2 National Excellence Programme Together for Science National Excellence Programme Elaborating and Operating an Inland Student and Researcher Personal Support System national programme Project Description and Objectives The priority project TÁMOP (SROP) A/ National Excellence Programme Elaborating and Operating an Inland Student and Researcher Personal Support System national programme was launched on April 202 with the support of the Hungarian government and the European Union, with a total budget of HUF,000,000,000. The project aims to develop human resources in the field of research and innovation, by, inter alia, motivating the next generation to take up a research career and supporting the activities of senior researchers. Promoting excellence stimulates competition and thus contributes to making a research career attractive, researcher s life tree more balanced, and keeping the accumulated knowledge in Hungary. The project indirectly improves higher education basic research, provides an exemplary pattern for the recognition of excellence by supporting outstanding research work, and helps the professional knowledge and research results accumulated in Hungarian institutions become accessible to and usable by European and international communities. During the implementation of the programme, a scholarship scheme that is much needed at a national level was established, the main goal of which is to provide support of the international standard at all stages of research careers for students with outstanding talent and excellent Teacher Researchers. Through support provided by the project, new possibilities opened up for researchers, since beneficiaries can recreate the value together and with a consensus that is to be utilised by the Hungarian nation at home or temporarily abroad, but for the sake of the future of Hungary. The scholarship scheme has encouraged the achievement of significant results in all disciplines, particularly in engineering and natural sciences, in the domestic and the European economic area. It provided adequate opportunity for the wide dissemination and utilisation of the results obtained in these fields and it promoted the equality of opportunity and talent management. 2
3 The National Excellence Programme provided an alternative for launching and maintaining a research career, allowing for talented researchers to be engaged in the thing they are the best at and to benefit from their knowledge at home, which may contribute to the long-term competitiveness and success of Hungary. In addition, it also facilitated the repatriation of Hungarian young and experienced teacher-researchers working abroad. One of the subprogrammes of the National Excellence Programme aimed at the implementation of the national policy and strategic goal to reach out to highly gifted Hungarian young people living abroad and to provide specialised, high-quality knowledge to them. The project indirectly improved higher education basic research, provided an exemplary pattern for the recognition of excellence by supporting outstanding research work, and helped professional knowledge and research results accumulated in Hungarian institutions become accessible to and usable by European and international communities. The scholarship scheme was a unique one in the sense that people working at all levels of university education and research could apply from university students through PhD students and doctoral candidates to professors, and the scholarship categories built on each other promoted the predictability of a teaching and research career, thus providing the next generation of researchers. Commencement of professional work was preceded by situation analysis research among the target groups, with a view to laying the foundation for the development and operation of the scholarship scheme. The research included the review, analysis, and international comparison of existing scholarships as well as the collection of international good practices. NEP Electronic Application System (NEPS) A complex Electronic Application System (NEPS) has been developed for the application process, which is unique among the national (EU funded) application management systems in its complexity, the complete online process monitoring and in that all application steps (call for applications, implementation, monitoring, accounting, reporting) are accessible and manageable online from anywhere by all of those involved. When designing the NEPS, the primary concerns included the development of a user environment promoting work efficiency and of ergonomic user interfaces providing easy visibility. The system has three major access areas, providing a separate login interface for candidates, operators, and assessors 3
4 participating in the assessment of applications. When designing the application and assessment interface, we paid special attention to our foreign applicants, so these sites are available besides Hungarian in English and German as well. Advisory Board The decision-making body of the project is the Magyary Zoltán Advisory Board (hereinafter referred to as the Advisory Board ) founded on 20 April 202. The application system of National Academic Excellence as defined in Sections 9- of Government Decree No. 24/203. (II. 5) on National Academic Excellence (hereinafter referred to as the Government Decree ) and the Advisory Board authorised to award scholarships are operated by a body appointed by the Government (hereinafter referred to as the Implementing Agency ). The composition and the members of the Advisory Board as well as the terms of membership are determined by the Minister of Education, requesting a preliminary opinion from the minister having supervisory power over the Implementing Agency. The purpose and mission of the Advisory Board is to ensure the achievement of the goals of the project, and to decide on the awarding of grants in an appropriate manner (based on expert opinion). The documents regulating the operation of the project have been developed and adopted: Advisory Board Charter, Rules of Application, Experts Guides for the Assessment of Applications and Reports. System of Assessment ASSESSMENT OF APPLICATIONS Formal Verification Formal verification of applications received was carried out by the project staff. During the verification, they checked whether the applicant had satisfied the conditions set out in the Application Guide and enclosed all the required attachments in the specified format, content, and scope, and bearing the required signatures. Incomplete or incorrectly completed applications could be corrected depending on the call for applications. If the submitted/corrected application was considered to contain a format error, it was rejected and there was no meaningful assessment. 4
5 Professional Assessment The review system associated with Subprogramme I went through a major transformation at the beginning of the programme. The original review system, which assigned three experts to each application, needed to be modified due to the tight deadlines, the number of incoming applications, and the finite number of experts. In the assessment system changed by the Advisory Board, the applications with an appropriate format were reviewed by two experts, and then Decision Support Experts (DSEs) working in the particular area of science ranked the applications on the basis of expert advice. The Advisory Board made its decision on the successful applications based on the proposal of the DSEs. This assessment system facilitated faster decision-making, but it still did not prove to be effective and, therefore, the Advisory Board made further changes to the review system and introduced a committee assessment, which enabled a quick, efficient assessment which was also predictable in time in the event of a large number of over-applications as well. The seven committees of independent experts, bodies carrying out the preparation of decisions by the Advisory Board, and the review and assessment of applications in a specified manner, were typically made up of seven to nine members. The members of the committees assessed the applications with the involvement of external experts, if necessary, and set up the ranking of proposals at the committee meeting based on the reviews, which was submitted to the Advisory Board. The Advisory Board decided to support applicants, taking into account those proposed by the Expert Committee. The change in the assessment system did not affect all the application categories: in the event of Subprogramme IV, the assessment continued to be made by three experts, while for calls for applications of Subprogramme II, the assessment system using DSEs remained. ASSESSMENT OF REPORTS The project staff checked the interim simplified and professional reports, and if they were found to be incomplete, the Beneficiary had the opportunity to rectify within the specified time limit. The project staff formally verified the final reports, and returned them for correction if necessary. After the formal verification, the reports were assessed by an expert, who was possibly one of the three experts reviewing the application. If this was not possible, the final 5
6 report was assessed by the members of the Committees or an external expert designated thereby. The expert had the opportunity to request professional correction. Based on the expert opinion, the Advisory Board decided on the adoption of the report and closure of the application. Calls for Applications, Target Groups In the project, the scholarship programmes were implemented in four subprogrammes according to the target groups and support aims. Subprogramme I Within the subprogramme, calls for scholarship applications for students, PhD students, doctoral candidates, young postdocs and experienced researchers were announced. Scholarships established for master s and doctoral students served for the purpose of talent development and gaining experience in research. The scholarships established for doctoral candidates, young and experienced teacher researchers were intended to recognise outstanding achievements, achieve and recognise scientific results, and to recruit and retain talented researchers. An important objective is to facilitate the repatriation of junior and senior teacher researchers with outstanding academic performance and of recognised international standing, working abroad, and to support their financial and professional conformity in the higher education of Hungary. In the case of postdoctoral scholarships, it turned out at the time of the formal and professional assessment of applications due to the large number of applications as well that applicants who obtained their academic degree not earlier than 3 years ago were at a disadvantage compared to those who had worked as a postdoc for a longer time than that. Therefore, we established a new scholarship for young researchers within this target group, specifically for junior researchers who obtained a PhD/DLA degree within three years. The following scholarships were announced as part of the subprogramme: - Eötvös Loránd Student Scholarship - Apáczai Csere János PhD Scholarship - Jedlik Ányos Scholarship for Doctoral Candidates - Erdős Pál Junior Researcher Scholarship - Magyary Zoltán Postdoctoral Fellowship - Szent-Györgyi Albert Home-Calling Postdoctoral Fellowship 6
7 - Szent-Györgyi Albert Home-Calling Fellowship for Senior Researchers. Subprogramme II (Cross-Border Subprogramme) The subprogramme aimed to take up highly talented ethnic Hungarian master s students and senior teacher researchers living abroad by providing a wide range of financial and professional support thereto. Our goal was to sponsor Hungarian speaking future scientists beyond the border, to support talented students and teacher researchers and to integrate them into the international and Hungarian scientific life through world-class research projects. The following scholarships were announced as part of the subprogramme: - Cross-Border Scholarship for Excellent Students - Cross-Border Scholarship for Senior Teacher Researchers. Subprogramme III (Subprogramme Related to Danube Strategy) In this subprogramme, calls for scholarship applications for master s students, PhD students, young and experienced researchers, as well as guest lecturers engaged in economics, history, politics, and political and legal science at Andrássy Gyula German Speaking University Budapest. Indirectly, it also aimed the scholarship recipients to contribute to the goals established in the EU Danube Region Strategy (DRS), be involved in the research activities at the Danube Institute of Andrássy University through their scientific activities, and to contribute to the exploration, understanding and conservation of the social and cultural diversity of the Danube region. The following scholarships were announced as part of the subprogramme. - Andrássy Europe Scholarship for Master s Students - Andrássy Europe Scholarship for PhD Students - Andrássy Europe Scholarship for Junior Teacher Researchers - Andrássy Europe Scholarship for Senior Teacher Researchers - Andrássy Europe Scholarship for Senior Guest Teacher Researchers Subprogramme IV (Other Scholarships) Within the subprogramme, those excellent students of Montenegrin citizenship were supported on the basis of an intergovernmental treaty who had been admitted to a master s course at a Hungarian higher education institution engaged in English language training in the 7
8 disciplines listed in the Guide. The aim of the Scholarship was to support the research activity and professional development of talented master s students, which resulted in high standard, remarkable publications (thesis, diploma work, scientific paper or scientific article). The following scholarships were announced as part of the subprogramme: - Montenegro-Hungary Student Scholarship 8
9 Results A total of 24 calls for applications were announced within the framework of the four subprogrammes of the project, for which a total of,7 applications were submitted, of which 967 were valid. The high number of valid applications was contributed to by the constantly updated collection of frequently asked questions as well. The Magyary Zoltán Advisory Board decided to fund 92 applications. Scholarships were granted for 5-24 months depending on the category; the monthly amount of the scholarships ranged between one hundred thousand and one million forints. The project fulfilled its indicators with 0-36% above the value of commitments, of which the number of supported researchers and students rose to the highest rate. A significant portion % - of the Beneficiaries is made up of students and teacher researchers under thirty years of age. Compared to year 204 0

Social science applications represented 20.83% of the supported applications, Engineering - 7.7%; the Humanities - 2.5%; Medical - 9.9%, Agricultural - 5.2%, and the Arts - 56%.

The host institution of most of the winning applications (55) is the Eötvös Loránd University, but we were able to support a significant number of applications from the Budapest University of Technology and Economics (4), the Andrássy Gyula German Speaking University Budapest (3) and the Semmelweis University (9). 2

One of the most important commitments for each target group was the number of publications produced by the beneficiaries. Based on the reports received, the recipients produced 34 journal articles and 2 studies, which they attached to their report. 5 book chapters and 2 books were written with the support of the project, and 259 science popularisation articles were created. Interaction between science and society is an important element of the dissemination of scientific results. Our beneficiaries reported on 63 conference participations, in the framework of which 82 conference abstracts were produced. In addition to scientific conferences, symposia, and fora relevant to their research topics, our beneficiaries also had an opportunity to present their research results and to develop their publication and presentation skills in self-organised conferences. For master s students, the preparation of Student 3
14 Research papers was a priority commitment, of which 3 were produced with the support of the project. The objectives of the National Excellence Programme also featured the utilisation of research results in host institutions. Accordingly, our beneficiaries involved,245 students in their research work through their tutoring activities, thus contributing to the production of Student Research/National Student Research papers, dissertations and theses. Based on the reports, 89 seminars and activities carried out in the framework of a special college were verified and 2 educational materials were completed. 46 researcher blogs were launched as a science popularisation activity, in which the Project Office also helped applicants by providing an interface on the project website. The project strongly supported, among others, applications from the field of Engineering and also welcomed the art-themed applications, which involved scientific research work in addition to the artistic activity. In their reports, our beneficiaries presented 6 technical and artistic works, and there was a master s student who filed a patent with his co-researchers. In addition, our winners also reported on 35 study trips. Our beneficiaries were also offered the opportunity to introduce themselves in our monthly newsletter too. 4

High quality is supported by the fact that of the 66 rated reports 25 (75.3%) was rated excellent, 33 (9.88%) good and 8 (4.82%) acceptable by the assessing expert. 5

Communication Results The project s communication activities were aimed at informing the target group properly and fully as well as at informing the public. This greatly enhanced the awareness and social and economic utilisation of the project. Accordingly, the current calls for scholarship applications were announced through information and communication channels attracting the broadest masses. An important aspect of the utilisation of scientific results is the relationship and dialogue between science and society. An essential condition for the operation of science is the interest, 6
17 support, and active participation of the public in the utilisation of the results as well as in the possible debates over utilisation. With a view to this, significant science popularisation and science communication activities were carried out under the project to promote dialogue between the researchers themselves, as well as with economic operators, students, and the population. Convocation of the Expert Consultation Forum (ECF) has served its purpose: a partnership has been established with representatives from professional organisations, dialogue has been developed about the future, they helped the work of the Programme with their advice and we have reached the target groups specified in the application through them too. A wide-ranging presentation and description of the project and the results of the recipients were implemented in various publications, essays as well as on the project s website, its Facebook page and YouTube channel. The presentation of the research results of the recipients was also possible through a number of scientific-educational, professional and science promotional events, where the beneficiaries could make known their findings highlighted from different aspects, explaining academic issues to the lay public. As part of the alumni activities, an alumni community subportal was developed, which provides a virtual meeting space for the excellent students teacher researchers who received funding during the project after the end of the scholarship period and the project. The main objective of the first alumni meeting was to ensure and make use of relationship building, community formation and the possibility of joint cooperation, allowing for the presentation of the research activities. Career building and development consulting was provided for the recipients regarding the successful research career development and gaining success in Hungary, on several occasions. Satisfaction survey was carried out among recipients so that any possible problems would be revealed by evaluating the quantity and quality of services received, the correction of which would help to rethink a scholarship scheme possibly based on the National Excellence Programme more effectively. In addition, studies have provided information for the longterm comprehensive support and sustainability strategy and action plan and professional guide through which more precise and differentiated experts materials could be produced. 7
18 Summary Taking into account the achievements of the programme up until now, it can be said that the immediate objectives of the project were met. A comprehensive application and support scheme has been established, in which the scholarship categories based on each other helped the predictability of teacher researcher career, thereby creating the basis for the recruitment of researchers. This scholarship scheme provided an opportunity for each researcher, because since 202, persons working at all levels of university education and research could apply, from university students through PhD students the doctoral candidates to professors. Extension of the scope of support of the National Excellence Programme to young Hungarian researchers living abroad was a major contribution to the stimulation of scientific potential there, and the creation of opportunities for engagement with the Hungarian research community. The programme has contributed to the development of national higher education, and the encouragement of outstanding teaching, research and development and innovation activities. Based on feedback from our beneficiaries, besides financial and professional recognition, the scholarship provided them with an opportunity to gain experience abroad, attend international conferences, as well as present their research findings more widely through educational, science popularisation activities. For master s students, the support was an important aid in publication, the development of the subject, which thus also served to prepare for a PhD, as well as appearances at conferences and the possibilities of the understanding of new professional literature. It was important for the doctoral students that the support "forced" them to work, thus prompting the writing of a doctoral dissertation. For young researchers and post-doctoral beneficiaries, an outstanding benefit were the educational opportunities - consultation, tutoring for learning new techniques, such as the blog, or the emergence of new scientific phenomena in connection with the research. For more experienced researchers, international lectures and testing new teaching methods constituted an advantage. Over the past two years, during the preparation and execution of scholarship programmes and the follow-up of the support process, adequate experience and knowledge were accumulated. Through the re-thinking of some problems and the design based thereon, the scholarship programme actually being a kind of pilot - implemented by the national programme can provide a proper foundation for the implementation of a country-wide national scholarship programme that is functional (even) in the long run. 8
