1 PROPOSAL NAME: School Safety and Security Consultant PROPOSAL NO.: RFP P a g e 1 of 24 Request for Proposal School Safety and Security Consultant ADMINISTRATIVE OVERVIEW RIVERHEAD CSD CENTRAL SCHOOL DISTRICT GOVERNMENT OVERVIEW The Riverhead Central School District is a school district located in the eastern part of Suffolk County on Long Island about 70 miles from New York City. The District is comprised of portions of three Towns; Riverhead, Southampton and Brookhaven. The District has a seven member Board of Education, and educates approximately 5000 students in Grades Pre-K through 12. The district is comprised of five elementary schools, one middle school and one high school. PROPOSAL PREPARATION AND SUBMISSION All submissions must conform to the Vendor Response Format and all the Requirements as outlined in Service Specifications Section. Proposers are cautioned to read the requirements carefully and follow the response format of this Request for Proposal, as any deviation from the format and requirements listed, may be cause for rejection. TERMS AND CONDITIONS INQUIRIES All inquiries related to this Request for Proposal shall be in writing to the School District utilizing the Question Form. Information obtained from any other source is not official and may be inaccurate. Do not contact any other person(s) involved. Inquiries and responses will be recorded and may be distributed to all proposers at the District s option. NOTIFICATION OF CHANGES All recipients of this Request for Proposal will be notified regarding any changes made to this document. CHANGES TO PROPOSAL WORDING No changes to wording of the proposal will be accepted after submission unless requested by the District. AWARD OF CONTRACT The District reserves the right to choose the proposal that is in the best interests of the District. FUNDING All School District expenditures are subject to appropriation of funds. Therefore, the District reserves the right to discontinue this RFP process if funding is not available.

PROPOSERS EXPENSES Prospective proposers are solely responsible for their own expenses in preparing a proposal and subsequent negotiations with the District, if any. LIABILITY OF ERRORS While the District has used considerable efforts to ensure an accurate representation of information in this RFP, all prospective proposers are urged to conduct their own investigations into the material facts and the District shall not be held liable or accountable for any error or omission in any part of this RFP. ACCEPTANCE OF TERMS All the terms and conditions of this RFP are deemed to be acceptable by the proposers and incorporated in its proposal except those conditions and provisions that are expressly excluded by the proposal. INTERVIEWS & NEGOTIATIONS Subsequent to the submission of proposals, interviews and negotiations may be conducted with some of the proposers, but there shall be no obligation to receive further information, from any proposer. DEFINITION OF CONTRACT The District may at its option notify a proposer in writing that its proposal has been accepted and such acceptance shall at the District s option constitute the making of a formal contract for the services set out in the RFP. Alternatively, the subsequent full execution of a written contract shall constitute the making of a contract for services, and no proposer shall acquire any legal or equitable rights or privileges whatever relative to the services until the District has delivered either a signed notice in writing to the proposer or a fully executed written agreement to the proposer. GOVERNING LAW This RFP and any contract entered into between the proposer and the District shall be governed by and in accordance with the laws of the County of Suffolk, the State of New York, and the United States of America. CONFIDENTIALITY This document, or any portion thereof, may not be used for any purpose other than the submission of proposals. Firms should be aware that pertinent facts relating to their proposals, excluding trade secrets or proprietary information, could potentially be released as soon as sixty (60) days after the selection of the successful firm.

Should your submission to this RFP contain trade secrets, or other information that the disclosure of which could reasonably be expected to be harmful to business interests, you must insure that such information is clearly identified and marked as such. Identification must be specific by item or paragraph. Marked information will be treated as Confidential Third Party Information. Should marked information be the subject of a request under FOIL, you may be requested either to consent to the request, or make representation explaining why the information should not be disclosed. Unpublished information pertaining to the District or its customers obtained by the proposer as a result of participation in this project is confidential and must not be disclosed without written authorization from the District. PROPOSAL EVALUATION The District will review all proposals and choose the Professional whom the District deems to be most capable of providing the services sought herein. The District may consider other factors in addition to the costs for such services, including, but not limited to, the professional s credentials, experience, and the Riverhead Board of Education s assessment of the Professional s ability based upon the submissions made or subsequent inquiries or interviews. I. INTRODUCTION SERVICE SPECIFICATIONS The Riverhead Central School District ( RCSD ) invites sealed proposals from qualified vendors, to provide School Safety and Security Consultant Services. The primary business of the vendor must be in conducting and assessing safety programs as it relates to the evolving needs in the K-12 environment. The scope of this RFP is for the selected firm to provide a Security Coordinator whose responsibilities will be to provide support to the District Security staff, review and provide recommendations with respect to Safety and Security procedures for the Elementary Schools, Middle School and High School facilities. The District wishes to enter into an agreement for a period of one (1) year with renewal at the District s option for four (4) additional one-year contracts commencing on July 1, The contract will be awarded to the Vendor(s) best meeting the needs of the Riverhead CSD as determined by the Riverhead CSD Board of Education in its sole discretion. Note that the lowestcost Vendor may not be the best suited to meet the needs of the Riverhead CSD. In accordance with 104b of General Municipal Law, goods and services such as contracts for professional services, requiring special skill or training, are not required by law to be procured through competitive bidding, but must be procured in a manner so as to assure the prudent and economical use of public monies.

SCOPE OF SERVICES The awarded vendor will be required to provide a Safety and Security Coordinator on site that will develop and implement a Best Practices in School Security program, provide professional development opportunities and general oversight to the Riverhead CSD Security Staff. Responsibilities shall include, but are not limited to; Vendor and/or employee must be licensed and certified NYS Security Guard Instructor and possess an Enhanced Certification as a NYS Department of Homeland Security Instructor. Vendor must have extensive experience in designing and facilitating table top exercises for personnel as it pertains to the K-12 environment. Conduct physical review to become familiar with and provide recommendations with respect to Safety and Security procedures for all facilities within the Riverhead CSD. The review should encompass perimeter access, parking areas, playgrounds and field, exterior lighting, landscaping, building access control; external and internal doors, alarm systems, surveillance systems, communication equipment and procedures, visitor sign-in policy and procedures, vendor access procedures and hallway monitoring. Provide written report that will contain recommendations regarding policies, practices and procedures on a building-by-building basis. Provide recommendations regarding the use of building(s) after hours. Review existing policies and practices and make recommendations regarding building use by outside parties. Recommend training of personnel with respect to emergency management procedures. Review existing policies and practices for student, staff, and visitor admissions to buildings and provide recommendations. Review, recommend and implement standards and training for all employees regarding safety and security practices including opportunities for employee and student involvement. Assess and provide recommendations and training regarding lockdown procedures, bomb threat procedures, shelter in place procedures, go home early procedures, off site shelter locations, and reunification plans. Vendor/employee must have extensive knowledge of computer based incident analysis as it relates problem solving and deployment of personnel. Security Coordinator must be available 40 hours or more to cover special events, nights, weekends and during the summer shall be present a minimum of 10 days or as requested by the Riverhead CSD. III. VENDOR PROFILE REQUIREMENTS The following represents the general requirements of this RFP: A. The Vendor shall include a statement noting the number of years in business and/or the number of years of individual experience, in providing School Safety and Security Consultant services.

In setting forth its qualifications, each Vendor shall, in concise but adequate detail: Provide documentary evidence that the Vendor providing service is an established provider and/or has the required experience of School Safety and Security Consultant Services, having conducted business as a corporation or a consultant or an employee in a K-12 environment as such for at least five (5) years as well as a brief description of its business activities and history Provide documentary evidence of the Vendor/individual s ability and history of similar projects describing how the needs specific to the public sector were met. Provide the names of the Vendor s officers and associates and the title of person(s) submitting the Proposal, the main office address, and primary and secondary points of contact and their telephone and fax numbers (including area codes) Detail the approach the Vendor will use to satisfy the requirements of this Request for Proposal Provide information on the circumstances and status of any disciplinary action taken or pending against the Vendor during the past three (3) years with federal or state regulatory bodies or professional organizations. Vendor(s) must be in good standing with no pending disciplinary action or restrictions regarding the ability to obtain any type of licensing in the State of New York and with no prior history of either civil or judiciary judgments rendered against them Provide any additional information that the Vendor feels would distinguish the company/firm in its service to Riverhead CSD Provide evidence of in depth knowledge of NYS SAVE Legislation as well as knowledge of NYS Penal law, Criminal Procedural law and an overview of the NYS educational law. Provide evidence of knowledge of Facility Assessments as put forth by the NYS Center for School Safety, SAVE Guidance Documents as put forth by NYS Police and the FEMA Guide for Developing High-Quality School Emergency Operations Plans. Vendor(s) must submit a sample of a Security Audit for review Vendor should provide a timeline on how long it will take to prepare an assessment of a typical building and describe the process C. References The Vendor must list the most significant service engagements in the form of a client list, performed in the last five years that are similar to the services described in this RFP. Indicate the scope of services, date, and the contact name, address, and telephone number of the principal client contact. Riverhead CSD may contact the Vendor s clients to determine the quality of services performed and personnel assigned to those services D. Team Composition Describe the experience of the individual that will be assigned to RCSD including their position level and role in the services to be provided and licenses obtained. The Vendor must also indicate whether the persons assigned to RCSD are employees of the firm or will be hired as subcontractors.

Team must be familiar with US Secret Service and US Dept. of Education Threat Assessment in Schools E. Conflict of Interest and Independence The Vendor must disclose all conflicts of interest both in fact and/or in appearance. In addition, the Vendor shall give RCSD written notice of any professional relationships giving rise to potential conflicts of interest entered into during the period of the contract IV. TRAINING The vendor/employee must possess and train the security staff with a syllabus that has been approved by the Department of State and is germane to security in the K-12 environment. Training shall include, but not limited to; Coordinate, generate and maintain various safety training initiatives (fingerprinting, AEDs, State mandated security training, etc.) Provide ongoing training for faculty and staff to ensure an effective response to emergency situations as per NYS SAVE legislation. V. PROPOSAL SUBMISSION INSTRUCTIONS Vendors must submit an original Proposal (identified as such) and two (2) copies in a sealed envelope and must indicate the following information on the outside of the package: A. RFP ORGANIZATION AND FORMAT The Proposal must be submitted in three sections. In SECTION ONE the Vendor must provide the information requested immediately below. In SECTION TWO the Vendor must provide (i) the information requested in the Section entitled Vendor Profile Requirements and (ii) any requirements set forth in the Section entitled Scope of Services in the order requested. In SECTION THREE the Vendor must provide the total cost of the services in Attachment B, Cost Summary Sheet. The Vendor must provide information in a manner that allows for ease of photocopying. Proposals shall not be excessively long or submitted in an elaborate format that includes expensive binders or graphics. Unnecessary attachments beyond those sufficient to present a complete, comprehensive, and effective response will not influence the evaluation of the Proposal. Proposals shall be in plain typeface and submitted on 8.5 by 11-inch paper. The Vendor is required to organize the Proposal in the following manner: SECTION ONE: A. Each vendor must have a score of at least 80 to qualify for an interview. The Riverhead CSD reserves the right to make a decision based on the interviews. Failure to report to an interview may result in rejection of the Vendor s Proposal. Points for cost will be assigned on the basis of ratio from low to high, meaning the vendor with the lowest cost will be assigned the highest point value; second lowest cost will be assigned a point value in descending order in relation to how many RFP submittals are received.

9 PROPOSAL NAME: School Safety and Security Consultant PROPOSAL NO.: RFP P a g e 9 of 24 STANDARD INSURANCE REQUIREMENTS INSURANCE IDENTIFICATION: THE RFP NUMBER IS TO APPEAR ON ALL CERTIFICATES OF INSURANCE. INDEPENDENT CONTRACTOR: The CORPORATION/CONTRACTOR/AGENCY/CONSULTANT, is an independent contractor and covenants and agrees that it, its agents, servants and/or employees will neither hold itself/themselves out as, nor claim to be an employee, servant or agent of the RIVERHEAD CENTRAL SCHOOL DISTRICT. INSURANCE: Contractor/vendor shall take out and maintain during the life of this contract, insurance as listed below with Riverhead Central School District listed as additional insured. It shall be the responsibility of the contractor/vendor to submit original certificates of insurance to the District, and to maintain such insurance in amounts as set forth below. The amounts specified are the minimum coverage acceptable. Contractor/vendor shall not commence work under this contract until all insurance required has been obtained, and the Riverhead Central School District has approved such insurance. If any insurance policy is cancelled, not renewed or expires during the life of the contract, immediate notice of cancellation, non-renewal, or expiration shall be delivered to the District no less than 30 days prior to the date and time of cancellation, non-renewal, or expiration. WORKERS S COMPENSATION: Policy to protect both the District and the contractor from claims under worker s compensation acts and amendments thereto and from any other claims for property damage and for personal injury including death, which may arise from operations under this contract, whether such operations by contractor or by any other party directly or indirectly employed by the contractor. DISABILITY INSURANCE & UNEMPLOYMENT INSURANCE: Statutory disability benefits and unemployment insurance for all employees. COMMERCIAL GENERAL LIABILITY INSURANCE: $1,000,000 (one million dollars) per occurrence/ $2,000,000 (two million dollars) aggregate. Policy to protect both the District and the contractor from claims for damages for bodily injury including accidental death, as well as from claims for property damage which may arise from operations under this contract. Coverage shall include contractual liability, independent contractors, products and completed operations. AUTOMOBILE LIABILITY INSURANCE: Automobile bodily injury liability and property damage liability insurance with a minimum combined single limit (CSL) of $1,000,000 (one million dollars). Coverage shall include all owned vehicles, hired car and non-ownership liability coverage, and statutory no-fault coverage.

16 PROPOSAL NAME: School Safety and Security Consultant PROPOSAL NO.: RFP P a g e 16 of 24 CERTIFICATION OF COMPLIANCE WITH THE IRAN DIVESTMENT ACT As a result of the Iran Divestment Act of 2012 (the Act ), chapter 1 of the 2012 Laws of New York, a new provision has been added to Stat Finance Law (SFL) 165-a and New York General Municipal Law 103-g, both effective April 12, Under the Act, the Commissioner of the Office of General Services (OGS) will be developing a list of persons who are engaged in investment activities in Iran (both are defined terms in the law) (the Prohibited Entities List ). Pursuant to SFL 165-a(3)(b), the initial list is expected to be issued no later than 120 days after the Act s effective date at which time is will be posted on the OGS website. By submitting a bid in response to this solicitation or by assuming the responsibility of a Contract awarded hereunder, each Bidder/Contractor, any person signing on behalf of any Bidder/Contractor and any assignee or subcontractor and, in the case of a joint bid, each party thereto, certifies, under penalty of perjury, that once the Prohibited Entities List is posted on the OGS website, that to the best of its knowledge and belief, that each Bidder/Contractor and any subcontractor or assignee is not identified on the Prohibited Entities List created pursuant to SFL 165-a(3)(b). Additionally, Bidder/Contractor is advised that once the Prohibited Entities List is posted on the OGS Website, any Bidder/Contractor seeking to renew or extend a Contract or assume the responsibility of a Contract awarded in response to this solicitation must certify at the time the Contract is renewed, extended or assigned that it is not included on the Prohibited Entities List. During the term of the Contract, should the School District receive information that a Bidder/Contractor is in violation of the above-referenced certification, the School District will offer the person or entity an opportunity to respond. If the person or entity fails to demonstrate that he/she/it has ceased engagement in the investment which is in violation of the Act within 90 days after the determination of such violation, then the School District shall take such action as may be appropriate including, but not limited to, imposing sanctions, seeking compliance, recovering damages or declaring the Bidder/Contractor in default. The School District reserves the right to reject any bid or request for assignment for a Bidder/Contractor that appears on the Prohibited Entities List prior to the award of a contract and to pursue a responsibility review with respect to any Bidder/Contractor that is awarded a contract and subsequently appears on the Prohibited Entities List.
