2 European Technical Approval ETA-07/0275 Page 2 of 23 I LEGAL BASES AND GENERAL CONDITIONS 1 This European Technical Approval is issued by Kiwa N.V., Certificatie en Keuringen, further mentioned as Kiwa N.V., in accordance with: Council Directive 89/106/EEC of 21 December 1988 on the approximation of laws, regulations and administrative provisions of Member States relating to construction products 1, modified by the Council Directive 93/68/EEC of 22 July ; Besluit van 7 augustus 2001, houdende vaststelling van voorschriften met betrekking tot het bouwen van bouwwerken uit het oogpunt van veiligheid, gezondheid, bruikbaarheid, energiezuinigheid en milieu (Bouwbesluit) 3, gewijzigd door Besluit van 17 april 2002, houdende wijziging van het Bouwbesluit en enige andere maatregelen van bestuur (correcties en aanvullingen van het Bouwbesluit en aanpassing van andere besluiten aan het Bouwbesluit) en de Ministeriële regeling Bouwbesluit ; Common Procedural Rules for Requesting, Preparing and the Granting of European technical approvals set out in the Annex of Commission Decision 94/23/EC 5. CUAP 07.01/04 6 ; Plastics piping kits for the transport system of hot and cold water, made of PE-RT Type II. 2 Kiwa N.V. is authorized to check whether the provisions of this European technical approval are met. Checking may take place in the manufacturing plant. Nevertheless, the responsibility for the conformity of the products to the European technical approval and for their fitness for the intended use remains with the holder of the European technical approval. 3 This European technical approval is not to be transferred to manufacturers or agents of manufacturers other than those indicated on page 1 of this European technical approval. 4 This European technical approval may be withdrawn by Kiwa N.V., in particular after information by the Commission on the basis of Article 5 (1) of Council Directive 89/106/EEC. 5 Reproduction of this European technical approval including transmission by electronic means shall be in full. However, partial reproduction can be made with the written consent of Kiwa N.V.. In this case partial reproduction has to be designated as such. Texts and drawings of advertising brochures shall not contradict or misuse the European technical approval. 6 The European technical approval is issued by the approval body in its official language. The version corresponds to the English version which is circulated within EOTA. 3 European Technical Approval ETA-07/0275 Page 3 of 23 II SPECIFIC CONDITIONS OF THE EUROPEAN TECHNICAL APPROVAL 1 Definition of products and intended use 1.1 Definition of products This European Technical Approval applies to the following kit: Pipes made of PE-RT Type II nominal outside diameter (dn) and nominal wall thickness (en) in mm : - 16 x 2,0-20 x 2,25-25 x 2,5-32 x 3,0 type of functional layer : aluminium alloy 3003, Temper O construction type : 5 layer Size group (according to pren 15015) : 1 (dn 63) Metal fittings according to EN Type 1) Multicapas: type of metal : brass; CW617N type of compression ends : B, Press contour U type of elastomeric sealing elements (EN 681-1) Type groups (according to pren 15015) : - material : EPDM - type : WB - hardness (IRHD) : 70 : 1 (Elbows and tees) 2 (Reducers, couplers, end caps) 3 (Adapters) Piping system, combinations of fittings with the pipes per dimension: Pipe dimension Fitting type 1 Multicapas (mm) 16 x 2,0 X 20 x 2,25 X 25 x 2,5 X 32 x 3,0 X Criteria on acceptance and rejection are laid down in the FPC system of the manufacturer.

4 European Technical Approval ETA-07/0275 Page 4 of Intended use Plastics piping kits are used for the conveyance of hot and cold water systems according to class 1 and/or class 2 of ISO The design pressure (p D ) shall be 10 bar; pressure group according pren 15015: 2 (p D > 6 bar), according to the following table: Pipe dimension (mm) Class Design pressure pd (bar) 16 x 2, x 2, x 2, x 3, The provisions made in this ETA are based on an assumed intended working life of 50 years for the plastics piping kits. The indications given on the working life cannot be interpreted as a guarantee given by the producer, but are to be regarded only as a mean for choosing the right product in relation the expected reasonable working life of the works. The aspect on the characteristic effect on the quality of water intended for human consumption is NOT addressed in this ETA. Therefore compliance of pipes, fittings and their joints with this ETA does not allow a presumption of fitness of the product for the transport of water intended for human consumption within the meaning of the Directive 89/106/EEC. Therefore, products complying with the present ETA can only be used for the transport of water intended for human consumption if they comply with the relevant national, regional or local regulatory provisions applicable in the place of use. 2 Characteristics of the product and methods of verification 2.1 Composition and manufacturing process The composition and the manufacturing process of the pipe and fitting correspond to the product subject to the approval testing. Details of the composition and manufacturing process are deposited at Kiwa N.V. 2.2 Safety in case of fire Reaction to fire on the pipe Euroclass F according to EN , no performance determined Reaction to fire on the fitting For all fittings of Multicapas: Euroclass F according to EN , no performance determined.

5 European Technical Approval ETA-07/0275 Page 5 of Raw materials of the pipe PE-RT material of the stress bearing layer Melt mass flow rate The melt mass flow rate (MFR) is determined in accordance with EN-ISO 1133 with the following test conditions: Load : 2,16 kg Test temperature : 190 C Time : 10 min Number of test pieces : 1 The melt mass flow rate is between 0,6 g/10 min and 1,0 g/10 min Oxidation induction time The oxidation induction time (OIT) is determined in accordance with EN 728 at a temperature of 210 C. Number of test pieces: 3. The OIT is greater than 40 minutes Density The density is determined in accordance with EN-ISO at a temperature of 23 C. Number of test pieces: 1. The density is between 0,940 kg/m³ and 0,942 kg/m³ Demonstrating conformance to the reference curves The tested PE-RT Type II material shows conformance to the reference curves according to annex A this ETA Aluminium functional layer The characteristics of the aluminium functional layer are determined in accordance with EN and a test speed of 10mm/min up till an elongation of 0,2% and a test speed of 20mm/min after this 0,2% elongation percentage. - The minimum tensile strength (R m ) is 95 MPa. - The minimum percentage elongation after fracture (A 50 ) is 15%. - The minimum permanent set strength at 0,2% (R r 0,2 ) is 35 MPa Adhesive layer(s) The peak melting temperature is determined in accordance with EN-ISO Number of test pieces: 1. The peak melting temperature is greater than 120 C Outer layer The outer layer is made from the same PE-RT material as used for the inner stress bearing layer and therefore covered by clause of this ETA.

6 European Technical Approval ETA-07/0275 Page 6 of Extruded pipe, inclusive functional layer and outer layer Build up of the pipe For the build up of the pipes a schematic representation of the cross section of the wall of the PE-RT pipe with a functional and outer protective layer is depicted in the figure below. The cross section is made downwards from outer till inner layer of the pipe. Outer protective layer (PE-RT TypeII) Outer adhesive layer Functional layer (Aluminium) Inner adhesive layer Inner layer (PE-RT Type II) All pipes are 5 layer pipes as depicted above. The inner and outer adhesive layers are of the same material as are the inner layer and the outer protective layer. The colour of the inner layer is natural transparent. The outer layer can be white, red, blue, orange, green, yellow, grey or black, depending on the market driven choices of the customer Geometrical characteristics The dimensions of the extruded pipes are measured in accordance with EN-ISO For the nominal outside diameters the tolerances of the mean outside diameter (d em ), out-of roundness (ovality) and wall thickness (e) are within the following ranges: Manufacturing time is more the 24h before measuring. Conditioning time at (23±2) C is 4 hours. Measuring temperature is identical to conditioning temperature. The minimum calculated S calc,max value for a design pressure (P D ) of 10 bar for all dimensions of pipes is 10, Longitudinal reversion The longitudinal reversion of the extruded pipe inclusive barrier and protective layers, is determined in accordance with EN-ISO 2505, method B with the following testing conditions: Medium : air Temperature : 110 C Exposure time : 60 min Number of test pieces : 3 The longitudinal reversion is smaller than 2,0% Elongation at break (PE-RT) The elongation at break of the extruded pipe is determined in accordance with EN-ISO with the following conditions: Temperature : 23 C Test piece : Type 2 Speed of test : 100 mm/min Number of test pieces : 5 The elongation at break is greater than 350% Thermal stability (PE-RT) The thermal stability of the PE-RT material of the extruded pipe is determined in accordance with EN-ISO 1167 (superseeds EN 921) with the following testing conditions: Temperature : 110 C Hydrostatic hoop : 2,5 MPa stress End caps : Type A Medium : Water in air Number of test pieces : 1 The thermal stability exceeds the 8760 hours Melt mass flow rate (PE-RT) The melt mass flow rate (MFR) of the PE-RT material of the extruded pipe is determined in accordance with EN-ISO 1133 with the following test conditions: Load : 2,16 kg Test temperature : 190 C Time : 10 min Number of test pieces : 1 The deviation of the melt mass flow rate with the MFR of the PE-RT raw material as determined in clause of this ETA is smaller than 30% of the initial value Hydrostatic strength The resistance to the internal hydrostatic pressure of the extruded pipe is determined in accordance with EN-ISO 1167 (superseeds EN 921) with the following testing conditions: Testing temperature : 95 C Hoop stress (σ) : 4,0 N/mm² End caps : Type A Medium : Water in water Number of test pieces : 3

8 European Technical Approval ETA-07/0275 Page 8 of 23 dimensions (mm) test pressure (bar) with a hoop stress of 4,0 N/mm² 16x2,0 11,4 20x2,25 10,1 25x2,5 8,9 32x3,0 8,3 The testing time exceeds the 1000 hours for all dimensions Opacity The pipe is not declared to be opaque Effect on the water quality The aspect on the characteristic effect on the quality of water intended for human consumption is NOT addressed neither in this document, nor in the related CUAP 07.01/ Release of dangerous substances The manufacturer has made declarations that the PE-RT Type II pipes do not contain dangerous substances according to the European regulations. The composition and used colour master batches are deposited at Kiwa N.V. In addition to the specific clauses relating to dangerous substances contained in this European Technical Approval, there may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation and national laws, regulations and administrative provisions). In order to meet the provisions of the EU Construction Products Directive, these requirements need also to be complied with, when and where they apply. 2.5 Raw materials of the fittings Metal fittings Pressure test The bodies of the fittings are tested in accordance with clause 5.1 of EN The testing time without leakage, determined during testing at 15 bar at an ambient temperature exceeds 1 hour Dezincification resistance The fittings (Multicapas) are not declared to be dezincification resistance Elastomeric sealing elements The elastomeric sealing elements are according to EN The elastomeric sealing elements are fabricated from EPDM with an IRHD of 70 (fittings Multicapas) of type WB according to EN Effect on the water quality The aspect on the characteristic effect on the quality of water intended for human consumption is NOT addressed neither in this document, nor in the related CUAP 07.01/04.

9 European Technical Approval ETA-07/0275 Page 9 of Release of dangerous substances The manufacturer has made a declaration that the fittings do not contain dangerous substances according to the European regulations and have been assessed accordingly. In addition to the specific clauses relating to dangerous substances contained in this European Technical Approval, there may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation and national laws, regulations and administrative provisions). In order to meet the provisions of the EU Construction Products Directive, these requirements need also to be complied with, when and where they apply. 2.6 Fitting characteristics Geometrical characteristics The dimensions of the fittings are measured in accordance with EN-ISO The measured dimensions and tolerances are in accordance with clause 4.3 of EN for the aspects: Dimensional aspect EN table No. Minimum cross-sectional 2 (for internal support with 0-ring) area of bores Minimum wall thickness 3 (wrought copper alloys) All fittings are in accordance with EN clause 4.3. The relevant construction drawings of the fittings are deposited at Kiwa N.V Tightness of the jointing Internal pressure test The resistance to internal hydrostatic strength of the piping system is tested in accordance with Annex B of this ETA. Where the design stress (σ DP ) of the material PE-RT Type II for ISO class 2 is 3,5 MPa and the time related stress for 1000h/95 C testing (σ P ) is 4,0 MPa. Resulting in a test pressure of 11,3 bar. - For the jointing with fittings type Multicapas, the testing time without failure exceeds the 1000 hours Bending test The effects of bending is tested in accordance with annex C of this ETA. Where the design stress (σ DP ) of the material PE-RT Type II for ISO class 2 is 3,5 MPa and the time related stress for 1h/20 C testing (σ P ) is 11,4 MPa. Resulting in a test pressure of 33,9 bar. - For the jointing with fittings type Multicapas, the testing time without failure exceeds the 1 hour Pull-out test The pull out test of the jointing is tested in accordance with annex D of this ETA. For the pipes the minimum pull-out force without failures at 23 C exceeds the following pull out forces in Newton for the fittings types: - type 1-Multicapas.

10 European Technical Approval ETA-07/0275 Page 10 of 23 Nominal dimension (mm) Minimum pull out force (N) Thermal cycling test The resistance of joints to temperature cycling is tested in accordance with annex E of this ETA. - For the jointing with fittings type Multicapas, the number of cycles without failure is greater than 5000 cycles Pressure cycling test The resistance of joints to pressure cycling is tested in accordance with annex F of this CUAP. - For the jointing with fittings type Multicapas, the number of cycles without failure is greater than cycles Leaktightness under vacuum The leaktightness under vacuum is tested in accordance with annex G of this ETA. The testing time without failure, is greater than 1 hour. - For the jointing with fittings type Multicapas, the testing time without failure, is greater than 1 hour. The change in vacuum is less than 0,05 bar. 3 Evaluation of conformity and CE marking 3.1 Attestation of conformity system According to the communication of the European Commission, the system of attestation of conformity for piping kits for the transport of hot and cold water, as shown in tables 1 and 2 is specified by the Commission Decision 1999/472/EC of 1 July and amended by Commission Decision 2001/596/EC of 8 January Tables 1 and 2 apply respectively in general uses and in uses subject to regulations on reaction to fire. According to clause 2.2 of this ETA, the pipe and fitting are classified as Euroclass F and consequently it falls in attestation of conformity system class Responsibilities Tasks of the manufacturer; factory production control (FPC) All the elements, requirements and provisions adopted by the manufacturer are documented in a systematic manner in the form of written policies and procedures. The FPC system has to ensure that the products are in conformity with the declarations in this European Technical Approval. In the framework of FPC the manufacturer shall carry out tests and controls with the prescribed test plan, which is part of this European Technical Approval. In this test plan are detailed extent, nature and frequency of testing and controls to be performed. The FPC as part of the control plan shall contain provisions for the control of incoming materials and manufacturing process. The frequency of testing is in accordance with the parts 7 of the hot & cold water standards EN-ISO 15874, EN-ISO 15875, EN-ISO and EN-ISO

12 European Technical Approval ETA-07/0275 Page 12 of 23 The control plan shall address at least the following items/characteristics and (minimum) frequencies: Pipes raw materials - PE-RT every incoming batch - Aluminium every incoming batch - Adhesive every incoming batch control of dimensions continuous/ every hour per machine longitudinal reversion every start-up and production batch per machine MFR every start-up and PE-RT batch change per machine hydrostatic strength every production batch per machine Fittings Multicapas raw materials - metal every incoming batch - elastomeric sealing elements every incoming batch control of dimensions continuous/ every hour hydrostatic pressure test every production batch Tasks of the approved bodies The attestation of conformity system is 4, therefore the approved body is not involved. 3.3 CE marking The plastic piping kits manufactured and controlled in accordance with this European Technical Approval shall bear the initials CE on their packaging and also on the accompanying commercial documents; the initial CE shall be accompanied by the following information: For the pipes: - Number of ETA: 07/0275; - Trade name of the product and identifying mark of the producer: MULTITUBO; - Production code of the manufacturer in which the following can be derived: - the extruder(line); - date of production; - time of production; - Nominal outside diameter and nominal wall thickness: see clause 1.1 of this ETA; - Application class combined with design pressure: see clause 1.2 of this ETA; - Type of functional layer: Al; - Type of material: PE-RT Type II; - The class of reaction to fire: Euroclass F; - CE.

13 European Technical Approval ETA-07/0275 Page 13 of 23 For the metal fittings: Multicapas fittings - Number of ETA; 07/0275; - Trade name of the product: MULTITUBO; - Name or identification mark of the producer; - Production code in which can be derived: - date of production; - production machine/tool; - Nominal outside diameter and nominal wall thickness of the accompanying pipe: see clause 1.1 of this ETA; - Application class combined with design pressure: see clause 1.2 of this ETA; - Type of material: CW617N; - Type of pressing tool required for jointing: contour U; - The class of reaction to fire: Euroclass F; - CE. 4 Assumptions under which the fitness of the product for the intended use was favourably assessed 4.1 Manufacturing The ETA is issued for the product on the basis of agreed information, deposited with Kiwa NV, which identifies the product that has been assessed and judged. Changes to the product/ production process, which could result in this deposited information being incorrect, should be notified to Kiwa NV before the changes are introduced. Kiwa NV will decide whether or not such changes affect the ETA and consequently the validity of the CE marking on the basis of the ETA and if so whether further assessment/alterations to the ETA, shall be necessary. 4.2 Installation The plastics piping kits shall be used correspond to the intended use as defined in clause 1.2 of this ETA. The installation shall be made in accordance with the installation manual of the manufacturer. 5 Recommendations for the manufacturer 5.1 Recommendations on packaging, transport and storage The products shall be packed, transported and stored so that no damages shall occur to the products. In the information accompanying the CE marking it shall be stated that the product shall be protected for damaging during transport, storage and installation. The type of packaging is depending on the distributor. 5.2 Recommendations on installation The products shall be used for applications as stated in clause 2 of this ETA. The responsibility of the manufacturer is further to ensure that the information on the installation procedure is clearly shown on the package and/or the enclosed instruction sheet.

16 European Technical Approval ETA-07/0275 Page 16 of 23 ANNEX A Demonstrating conformance to the reference curves A.1 Principle The material from which the stress bearing layer of the pipe or the fitting is made, is evaluated with the standard reference curves. For this internal pressure tests on pipes which are extruded from the material are made in accordance with EN 921. Conformance to the reference curves per temperature shall be demonstrated by establishing individual failure points on a graph line by using the least square method and a matching 97,5% lower confidence limit (LCL). The 97,5% lower confidence data points are compared with values from the reference curves at the same temperature. A.2 Apparatus The equipment shall be in accordance with EN 921. A.3 Sample Preparation The preparation of the test pieces shall be in accordance with EN 921, with end caps type A. The number of test pieces take into account the provision given in clause A.5.2 of this annex. A.4 Reference Curves A.4.1 Reference curves for the PE-RT Type II pipes The reference curves of the PE-RT material for the pipe are depicted in figure A1 The reference curves in figure A1 in the temperature range of 10 C to 110 C are described by the following equation: A , ,93 logσ log t = 172, ,153 log σ T T Reference curves for the fitting material The reference curves of the fitting material shall be provided by the manufacturer. The curves shall be based on injection moulded pipe segments of the fitting material. The manufacturing of the injection moulded pipe segments shall be conform EN A.5 Procedure A.5.1 A.5.2 A.5.3 A.5.4 Manufacturing of the test pieces shall be in accordance with clause 3 of this annex. Tests shall be performed in accordance with EN 921 in water or air, at various hoop stresses such that at each of the temperatures given at least three failure times fall in each of the following time intervals: Temperatures : 20 C, 60 C to 80 C and 95 C Time intervals : 10h to 100h : 100h to 1000h : 1000h to 8760h : >8760h If tests lasting more than 8760 hours, once failure is reached at a stress and time on or above the reference line, any time after that may be considered as the failure time. The failure data points determined in clause A.5.2 shall be plotted in a graph per temperature. By using the least square method a line is constructed over the testing period of time. From this plotted line the 97,5% lower confidence limit data points for the lowest and highest failure times shall be determined. These 97,5% LCL data points at a chosen temperature are compared with the data points from the reference curves at the same temperature.

B.2 Apparatus The testing equipment shall be in accordance with EN 921. B.3 Sample preparation An assembly shall be constructed in which the pipes and fittings of the system are build in. B.4 Procedure B.4.1 Manufacturing of the test pieces shall be in accordance with clause 3 of this annex. B.4.2 Testing parameters shall be in accordance with table B1. C.2 Apparatus The testing equipment shall be in accordance with EN 713. C.3 Sample preparation C.3.1 C.3.2 An assembly shall be constructed in which both pipes and fittings are used. This construction shall be in accordance with EN 713. For this test, pipes shall be taken with a nominal diameter greater than or equal to 32mm.
