3 Slide 3 Electronic Baggage Screening Program Overview Checked baggage program implements a checked-baggage screening system that is designed to oversee the technology that screens passenger checked baggage to deter, detect, mitigate and prevent the transportation of explosives. Key Program Objectives Include: Improve efficiency and effectiveness by acquiring and deploying next generation inline Explosives Detection Systems (EDS) technology for optimal solutions. Relocating and/or reallocating EDS and Explosive Trace Detection (ETD) at various airports to install optimal solutions. Standardize the production, acquisition and deployment of optimal systems.

4 FY09 Legislative Mandates Title 49 Section (h) (2) Allocations. Of the amount made available under the Aviation Security Capital Fund for a fiscal year, not less than $200,000,000 shall be allocated to fulfill LOI. Title 49 Section (h) (3) Discretionary Grants. Of the amount made available under the Aviation Security Capital Fund for a fiscal year, up to $50,000,000 shall be used to make discretionary grants, including OTAs for airport security improvement projects with priority given to small and non-hub airports. FY09 Homeland Security Appropriations Bill Explosives Detection Systems Within the funds provided, not less than $84,500,000 shall be available to procure and deploy certified EDS at medium- and small-sized airports. Quarterly reports are required by the program to communicate all changes made to the EDS expenditures.

5 Spend Plan Development and Facility Modification Funding Other uses of the EBSP Purchase and Installation Budget are considered prior to facility modification: Previous multi-year funding commitments Purchase and installation of equipment for new terminals, maintaining 100% screening compliance, optimal systems requiring equipment in FY 2009 (with or without federal funding of facility modifications) 1 st Priority Previous multi-year commitments 1. Identify funding requirements from previous multi-year commitments 2 nd Priority Purchase and installation of equipment 2a. Validate purchase and installation (P&I) requests 2b. Identify funding requirements for valid P&I requests (see note) 3 rd Priority Facility modification funding to airports 3a. Identify funding requests for new facility modification funding 3b. Adjust APM rankings to reflect bottom-up plus factors FY09: $544M: $200M in LOIs PANYNJ 3 airports (2nd year) ~ 50 airports, 8 major projects started >$100M in equipment Apply appropriated funding levels and congressional direction Spend Plan Slide 5

6 American Recovery and Reinvestment Act For an additional amount for Aviation Security, $1,000,000,000 for procurement and installation of checked baggage explosives detection systems and checkpoint explosives detection equipment: Provided, That the Assistant Secretary of Homeland Security (Transportation Security Administration) shall prioritize the award of these funds to accelerate the installations at locations with completed design plans: Provided further, That no later than 45 days after the date of enactment of this Act, the Secretary of Homeland Security shall submit to the Committees on Appropriations of the Senate and the House of Representatives a plan for the expenditure of these funds. Accelerate the implementation of optimal checked baggage solutions and the enhanced detection of liquid threats in carry-on baggage. $700M in Baggage $300M in Checkpoint Conditional letters to 17 airports Final airport project selections will occur as designs and costs are validated. 7 FY10 Applications Completed In-Line Support Application Forms received by March 3, 2009 for FY10 funding Supporting documentation must be received no later than March 18, 2009 All applications and supporting documents for the FY10 FAP must be submitted to TSA by March 18, 2009 and must be complete (i.e. no missing information/data nor any additional information/data required) Application packages that are incomplete after March 18, 2009 are unlikely to be initially considered for FY10 funding Slide 7

9 Canadian Pre-Clearance Passengers clear U.S. Customs and Immigration at 8 Canadian pre-clearance airports Three quarters of arriving passengers disembark into the sterile areas of 10 to 15 airports in the U.S.A. and continue their domestic transit journey w/o further screening of their person or carry-on belongings. Checked baggage is re-screened by the TSA prior to a domestic transit flight. TSA is working closely with Transport Canada to assess the comparability of Canadian checked bag screening. Slide 9
