Ref: 1 O.M.No.AB.14017/61/2008-Estt.(RR) dated of the Government of India (DOPT) communicated vide I.D.Note/ Memorandum No.A.12017/4/2009/DPAR/CCD-1 dated of the DP&AR, Puducherry. 2 O.M.No.AB.14017/48/2010-Estt.(RR) dated of the Government of India (DOPT). 3 Office Memorandum No.A.12017/10/2012/DPAR/CCD-(1) dated of the DP&AR, Puducherry. 4 G.O.Ms.No.26 dated of the Industrial Development (Power) Department, Puducherry. ***** There were two grades of Junior Engineer in the Electricity Department, Puducherry viz. promotional post of Junior Engineer Grade-I in the pre-revised scale of Pay of Rs and the feeder post of Junior Engineer Grade-II in the pre-revised scale of Pay of Rs and the same were amalgamated into a single grade of Junior Engineer in the scale of Pay of Rs with effect from on the recommendations of Single Member Committee vide G.O.Ms.No.24 dated Consequent on the amalgamation of the post of Junior Engineer Grade-I and Grade-II with the designation of the Junior Engineer, a proposal for framing of Recruitment Rules for the post of Junior Engineer was sent to UPSC on which was turned down by the Commission with instructions to obtain the approval of Ministry of Home Affairs for amalgamation of the posts and revert back to the Commission with fresh annexures. 3. In pursuance of the same, the proposal for ratification of the Government of India, was submitted and the Administrative Ministry viz. Ministry of Home Affairs for this UT has referred the proposal to the Ministry of Power where in the proposal was considered and referred to the Department of Expenditure, Ministry of Finance, New Delhi and the same is pending for clearance. 4. Subsequently, as per the CCS(Revised Pay) Rules,2008 the said promotional post of Junior Engineer Grade-I(Rs ) and the feeder post of Junior Engineer Grade-II(Rs ) were merged and designated as Junior Engineer(Group-B Non-Gazetted) in the Pay Band-2 Rs Grade Pay Rs.4200 with effect from vide G.O.Ms.No.26 dated Therefore, in order to fill-up the existing vacancies, it is proposed to take up the proposal for framing of Recruitment Rules for the said post of Junior Engineer with the Government/UPSC again for approval. The proposed draft Recruitment Rules for the post of Junior Engineer is annexed herewith for information. 6. It may be noted that although the total number of posts is 204, the 50% promotion quota under which 102 posts proposed, the line of promotion have been prescribed from the feeder grades of Line Inspector(re-structured as Foreman, on the recommendation of Single Member Committee), Draughtsman and Tester failing which By direct recruitment. As per the DOPT guidelines normally the feeder grade should range from 3 to 5 times the number of sanctioned posts in the higher grade, in case the post in the higher grade is to be filled on Selection basis. For posts which are to be filled by non-selection, it is not necessary that the feeder grades should consist three times of posts in the higher grades. For computing the base for promotion and determining the ratio of higher grade to the feeder grade, the number of sanctioned posts in the two grades (and not the number of vacancies at any one point of time) should be taken into consideration. 2..

As per the Recruitment Rules the post of Junior Engineer Grade-I and Grade-II were classified as Group- C -Non-Gazetted-Non-Ministerial posts, whereas the merged post of Junior Engineer in the Pay Band-2 Rs with Grade Pay of Rs.4200 has been classified as Group- B -Non-Gazetted as per the said G.O. and DoPT orders. As such, the method of selection will be on selection basis being the posts of Junior Engineer is filled-up by promotion from Group-C posts. 8. In that circumstances, the field of choice in the feeder grade should range from three to five times the number of sanctioned posts in the higher grade i.e. for 102 posts of Junior Engineer under promotion quota shall be required a minimum of 306 posts in the feeder grade. Whereas, the feeder grades proposed in the said posts is only 157 posts viz. Foreman 90 posts, (re-structured as Foreman, on the recommendation of Single Member Committee), Draughtsman 22 posts and Tester is 45 posts respectively as against 102 posts of Junior Engineer meant for promotion category which is not sufficient for determination of the ratio of higher grade to the feeder grade which may result in reduction of the percentage in promotion quota and increase in direct recruitment quota. 9. Keeping in view above the draft Recruitment Rules for the post of Junior Engineer in the Electricity Department, Puducherry is circulated / displayed in the Notice Board as well as in the Website of this Department for information. In this regard, valuable suggestions, if any, in conformity with the guidelines/orders of the Government of India (DoPT) on framing/amendment of Recruitment Rules are invited from the feeder grades officials/service associations on or before 15 th June If suggestions are not received within the stipulated time, it will be presumed that the said draft Rules is accepted by all concerned and the same will be submitted to the Government for further action. 3 ANNEXURE DRAFT RECRUITMENT RULES FOR THE POST OF JUNIOR ENGINEER ELECTRICITY DEPARTMENT, PUDUCHERRY 1 Name of the post Junior Engineer 2 Number of posts 204 (Two hundred and four) (2015) - Subject to variation dependent on work-load. 3 Classification General Central Services Group B Non-Ministerial Non - Gazetted. 4 Pay Band and Grade Pay/Pay Scale Pay Band-2 Rs Grade Pay Rs Whether selection post or nonselection post Selection. 6 Age limit for direct recruits Between 18 and 30 years (Relaxable for Government servants up to 40 years in accordance with the orders or instructions issued by the Government provided such Government servants are working for not less than 3 years in posts which are in the same line or allied cadres and where a relationship can be established that the services rendered by them in the department will be useful for efficient discharge of duties in the post for which selection is made). NOTE (1): In the case of recruitment made through advertisement, the crucial date for determining the age limit, shall be the closing date for receipt of applications. NOTE (2): In the case of recruitment made through Employment Exchange, the crucial date for determining the age limit, shall in each case, be the last date upto which the Employment Exchanges are asked to submit the names. 7 Educational and other qualifications required for direct recruits. A Degree in Electrical Engineering or Degree in Electrical and Electronics Engineering obtained from a recognized University and approved by the University Grants Commission, New Delhi and the All India Council for Technical Education, New Delhi or A.M.I.E. (Electrical). (OR) (1) Three years Diploma in Electrical Engineering OR three years Diploma in Electrical and Electronics Engineering obtained from a State Board of Technical Education and Training and approved by the All India Council for Technical Education, New Delhi; and (2) Three years professional experience after acquiring the said Diploma in Electrical Engineering/Diploma in Electrical and Electronics Engineering and approved by the All India Council for Technical Education, New Delhi.

4 : 2 : 8 Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees. Age: No. Educational Qualification: The promotees should possess the three years Diploma in Electrical Engineering OR three years Diploma in Electrical and Electronics Engineering obtained from a State Board of Technical Education and Training and approved by the All India Council for Technical Education, New Delhi. 9 Period of probation, if any Two years. Note: During the probation period, the officials should pass the Departmental Test for Engineering Staff/Officers of Electricity Department conducted by the Department of Personnel and Administrative Reforms (Personnel Wing), Puducherry. 10 Method of recruitment, whether by direct recruitment or by promotion or by deputation / absorption and percentage of the vacancies to be filled by various methods. (1) 50% by promotion, failing which by direct recruitment; (2) 50% by direct recruitment. 3..

5 : 3 : 11 In case of recruitment by promotion / deputation / absorption, grades from which promotion/ deputation/absorption to be made PROMOTION (50%) (1) (a) 15% by promotion from post of Line Inspector subsequently restructured as Foreman of Puducherry Electricity Department with six years regular service in the post of Forman/Line inspector after acquiring required educational qualification failing which by (b) below; (b) 85% by promotion from post of Draughtsman/Tester of Puducherry Electricity Department with 10 years regular service in the post of Draughtsman of Puducherry Electricity Department or with 10 years combined regular service in the posts of Draughtsman/Tester failing which by direct recruitment; and (2) Possessing three years Diploma in Electrical Engineering OR three years Diploma in Electrical and Electronics Engineering obtained from a State Board of Technical Education and Training and approved by the All India Council for Technical Education, New Delhi. Note (1): The eligibility service for promotion shall continue to be the same for the persons holding the feeder post of Draughtsman on regular basis on the date of notification of these rules i.e. Draughtsman with three years of regular service in the post, failing which five years of combined service put together in the posts of Draughtsman and Tester, of which at least one year should be in the grade of Draughtsman. Note (2): Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. Note (3): For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to /the date from which the revised pay structure Based on the 6 th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding Pay/Pay Scale extended based on the recommendations of the Pay Commission.

6 :: 4 :: If a Departmental Promotion Committee exists, what is its composition? Departmental Promotion Committee / Recruitment Committee for Group B posts consisting of (1) Chief Secretary to Government, Puducherry. Chairman (2) Secretary to Government in-charge of Electricity Department, Puducherry. (3) Superintending Engineer-I (Electricity)/ Head of the Electricity Department. Member Member Circumstances in which the Union Public Service Commission is to be consulted in making recruitment. Not applicable.
