MGA Prior Minutes Voted: To receive the minutes from February 16, MGI#15.01 Master Guide Scope It was discussion about the scope of the Master Guide Ministry in the North American Division (NAD). Following the model from the General Conference Master Guide only service Junior Youth (Adventurers and Pathfinders). However, the committee feels that the ministry serves all areas of Youth Ministries. Recommendation: It is recommended to share the agenda and minutes from the NAD Master Guide Committee with the General Conference. The items in the agenda are informative to the world youth advisory rather than a recommendation. MGA Committee Members Update & information Voted: Accept the document that lists the committee members and terms of reference as an attachment to the minutes. MGA Master Guide Song Voted: To adopt the song utilized by the Inter-American and South- American Division as the official song of the North American Division. English Lyrics Press on forward Master Guides with holy boldness; we re invested with great strength. To help all the youth who choose to be with Jesus, and they long to follow him. To the lost souls we are giving the great message that constrains within our hearts. There s a crown awaiting each of us in heaven, with bright stars, which Jesus has for us. MGA Sample Master Guide Conference Coordinator Job Description: Voted: To receive the sample Master Guide Job Conference Coordinator Job Description. The term Youth Ministries will be described in general, however, it will be spelled out in the beginning of the document. Ministries Director. 5. Vigorously promote Master Guide Ministries within the Conference, Federation, Area, or Region and encourage every Master Guide to be active in the program. 6. Support and promote the Adventurer/Pathfinder/ Youth program of the Conference Youth Ministries Department. 7. Assist the Conference Adventist Youth Ministries Director at Conference-wide functions, such as Camporees, fairs, conventions, rallies, etc., and conducting Adventurer/Pathfinder/Master Guide/ Youth Training Courses. 8. Perform other duties as assigned by the Conference Adventist Youth Ministries Director and/or Executive Council. 9. Assist the Area Coordinators in carrying out their duties. 10. Be well versed in current policies and/or changes for Adventurers, Pathfinders, Master Guides, Youth/ Young Adult Ministries from the NAD. MGA Adventurer Master Guide Scarf Voted: To accept the recommendation of creating a new scarf for Master Guides who serve in Adventurer Ministry. The scarf will have embroidered ribbons with the colors of the six levels in Adventurers. The Master Guide logo will be multi-colored screen print. Sample Master Guide Area Coordinator Job Description: Master Guides in the North American Division are trained to serve the entire church. Their focus of their work is centered on the different ministries within the Adventist Youth Ministries Department (Adventurer, Pathfinders, Ambassadors, Adventist Youth Society, Public Campus Ministries, NSO, Youth & Young Adults) 1. Be appointed by the Adventist Youth Ministries Director for a period of four (4) years. 2. Be an active Master Guide within your territory with at least five years of experience including two (2) years as a club director and three (3) serving as an Area Coordinator. 3. Serve as a member of your conference Adventurer, Pathfinder and/or Youth Council. 4. Serve at the will of the Adventist Youth MGA Adventurer Master Guide Combination Chevron Voted: To accept the recommendation of creating a Master Guide combination chevron with the colors of the six (6) Adventurer Levels. The chevron is representative of the levels within the ministry. 30 NAD Master Guide Comm. Minutes
3 MGA Pathfinder Master Guide Scarf Voted: To accept the recommendation of upgrading the current scarf for Master Guide who serve in Pathfinder Ministry. The color ribbons that represent the six levels of Investiture Achievement will be embroidered and the logo will be multi-colored screen print. MGA Other Uniform Items Voted: To table the recommendation to replace the current Adventurer/Pathfinder world patch in Master Guide uniforms for the Master Guide world patch, and seek further council in terms of reference, copyright ownership and jurisdiction in making changes. PLA & PIA patches do not supersede the Adventurer/Pathfinder world patches. Conferences that are utilizing the Master Guide World patch will need to revist their policy, as this patch is not authorized for use in the NAD nor GC. MGA 2015:8 Master Guide Scarf without the Color of the Levels Voted: To keep the existing Master Guide scarf without ribbons to be kept in stock by Advent Source for Master Guides that don t serve in either Adventurer or Pathfinders. MGA Master Guide Slide and Beret Patch Voted: To accept the recommendation to provide options to purchase either the cloth or metal slide, and use a small Master Guide crest patch for the beret. These items are optional among the conferences. MGA Revision to Master Guide Requirements Voted: To revise the requirements in the current Master Guide card as follows: Section 1, requirement 3: Include letter c. Complete the Basic Staff Training for Youth Ministries. Section II-Requirement 7-b-ii: remove the book We are the Pathfinder Strong: The First Fifty years by Willie Oliver wit. MGA Master Guide Program for Ministerial Voted: To accept the recommendation to create a sub-committee that will evaluate and propose how the Master Guide curriculum can be tailored to meet the need of ministerial candidates and pastors. The committee will be composed by: Jasmin Hoyt-Chair, Terry Dodge, Edwin Martin, Bill Wood, Sharon Howard, Abraham Henry, Esther Knott & Glorimar Teixeira- Secretary. NAD Master Guide Comm. 4 MGA Master Guide ID Badge Referred: To request the Focus Group to define a process to establish a Master Guide ID Badge. Define who is and who is and who is not a Master Guide within the NAD. Has this person completed Shield the Vulnerable. Do they comply with conference/union guidelines serve. Make it like a credential. Name has to be clarified with the NAD to ensure what is the proper language Should have an expiration date. Ontario conferences to share with the Focus Group the process of their ID Badge. MGI#15.02 ipray in the Master Guide Ministry Item was omitted and will be discussed in the Youth and Young Adult Ministry Committee. MGA Master Guide Convention Recommendation Recommendation: It will be discussed as a YPAC convention, since Adventurers, Pathfinders, Master Guide and Youth Ministries have requested to have a convention. Further discussion will need to take place on this item. Next Meeting February 16, 2016 in Ontario, California Closing Prayer Debra Brill Adjourned The following information was added for the record after the meeting. MGI #15.03 Introduction to NADYM Standing Committees, Advisories & Focus Groups The Seventh-day Adventist Church has prospered for many years because of the guidance of the Holy Spirit and its structure of governance. There are representative groups on all levels to help direct the church towards its mission. There are standing, ad-hoc, and administrative committees, advisories, and focus groups, that are composed of a wide range of representatives all levels of the church structure. In the NAD, department directors are accountable to the NAD Administration, which consists of the executive officers (President, Secretary and Treasurer). The next level includes the union presidents and NAD vice presidents. The highest level of governance for the division is the NAD Executive Committee, which consists of representatives from conferences, unions, institutions, division and the General Conference. A department director is responsible for creating and managing a structure of governance to assist him/her in leading their ministry. While there are no separate constitutions or bylaws that govern departmental work within the church, there are basic expectations for inclusiveness within organizing committees to assist the director. If a standing committee is established, the committee must be submitted to the NAD secretariat with terms of reference. Advisories, focus groups, etc. are established at the discretion of the director or if instructed by Administration. In the NADYM, we have the following Standing Committees with Terms of Reference: NAD Adventurer Committee NAD Pathfinder Committee NAD Master Guide Committee NAD Youth Executive Committee NAD Camp Committee NAD Young Adult Committee NAD Adventist Fellowship Committee Membership The department director and the NAD vice president have determined membership for these committees. Members include ministry volunteer coordinators, focus group chairpersons and a representative from supporting organizations, union recommendations, and/or committee recommendations. All members in these categories have voice and vote as per the terms of reference. Advisory Meetings Generally, an advisory is not a standing committee, but a time where leaders of conferences, unions, organizations, and lay coordinators can come to share their thoughts and also give input on matters regarding their area of ministry. It is designed to be a time of sharing and receiving. Some departments may have only a committee while others may have both a committee and advisory meetings. In the NADYM department, we have tried to accommodate both and have tried a variety of processes for hearing from the field. We have had committees only, we have had advisories only, and we have tried to combine the two. All Advisories have voice and 32 NAD Master Guide Comm. Minutes
5 vote when making recommendations to the standing committee or the director. There has been no specific membership lists as such but it has been expected that conference youth and young adult ministries directors who attend have both voice and vote. Presently, we have a practice where both the standing committees and the advisories meet together. It is expected that the committee members will vote while the advisory invitees have voice only (in most meeting this has not been enforced and all attendees have had voice and vote). We have also practiced taking a vote from the advisory attendees following a committee vote, with the minutes reflecting both actions. The challenge continues to be the limited time during our annual gatherings, along with the duplication of information over a three-day period. Scheduled Meetings Committees/Advisories are scheduled once a year. Generally connected to a convention or other NAD approved event. Meetings are followed up by yearly teleconferences led by chairpersons. As a conference director for 10 years, I thought it important to be informed and heard. For this reason, I have only missed two meetings in ten years. This is why we urge all conference directors be present for the ministries they represent. We take very seriously the time and commitment of those who attend and we value their counsel. Focus Groups Focus Groups are subcommittees that have been voted by a standing committee. Members are voted by the committee and/or appointed by the director. The chairperson is appointed either by the committee or the focus group. However, our practice is to allow any persons attending to have voice and vote when making recommendations to a standing committee. This is an opportunity for ALL LEADERS to participate in making recommendations that affect the ministry they represent. Although not perfect, God has blessed our process allowing us to create a record number of resources. Travel Expenses All committee members, focus groups and advisories are responsible for their own travel. Unions are responsible for their representatives travel. We are grateful for their support through the years. This is also the policy for union representatives attending all NAD/GC meetings. At the discretion of the director, assistance is provided to volunteer coordinators and those appointed for specific assignments. Conclusion We hope that this information will provide some clarity for new and veterans leaders. This is the last year of this 5 years term.
