MENDEL UNIVERSITY IN BRNO STATUTE CONSOLIDATED VERSION XVI OF 12 AUGUST 2014 Section 1 Fundamental provisions Preamble As part of the highest segment of the educational system, Mendel University in Brno is a centre of learnedness, independent learning and creative activities and plays an important role in the scientific, engineering and economical development of the society in the fields in which it provides accredited degree programmes and life-long learning schemes. Article 1 Foundation and legal status 1. The University of Agriculture in Brno was founded through Act 460/1919 Coll. and its legal status and name were gradually modified over time by specific regulations being published. The legal basis for the existence of University's immediate legal predecessor was established by Act 172/1990 Coll., on higher education, as amended by Act 216/1993 Coll., with subsequent renaming to Mendel University of Agriculture and Forestry in Brno through Act 192/1994 Coll., on modifying the name of certain higher education institutions listed in Annex to Act 172/1990 Coll., on higher education institutions, which was assigned the company registration number Eventually, Act 419/2009 Coll. changed the name to Mendel University in Brno with the company identification number being Until 31 December 1998, the legal predecessor, i.e. Mendel University of Agriculture and Forestry in Brno, and its constituents possessed company identification numbers as follows: For a) Rectorate, central departments and faculties b) Dormitories and Canteens Administration Office c) Training Agricultural Enterprise Lednice d) Training Agricultural Enterprise Žabčice e) Training Forest Enterprise Masarykův les Křtiny

The legal status of Mendel University in Brno, as a public higher education institution, is established by Act 111/1998 Coll., on higher education institutions and amendment of other acts (Higher Education Act), as amended, ("Act"), which is considered to be the University's foundation deed as per specific regulations. 3. Mendel University in Brno is a higher education institution of university type pursuing bachelor's, master's and doctoral degree programmes, life-long learning schemes and in such context, activities in science, research & development, fine arts and other creative areas. 4. Mendel University in Brno is managed under the principles applicable to public higher education institutions. 5. Mendel University in Brno is a legal entity. 1. Registered address: Brno, Zemědělská 1. Article 2 Basic details 2. The formal name of the school reads "Mendel University in Brno". Acronym used for the school: "MENDELU". Менделя в г. Брно. Article 3 Scope; educational, scientific, research & development, fine arts and other creative activities 1. Mendel University in Brno (" University") is pursuing bachelor's, master's and doctoral degree programmes and life-long learning schemes in the fields of natural history, technology and economics covering namely agriculture, forestry, food processing, wood processing, horticulture, garden and landscape architecture, economics and business, system engineering and computer science, biotechnology, ecology, environmental management and related and associated sectors. 2. In the context of its educational schemes, the University conducts activities in science, research & development, fine arts and other creative fields. In the long-term, these activities are focused on advancing the scientific knowledge and implementing the benefits of science to enhance the level of agriculture, food industry, forestry, wood processing, horticulture and other economic sectors in terms of biology, engineering, technology and economy. They also work to promote the principles of sustainable development of well-balanced rural landscapes significantly formed by environmental functions of agriculture and forestry and act for the benefit of rural socio-economic stabilisation and development of urban residential areas. 3. The fields of additional activities are annexed to this Statute. Article 5 Authorities 1. Autonomous academic bodies of the University are: a) Academic Senate; 32-membered, it consists of 21 academic staff members and 11 students, which involves four academics and two students per faculty and one academic staff member with one student from a University institute. The Senate's powers, structure, the method of formation and rules of procedure are specified by the Act and under the Rules of Election and Rules of Procedure of the Academic Senate. b) The Rector, acting and adopting decisions on the matters of the University, with the method of appointment and the term of the office specified by the Act and under the Rules of Election for selecting the candidate for the Rector; the rules form part of the Rules of Election and the Rules of Procedure of the Academic Senate. Deputy Rectors appointed by the Rector act for the Rector in the defined areas of University activities, with the scope and the term of office specified by the Rector. c) Scientific Board involves prominent leaders of the fields in which the University conducts educational, scientific, research & development and other creative activities. The Board's powers, structure, the method of formation and rules of procedure are specified by the Act and under the Rules of Election and Rules of Procedure of the Scientific Board. 2. Other University authorities are: a) Board of Trustees, with powers, structure, the method of formation and rules of procedure specified by the Act and terms of reference approved by the Minister of Education, Youth and Sports ("Minister") b) Bursar, with powers and the method of appointment specified by the Act, this Statute and the provisions of the Rector. 3. Advisory bodies of the Rector are in particular: a) Rector's Advisory Board; its members involve Deputy Rectors, the Bursar, Deans and other members appointed by the Rector, 4

5 b) Rector's committees; constituted by the Rector, who also decides on its term of office and material competences, while appointing its members. 1. Rector: Article 6 Persons authorised to act a) directs University activities as a whole in all the areas and is liable for the institution to the Minister in the matters of executing public administration and managing state budget funds; b) acts and makes decisions on behalf of the University as a whole, in all matters unless the Act provides otherwise or unless the Rector's authority is delegated to another person through this Statute, internal regulations or particular acts; c) acts on behalf of the University in matters relating to the University organisational units if that results from specific regulations. 2. Bursar: a) controls the University management and governance and is liable for the same to the Rector; b) is responsible for managing University funds in accordance with specific regulations, internal regulations and other regulations of the University and in accordance with the principles for budgeting and University budget management; c) is responsible for managing and reproducing the assets vested in the Rectorate and central departments; d) controls the activities of the Rectorate save the workplaces under the direct control of the Rector and is liable for the activities to the Rector; e) provides methodical management to the secretaries of the faculties. 3. Faculty Dean controls the activities of the faculty for which he or she is liable to the Rector. 4. Director of the University institute manages the activities of the institute for which he or she is liable to the Rector. 5. Directors of training farms and enterprises: a) direct the activities of the training farm or enterprise for which he or she is liable to the Rector; b) unless provided otherwise by the Rector, act and make decisions on behalf of the University in matters related to the training farm or enterprise for which they were appointed in labour relationships save the offices listed in the rules of organisation of the training farm or enterprise, business, civil area, subject to restricted disposition of real property, administration and governance, c) manage training farm or enterprise activities in compliance with specific regulations, internal regulations and other regulations of the University, the training farm or enterprise rules of organisation and the plan of activities approved by the Rector; d) are responsible for managing and reproducing the assets vested in the training farm or enterprise. 6. The Director of the Dormitories and Canteens Administration Office: a) directs the activities of the Dormitories and Canteens Administration Office and is responsible for it to the Rector; b) unless provided otherwise by the Rector, acts and makes decisions on behalf of the University in matters related to the Dormitories and Canteens Administration Office in labour relationships save the offices listed in the rules of organisation of the Dormitories and Canteens Administration Office, 5

6 business, civil area, subject to restricted disposition of real property, administration and governance c) is responsible for managing the funds earmarked for Dormitories and Canteens Administration Office activities in accordance with specific regulations, internal regulations and other regulations of the University, rules of organisation of the Dormitories and Canteens Administration Office, and in line with the budget as approved; d) is responsible for managing and reproducing the assets vested in the Dormitories and Canteens Administration Office. Article 6a Membership in the academic senates, Scientific Boards and other bodies established under the Act Activities of academic staff and students in bodies defined by the Act and other legislation relating to the mission of higher education institutions, particularly membership in the Academic Senate of the University and those of its faculties, the Scientific Board of the University and those of its faculties or other universities, the Accreditation Committee and its working committees, the bodies of the Representation of Higher Education Institutions under 92 of the Act, the Government Council for Research and Development or the European Union institutions forms an important part of their duties arising from the status of being a member of the academic community of the University. Senior executives of academic staff members at all management levels as well as student teachers shall create conditions for the participation of such persons in meetings and for the proper fulfilment of their mission in these bodies and committees, and reflect such activities in their evaluation and remuneration. Article 7 Academic staff 1. In academic posts, staffing is regulated under "The Rules of Staffing for Academic Vacancies at the University". For other vacancies, the provisions of the document can be applied adequately. 2. The labour relations of all University employees are subject to specific regulations. Article 8 Habilitation and professorship procedures 1. The University is accredited to carry out habilitation procedures and professorship procedures at faculties and in the fields listed on the faculty or University official notice boards. 2. The terms of accreditation for the field in which the University is accredited to carry out habilitation and professorship procedures are specified by the Act. 3. Steps to carry out habilitation and professorship procedures are defined by the Act ( 71-75). Article 9 Visiting professors, Rector Emeritus, Professor Emeritus 1. A status of 'visiting professor' within the meaning of 70 (5) of the Act shall apply to an employee of a foreign institution in higher education and/or scientific institution who may, under the assessment of their teaching and scientific competences by the Scientific Board of the faculty or the University, significantly contribute through their long-term systematic teaching activities to enhancing the level of education of University students. Visiting professors are accepted for a specified period. 2. Rector Emeritus is an honorary degree. Rector Emeritus can be a person who held the office of the University Rector and was not discharged over their term of office. Rector Emeritus can operate at the University in educational and scientific, research & development, fine arts and other creative or consulting activities. 3. Professor Emeritus of the University is an honorary degree. It can be granted to a person who received the professor degree, was active at the University or faculty in the capacity of professor as part of the main job and retired; professors can operate at the University or faculty in educational and 6

7 scientific, research & development, fine arts and other creative or consulting activities without being obliged to sign a labour contract. To conduct the activities, the University and/or faculty shall establish reasonable conditions for Professor Emeritus, enabling them to use the facilities of the University or faculty to the pre-agreed extent. Persons shall usually be appointed Professor Emeritus by the Rector upon Dean's proposal that shall be preceded by consulting the Scientific Board of the University. Article 10 Internal regulations and other regulations of the University 1. Internal regulations of the University comprise the provisions referred to in 17 (1) of the Act and: a) Lifelong Learning Regulations; b) Rules of Management guideline; c) Rules for Founding Legal Entities and for Cash and In-kind Contributions to Legal Entities guideline. 2. Other regulations of the University generally involve organisational rules of central departments and the Rectorate, guidelines, circulars and decisions of the Rector. Section 3 Study Article 11 Degree programmes 1. The University, the University along with the University institute or University faculties provide accredited degree programmes, the particulars of these being published on the official notice boards of the University, University institute and the faculties. Certain study programmes are executed at multiple faculties. Parties executing a degree programme may involve the University, the University institute and multiple faculties. The components of degree programmes and accreditation requirements shall be provided for by the Act. 2. As part of its education activities, the University implements lifelong learning programmes through its faculties or the institute; focusing on professional or personal interest, they are completed by a certificate issued for a participant who does not possess a student's status. Article 12 Admitting to studies 1. Responsible for the activities of organising the entrance procedure shall be (a) the faculty, for faculty-accredited degree programmes; (b) the University, for University-accredited degree programmes; and (c) the University institute, for degree programmes accredited at the University and the University institute. Conditions for admission shall be posted on official notice boards of the University, faculty or the University institute as well as by other forms of publication as appropriate (a) no later than the end of October for the subsequent academic year for the commencement of studies in the winter semester; and (b) by the end of July for the commencement of studies in the summer semester. The conditions shall contain information about the organisation, the form and the content of the entrance procedure. 2. Applications in writing for the bachelor's or master's degree programme shall be served in personal or by registered mail to the address of the University, faculty or University institute as specified in the published admission requirements, typically by the end of February or October. Submitting applications online is possible. When filed online, the application shall be printed by the student and submitted to the study department of the faculty, the University institute or the University department concerned (applies to University-accredited programmes). Deadlines for the receipt of applications for study in doctoral programmes and lifelong learning schemes shall be announced by the Dean (facultyaccredited degree programmes), the director of the institute (degree programmes accredited at the University and University institute) or the Rector (University-accredited degree programmes). 3. The entrance procedure may include an entrance examination, which may consist of written, oral and talent parts. Registered applicants shall be informed by the Dean, the director of the institute or the 7

8 Rector on the entrance examination date via an invitation; where appropriate, the invitation may include more details on the subject and contents of the entrance examination. 4. The result of the entrance procedure shall be communicated to applicants by the Rector or the Dean through a decision addressed to the applicant's own hands. If delivering a decision is not possible in this way, the fifth day of posting the notification of the result of the entrance procedure on the official notice board of the Faculty, the University institute or the University shall be considered the date of replacement delivery. Article 13 Conditions of admission for study 1. General conditions for admitting to degree programmes offered by the University, the University and the University institute or the faculties are provided by the Act. 2. It a master's degree programme continues a bachelor's degree programme, successful completion of the bachelor's programme or a comparable bachelor's programme is a prerequisite for admission to the master's programme. 3. Successful completion of the master's degree programme is a prerequisite for admission to a doctoral degree programme. 4. Additional requirements for admission to study shall be provided in the statute of the faculty with regard to differences of degree programmes and courses. Article 14 Students from abroad Foreign citizens can be admitted to the degree programmes carried out by the University, the University and the University institute or the faculty under international agreements or on the basis of the application form under the same conditions as other applicants. Article 15 Tuition fees 1. In relation to the baseline as published by the Ministry of Education, Youth and Sports (hereinafter referred to as "Ministry"), the University sets the fees as follows. a) A fee shall be levied under 58 (1) of the Act for acts related to the entrance procedure and equal: 15.7%, if the entrance procedure is made without the entrance examination or consists just of the written part; 17.8% if the entrance examination consists of written and oral parts; 18.9%, if the entrance examination includes an aptitude test; the amount shall be rounded down to tens of CZK. b) A fee shall be levied under 58 (3) of the Act for every initiated six months of study when studying longer than the standard period applicable to the programme and equal: zero in the first year; 3.5 baseline in the second year; 5 baseline in the third year; 7 baseline in the fourth year; 9 baseline in the fifth and every additional year; the amount shall be rounded up to tens of CZK. c) The fee under 58 (4) of the Act for studying in another degree programme shall make 100% of the baseline per annum. If studying as part of another degree programme is longer than the standard period of study, a fee for a longer period of study shall be paid for every six months of study instead of the fee for studying as part of another degree programme and amount to: 3.5 baseline in the first year; 5 baseline in the second year; 8

9 7 the baseline in the third year; 9 the baseline in the fourth year and every additional year. d) The fee charged under 58 (5) of the Act for studying a degree programme in a foreign language shall be derived from the sum of non-capital costs per student, plus the costs associated with learning in a foreign language. 2. The fees referred to in paragraph 1 shall be paid by wire transfer, when a) the fee for acts connected with the entrance procedure under paragraph 1 (a) shall be payable no later than the day ending the period of accepting applications for study; and b) the tuition fees under paragraph 1 (b) to (d) shall be payable no later than within 90 days from the date of delivery of the decision on the assessment of the fee. The decision shall be delivered into applicant's own hands. 3. If requested, applicants for study or students must provide evidence of payment of the fee associated with the study. 4. The Rector may, upon the recommendation of the Dean, reduce, waive or defer the maturity date of the tuition fee based on the student's request to review the assessment of the tuition fee for degree programmes offered by the faculty where the applicant's study results demonstrate a responsible approach to the study and based on reviewing the social situation of the student (proof required) if there is reason to fear that the payment would result in a lowering of living standards below subsistence as promulgated by specific regulations. 5. The Rector's decision sets the level of fees for administrative operations and services provided to students outside a degree programme and other persons to cover the costs associated. 6. Fees for the study in lifelong learning schemes shall be provided by the Dean, director of the University institute, or the Rector. Determining the fee shall be based on the amount of non-capital costs per one hour of teaching, the time scale of the programme and increased costs associated with the study. Management of these types of fees shall be governed by the Rector' guideline. 7. Details on particular fees, the amount of the fees in cash, as well as other conditions of their application are set out in Annex 1: Determination of the Amount of Fees Associated with the Study, which is an integral part of the Statute. Article 16 Scholarships The Dean or the Rector may award scholarships under the Act or the Scholarship Regulations of the University from grants, subsidies, and a scholarship fund or from earmarked funds. Article 17 Student register The University keeps a student register, with the data listed specified by the Act ( 88) and the rules for keeping set by the Rector. Article 18 Recognition of education and background gained abroad 1. Education and background gained abroad shall be recognised by the Rector upon the Dean's proposal in compliance with 89 of the Act. 2. In matters relating to the recognition, the Dean is required, upon request, to provide information about gaining the background which the faculty provides by describing the completed degree programme as part of (i) a proof of study; or (ii) a diploma supplement; or (iii) information on the agreement between the University and other institution from abroad recognising the parts of the studies. Article 19 Recognition of academic degrees 1. Education and background gained abroad shall be recognised by the Rector upon proposal of the Dean and/or the director of the University institute in compliance with 89 of the Act. 9

10 2. In matters relating to the recognition, the Dean and/or director of the University institute is required, upon request, to provide information about gaining the background which the faculty provides by describing the completed degree programme as part of (i) a proof of study; or (ii) a diploma supplement; or (iii) information on the agreement between the University and other institution from abroad recognising the parts of the studies. Section 4 Academic awards and symbols Article 20 Academic insignia and gowns 1. Insignia and gowns form the outward expression of academic traditions of the University and faculties. 2. Insignia involve chains and maces of the University and faculties. Persons authorised to use insignia on ceremonial occasions comprise the Rector, Deputy Rectors, Deans and Deputy Deans and, for the duration of the ceremony, the Promoter. In a particular case, the Rector may decide on the use of insignia by other persons than the above. 3. Gowns can be used on ceremonial occasions by the Rector, Deputy Rectors, Deans, Deputy Deans, Director of the University institute, Bursar and faculty secretaries, other academics, students, distinguished guests and bedells. Details on the use of gowns shall be provided by the Rector and, for the faculty, the Dean. Article 21 Academic ceremonies Academic ceremonies particularly include the inauguration of Rector or Dean, the graduation of students who completed accredited degree programmes, awarding a honorary doctorate, ceremonial sessions of the Scientific Board, festive gatherings of academics, closing ceremonies of lifelong learning schemes and matriculation of new students. The content and the course of academic ceremonies shall be specified by the Rector or, for faculties, the Dean. Article 22 Awards and medals The University grants awards and medals in recognition of merit to persons who have contributed to its development, the development of learnedness, science and academic freedoms; of these, Doctor Honoris Causa" (abbreviated Dr. h.c. and shown behind the name) shall be the highest honorary rank. The rules of granting shall be provided by the Rector. Section 5 Management and assets Article 23 Management, budget and financial control 1. The University is managed to a budget that usually includes: a) information on grants, subsidies from the state budget, funding raised through the University own activities, donations, loans and other sources; b) the budget for payroll and related costs broken down by organisational units; c) the budget for other non-capital costs by organisational units; d) the production and use of funds, particularly the assets development fund; e) Principles for the development and management of the University budget. Until the budget is approved by the Academic Senate, the University management follows a temporary budget as promulgated by the Rector. 10

11 2. The University constituents are managed using funds allocated by the University budget under specific regulations, Ministry's methodology tools and "Principles for the development and management of the University budget"; the funds raised through secondary activities are managed by the organisational constituents in accordance with "Guidelines for conducting secondary activities" document published by the Rector and earmarked funds raised are managed under the conditions set by the funding body. The University constituents arrange for keeping service and operational-technical records. 3. Training farms or enterprises and the Dormitories and Canteens Administration Office are managed to annual plans of activities, which includes financial plans and annual plans of capital projects; they also manage assets and financial funds defined under the organisational rules and set up separate accounts with financial institutions. 4. When managing state budget funds, the University is required to act efficiently and effectively within the Republic's budgetary rules and carry out settlement with the state budget within deadlines set by the Ministry. The rules of management are defined as part of University internal regulations. 5. Using the resources in an effective and efficient manner as provided under specific regulations, Ministry's directions and rules of the University shall be the responsibility of senior executives at all management levels within the scope of their duties and powers. 6. Administrative and technical services related to the development and management of the University budget, accounting, payment transactions and cash transactions are provided by the Rectorate for the faculties, central departments and the Rector's office. The training farms or enterprises and the Dormitories and Canteens Administration Office conduct the above activities independently, ensuring them within set deadlines and in the form enabling central processing and transmission of the data specified. The central processing of economic data for the University shall be ensured by a Rectorate department. 7. The University economical and financial information system provides the faculties, central departments and the Rectorate necessary information about the state of the financial management, while the training farms or enterprises and the Dormitories and Canteens Administration Office source the details from the information systems they use. Article 24 Assets 1. The University owns assets and is required to use them for meeting the tasks in educational, scientific, research & development, fine arts or other creative activities, keeping proper records of the same. Assets may be used for secondary activities as well if this complies with the Act. 2. The University assets are vested in University constituents for use and management. Senior executives at all levels of management shall take the responsibility for the vested assets to the extent of their duties and powers. 3. Decisions on the spatial distribution of the University constituents shall be made by the Rector upon consulting the senior executives of the respective constituent. 4. Disposal of immovable property shall be within the authority of the Rector. Disposal of movable property shall be the responsibility of the Bursar, Dean, training farm or enterprise director and director of the Dormitories and Canteens Administration Office as per competency with respect to the place of registration of the asset; the activities shall be governed by the Rector's guideline. 5. The validity of legal acts in the management of the University assets referred to in 15 (1 a-d) of the Act shall require the prior written consent of the Board of Trustees. 6. Land held for delivery of forest functions that was transferred into the possession of the University to ensure educational, scientific, research & development, fine arts or other creative activities pursuant to 101 (5) of the Act shall not be transferred by the University to the ownership to another entity except the State. 11

12 Section 6 Activity rating Article 25 Contents 1. The periodical rating of University activities ( 21 of the Act) shall focus on the quality of educational and scientific, research & development, fine arts or other creative activities, the quality of the activities of self-governing academic bodies, and the functional and economical performance. 2. The quality, level and performance shall be assessed in relation to long-term aims of the University and their implementation, results of the universities inland and abroad, and the recognition and the interest of the public. 3. Quality, level and performance shall be specified as a set of criteria used by universities inland and abroad with regard to the criteria laid down by the Accreditation Committee for rating the accredited activities. Article 26 Forms of rating 1. Internal rating is carried out as a) ongoing, as part of self-evaluation of academic staff and within management activities; or b) periodical, which takes form of (i) annual, short-term evaluation as part of annual reports; or (ii) long-term in relation to the assessment of long-term goals of the University. 2. External rating can be conducted by the Ministry Accreditation Committee and other institutions. Article 27 The rating result The rating outcome is, subject to its nature, either made public or reflected in the long-term plans and their updates; alternatively, it can from the basis for strategic or operational decision making. Statute's integral parts are: Section 7 Final provisions Article 28 Annexes to the University Statute a) Annex 1 to the University Statute: Determination of the Amount of Fees Associated with the Study b) Annex 2 to the University Statute: Secondary activities Article 29 Repealing provisions Repealed shall be the Statute of Mendel University of Agriculture and Forestry in Brno of 15 February 1999, registered by the Ministry of Education, Youth and Sports under the ref. no / and Annexes 1 and 2 of 4 August, registered under the ref. no /99-30, as amended. Article 30 Force 1. This Statute was approved pursuant to 9 (1 b) of the Act on 27 March 2006 by the Academic Senate of the University. 2. In accordance with 36 (4), this Statute shall come into force on the date of registration by the Ministry. 12

The amendments to the Statute of Mendel University of Agriculture and Forestry in Brno and Mendel University in Brno shall take effect on the date of registration, except those registered by the Ministry of Education, Youth and Sports on 15 October 2007 under the ref. no / (amendments 3) that shall take effect on 1 January 2008; those registered by the Ministry of Education, Youth and Sports on 21 January 2008 under the ref. no / (amendments 4) that shall take effect on 1 January 2008; those registered by the Ministry of Education, Youth and Sports on 30 January 2008 under the ref. no / (amendments 6) that shall take effect on 1 January 2009, except point #3 that shall take effect on 1 September 2008; those registered by the Ministry of Education, Youth and Sports on 11 December 2009 under the ref. no / (amendments 7) that shall take effect on 1 January 2010; those registered by the Ministry of Education, Youth and Sports on 12 May 2011 under the ref. no / (amendments 10) that take effect on 1 September 2011; those registered on 4 April 2012 under the ref. no / (amendments 12) that take effect on 1 September 2012; those registered on 16 May 2012 under the ref. no / (amendments 13) that shall take effect on 1 January 2012; those registered by the Ministry of Education, Youth and Sports on 6 June 2012 under the ref. no / (amendments 14) that shall take effect on 1 January 2012; and those registered by the Ministry of Education, Youth and Sports on 18 April 2013 under the ref. no. MSMT-16418/ (amendments 15) that shall take effect on 1 September The amendments to the Statute of Mendel University in Brno shall take effect on the date of registration except for those listed under Article 1 (2) and registered by the Ministry of Education, Youth and Sports on 1 February 2010 under the ref. no. 423/2010 (Article 1, point 2 of amendments 2) that shall take effect on 1 September Fees associated with studying as part of a degree programme accredited in English in which the student had enrolled or which he or she had been studying prior the effective date of the amendments 16 shall be set under the existing regulations. prof. 14 Determination of the Amount of Fees Associated with the Study Annex 1 to the University Statute In accordance with Art. 15 of the Statute, rates of fees for the academic year that began in calendar year 2014 shall apply as follows: 1. Fees related to the entrance procedure shall be the following percentage of the baseline set by the Ministry for 2014 and amounting to 2,819 CZK: a) 15.7% if the entrance examination consists of just a written or oral part or does not take place, i.e CZK b) 17.8% if the entrance examination consists of both written and oral part, i.e..500 CZK c) 18.9% if the entrance examination includes an aptitude test, i.e. 530 CZK after rounding down to tens of CZK. 2. Tuition fees: a) If the person has been studying longer than the standard length of study for the relevant bachelor's, post-bachelor master's or master's degree programme, the fee per every six months of study at the rate applicable at the time of fee assessment shall equal: - zero in the first year; baseline in the second year, i.e.... 9,870 CZK - 5 baseline in the third year, i.e ,100 CZK - 7 baseline in the fourth year, i.e ,740 CZK - 9 baseline in the fifth and every additional year, i.e ,380 CZK after rounding up to tens of CZK. b) If a graduate of bachelor's, post-bachelor master's or master's degree programme studies another bachelor's or master's degree programme, the fee per each initiated additional year of study shall equal 100% of the baseline, i.e.... 2,819 CZK c) If studying as part of another degree programme exceeds the standard length of study, a fee for a longer period of study shall be paid for every six months of study instead of the fee for studying as part of another degree programme and amount to: baseline in the first year, i.e.... 9,870 CZK - 5 baseline in the second year, i.e ,100 CZK - 7 baseline in the third year, i.e ,740 CZK - 9 the baseline in the fourth year and every additional year, i.e ,380 CZK d) Fees per academic year that apply to bachelor's, post-bachelor master's, master's and doctoral degree programmes accredited in English are set at 110% of the sum of the current normative (N) multiplied by the coefficient of economic difficulty (KEN) of the degree programme and the average amount per student (KP) from the funds of the indicator K that the University had raised, i.e. 1.1 * [(N*KEN) + KP], after rounding up to tens of CZK. The values of the N, KEN, K and KP parameters are posted on University's official notice board. e) In cases of special considerations, particularly social aspects, the Rector may reduce the fee as part of the agreement for the execution of a degree programme accredited in English. 3. Payment of fees associated with the study: a) The fee associated with the entrance procedure referred to in paragraph 1 shall be paid by wire transfer within the due dates as determined under the conditions of admission for the particular degree programme. The applicant shall provide evidence of the payment upon request. Tuition fees for studying that exceeds the standard length of study extended by one year as per paragraph 2 (a) and (c), or fees for studying as part of another degree programme as per paragraph 2 (b) shall be paid by wire transfer within the due dates established by the Act. The student shall provide evidence of the payment upon request. 14

15 b) Tuition fees as per paragraph 2 (d) are generally assessed for the whole year and covered by wire transfer, unless the agreement stipulates otherwise. For the purpose of tuition fees, the duration of the summer semester and winter semester shall be from March to August and from September to February, respectively. In case of successful graduation before the end of the semester, the fee shall not be reduced. c) Payment by an applicant from abroad shall be done by wire transfer based on the current rate subject to information from Financial Management. Bank fees related to the payment shall be covered by the payer. The fees as per paragraph 2 (a), (b) and (c) form the source of the scholarship fund; other fees and reimbursement shall become the income of the primary activities or, where appropriate, secondary activities if the service is conducted in such framework. To assess the fee for an extended period of study, the total period of study shall not include parenting time accepted pursuant to 58 (3) of the Act. 4. Reviewing decisions on assessment of the tuition fee a) Students have the right to apply for a review of the decision on assessment of the tuition fee pursuant to 58 (3) or (4) of the Act, within 30 days of receipt of the decision on assessment of the tuition fee. b) The application referred to under subparagraph (a) may include a request to reduce, remit or defer the payment of the tuition fee for the reasons referred to in Article 15 (4) of the Statute. The requesting student is required to submit documents proving these reasons. c) Filing an application to review the decision on assessment of the tuition fee has at all times a suspensive effect for the payment of the fee. d) The application to review a decision on assessment of the tuition fee shall be submitted to the Dean. The Dean may attach their opinion and forward the application to the Rector. e) The Rector shall alter or cancel a decision on assessment of the tuition fee if issued in violation of regulations. f) The Rector, even if the student's application is not satisfied and the decision on assessment of the tuition fee cancelled using the procedure laid down in Article 15(4) of the Statute, may under the rules laid down in Art. 15 (4) of the Statute waive, reduce or defer the maturity of the tuition fee. The Rector shall not be bound by the student's application or any Dean's opinion. 15
