1 MINUTES API SC 17 Subsea Production Equipment 2014 Winter Meeting Houston, Texas January 15, 2014 John Bednar, Chair Gary Hurta, (Co) Vice Chair Brian Skeels, (Co) Vice Chair Ross Frazer (Co) Vice Chair John McManus, Secretary 1. John Bednar, API SC17 Chairman, welcomed the group to the meeting at 8:00 AM with opening remarks, outlining various safety/housekeeping issues, and agenda review. 2. A roll call was completed and confirmed there was a quorum of 17 present (15 voting members and 2 Proxy) for this meeting. NOTE: It is the voting member s responsibility to attend the committee meetings or to notify, via , the SC17 Leadership and API SC17 Coordinator of your proxy! 3. API SC17 will have (6) papers presented at an OTC session on Wednesday, May Details to the upcoming BSEE/Industry workshop on January 28 and 29 in New Orleans were given by John Bednar. SC17 will have presentations on: a. HPHT (API 17TR8, API 17D, API 17G) b. External Pressure (API 17TR11, API 17TR12) c. Safety Systems (API 17V) d. HIPPS (API 17O) 5. The 2013 Summer Standardization Meeting draft minutes of June 26, 2013 in Washington DC were reviewed. A motion was made, seconded, and passed to approve the minutes. 6. The updated SC17 Voting Representation Listing was updated (Attachment A1), the API Work Group Leads Contact List was presented (Attachment A2) and the Standards Status Matrix (Attachment B) were reviewed. Corrections were noted to be incorporated by Ed Baniak. 7. The liaison report from Subcommittee 18 was provided by Ed Baniak (Attachment C). It wa 8. Task Group Chair reports. 2 a. API 17A Subsea Production Systems i. The Task Group report (Attachments D1 and D2) was given by John Upchurch. ii. Document is currently under revision; the SC 17A Task Force has met twice in It is estimated that approximately 50% of the document has been formally reviewed and addressed (excluding Annexes). iii. The Work Group Draft includes a complete new rewrite of Section 6 on Materials. The Materials Section is the section most wrought with conflicts with other API documents. It was recommended that the CSOEM Materials Group may need to get involved. iv. The target is for issuing a draft for ballot and comment before the API Summer Standardization Conference. b. API 17B, API 17J & API 17K Flexible Pipe and API 17L1 & API 17L2 Ancillary Equipment for Flexible Pipe i. The Task Group report (Attachment E) was submitted. Ed Baniak made the presentation on behalf of Krassimir Doynov. ii. The ongoing JIP for the update of API 17TR2 The Ageing of PA-11 in Flexible Pipes is ongoing with 5 participants. 3 contracts out of the 5 needed to kick-off the JIP are signed. Expected duration of the JIP is 2.5 years in length. iii. Drafts of revised 17J and 17B documents had successful API ballots between August 16 and September 30. About 150 comments were received and are expected to be addressed in Q iv. 4 th revision of API 17J and 5 th revision of API 17B are envisioned to be published mid-year v. NWI for ISO/DIS and -11 will be submitted 2H 2014 following publishing of API 17J and API 17B. c. API 17C TFL Systems i. John Bednar confirmed that there is still only one TFL system in utilization. ii. The document is currently in maintenance mode and there are no activities taking place at this time. d. API 17D Subsea Wellheads and Trees i. The Task Group report (Attachment F) was submitted by Ross Frazer. ii. The TG has decided that option for PSL 3G for Wellheads should be balloted for removal from the specification. A memo outlining rationale for removing the option for PSL 3G for wellheads has been circulated to the task group. Feedback was overwhelmingly positive. iii. There has been no progress since June on qualification testing of subsea valves and actuators due to lack of an auditable method for completing a pressure cycle. Volunteers were solicited to work with the TG to propose methodology at the 2014 Summer Standardization Conference. Volunteers are: Danny McLaughlin OneSubsea, Bruce Witwer Dril-Quip, Anwar Sleiman Master Flo, Gerald Hershman FMC, Eric W NOV. and Man Pham BP. 3 e. API 17E Production Umbilicals i. The Task Group report (Attachment G) was given by John McManus. ii. Decision has been made to include MV cables for Power Umbilicals into the document. This would be a totally new section with subsections. Chevron ETC will be the 17E TG support. iii. Action for John McManus to liaise with SC17X to ensure no cross works on Power Umbilical Medium Voltage cables. f. API 17F Production Controls i. The Task Group report was given by Christopher Curran (Attachments H1 and H2). ii. Draft document was re-balloted on March Ballot passed with 17 affirmative and 2 negative votes and 110 comments, mostly editorial (22 technical). iii. The 3 rd ballot draft is out for vote and comment. Ballot deadline is January 24, iv. Earlier versions had included a section on chemical injection. This has been removed on the basis that it does not belong in a subsea controls document. Action proposed to include discussion timing at Summer Round Table for discussion on where chemical injection should be handled. Should it remain in the SC17 suite of specs, move to the SC14 suite of specs, or become a Technical Report (TR)? v. A motion was made, seconded, and passed to make 17F a Standard vs. a Specification. vi. A motion was made, seconded, and passed to remove 17F from the monogram program. g. API 17G Completion/Workover Risers i. The Task Group report was given by Brian Skeels (Attachments I1, I2, I3, I4 and I5). ii. The fifth working draft is down to editing two sections (6 and 7). iii. The "Baby G" efforts have conducted gap analysis reviews between topics in the working draft of 17G. All of the baby G s will be RPs. Work is ongoing. iv. The sixth working draft will be sent to API as the ballot draft in 1Q v. The TG wishes to change 17G from a RP to a Specification. The baby G s will become RPs. h. API 17H ROV Interfaces & ROT Intervention Systems i. The Task Group report (Attachments J1 and J2) was presented. ii. API 17H was published in June API 17H incorporates 17M. iii. Two enquiries have been received for the second edition 1. Clarification of quality requirements for hot stabs 2. Clarification of dimensions in Figure 20 (Type C hot stab) iv. Focus areas for the next edition will be further normalization of hot stab drawings and clarification of quality requirements. v. Action to review the DeepStar report on AUVs at the Summer Roundtable to determine path forward. SC 17 Winter Meeting Minutes Page 3 Houston, TX January 15, 2014
4 i. API 17N Subsea Reliability and Technical Risk Management i. The Task Group report (Attachment K) was presented by Don Wells. ii. 17N was published in 2009 and now needs to expand from Delivery to Integrity, with focus on long term life. iii. Task Group has been organized into 6 work groups: iv. The TG is working to expand the Life Cycle process. v. A Dual-DPIF loop has been introduced. It adds a remediation cycle and facilitates Integrity Management. vi. At the 2013 Summer Std. Conference, 17N was asked to blend 17Q into 17N. TG does not feel this is the best approach. Instead, the TG is recommending that the qualification and verification details from 17N should be incorporated into 17Q. 17Q TG is in agreement and expect decision on way forward by January 30 th. vii. Action for the TG to issue summary reports to SC17 before the Summer Standardization Conference. j. API 17O HIPPS i. The Task Group report (Attachments L1 and L2) was presented by Christopher Curran. ii. The document is now out for re-ballot following the comment resolution process. Closing date is January 24, iii. The document is being proposed to be reclassified as a Standard rather than remaining a Recommended Practice (RP) or becoming a Specification. iv. A motion was made, seconded, and passed to change 17O to a Standard. k. API 17P RP for Templates and Manifolds i. The Task Group report (Attachments M1 and M2) was presented by Ron Pfluger. ii. New work item has been initiated. Main focus areas are: 1. Update and rationalize the materials section 2. Review all outstanding comments left from the previous edition 3. Add references to the recently released recommended practice iii. Next meeting is tentatively scheduled for spring 2014 m. API RP 17Q Recommended Practice for Subsea Qualification i. Task Group report (Attachments N1 and N2) was presented by Jeff Jones. ii. Work with 17N to agree on the general philosophy of reformulating 17Q into an RP on Subsea Equipment Technology Readiness and Qualification. iii. Complete a SRRR form to submit for approval for moving to API RP. n. API 17R Recommended Practice for Flowline Connectors and Jumpers i. The Task Group report (Attachment O) was presented by Ron Pfluger. ii. Additional workshops have been held since the summer Standardization Conference to resolve comments from task group members and to finalize the document. 5 iii. The entire document was sent to API for formatting in November and comments from API are being reviewed and incorporated. iv. There has been concern with clarity on testing of the connectors. 17R must provide clarity to number of cycles. v. The document is expected to be ready for balloting by the end of January o. API RP 17S Recommended Practice for Subsea Multiphase Flow Meters i. The Task Group report was presented by Robbie Lansangan. ii. IntecSea has generated draft version 3.0 of the proposed RP document. This has been circulated to the task group in early November 2013 for review and comment. iii. Comments have been received and meetings held in November and December to reconcile comments. iv. Draft version 3.1 is complete and will be issued for review to the TG members. This to be completed by Summer Std. Conf. to be put forward to API for ballot. p. API RP 17U - Recommended Practice for Wet and Dry Thermal Insulation of Subsea Flowlines and Equipment i. The Task Group report (Attachment P) was presented by Ed Baniak. ii. Task Group participation in preparation of RP concluded. RP was circulated for balloting. iii. Comments addressed and formatting changes made. iv. Ballot received 2-negative votes. Reconciliation of negative votes in process. One has been resolved and the other is partially resolved. q. API RP 17V Recommended Practice on Subsea Safety Systems i. The Task Group report (Attachments Q1 and Q2) was presented by Christopher Curran. ii. The document was sent out for ballot on December 13, 2013 with a closing date of January 24, iii. iv. BSEE have been actively engaged in the work since its inception. Areas to be covered include: i. Production and Injection Trees ii. Flowlines iii. Chemical injection iv. Manifolds v. Subsea separation vi. Subsea boosting vii. Subsea Compensation viii. Gas Lift ix. HIPPS r. API 17W Recommended Practice for Subsea Capping Stacks i. The Task Group report (Attachment R) was presented by Ed Baniak. ii. RP 17W passed first ballot in summer of 2013 with minimal technical comments. 6 iii. Second ballot will go out for vote on the week of January 13, 2014 for comment on only items that changed in the first ballot. s. API 17X Subsea Boosting i. The Task Group report (Attachment S) was presented by John Allen. ii. A terms of reference has been prepared for the subcommittee to address as a RP. iii. The TG has agreed to coordinate its work with 17N, 17Q, and DNV 203. iv. Editorial assistance will be needed circa March 2014 with an anticipated budget of $120,000 until document completion. Proposal for funding next year will be put forward at the June Summer Std. Conf. t. Technical Reports i. 17TR7 (Attachment T) - Connector Qualification Guidelines i. The report was provided by Brian Skeels. The TG is still on hold waiting on the 17G team to resume work on the technical report. ii. A revised draft of the TR will be sent to TG members Q iii. The TR scope will only address connectors that are in the central vertical bore of the completion work over riser, subsea tree, and subsea wellhead. Flowline connectors will remain the area of responsibility of 17R. ii. iii. 17TR8 (Attachment U) HPHT Guidelines i. The report was provided by Brian Skeels. The first draft of the TR went out for industry review in July 2013 and comments were received in October ii. TG members will continue to work in the areas of materials and design methodologies in iii. The first revision has been prepared and should be ready for SC 17 ballot vote in February iv. BSEE have approved (2) HPHT projects to date and are currently considering additional approvals. 17TR9 Subsea Umbilical Termination (SUT) Selection and Sizing Recommendations 17TR10 Subsea Umbilical Termination (SUT) Design Recommendations (Attachment V) i. The report was provided by John McManus. The JIP is currently working on the two documents and meet monthly or bi-monthly. ii. Submittal of 17TR10 is scheduled to be sent to API by the end of January Comments to be reconciled February/March 2014 and publication expected end of Q iii. Submittal of 17TR9 is scheduled to be sent to API by the end of July Comments to be reconciled August/September 2014 and publication expected end of Q SC 17 Winter Meeting Minutes Page 6 Houston, TX January 15, 2014
7 iv. 17TR11 (Attachments W1 and W2) The Effects of External Ambient Seawater Pressure on Subsea Hardware During Subsea Flowline Testing i. Draft was circulated for review and comment in February ii. Comments have been received and have been incorporated into the document. iii. Approval received in December to send out for ballot. Votes are due by January 20, v. 17TR12 (Attachments W1 and X) Consideration of External Pressure in the Design and Pressure Rating of Subsea Equipment i. TR12 draft was sent out for comment ballot in September ii. 334 comments were received. iii. The TG is in the process of flow chart development and comment resolution. Completion is targeted by end of Q Old and New Business a. The BSEE workshop will be in New Orleans January 28/29. (see item 4 above) b. Project No is the DeepStar AUV project funded in part by API. Purpose is to identify interfaces and develop recommendations to submit to SC17. There is a pronounced need to standardize interface and to develop recommendations in the form of a RP. An update was provided (Attachments Y) Discussions will be held at the June Roundtable. c. Jeff Jones confirmed that SPE has made efforts to update industry standardization. This has mainly been evident in materials, welding, and quality. A JIP was kicked off Q dealing with ATW and Subsea forgings. d. A presentation was given subsea Wireless Communications (Attachment Z). e. Ed Baniak confirmed that all specifications and standards that are included in the API Monogram Program needed to reserve Annex A in that document for the default position of the API Monogram Annex. This is in an effort to standardize all documents. This annex is an informative annex and becomes Normative as applicable through the license agreement. This does not apply to RPs. 10. Actions Items were reviewed and updated during the course of the meeting. 11.
