3 FILMING IN GOTHENBURG SHOULD BE EASY This guide is geared towards everyone interested in filming in Gothenburg. The aim is to make it easier for you to film in a Gothenburg setting. For the City of Gothenburg, it is of strategic importance that more people choose to shoot films in the city in order to help make Gothenburg a leading film city by This goal includes feature films, documentaries and commercials. The guide offers contact details for various representatives within the City of Gothenburg who can make it easier for you to film in the city. If you are unsure where to begin, or are looking for support during the process of filming in Gothenburg, feel free to contact Filmlotsen in Gothenburg. 5 PREPARING FOR A FILM SHOOT There are numerous things to keep in mind when filming in public areas. Even more planning is required when shooting in locations where the effect on the general public is greater. You are more than welcome to contact Filmlotsen for assistance. Filmlotsen filmlotsen@businessregion.se Rule number one is to start preparing as early as possible. A permit application must be filed at least two weeks prior to the scheduled shoot. For major productions that could have a significant effect on traffic and residential parking, a permit application must be filed at least three weeks prior to the date of filming. To allow for discussion regarding possible locations, filming dates and so forth, please contact the relevant parties even prior to submitting your permit application. This saves everyone time and you will avoid unnecessary work. APPLYING FOR A PERMIT Filming in a public location requires a permit from the Police. Permit applications must be submitted to the Police no later than two weeks prior to the planned production. The Police will send the matter out for referral to the relevant councils and authorities. For your matter to be processed as quickly as possible, make sure that your application is as detailed as possible. The following information must be included: Date, location and time A map and drawing of all set-ups (including camera positions, sky lifts and other equipment) For brief disruptions to traffic/pedestrian flows clearly indicate in the drawings, how, where and when the disruptions will occur To close off car parks, streets or areas enclose a detailed drawing and include all forms of traffic (pedestrians, cyclists, buses, etc.). If the Road Traffic Committee approves the closures, a traffic coordination plan (TA) will be drawn up. 5

6 PREPARING FOR A FILM SHOOT Your matter will not be processed until you have paid your permit application fee. If you plan on filming in the street, it would be wise to make use of the times during which the streets are cleared for cleaning. This causes fewer disturbances and you avoid having to pay for advisory signs. If your permit is approved, the Police will compile a list of all applicable terms and conditions and send confirmation by both and post. If the production is of a nature that includes weapons, robberies or similar real life events, please contact the police at and request the central command. Application forms, current fees and other information: If, during the planning phase, you already know that the public transportation system will be affected, we recommend that you contact Västtrafik. They can provide you with advice and answer your questions. Please note that the application must be submitted to the Police not Västtrafik which will refer the matter to the Traffic Office. 7 For productions that will affect major roads, throughways, bridges, waterways and tunnels, the Swedish Transport Administration is the authority in charge. A few examples include the Älvsborg Bridge, Lundby Tunnel and Göta Tunnel. The Swedish Transport Administration can provide you with advice and answer your questions. However, the actual application itself must be submitted to the County Administrative Board, which will gather commentary from referrals on the matter from the Swedish Transport Administration. Refer to the property registry linked below if you need further information on property owners. fastighetsregistret Higab is a property company owned by the City of Gothenburg, which owns and manages many of Gothenburg s most renowned and prominent cultural buildings, including the Stora Teatern theatre, the Dickson Palace and the Gothenburg Museum of Art. Higab is more than willing to help highlight the City s cultural heritage areas and buildings in film contexts, and is accustomed to helping film productions find locations. 8 PREPARING FOR A FILM SHOOT You must submit your request for a film shoot or photo shoot in buildings or premises belonging to Higab, or in the vicinity of the property, no later than one week prior to the scheduled filming or photography. Direct your request to info@higab.se and include the following: List of buildings and premises that are of interest Description of the film project What type of film it is (such as documentary or entertainment) Company info and contact person Name of the client Proof of valid insurance coverage Relevant dates and estimated time required Higab info@higab.se The Sports and Associations Committee for the City of Gothenburg conducts operations at the municipality s sports and exercise facilities and sports areas. The Committee oversees such functions as swimming facilities, gyms, sports halls and ball-game fields, and is in charge of rentals for these facilities. 9 FILMING IN PARKS The City s Parks and Landscape Committee manages and develops existing and new urban, park and natural areas in Gothenburg. These include parks, playgrounds, walks, public toilets, sculptures, nature areas, open-air swimming facilities as well as lakes and waterways. Always describe the set-up/event as thoroughly as possible in your application to facilitate the decision-making process. 13 HOW YOU CONDUCT A FILM SHOOT INFORMING ALL PARTIES CONCERNED It is important to provide information to all parties who are directly or indirectly affected by a film production, including residents, companies and organisations. A traffic controller must be on site if public transportation needs to be rerouted or disrupted. The cost of rerouting and staffing will be charged to the film team. These costs can be substantial depending on the impact. Tram traffic is governed by the Railway Inspectorate, which maintains even stricter security requirements and may thus also result in greater costs. DELAYS AND CHANGES In the event of delays during the production of a film, you must contact the relevant administrations and authorities as soon as possible. Do not forget to contact the Police either. This also applies if a scheduled production day fails to materialise it is important that streets, car parks and similar functions not be closed unnecessarily. If traffic needs to be disrupted, this will either be done by the Police or pursuant to a mandate from the Police. When shooting films involving weapons, robberies or similar real life events, the Police Central Command must be contacted. Contact the police at and request the central command. 13

15 AFTER A FILM SHOOT RESTORING THE PRODUCTION LOCATION Once filming has finished, the film team is responsible for ensuring that the location is cleaned and restored to its original condition. This applies to all kinds of environments. Please also provide feedback when you have finished filming, to let us know what worked well and if anything failed to turn out as you had expected. 18 POLICE ROAD TRAFFIC COMMITTEE A permit is often required when filming in a public location. You apply for the permit through the Police, who will in turn send the matter out for referral to other relevant bodies such as the Road Traffic Committee and Emergency Services. Allow about two to three weeks for processing. Please note that your matter will not be processed until the fee has been paid. The easiest course of action is to pay the fee directly to the Police at the Gothenburg city office. Visit for more information and current fees. If your permit is approved, the Police will compile a list of all applicable terms and conditions and send them by both and post. If the production includes weapons, robberies or similar real life events, please contact the police at and request the central command. The more detailed the description, drawing or photo of your case is, the easier it is for the relevant authorities to reach a quick decision and get back to you. Application forms, current fees and other information: Applications can be submitted to: tillstand.vastragotaland@polisen.se The Road Traffic Committee serves to offer everyone effective, secure and sustainable mobility in Gothenburg. This includes walks and bicycle lanes, streets, public transportation and car parks. Since the processing time for film-production matters is two to three weeks, you should submit your application well in advance. You are welcome to contact the Road Traffic Committee prior to submitting your application to check whether the location/area is booked or if the requested closures are possible. When the Police have received your application, they will gather commentary from the relevant authorities. 19 The cost of the traffic coordination plan will be charged to the film team. The Road Traffic Committee will review the plan and make any decisions on temporary local traffic regulations. The following rules govern how far in advance a temporary decision must be taken to be legally viable: Parking spaces with residential parking: Temporary signs must be posted no later than 14 days prior to the scheduled date of filming Fee-based parking or short-term parking: Temporary signs must be posted no later than 30 hours prior to the scheduled date of filming Handicap parking spaces: Cannot be removed; must be replaced If you plan on filming in the street, it would be wise to make use of the times during which the streets are cleared for cleaning. This causes fewer disturbances and you avoid having to pay for advisory signs. If you are unable to use standard parking spaces, you must apply for an exemption for the parking of vehicles. This also applies to the film team s cars, if they are parked between the temporary signs. Otherwise it becomes impossible for parking attendants to know whether the cars belong to the film team or someone else. Send your exemption application to the Road Traffic Committee s permit unit. Tram traffic is governed by the Railway Inspectorate, and the security requirements are rigorous. A traffic controller must be on site if public transportation has to be rerouted or disrupted. The cost of rerouting or staffing will be charged to the film team, and the costs can become substantial. 19

20 SWEDISH TRANSPORT ADMINISTRATION The Road Traffic Committee must also take into consideration accessibility for disabled people, emergency services, residents and the business community. Traffic guards/functionaries may not intervene or disrupt public traffic for the purpose of directing traffic. If traffic needs to be disrupted, this must be done by the Police or by Police mandate. Traffic guards working on or alongside the road must wear personal protective equipment, such as a reflective safety vest, overalls and a jacket. The film team is always responsible for providing information to all parties who are directly or indirectly affected by the film production, such as residents, companies and other organisations. The team is responsible for complying with the agreed terms and conditions. In the event of changes or if the production must be cancelled, the Police and all other parties involved must be informed as soon as possible. Once filming has finished, the film team is responsible for ensuring that the location is cleaned and restored to its original condition. 21 VÄSTTRAFIK Västtrafik is owned by Region Västra Götaland and is responsible for the public transportation system throughout Västra Götaland County. Operations are often affected by film productions, such as when a bus line needs to be rerouted. It is therefore advisable to contact Västtrafik in good time.
