the even-numbered year prior to service. The Member and Alternate Member shall be presented at the Regional Convention in the even-numbered year. Section DUTIES c. Consider recommendations from members of the NGC Board of Directors and from State Garden Clubs. ARTICLE XI -- ELECTION OF OFFICERS Section ELECTION OF REGIONAL DIRECTORS AND ALTERNATE REGIONAL DIRECTORS The State from which the next Regional Director and Alternate Regional Director shall come is determined by the policies or Bylaws of each Region. The Regional Director and the Alternate Regional Director must reside within the Region they represent. a. The candidate for Regional Director shall be: 1. Elected by the governing board of that State Garden Club in session during the six-month period preceding the Regional Convention in the even-numbered year prior to assuming office. 2. Presented at the Regional Convention in the even-numbered year. 3. Presented to the NGC Convention in the odd-numbered year. 4. Installed at the NGC Convention in the odd-numbered year and assume office for a two year term at the close of the NGC Convention. b. The candidate for Alternate Regional Director shall be: 1. Elected by the governing board of the State Garden Club in session during the six-month period preceding the Regional Convention in the even-numbered year prior to assuming office. 2. Presented at the Regional Convention prior to the NGC Pre- Convention Meeting of the Board of Directors in the evennumbered year. ARTICLE XII -- CONVENTIONS AND MEETINGS Section 2 -- REPRESENTATION b. State Garden Clubs 1. In addition to member(s) serving on the Board of Directors, each State Garden Club shall be entitled to elected delegates and alternates based on dues remitted to NGC by October 31 and any additional dues remitted prior to thirty (30) days preceding the NGC Convention as follows: (a) Membership of 500 or less two (2) (b) Membership of 501 to 1000 three (3) (c) Membership of 1001 to 1500 four (4) (d) Membership of 1501 to 2000 five (5)

5 (e) Membership of 2001 to 3000 six (6) (f) Membership of 3001 to 4000 seven (7) (g) Membership of 4001 to 5000 eight (8) (h) Membership of 5001 to 6000 nine (9) (i) Membership of 6001 to 8000 ten (10) (j) Membership of 8001 to 12,000 eleven (11) (k) Membership of 12,001 and above twelve (12) The maximum number of delegates of any State Garden Club is twelve (12). 2. Each State Garden Club shall be entitled to the same number of elected alternates as elected delegates. An alternate shall become the delegate when a vacancy occurs. Section CREDENTIALS a. Credentials of each delegate and alternate shall be signed by the State Garden Club President and mailed to the NGC Credentials Chairman one month prior to the NGC Convention and shall be the official list of delegates and alternates of that State Garden Club. b. The State Garden Club President may fill the authorized quota of delegates and alternates at the time of the NGC Convention by presenting the credentials of registered members of that State to the Credentials Committee. Section 4 -- SPECIAL MEETINGS A special meeting of NGC may be called by the Board of Directors or by written request of ten (10) Presidents of State Garden Clubs. ARTICLE XIV -- BOARD OF DIRECTORS Section MEMBERSHIP The Board of Directors shall consist of the elected and appointed Officers; Presidents of State Garden Clubs or a Vice-President as an alternate by permission of the NGC President... ARTICLE XV COMMITTEES Section 1 -- STANDING COMMITTEES d. State Presidents may not serve in another capacity on the NGC Board of Directors during their term.
