2 SUMMARY of CHANGE Regulation Hunting, Fishing, Trapping Laws & Regulations This Revision Updates season dates and hunting hours. Adds regulation for select non-hunting/fishing activities such as berry picking, mushroom hunting, dog walking, bird watching etc. are allowed on Fort McCoy (para 3-10). Moves Cantonment Deer Archery season information from Appendix F to Chapter 3-4. Provides information that background checks will be performed by DES before a visitor pass is issued (para 2-1c). Requires daily sign out requirement for all hunting seasons (para 2-3b, 3-1b, 3-2b, 3-3b, 3-4b 3-5b, and 3-6b). Changes D10W to Military Only for all hunting except Cantonment Archery (para 2-3e). Provides Wisconsin Department of Natural Resources (WDNR) requirement for online deer registration including selection of Monroe County and Fort McCoy as harvest location (para 3-3i, 3-4h, 3-5k, and 3-6j). Directs gun-deer hunters to visit deer data collection stations for NRB to collect biological data (para 3-5k(2)). Eliminates the season structure for the gun-deer season (para 3-5e). Updates Carcass Tag use requirement (para 3-3g, 3-4g, and 3-5e). Allows bucks to be harvested during the Cantonment Archery season after 2 antlerless/spike deer are first harvested (3-4g(2)). Updates fishing methods restricting nets, seines, spears (including bows and crossbows), and hands (para 3-9j). Adds non-hunting/fishing activities to incorporate allowable activities and outline restricted activities (para 3-10). Changes Appendix G to Appendix F and Appendix H to Appendix G. Update Hunting, Fishing, and Trapping Maps (appendices C, D, E, F, and G). Removes Alderwood Lake and shows new road. Identifies TA D10W as Military Only hunting zone (appendices C and D).

Fort McCoy Regulation was developed in 2006 to replace Fort McCoy Regulation This is the ninth revision to since replacing Fort McCoy Regulation SUMMARY. This regulation sets forth laws and regulations for all hunting, fishing and trapping on Fort McCoy. APPLICABILITY. This regulation is applicable to all activities on Fort McCoy. Civilian, military, tenants, and training units are required to comply with this regulation. No activity is exempt from this regulation. PROPONENT EXCEPTION AUTHORITY. The Proponent of Fort McCoy Regulation is the Directorate of Public Works, Environmental Division, Natural Resources Branch (NRB). 5 Chapter PURPOSE: This regulation establishes laws and regulations enforceable in federal court for hunting, fishing, and trapping on Fort McCoy. This regulation promotes the management of these activities and populations of fish and game on Fort McCoy. If this regulation conflicts with State of Wisconsin hunting, fishing and trapping regulations or other federal or state directives, such conflicts will be brought promptly to the attention of the Directorate of Public Works, Environmental Division, NRB, (IMMC-PWE-N), 2171 South 8 th Avenue, Fort McCoy, WI REFERENCES: Required and related publications as defined are available from the Directorate of Public Works, Environmental Division, NRB, (IMMC-PWE-N), 2171 South 8 th Avenue, Fort McCoy, WI RESPONSIBILITIES: a. Natural Resources Branch (NRB): The mission of the Fort McCoy NRB is to foster the wise stewardship of natural and cultural resources which will support and sustain a realistic military training environment, biological diversity, the integrity of sensitive or unique sites, and commercial and recreational opportunities. The NRB is the proponent of this regulation. b. Installation Legal Office (ILO): Fort McCoy ILO will provide legal advice concerning all matters governed by this regulation. c. Directorate of Emergency Service (DES): For Police, Fire, and Ambulance call the DES E911 Communication Center by dialing or dial 911 through Monroe County Dispatch; to report a violation call (608) d. Permit Holder: (1) It is the responsibility of the individual recreational participant/permit holder to check the Game Line at (866) or online at for updates, changes, and/or temporary regulations to the activities associated with this regulation. Game Line information must be checked daily to ensure that the activity has not been restricted because of unforeseen mission requirements. (2) Maintain strong hunter and land ethics to ensure quality hunting experiences can continue for many generations. (3) Become familiar with these regulations and any changes. Chapter INSTALLATION GENERAL REGULATIONS AS RELATED TO HUNTING, FISHING, AND TRAPPING: a. User Ethics: Individuals participating in outdoor activities on Fort McCoy play a large part in ensuring the successful management of fish and wildlife species and their unique habitat. All users are expected to respect each other by following a simple code of hunter ethics. Not following this basic code of ethics may result in loss of hunting, fishing, trapping, and firewood cutting privileges on Fort McCoy. (1) Practice safe weapon use; know your target and what lies behind your target. (2) Abide by all Fort McCoy and Wisconsin Department of Natural Resources (WDNR) Hunting Rules and Regulations. (3) Respect all other users on Fort McCoy. (4) Respect appropriate distances from other hunters; staying a minimum of 100 yards apart. (5) First-come-first-serve should be respected, MY SPOT is not an option. (6) Amount of years hunting Fort McCoy does not grant hunters their own spot. (7) Marking spots does not mean it is YOUR SPOT ; leaving flagging is a littering violation. (8) While hunting, take ethical and safe shots. (9) Respect hunters and non-hunters alike. b. Transportation of Firearms/Bows: While on Federal property all firearms/bows must be unloaded and completely enclosed in a case designed to carry a firearm when in or on any vehicle, whether moving or stationary. Weapons are not allowed to be loaded in or on a vehicle at any time with the exception for WDNR disabled class A and B permit hunters while stationary. Bows and crossbows must be unstrung or enclosed within a case when in or on a vehicle. Concealed carry is prohibited on Federal Property. c. Visitor Pass: All visitors entering the Cantonment Area of Fort McCoy must obtain a visitors pass at the Main Gate. To receive a visitors pass you will need to show your vehicle registration, proof of insurance and a current driver s license in good standing. A background check will be performed by DES before a visitor pass is issued. Fort McCoy Regulation , 1 September

Requirements for sign-in/sign-out: (1) All hunters are required to sign-in and sign-out daily for all 2015 hunting seasons using i- Sportsman at (866) , online at or through the kiosk located at the Hunter Information Point (HIP) (See para 2-3b for more information). At sign-out, hunters will be asked for their daily harvest results. (2) The Hunter Information Point (HIP), as identified on the hunting, fishing, and trapping maps (appendices C, D, E, F and G), and i-sportsman website ( will provide information to hunters as outlined in this regulation. The HIP is located south of Highway 21 at the intersection of Quarry Hill Road and Highway 21 and will be open for all hunting seasons. e. Activity Information Card: All individuals, are required to display an information card on the passenger side of the windshield/dash with the following information: Permit holder's full name (if there is more than one permit holder per vehicle, the names of all permit holders will be noted), activity (e.g., archery, gun-deer, small-game, turkey, scouting, berry picking, bird watching, etc.), personal cell phone number and 2 emergency contact phone numbers for each permit holder in the vehicle. f. Vehicle Search: Owners and/or operators of motor vehicles that enter the property of Fort McCoy consent to the search of that motor vehicle. g. Alcohol: It is not permitted to be intoxicated or to consume alcohol while in hunting and trapping areas. h. Speed Limits: The speed limit on Fort McCoy is 30 mph in the Cantonment Area, 10 mph when passing troops and 45 mph in the training/hunting areas, unless otherwise posted. i. Reporting of Information: All permit holders are required by this regulation to notify the Fort McCoy Police Department at (608) of any observed violations of Federal, State or Fort McCoy Regulations or laws, uncontrolled fires, or the location of any found unexploded ordnance. j. Conduct: All permit holders will cooperate with military officials and Fort McCoy law enforcement personnel. In addition to the appropriate permits, all persons over 18 years old must have official picture identification in their possession at all times while on Fort McCoy property. k. Unexploded Ordnance (UXO) Hazard: Military training involving live ammunition and explosives has occurred throughout Fort McCoy since Deliberate and comprehensive efforts have been conducted to clear the unexploded ordnance (UXO) hazard; however these items may occasionally still be encountered while on Fort McCoy. (1) UXOs are often referred to as duds, bombs, munitions, ordnance, ammo, dummy rounds, or by other terms. Regardless of what they are called, they should be considered extremely dangerous. They were designed to explode and still have the capability to do so. Never touch, move, or disturb munitions. Even Civil War cannon balls and souvenir munitions that may have been handled for years can potentially detonate at any time. (2) UXOs come in many shapes and sizes and may be visible on the surface or be buried. It can be exposed by erosion or fires, and may look new or old. UXOs may also be found alone or in groups; and can be whole or in parts. (3) Anyone encountering or believing they may have encountered UXOs should consider it extremely dangerous. The proper response to avoid injury to themselves and others is to follow the 3Rs of explosives safety: (a) Recognize - Recognizing when you may have encountered UXO is key to reducing the risk of injury or death. If you encounter or suspect you may have encountered UXO, consider it extremely dangerous. Remember, UXO is sometimes hard to identify. (b) Retreat - If you encounter or suspect you may have encountered UXO, do not touch, move or disturb it, but immediately and carefully leave the area following the same path on which you entered. If you can, mark the general area, not the UXO, in some manner (e.g., with a hat, piece of cloth, or by tying something to a tree branch). (c) Report - Notify Fort McCoy Police Department at (608) of what you saw, where you saw it, and the type of marking, if you were able to mark the area. These actions will protect you and others who may encounter the same area. (4) Additional UXO safety information and a photo gallery of various types of UXO are available from the Department of Defense internet site at l. Certain non-hunting/fishing activities such as berry picking, mushroom hunting, dog walking, bird watching etc. are allowed on Fort McCoy. Requirements are listed under paragraph 3-10 of this regulation. Fort McCoy Regulation , 1 September

7 m. Prohibited Activities: Within the boundaries of the installation and without prior authorization, it is unlawful to: (1) Pick up, disturb, carry off, or damage government equipment, ordnance, munitions or parts of the same. (2) Litter. (3) Start fires (charcoal grills are allowed only in designated areas of the Pine View Campground and Cantonment Area). (4) Camp overnight, except at Pine View Campground. (5) Shine wild animals with artificial light at any time. (6) Hunt bear. (7) Operate vehicles off established roadways/trails during fishing, small game and archery seasons. (8) Operate ATVs at any time or operate any other mechanized/motorized device to access the hunting areas or to retrieve downed game, unless approved under a disabled permit. (9) Operate snowmobiles, unless on designated snowmobile trails. (10) Possess air guns, slingshots or spring loaded devices. (11) Molest or take any non-game species (Except feral pigs, which may be taken with any Fort McCoy hunting permit. Any feral pigs taken must be reported to the NRB, Wildlife Program ( or ) before leaving Fort McCoy). (12) Register deer harvested outside of Fort McCoy property. (13) Provide incorrect information when registering a deer. n. Baiting and Feeding Wildlife: Due to health concerns and the potential spread of disease in deer and other wildlife species, the use of baits on Fort McCoy to attract animals to a specific location is not authorized. Baiting is allowed while trapping or conducting official government studies. The planting of food plots, without proper authorization, is strictly prohibited. (1) Bait is defined as any feed material that is placed or used to attract wild animals, including salt, minerals, fruit/vegetable, grains, liquids, etc. (2) Scent material may be used during the deer hunting seasons, but must not be placed or deposited in a manner to allow consumption by wildlife and must be removed daily. (3) Hunting is allowed over/near naturally occurring food sources. These materials cannot be moved from their specific location to attract wildlife. (4) Bird feeders may be used on Fort McCoy if the device is at a sufficient height and/or design to prevent access by deer and is within 50 yards of a dwelling. o. Archaeological Resources: It is a federal offense to dig, excavate, disturb the ground, and/or collect archaeological artifacts on Fort McCoy without authorization from the Directorate of Public Works and pursuant to a permit issued under the Archaeological Resources Protection Act of Violators are subject to criminal penalties involving fines and/or imprisonment and civil fines and forfeiture of vehicles and equipment used in connection with a violation (reference Archaeological Resources Protection Act of 1979, 16 USC 470, and 36 CFR 261.9). p. Land Rehabilitation and Maintenance (LRAM): Fort McCoy has LRAM sites in some training areas on the installation. The LRAM program is responsible for the repair and re-vegetation of selected trails and sites within the training areas. The LRAM sites are clearly marked with red and white signs and/or yellow LRAM tape and shall not be disturbed. LRAM sites are OFF LIMITS to vehicles, however foot traffic is allowed. Be advised unknown obstacles and dangers may exist in and around signed LRAM areas. q. Game Line: The Game Line, accessed by calling (866) or online at lists hunting areas and lakes that are closed on any particular day. The Game Line listing will be updated by Directorate of Plans, Training, Mobilization, and Security. Fort McCoy reserves the right to update hunting area closures at any time if needed. ALL individuals are required to check the Game Line daily for any changes. r. Black-Out Drive Hours: Civilian vehicles are prohibited in most training/hunting areas after dark. These areas are referred to as Black-Out Drive Areas and are OFF LIMITS to civilian vehicles during the following times: 9:00 p.m. 4:00 a.m May thru 31 August 8:00 p.m. 5:00 a.m September thru 30 April Personnel may be allowed into these areas earlier and/or later if Black-Out Drive hours are not in effect. Information pertaining to Black-Out Drive Areas can be checked by calling the Game Line. Black-Out Drive restrictions will be lifted for the Gun-Deer season. 8 2-2. PERMITS/VIOLATIONS: a. Permit Requirements: The appropriate Fort McCoy hunting, fishing, trapping permit and appropriate State of Wisconsin license and stamps are required to hunt, fish, or trap on Fort McCoy. Fort McCoy permits are not transferable or refundable. b. Revenue: Revenue from the sale of hunting, fishing, and trapping permits remains on Fort McCoy and is used solely for fish and wildlife population and habitat management on the installation. c. Permit Sales: Fort McCoy hunting, fishing and trapping permits are sold through the WDNR Automated License Issuance System (ALIS). Permits can be purchased at any authorized WDNR ALIS vendor throughout Wisconsin including WDNR Service Centers, Fort McCoy Post Exchange (military ID required), and Fort McCoy Pine View Campground. Fort McCoy permits are also available through the WDNR Online Licensing Center. (1) Non-quota season permits (i.e., Fishing, Regular Archery, and Small-Game) can be purchased directly from an authorized WDNR ALIS vendor or online. A Fort McCoy application is not required to purchase these permits. (2) Quota season permits (i.e., Gun-Deer, Deer-Disabled, Cantonment Archery, Spring Turkey, Fall Turkey, and Trapping) are only available through the Fort McCoy application process. Quota permit applications are available from the Fort McCoy Permit Sales Office and the Fort McCoy i-sportsman website at Selection is conducted through a random drawing following the application deadline date. All applicants are notified of the selection results and individuals approved for a quota permit(s) are provided instructions to purchase their permit(s). (3) Soldiers stationed at Fort McCoy after the quota permit drawing is completed are eligible to apply for a quota permit (i.e., Gun-Deer, Deer-Disabled, Cantonment Archery, Spring Turkey, Fall Turkey, and Trapping). A copy of the PCS orders showing the date of assignment after the application period must accompany the application. Mentorship Program: Fort McCoy allows youth ages 10 and 11 to participate in all hunting seasons under the WDNR Mentorship Program. All participants must follow this regulation and the WDNR guidelines and rules associated with the program. Youth and Mentors must possess a valid Fort McCoy permit for each hunting season they intend to participate in. e. Regulations: Most WDNR ALIS vendors do not have the Fort McCoy Hunting, Fishing, and Trapping regulation. Fort McCoy Hunting, Fishing and Trapping regulations are available at the Permit Sales Office, online at and the HIP. In addition to this regulation, all State of Wisconsin Hunting, Fishing, and Trapping Regulations are applicable on Fort McCoy except as indicated in this regulation. Violation of either the Wisconsin Hunting, Fishing, or Trapping regulations or this regulation may result in any or all of the following: (1) Criminal prosecution in Federal Magistrate Court. (2) Fines and/or forfeiture in U. S. District Court. (3) Suspension or revocation of Fort McCoy hunting, fishing, trapping, and/or firewood cutting privileges either immediately or by written notification (reference appendix B). (4) Written warning. (5) Disciplinary action under the Uniform Code of Military Justice (UCMJ) for persons subject thereto. f. Additional Regulations and Maps: Maps showing the hunting areas referred to on the Game Line can be obtained at the HIP or from the Permit Sales Office. g. Violations: Violations by an individual of three or more offenses covered by the State of Wisconsin Hunting or Fishing Regulation and/or this regulation over a period of five years will subject the individual to permanent revocation of Fort McCoy hunting, fishing, trapping, and firewood cutting privileges. If your privileges have been revoked or suspended for a violation, ALL privileges, to include hunting, fishing, trapping, and firewood cutting will be revoked or suspended. Non-hunting related violations resulting in an individual being barred from Fort McCoy will also result in the loss of all hunting, fishing, trapping, and firewood cutting privileges for the same period. Any violation associated with the Cantonment Archery season regulation will subject the individual to permanent revocation of Cantonment Archery hunting privileges and may include additional revocation for ALL privileges, to include hunting, fishing, trapping, and firewood cutting. HUNTING, FISHING, TRAPPING GENERAL REGULATIONS: a. i-sportsman Automated System : The i-sportsman automated system provides hunters with the ability to use either the Internet, a telephone (land line, cell phone, or Smartphone), or an on-site kiosk to sign-in/sign-out of the hunting areas, access Game Line updates, and update personal information. Access to i-sportsman can be done by calling (866) or online at The kiosk is located at the HIP identified on the hunting maps. The WDNR Customer Number will serve as your Fort McCoy customer identifier through i-sportsman and must be used when signing in to a hunting area. b. Sign-in/out: ALL hunters are required to sign-in and sign-out through i-sportsman daily when hunting or scouting on Fort McCoy. If the hunter intends to participate in multiple hunting activities on a given day, sign-in should be done for the primary activity. See the specific hunting season regulation below for detailed information. Hunters who do not sign-in/sign-out are subject to penalties including revocation of hunting, fishing, trapping and firewood collection privileges. c. Open Areas: Hunting or tracking wounded game into the North Impact Area or onto any ranges within the North Impact Area is forbidden under any circumstances. Not all areas on the installation are open on a given day. Individuals found in closed areas are subject to prosecution. The Fort McCoy Game Line, accessed through i-sportsman at (866) or online at advises callers of areas that are closed. Fort McCoy reserves the right to adjust area closures as needed to facilitate military training or game management operations. Hunters and anglers are required by this regulation to check the Game Line daily for any changes. Scouting is not allowed in areas being used during the Disabled Hunt on October 3-4, d. Access to Hunting Areas: (1) Driving on or over berms to access or move around an area is not allowed. Individuals are allowed to enter and exit Fort McCoy hunting areas from adjoining property by foot only. Hunters cannot park their vehicles, drive on trails, or walk in closed areas to access an open hunting area. (2) Gun-Deer Season: Unless authorized in writing by the Fort McCoy Police Department or the NRB, only Fort McCoy Gun-Deer permit holders or Fort McCoy employees in the performance of their official duties may enter the hunting areas during the Gun-Deer Season. e. Restricted Areas: Several hunting areas have access and/or weapon use restrictions for the various hunting seasons. These areas are noted on the hunting maps. Military Access Only (Category A). Tracking Wounded Game: Hunting or tracking wounded game into the North Impact Area or onto any range within the North Impact Area is forbidden under any circumstances. Hunters may not track wounded game into any closed hunting area unless accompanied by law enforcement personnel. If tracking a wounded animal will result in the hunter going beyond black out drive times, the Police Department must be contacted at (608) for assistance. If a wounded deer or other game goes off the installation, it is the hunter s responsibility to obtain permission from the landowner. g. Tree Stands: Elevated structures including climbing tree stands may be used on the installation providing they do not damage the tree and are completely removed each day at the close of hunting hours. Hunters are not allowed to construct or hunt from permanent tree stands. Tree spikes and screw-in steps are not allowed. The cutting of any live trees or shrubs is not allowed to create shooting lanes. h. Commercial & Man-Made Hunting Blinds: Commercial and man-made (constructed of natural materials in the field) blinds used during any gun deer season must display at least 144 square inches of solid blaze orange material visible from all directions around the blind. All commercial blinds must be removed daily by the end of hunting hours. The cutting of any live trees, tree limbs, or shrubs is not allowed to construct or conceal any hunting blind. i. Individuals are not allowed to hunt within 50 feet from the center of, or shoot across any Main Roads. (Reference maps at appendix C and appendix D). j. Driving vehicles onto ranges and hunting from range towers/structures is strictly forbidden. k. Hunting at night is not allowed. l. Coyote Hunting: Coyote hunting will not be allowed during the Gun Deer or Disabled Deer Seasons. Coyote hunting with the use of dogs is limited to South Post only (south of Hwy 21). Any coyotes harvested on Fort McCoy must be reported to the Fort McCoy Wildlife Program for record keeping and population monitoring purposes (call (608) or (608) ). m. Deer Drives: Hunting parties (groups) may not exceed 10 people when conducting deer drives. Deer drives are prohibited during the early Archery season and the first two days of the Gun-Deer season. Those found conducting deer drives not in accordance with Fort McCoy Rules and Regulations will be subject to violation penalties. Deer drives are allowed as provided in the following paragraphs: 3-3l and 3-5h. A deer drive is defined as an organized activity including two or more individuals hunting together (group) where one or more members of the group are hunting with the intent of driving (moving) deer past another member or members of the group who are positioned in a pre-determined location(s) to shoot at the deer. All hunters participating in deer drives on Fort McCoy must possess a valid Fort McCoy deer hunting permit for the season they are hunting. n. Cantonment Area Deer Archery Hunting: Archery hunting may be allowed in the Cantonment Area to Cantonment Archery Permit holders only. Refer to paragraph 3-4 for further information. Crossbows are not authorized in Cantonment Archery hunting areas. o. Vehicles, ATVs, and snowmobiles are not permitted on frozen lakes, ponds, rivers or streams. p. Scouting Cameras: The use of scouting cameras to track game species movement (e.g., deer, turkey, coyote, etc.) is allowed on Fort McCoy. Cameras can only be placed and checked when the hunting areas are open to scouting. Fort McCoy is not responsible for the loss or damage of any cameras placed on the property. Baiting is not allowed to attract wildlife to the scouting camera site. q. No motorized transportation/equipment (defined as any motorized cart/carrier/wheeled machine aiding hunter to maneuver more easily) may be utilized while hunting on Fort McCoy to include: ATV s, snowmobiles, lawn tractors, golf carts, motorized carriers, motorcycles, etc. Fort McCoy Regulation , 1 September

11 Chapter SMALL GAME REGULATION: refer to map at appendix C. a. Permits: A Fort McCoy Small Game hunting permit and appropriate WDNR hunting license are required. The procedure to purchase a Fort McCoy Small Game permit is outlined under paragraph 2-2c (1). Waterfowl can be hunted under a Fort McCoy Small Game permit. b. Sign-in/sign-out: All small game hunters are required to sign-in and sign-out daily. Sign-in/sign-out can be conducted by calling the i-sportsman system at (866) , online at or at the kiosk located at the HIP. c. Mentorship Program: Fort McCoy allows youth ages 10 and 11 to participate in all hunting seasons under the WDNR Mentorship Program. All participants must follow this regulation and the WDNR guidelines and rules associated with the program. Youth and Mentors must possess a valid Fort McCoy Small Game permit. d. Seasons: Except as specifically stated in this regulation, the Small Game seasons on Fort McCoy are the same as the State of Wisconsin. Hunting for coyote, crow, snowshoe hare, and unprotected species ends on February 28. Small game hunting is not allowed from March 1 August 31. (1) The small game hunting season (to include scouting) is closed in all areas north of Hwy 21 used during the Disabled Hunt on October 3-4, (2) Small game hunting is closed on November 20, 2015 for Gun Deer Season preparations and scouting. (3) Small game hunting, including waterfowl, is not allowed on Fort McCoy during the Gun Deer Season (November 21- Nov 29, 2015). e. Hunting Hours and Ammunition: Reference State of Wisconsin Small Game Hunting Regulations. Hunting at night is not allowed. f. Waterfowl regulations and season dates coincide with State and Federal Regulations. g. Hunting areas B-1, B-12, B-13, B-15, the western portion of B-23, G-1, G-3, G-7, G-8, G-9, and D-10W are restricted to shotgun/archery use only for small game hunting. Handguns and.22 caliber rifles are NOT allowed in these areas. h. Coyote hunting with the use of a dog is limited to South Post (south of Hwy 21) only. Hunters are not allowed in closed hunting areas unless accompanied by Fort McCoy law enforcement personnel. Call the Police Department at (608) if assistance is required. Any coyotes harvested on Fort McCoy must be reported to the Fort McCoy Wildlife Program for record keeping purposes (call or ) FALL TURKEY REGULATION: refer to map at appendix C. a. Permits: A Fort McCoy Fall Turkey hunting permit, the appropriate Wisconsin hunting license (i.e., current Fall Turkey Hunting License, Conservation Patron License or a Senior Citizen Recreation Card), and Turkey Stamp are required. Conservation Patron License and Senior Citizen Recreation Card holders are exempt from the stamp requirement. The procedure to apply for a Fort McCoy Fall Turkey permit is outlined under paragraph 2-2c (2). All persons must reference the Wisconsin Fall Turkey Hunting Regulations for additional license information. Fort McCoy is a separate unit and is not part of Zone 1. Wisconsin Turkey Permits for Zone 1 are not valid on Fort McCoy. b. Sign-in/sign-out: All fall turkey hunters are required to sign-in and sign-out daily. Sign-in/sign-out can be conducted by calling the i-sportsman system at (866) , online at or at the kiosk located at the HIP. c. Mentorship Program: Fort McCoy allows youth ages 10 and 11 to participate in all hunting seasons under the WDNR Mentorship Program. Season: The Fort McCoy fall turkey season (to include scouting) dates are September 12 November 19, Fort McCoy will have a late fall turkey season November 30 December 31, 2015 if the Wisconsin fall turkey season is extended. The fall turkey hunting season (to include scouting) is closed in all areas north of Hwy 21 used during the Disabled Hunt on October 3-4, e. Hunting Hours and Ammunition: Reference State of Wisconsin Fall Turkey Hunting Regulations. f. Commercial & Man-Made Hunting Blinds: The use of either type blind is authorized. Harvest Limit and Tagging: Harvest is limited to 1 deer (antlered or antlerless) with the appropriate WDNR carcass tag (see table below). An additional antlerless deer can be harvested using a 2015 Fort McCoy Antlerless Archery Deer Carcass Tag (Purchased Bonus Tag) Carcass Tag Type 2015 Fort McCoy Antlerless Archery Deer Carcass Tag 1 antlerless deer (Purchased Bonus Tag) Information regarding the availability of Fort McCoy bonus tags will be posted on i-sportsman or through the Permit Sales Office. State of Wisconsin bonus tags and antlerless tags for Private Lands and/or counties other than Monroe/Central Farmland Zone), are not valid on Fort McCoy. h. Tree Stands: Elevated structures including climbing tree stands may be used on the installation providing they do not damage the tree and are completely removed each day at the close of hunting hours. Hunters are not allowed to construct or hunt from permanent tree stands. Tree spikes and screw-in steps are not allowed. The cutting of any live trees or shrubs is not allowed to create shooting lanes. i. Deer Registration: The WDNR has established online and phone-in registration procedures for the archery season. Fort McCoy archery hunters do not need to register their deer on Fort McCoy, but must follow the WDNR guidelines described in the State of Wisconsin Deer Hunting Regulations. When registering the deer, make sure you select Monroe County and Fort McCoy as the zone of harvest. Hunters must also report any deer harvested during the i-sportsman sign-out process so an accurate harvest total can be used to calculate the installation deer population. j. Once an archer has tagged a deer, the archer can continue to hunt small game using blunt tipped or judo point arrows. Upon tagging a deer, archers cannot have broad heads in their possession except during the fall turkey season if they have a valid Fort McCoy Fall Turkey permit or if they possess an additional valid Fort McCoy archery deer carcass tag. Archers are not allowed to shoot deer for another archer. k. Restricted Archery Hunting Areas: When hunting in areas around the airport, hunters are not allowed to cross the fence surrounding the runways. Call the Police Department at (608) if a wounded deer enters the airport area. All hunters must check the Game Line at (866) or online at before hunting. The use of crossbows is not authorized within the Cantonment Area for deer hunting. Cantonment Archery hunters must have the appropriate Wisconsin Deer Archery License or Archery Upgrade CANTONMENT DEER ARCHERY REGULATION: refer to map at appendix F. a. Permits: A Fort McCoy Cantonment Archery permit and Wisconsin Archery license or Archery Upgrade are required to hunt on Fort McCoy. The Wisconsin Deer Crossbow hunting license is not valid within the Cantonment Area. Applicants may be required to provide information for a full background check before they can access the Cantonment Area. b. Sign-in/Sign-out: All Cantonment archery hunters are required to sign-in and sign-out daily. Sign-in/sign-out can be conducted by calling the i-sportsman system at (866) , online at or at the kiosk located at the HIP. When signing out, hunters will be asked if they harvested a deer and specific harvest information. c. Mentorship Program: Fort McCoy allows youth ages 10 and 11 to participate in all hunting seasons under the WDNR Mentorship Program. All participants must follow this regulation and the WDNR guidelines and rules associated with the program. Youth and Mentors must possess a valid Fort McCoy Cantonment Archery permit. d. Season: The Fort McCoy Cantonment archery season dates are September 12 November 19, 2015 (early season) and December 1 - December 31, 2015 (late season). Archery hunting is not allowed during the 9-day Gun-Deer season. e. Weapons: Bow and arrow are the only approved weapon within designated Cantonment Archery areas. Crossbows are not authorized for the Cantonment Area archery hunt. f. Hunting Hours: Reference 2015 State of Wisconsin Deer Hunting Regulations. g. Harvest Limit and Tagging: Two Cantonment Archery carcass tags are issued with the permit. The special Fort McCoy carcass tags allow the archer to shoot a spike buck or antlerless deer. Archers with a Fort McCoy Cantonment Archery Permit are allowed to use their Cantonment Archery Carcass Tags only in specified areas as identified on the Cantonment Archery Hunting Map (reference appendix G). Archers may be required to verify the kill site. (1) A limited number of special (bonus) tags may be available on a first-come, first-served basis to hunt deer in these areas. These permits may be obtained from the Permit Sales Office after presenting proof of harvest. (2) Earn-a-buck: An antlered deer can be harvested in the Cantonment Area, but only after 2 antlerless/spike deer have been harvested. The Earn-A-Buck authorization will be issued through the Permit Sales office after confirmation that 2 antlerless/spike deer have been harvested in the Cantonment Area. Any antlered deer harvested must be tagged using the WDNR Archery Buck Tag If You Have This Carcass Tag Type 2015 Fort McCoy Cantonment Archery Carcass Tag (additional carcass tags available from Permit Sales Office) 2015 WDNR Archery Buck Carcass Tag (Only after 2 antlerless/spike deer harvested in the Cantonment Area and approval provided by Permit Sales Office) Limit 1 spike or antlerless deer per tag 1 antlered deer h. Hunters in the Cantonment Area are not allowed to walk outside of the hunting areas in an attempt to chase deer into the hunting areas. m. Hunters in the Cantonment Area must field dress deer in wooded areas only. n. The Cantonment Area may be closed at any time during the season. The Game Line will inform hunters in the event an area is closed to hunting. o. Any violation associated with the Cantonment Archery season regulation will subject the individual to permanent revocation of Cantonment Archery hunting privileges and may include additional revocation for ALL privileges, to include hunting, fishing, trapping, and firewood cutting GUN-DEER REGULATION: refer to map at appendix D. a. Permits: A Fort McCoy Gun-Deer permit and Wisconsin Deer Gun hunting license are required to participate during the Gun-Deer season on Fort McCoy. The procedure to apply for a Fort McCoy Gun-Deer permit is outlined under paragraph 2-2c (2). Permit holders wishing to bring an underage child for educational purposes must obtain written approval from the Permit Sales Office before entering the hunting areas (para 3-4j (4)). b. Sign-in/sign-out: All gun-deer hunters are required to sign-in and sign-out daily. Hunters are required to select one of six hunting zones (see map at appendix D for zones) in which they intend to hunt. Only one zone can be selected at a time. Hunters may change hunting zones by signing-in for a new hunting zone; this will automatically sign the hunter out of the initial zone they had signed-in for. (4) Access to Hunting Areas During the Gun-Deer Season: Unless authorized in writing by Fort McCoy Police Department or the NRB, only permit holders or Fort McCoy employees in the performance of their official duties may enter the hunting areas during the Gun-Deer Season. j. Entry/Exit to Hunting Areas: Gun-Deer permits allow hunters to hunt in authorized hunting areas on either North or South Post of Fort McCoy. (1) Gun-Deer hunters are required to sign-in daily (see para 3-5b). Further instructions are available upon calling i-sportsman at (866) or online at Any changes to the sign-in requirement will be announced on the Game Line and the i-sportsman website. Due to military training requirements, available HUNTING AREAS may change daily, therefore all hunters must check the Game Line daily at (866) or online at (2) Hunters are not allowed to drive on or over berms to access hunting areas. Hunters are allowed to enter and exit Fort McCoy hunting areas from adjoining property by foot only. k. Deer Registration: (1) The WDNR has established online and phone-in registration procedures for the gun-deer season. Fort McCoy gun-deer hunters do not need to register their deer on Fort McCoy, but must follow the WDNR guidelines described in the State of Wisconsin Deer Hunting Regulations. When registering the deer, make sure you select Monroe County and Fort McCoy as the zone of harvest. Hunters must also report any deer harvested during the i-sportsman sign-out process so an accurate harvest total can be used to calculate the installation deer population. (2) Fort McCoy personnel will operate deer data collection stations to collect biological data important to manage the installation deer herd. Hunters are encouraged to bring their deer to the stations. The deer data collection stations on North and South Post will be open starting at 7:00 a.m. on Saturday and Sunday. The South Post station will be the only location open for the last 7 days of the season (Monday-Sunday starting at 7:00 a.m. The data collection station will close 1 hour after hunting hours DEER - DISABLED HUNT REGULATION: refer to Gun-Deer map at appendix D. a. Permits: A Fort McCoy Disabled Hunt permit, Wisconsin DNR Disabled Permit (Class A, Class B, Class C, or Class D hunting), and Wisconsin Deer Gun hunting license are required. To be eligible under a Class B permit classification, the permit must be valid for longer than one year and allow shooting from a stationary vehicle. The procedure to apply for a Fort McCoy Deer-Disabled Hunt permit is outlined under paragraph 2-2c (2). b. Sign-in/sign-out: All disabled hunt participants are required to sign-in and sign-out daily. Each permit holder will receive a Disabled Permit Antlerless Carcass Tag with their permit allowing the harvest of one antlerless deer. In addition, a permit holder may harvest one antlered deer using their unused WDNR Gun Buck Deer Carcass tag or an antlerless deer using a 2015 WDNR Central Farmland Zone Antlerless Tag (must be for Public Land in Monroe County). 17 i. Hunting Areas: Hunting areas will be located on North Post (north of Hwy 21). South Post (south of Hwy 21) is closed to disabled hunt participants. Appendix D shows overall scouting/hunting (military training) areas as referenced on the Game Line at (866) or online at j. Deer Registration: The WDNR has established online and phone-in registration procedures for the deer season. Fort McCoy deer hunters do not need to register their deer on Fort McCoy, but must follow the WDNR guidelines described in the State of Wisconsin Deer Hunting Regulations. When registering the deer, make sure you select Monroe County and Fort McCoy as the zone of harvest. Hunters must also report any deer harvested during the i-sportsman sign-out process so an accurate harvest total can be used to calculate the installation deer population. Fort McCoy personnel will operate a deer data collection station to collect biological data important to manage the installation deer herd. Hunters are encouraged to bring their deer to the station. k. Hunter Briefings: Individuals selected for the Disabled Hunt are required to attend an informational and safety briefing. Information will be provided to permit holders before the start of the hunt SPRING TURKEY REGULATION: refer to map at appendix C. a. Permits: A Fort McCoy Spring Turkey hunting permit, the appropriate Wisconsin hunting license (i.e., current Spring Turkey Hunting License, Conservation Patron License or a Senior Citizen Recreation Card), and Turkey Stamp are required. Conservation Patron License and Senior Citizen Cardholders are exempt from the stamp requirement. The procedure to apply for a Spring Turkey permit is outlined under paragraph 2-2c (2). All persons must reference the Wisconsin Spring Turkey Hunting Regulations for additional license information. Fort McCoy is a separate unit and is not part of Zone 1. Wisconsin Spring Turkey Permits for Zone 1 are not valid on Fort McCoy. b. Sign-in/sign-out: All spring turkey hunters are required to sign-in and sign-out daily. Sign-in/sign-out can be conducted by calling the i-sportsman system at (866) , online at or at the kiosk at the HIP. c. Mentorship Program: Fort McCoy allows youth ages 10 and 11 to participate in all hunting seasons under the WDNR Mentorship Program. All participants must follow this regulation and the WDNR guidelines and rules associated with the program. Youth and Mentors must possess a valid Fort McCoy Spring Turkey permit. d. Seasons: The Spring Turkey seasons on Fort McCoy consist of six separate hunting periods, commencing on the opening day of the Wisconsin Spring Turkey season. The first hunt consists of Wednesday, Thursday and Friday, and the following five weekly periods are Monday - Friday. Hunting is not allowed on weekends. The specific season dates are printed on the Spring Turkey Carcass Tag. e. Hunting Hours: Reference State of Wisconsin Spring Turkey Hunting Regulations. Any changes to hunting hours will be provided to hunters and/or announced on the Game Line at (866) or online at f. Ammunition: Reference State of Wisconsin Spring Turkey Hunting Regulations. g. Registration: The WDNR has established online and phone-in registration procedures for the spring turkey season. Fort McCoy turkey hunters do not need to register their turkey on Fort McCoy, but must follow the WDNR guidelines described in the State of Wisconsin Spring Turkey Hunting Regulations. When registering your turkey through this new process, be sure to select Fort McCoy (FM) as your hunting unit and Monroe as the county of kill. h. Areas Open to Hunting/Scouting: Advanced scouting is encouraged. Not all areas are open to hunting or scouting on any given day. Appendix C identifies scouting and hunting (military training) areas as referenced on the Game Line (866) or online at i. Commercial & Man-Made Hunting Blinds: The use of either type blind is authorized. Commercial blinds must be removed daily by the end of hunting hours. The cutting of any live trees, tree limbs, or shrubs is not allowed to construct or conceal any hunting blind TRAPPING REGULATION: refer to Trapping map at appendix H. a. Permits: A Fort McCoy Trapping permit and Wisconsin Trapping license are required to trap on Fort McCoy. The procedure to apply for a Fort McCoy Trapping permit is outlined under paragraph 2-2c (2). b. Season: The Fort McCoy Trapping seasons and dates coincide with the State of Wisconsin seasons and dates. Trappers are reminded that, due to furbearer management goals, seasons may be closed at any time. Trapping is not permitted during the Gun-Deer Season. c. Reporting: Trappers will inform the Fort McCoy NRB Wildlife Program of the date they intend to start trapping. Trappers will also provide maps to the NRB Wildlife Program that indicate the location, number and Fort McCoy Regulation , 1 September

18 sizes of traps being used no later than one week after they are first set. The NRB Wildlife Program will furnish copies of all trapping maps to Fort McCoy Police Department. Unless trappers are authorized by the NRB Wildlife Program, they shall not, during the term of the permit, trap any furbearer in areas other than those designated on the trapping map. d. All leg hold traps (wet or dry) will be checked on a daily basis. e. Coyote sets are limited to #2 offset coil spring traps or smaller. f. Fort McCoy Police, NRB, and/or representatives may accompany trappers at any time to check their traps. All traps must be removed from the installation at the close of the trapping season. g. Cantonment Raccoon Trapping: One trapper will be allowed to trap raccoon in specific areas within the Cantonment Area. A drawing will be held to determine who will be allowed to trap in these specified areas. Additional regulations will apply to these areas. h. Trappers will furnish a report to the NRB Wildlife Program each week that shows the daily catch by furbearer species. Reports must be turned in by the Tuesday following the prior week of trapping. Late turn-in of weekly reports may result in suspension of trapping privileges. Additional information or data may also be required from trappers. i. No more than 75 traps will be set at one time by each permitted trapper, unless specifically authorized by the NRB Wildlife Program FISHING REGULATION: refer to map at appendix E. a. Categories and Fees: All persons fishing on Fort McCoy are required to have a Fort McCoy Fishing Permit and appropriate Wisconsin Fishing license. Wisconsin residents 65 and over, disabled (as determined by applicable Wisconsin Law), children under age 16 fishing independently, and 4-day residents/nonresidents, may purchase a reduced fee permit. Children under age 16 do not require a Fort McCoy fishing permit if fishing with someone who has a Fort McCoy fishing permit and state fishing license (with trout stamp if fishing for trout). However, fish caught by children under age 16 who do not have a Fort McCoy fishing permit must be included in the accompanying Fort McCoy and state licensed angler s daily bag limit. The procedure to purchase a Fort McCoy Fishing permit is outlined under paragraph 2-2c(1). b. Expiration: All fishing permits expire 31 March. Permit expiration coincides with annual Wisconsin Fishing License expiration. Fishing permits are non-transferable and non-refundable. c. Seasons and Dates: Unless otherwise posted, fishing, including trout, is permitted on all lakes and ponds from the first Saturday in May through the first Sunday in March. The North Flowage and Lost Lake are open for panfish all year. Fishing on streams is permitted from the first Saturday in May through 30 September. No fishing is allowed anywhere on Fort McCoy during the Gun-Deer Season. Fort McCoy streams will be open for the early catch and release trout season as explained in the Wisconsin Trout Fishing Regulations and Guide. Anglers are responsible for knowing if fishing areas are closed due to training. This information can be obtained by calling the Game Line at (866) or online at d. Any lake closures will be listed on the Game Line at (866) or online at e. Ice Fishing: Anglers may fish through the ice on all lakes at their own risk. Vehicles, ATVs, and snowmobiles are not permitted on frozen lakes, ponds, rivers or streams. Ice shanties can be used on lakes, but must be removed at the end of the each day. f. Bag, Possession, and Size Limits: Bag, Possession, and Size limits on any Fort McCoy lakes, ponds, rivers and streams not listed below follow the State of Wisconsin Fishing Regulations. Once you reach any of these limits for a particular species, you must stop fishing for that species. (1) Possession Limit means the maximum number of fish that a person may possess or control (i.e., in your freezer, cooler, vehicle etc.) which is twice the total daily bag limit. (2) Total Daily Bag Limit is the maximum number of fish that an angler may possess from all water bodies fished for that day. Silver Creek: Only artificial lures may be used on Silver Creek from the bridge downstream to the western boundary of Fort McCoy. This section is highlighted on the Fishing Map (reference appendix E). h. Boats and Motors: Operation of gasoline motors is prohibited on all Fort McCoy waters with the exception of emergency first responders IAW the performance of their assigned duties. Boats and canoes with or without electric trolling motors are allowed only on the North Flowage, Lost Lake, West Sandy, Sandy, Big Sandy, Squaw, and East Silver Lakes. Boats and canoes are NOT allowed on Alderwood, Hazel Dell, Stillwell, Swamp or Sparta Pond. At least one U.S. Coast Guard approved life preserver must be available and on board for each person and placed readily accessible. All boats and canoes on Fort McCoy waters must comply with Wisconsin Boating Regulations. All privately owned watercraft must be removed from Fort McCoy property at the end of each day. i. Minnows and Crayfish: Legal minnows may ONLY be used in the North Flowage and Lost Lake. Other than the North Flowage and Lost Lake, minnows dead or alive (except commercially preserved) are not allowed as bait or to be in an angler s possession at any time. Crayfish are not allowed as bait on any Fort McCoy waters. It is not permitted to release unused bait fish into any Fort McCoy waters. Follow Wisconsin Minnow and other Baitfish Regulations regarding the purchase and transportation of minnows. j. Fishing Methods: It is illegal to fish with nets, seines, spears (including bow and arrow, crossbow) or by hand on Fort McCoy waters. k. Swimming / Wading: Swimming is not allowed on Fort McCoy, except at the Pine View Recreation Area Beach, when open and the lifeguard is on duty. Wading in Fort McCoy waters is allowed only while in the act of fishing. l. Unauthorized Stocking: It is illegal to transplant live fish from one water body to another without the consent of Fort McCoy NRB Fisheries Program. DO NOT move, release, or stock fish, including minnows, into Fort McCoy waters. m. Lakes are closed to all fishing and recreational use when occupied by troops for military training. Lake closures will be posted on the Game Line NON-HUNTING/FISHING ACTIVITIES REGULATION a. Permits: A Fort McCoy permit is not required for the Non-Hunting/Fishing activities. b. i-sportsman Account: Individuals are required to have an account in i-sportsman before they can engage in Non-Hunting/Fishing activities. Individuals who do not have a DNR Customer Number will need to obtain one before an i-sportsman account can be created. Area Closures: The Game Line, accessed by calling (866) or online at lists areas and lakes that are closed on any particular day. The Game Line listing will be updated by Directorate of Plans, Training, Mobilization, and Security. Fort McCoy reserves the right to update hunting area closures at any time if needed. ALL users are required to call the Game Line daily for any changes. e. Allowable Activities. Allowable Activities include: (1) Berry picking (2) Mushroom hunting (3) Deer antler shed hunting (4) Watercress harvest (5) Fern fiddlehead collection (6) Bird watching (7) Dog walking (dog walking is prohibited during the 9-day Gun-Deer season) (8) Nature photography f.
