2 Chairman Barto called the meeting to order at 3:01 p.m. and attendance was taken. APPROVAL OF MINUTES Senator Barto stated that without objection, the minutes of February 3, 2016 were approved. CONSIDERATION OF BILLS SB 1445 health care services; patient education DO PASS Phillip Belone, Health and Committee Research Intern, explained SB Dr. Eric Novack, Surgeon, representing himself, further explained SB Dr. Novack testified in support of SB 1445 and Trudy J. Ruman Heil, Certified Legal Nurse Consultant, testified in support of SB Jennifer Carusetta, Executive Director, Health System Alliance of Arizona, testified in opposition to SB 1445 and Stuart Goodman, Arizona Medical Board, testified as neutral to SB 1445 and answered questions posed by the Committee. Senator Begay moved SB 1445 be returned with a DO PASS recommendation. The motion CARRIED with a roll call vote of (Attachment 1). Senators Bradley, Pancrazi and Barto explained their vote. Ruman Heil, Certified Legal Nurse Consultant, testified in support of SB 1444 and stated that she s opposed to the Barto amendment dated 02/09/16 at 2:04 p.m. (Attachment B). The motion CARRIED by voice vote. Senator Begay moved SB 1444 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of (Attachment 3).
