(VDCI) provides a proven scientific approach to mosquito control for the City of Orange Beach. VDCI's operations include larval and adult mosquito surveillance followed by the application of larvicides and adulticides. In addition, our office responds to service requests from the public. Mosquito Surveillance VDCI has utilized six (6) New Jersey light traps placed in residential and recreational areas throughout Orange Beach in September, These six traps were routinely placed twice a week during the period of September 1,2008 through September 30,2008. These traps collected an average of2.5 mosquitoes per trap (137 total mosquitoes) over the course of September. There have been a total of 13 mosquito species collected, with Aedes vexans, and Culex quinquefasciatus being the most predominant species. With an average trap count of 3.9 mosquitoes, the "Sewer Plant" trap has consistently collected the most mosquitoes. The majority of the mosquitoes were caught at the "Sewer Plant" location with the New Jersey trapping method. In addition, two (2) CDC miniature light traps, baited with CO2, were set on (4) separate trap nights from September 1st to September 30th, covering two (2) different locations. These traps yielded an average of 17.1 mosquitoes per trap night (137 total mosquitoes). The CDC miniature C02 traps are utilized in the areas where the most breeding activity is suspected, depending on climate, precipitation, and elevation. VDCI also utilized "Gravid Traps" during the month of September. The gravid traps are utilized to target the Culex species primarily, more specifically, Culex females attempting to distribute egg rafts. Culex mosquitoes are targeted by this trapping method because of there ability to readily transmit viruses such as West Nile Virus. VDCI set gravid traps on 4 separate trap nights and targeted three (3) locations. An average of 4.3 Culex mosquitoes per trap/per night was collected by way of the gravid trap method.

AL \lig.list ~008 Arboviral Testing Data Throughout the course of September, adult Culex quinquefasciatus were collected and tested for West Nile Virus. The testing procedure was performed using the RAMP testing system at VDCI's laboratory. There were a total of thirteen (13) pools tested in which zero (0) pools were positive for the presence of West Nile Virus. Larval Control Activity Permanent water, flood water, artificial container, and drainage system sites have been inspected for larval mosquito breeding. Throughout the course of September, onehundred thirteen (113) sites where inspected within the city limits of Orange Beach, AL. A total thirty-eight (38) applications of granular BTI (AquaBac 200g) were made to mosquito breeding sites from September 1st thru September 30th. A total of 122 ounces (of Aquabac 200g) larvicide was applied during these applications. Ground adulticiding was also used in combination with the treatment of standing water to combat mosquito activity. Areas were targeted using surveillance data and feedback from the community, and proved effective in controlling adult mosquito numbers. Adult Mosquito Control Activity In response to service requests and mosquito surveillance data, VDCI will apply the adulticide Scourge 4-12 if necessary. All adulticide UL VIBarrier applications were made with A TV-mounted UL V units equipped with GPS-enabled monitors. During this report period, five (3) ATV barrier spray applications were preformed using Suspend Sc. Barrier treatments are applied with an Electrostatic Sprayer (ES) mounted to a Zephyr equipped ATV. VDCI has incorporated the use of the ES sprayer to receive the most effective and efficient knockdown of adult mosquitoes. The ES sprayer uses a power supply to electrically charge the droplets of spray, this acts much like static electricity allowing the droplets to cling uniformly to both the top, sides, and undersides of foliage, areas where adult mosquitoes rest. These resting areas are usually calm, shaded areas like eaves, carports, and shrubbery. The spray is residual, and once dry, usually gains effective control of any mosquitoes landing on it for up to three weeks. However, this control time is effected by 2

VDCI has used barrier treatments at service requests, community activities, and problem areas with great effectiveness. VDCI applied 5.5 gallons of mixed Suspend SC this reporting period. Scourge 4-12, in ready-to-use formulation, was also applied during this reporting period. VDCI applied a total of 0.5 gallons of Scourge 4-12 around the Rifle Range and Waterfront Park. These treatments, using the four wheel drive all terrain vehicle, were preformed to target remote "trouble areas" not accessible by standard vehicles. Summary During this reporting period the number of adult mosquitoes collected in the Gravid traps, remain relatively stable from the previous month, having a low average of 4.3 mosquitoes per trap. Culex numbers still remain low due to joint efforts of the City of Orange Beach and VDCI to locate urban breeding habitat and effectively place larvacides, to eliminate the ability for Culex numbers to increase. These numbers are very promising in respect to controlling virus activity. All Culex female caught in gravid traps are laboratory tested for West Nile Virus. No mosquito samples in the City of Orange Beach have tested positive for West Nile Virus. This proactive approach to mosquito control will help residents and tourists alike remain safe from mosquito borne illnesses. The joint efforts of the City of Orange Beach and VDCI to control the levels of adult mosquitoes, has proven effective in resisting and reacting to major hatch-offs due to the rainfall received in early September. A meter of this effectiveness is the lack of complaint/service request. A combination of VDCI's larviciding activities and the City's routed truck adulticiding proved effective in preventing a large number of adult mosquitoes from hatching off and feeding. The City of Orange Beach is currently still conducting adulticiding applications, Monday through Thursday. VDCI and the City of Orange Beach can adjust the time and number of applications being made per week when it is deemed necessary. The cornerstone of Integrated Pest Management (IPM), as well as conscientious environmental practice, is basing control activities on surveillance data, and only applying as much chemical as is needed to gain good mosquito control. It goes against VDCI's IPM management philosophy to apply pesticides when not necessary. If the adult mosquito populations begin to increase 3
