1 Health and safety policy This is the statement of general policy and arrangements for: (Co Director) West London Motorcycle Training Limited Located within the grounds of Fairholme School, Peacock Avenue, Bedfont. TW14 8 ET Has day to day, overall and final responsibility for health and safety issues. Staff members Statement of general policy Prevent accidents and cases of work-related ill health by managing the health and safety risks in the workplace Provide clear instructions and information, and adequate training, to ensure employees are competent to do their work Engage and consult with employees on day-to-day health and safety conditions Implement emergency procedures evacuation in case of fire or other significant incident. Risk assessment completed and actions arising out of these assessments have been implemented. Each staff member involved in providing tuition to students is empowered to review each staff member s performance and working conditions/ practices to continually improve the Health and Safety of staff members, students and other persons in the vicinity of our activity. 1. Each staff member involved in providing tuition must hold a valid DVSA certified badge to enable them to deliver tuition in any motorcycle training skill on or off road. 2. All pre DVSA certified badge holders must be trained and accompanied all the time by DVSA certified badge instructor. 3. whether DVSA certified badge holders or not given an introduction to the site including office cabin and fixtures, bike store cabin; how best to get the bikes in and out of the cabin; how to set the training area up; where to allow non-students to observe from; protective clothing; high visibility clothing and where water and toilet facilities can be found. 4. members informed where the first aid box is and where the incident report book can be found to record any and all related incidents. 5. members educated in the need to ensure timing of any activity to avoid contact with any school pupil, teacher and parent/guardian. 1. Pre course discussion with staff members engaged in training that day concerning the needs of students. 2. members empowered to raise and challenge any H&S issue or improvement. 3. Incident reporting book located within safe of office cabin for the use of all staff members. Students and staff spend a limited period of time in the office cabin. There is only one entrance/exit door to and from the cabin which is kept unlocked all the time. The fire assembly point is the top carpark of the school. In the event of a fire and evacuation, the student list for the day will be used to check all are accounted for.
2 Maintain safe and healthy working conditions, provide and maintain plant, equipment and machinery, and ensure safe storage/use of substances 1. The office cabin and bike cabin doors are kept open and free from obstruction all the time whilst staff and or students are on the premises. The open doors are clearly visible to the students and staff and no further away than 30 feet from where they could be in either of the cabins. Students and staff spend the majority of the time on an open school playground or out on the public road. 2. All bikes used are serviced and maintained by a qualified mechanic. Each staff member is empowered to report any defect on any of the bikes. 3. All students are provided with a high visibility jacket and if needed they are loaned a suitable helmet, jacket and gloves. We do NOT provide boots or trousers. This is made clear on the booking instructions sent to each student. 4. Staff members are provided with a high visibility instructor s vest and can use the jackets, helmets and gloves normally made available to students. Staff members are however expected to provide their own motorcycle protective clothing. Staff members are also expected to provide for their own motorcycle to use during training, but are permitted to use any of the school motorcycles provided for the students. 5. Basic bike maintenance facilities are provided to cater for a) changing light bulbs, b) replacing a clutch or brake lever, c) inflating tyres, d) oiling chains and adding fluid levels to the bikes. 6. Toilet and washing facilities are provided. Hot water is proved for making tea and general use. Basic catering facilities exist. 3 Risk assessment All employers must conduct a risk assessment. If you have fewer than five employees you don't have to write anything down. We have started off the risk assessment for you by including a sample entry for a common hazard to illustrate what is expected (the sample entry is taken from an office-based business). Look at how this might apply to your business, continue by identifying the hazards that are the real priorities in your case and complete the table to suit. You can print and save this template so you can easily review and update the information as and when required. You may find our example risk assessments a useful guide ( Simply choose the example closest to your business. Potential student falsely claiming a level of experience not possessed. Potential road users at risk when student, who fraudulently obtains license or CBT or other training, rides on a public road or other public place. Student may be placed on a course length, style or intensity that puts the student concerned, and or other students, and or the instructor and or other persons on the road or elsewhere in danger of the risk of injury or harm through the student riding beyond their claimed level of competence, confidence and capability. 1. Checking photograph card license against the person presenting themselves for training. 2. Where fraud is suspected, questions asked to interrogate the true identity and or authenticity of student. 1. Explain to student that they have booked on the wrong course and that they are being removed from that course. 2. Explain why the decision has been made and allow them to offer an explanation/ representation. 3. Offer a more appropriate course. 4. If the student disagrees and objects the matter is to be referred to the Directors who will deal with the issue further. The student however will not be allowed to continue on that course. 5. The staff member when taking bookings from students are asking questions to ensure the student understands the nature of the course and to ensure that the most appropriate course is booked. 1. Reporting to police and DVSA/DVLA if suspicions are confirmed. 2. Decline to train student and inform them of the reason. 1. Consider pre course assessment for students that any instructor is uncertain of as regards their suitability for the course. All instructors members (Directors and Instructors) At the start of every course of training. At any time from the time the booking is made until a determination of suitability or otherwise is established.
4 3. Students insisting on short CBT road ride only. First time (or greater) renewal CBT student; who may or may not have ridden since their previous CBT, consider that their level of competence only requires them to undertake a short road ride with no real refresher training, resulting in insufficiently trained and refreshed CBT certificate holders riding on the public roads to the damage or danger of other road users and the general public. 1. Short Road ride only CBTs are not offered by WLMT. 2. Should all CBT students on the training day, all have previous CBT experience, their level of capability and competence, will be taken into account when progressing the course at a pace commensurate with that level of ability, competence and skill. 3. The staff member who takes the CBT booking may assign a particular day/ session in which students can only book onto if they have previously held a CBT certificate. members 1. At the time the booking enquiry is made. 2. To be reinforced if necessary at the start time of the CBT course Initial Reception 4. Student unfit to train or ride through medical condition, general fitness, drink or drugs. Student presents themselves for training when too tired, fatigued, medically unfit, or under the influence of drink or drugs; mounts a motorcycle and begins to ride, resulting in danger, damage and or injury to themselves or any other person whether on a road or otherwise; resulting in WLMT be sued or otherwise being called to account for allowing that student to cause the danger, damage and or injury. 1. At the start of each training session the instructor allocated to teach them is to enquire whether there are any medical or other condition that may affect their ability to train or ride the motorcycle. 2. members present are to report any cause for concern relating to any student to the attention of the instructor assigned to train them. 3. Any suspicion of unfitness to ride will result in that student not being allowed to continue training on that day. 4. Terms and conditions that are published on WLMT website specifically covers this issue. The attention of all students are drawn to the terms and conditions when they book. members At the start of every course and continuous on every day of those courses.
5 5. Student not suitably dressed. 6. Students arrives with no or incomplete documentation suitable for the course. Cabins Student presents themselves for training wearing clothing unsuitable for the prevailing weather conditions and or is wearing footwear that does not enable proper control of the bike and or does not offer any protection for their feet (flip flops, High heels for example); Resulting in student either too hot or too cold to maintain concentration and thereby loses control of the motorcycle causing danger, damage and or injury to themselves or other persons. Student rides a bike, otherwise than in accordance with their licence, resulting in the commission of a Road Traffic Act Offence(s) (eg. no insurance and driving otherwise than accordance with the conditions of their licence), and further resulting in breaches of DVSA guidance for our ATB leading to DVSA sanctions. 1. Students wearing flip-flops, high heels or other obviously unsuitable footwear and not to be allowed to continue with the intended training. 2. Students wearing plimsoles or other footwear that does not provide full protection to their ankle or heels and or provides limited grip are to be advised of the risks and in consort with the instructor assigned to train them, will make a decision as regards whether it is wise for them to proceed with the training that day. 3. Helmets, Jackets and Gloves are provided on a loan basis for students to wear during training. 4. Booking confirmation instructions are sent to all students and advise them of the need to wear suitable clothing. 1. Students advised (when booking) of the required documentation they must produce on the first day of their course and before they can ride the motorcycle. Students also reminded of this via the booking confirmation letter sent to them ahead of the course. 2. All required documentation checked by the instructor at the start of the first day /session. 3. If paper licence has been misplaced, consider having student telephone the DVLA and authorize DVLA to inform the instructor of the type of licence held, any points and period of potential live disqualification. Consider making available footwear in a variety of sizes This will however bring its own health and safety hazards in terms of foot diseases that could be transferred to students unless regular cleaning of the boots/footwear are maintained after every use. Staff and visitors may be injured if they trip over objects or slip on spillages. 1. General good housekeeping is carried out. 2.All areas well lit. 3. No trailing leads or cables. 4. Staff keep work areas clear, eg no boxes left in walkways, deliveries stored immediately. 1. Better housekeeping in staff kitchen needed, eg on spills. 2. Keep floors swept and mop up any oils from motorcycles. to monitor & Manager

Footpath to cabins Students arriving for training have to walk to the office cabin along a footpath that is deteriorating through rain and wear and tear, resulting in the possibility of a student or member of staff slipping on the mud or uneven ground. Staff members may lose their footing on the same path when getting bikes out or putting bikes away in the bike cabin; leading to a potential claim against WLMT for injury or damage. 1. Meeting with landlords held on 5 th February 2015 and plans submitted to improve path by raising it and erecting a flood wall around its outer edge. 2. Above action awaits a further two quotes for the work and needs the ground to dry out before any work can commence. Projected works are scheduled for either April or May school half term weeks. 1. Needs constant monitoring of the footpath during the interim period to ensure it is safe to walk on and use. 2. Needs further meetings and decision with the School Guvnor s, Local Education Authority, the Local Authority, Environment Agency and the Quarry works manager. & members Projected end date April / May Training area 9. Set up of training area. 10. Non student observers Off road training area (Pad) incorrectly set up or hazards not removed from the Pad. Leading to a potentially unsafe training area, resulting in danger, damage and or injury to staff members, students or other persons in the vicinity. Friends or family accompanying the student to WLMT decide to remain and watch the course /session. OR potential student arrivers at WLMT to observe a course or session before deciding whether to book, leading to any of these observers roaming into the path or otherwise interfering with the course, resulting in danger, damage, and or injury to any staff member, student, observer or other person in the vicinity. 1. members personally shown by (Director) how the cones should be placed around the Pad, what areas are out of bounds and what to look out for that are usually left by the school children and school staff. 2. All instructors to set out cones and clear Pad area of any hazards prior to the commencement of any training course/ session. 1. All observers to be instructed that they are to remain in the gazebo where they can be seen by the instructor and from where they will not be in the line of any student activity. 2. In the event of an observer coming out of the Gazebo area, the training session/ course is to be stopped until the observer either leaves the Pad area or returns to the Gazebo. 7 11. Control of students. 12. Student ratio and division of training area. Student becomes unruly or fails to follow instructions, leading them to do as they please, resulting in them riding when not instructed to do so, or not stopping when instructed to do so or otherwise not following instructions causing danger, damage and or injury to staff members, students and or other persons in the vicinity. Too many students using the same area of the PAD, leading to congestion and close proximity to other riders, resulting in danger, damage and or injury to staff members, students and or other persons in the vicinity. 1. Any behavior of the nature described, will result in the course / session being stopped. 2. The student concerned is to be informed of the dangers and told to only follow the instructor s tuition and not to repeat their behavior. They are to be advised that a repeat incident will result in them being removed from the course / session. 3. Recommence session / course and any repeat behavior is to be dealt with firmly and the student concerned told to leave the Pad and WLMT premises. 1. There are two easily separated Pad areas. Where a DAS course and a CBT courses are running at the same time, a division will be made with cones clearly separating the DAS course from the CBT course. members have been shown how to place the cones. 2. Where there are more than 4 students on a CBT course, each group of four CBT students will use a separate area of the Pad using the same division as for the DAS course. members. All instructors during all courses and sessions. At the commencement of any course that exceeds 4 students. Toilet facilities 13. Students or staff using the wrong facilities. Staff members, Students or observers using the toilet facilities intended for school children when the school is in occupation with school children, leading to an encounter with a school child or teacher, parent or guardian, resulting in the child, school member of staff or parent/guardian feeling that a child s safety may be compromised. 1. members informed that the only facilities they can use when the school is in occupation with children are the ones in the top staff carpark. 2. All student are to be informed by the instructor for their course/session what facilities they can use depending on whether the school children are in occupation. members. during all courses and sessions. Differing levels of ability Instructor being unsighted regarding the diverse differing levels of ability of students on a course or session, leading to a student over stretching themselves, resulting in danger, damage and or injury to staff members, students and or other persons in the vicinity either on the Pad area and or on a road or other public area. 1. When students book on a course or session, the member of staff asks questions to determine what riding they have done (if any) and how frequently. This information is placed on the WLMT booking diary for all staff members to see. 2. All instructors quiz each student when they are greeted at the start of the course / session as regards what riding if any they have done and what skill level they have generally obtained. Although this cannot be scientific and totally relied upon. 3. Instructors continually monitor the progress of each student and the needs of each student during each stage of the DVSA Direct access scheme training guidance and the DVSA CBT syllabus guidance. Both of these DVSA guidance documents outline the training stages and skill attainment goals for students on these courses. 4. Courses/ sessions follow the DVSA guidance and the time spent on each key stage / element take into account the needs of the individual student and the group of students as a whole. 5. Instructors will take a considered view based on the student and their progress as regards whether they are attaining sufficient progress and can proceed or whether additional training is needed before they can continue onto the next stage of the course or element of the CBT. Instructors are to periodically read the DVSA Guidance documents referred to, to regularly refresh their knowledge of them and to pick up on any changes that occur in their publication. 9 15. General readiness. Development plan. Student not reaching the required level of skill and progress to move to the next CBT Element or the next DAS stage within a reasonable time or during the elected number of course days booked, leading to insufficient competence and confidence on the motorcycle, resulting in a need for further training. This in turn may lead to dissatisfaction by the student who blames the instructor, motorcycle or other external cause other than themselves. 1. Instructors assess, brief and de-brief students at the start, during and at the end of each day so that they are aware of what they need to do during that session, what they have achieved and what they need to do to make good progress towards attaining their goals. 2. Should a CBT student not progress to the road ride element of the course, they are advised as regards why and what the instructor assesses what they need to do. They are invited to attend a further CBT training day. 3. After successfully or otherwise undertaking their MOD1 test, DAS students are in addition provided with written feedback on what they can practice on during any days leading up to their MOD2 test and or re-take MOD1 test. Instructors At the start of, during and at the end of each CBT and DAS course. 16. Aggressive. Student being told that they are not attaining sufficient progress to reach the required level of competence and confidence in the required skill area as in Risk 15 and becoming, Aggressive, or repeated deputations being made on their behalf, or assault the staff member or become aggressive to any staff member or student or become disruptive or otherwise not accepting the professional judgment and ruling of the instructor; Leading to a confrontational or unpleasant scenario, resulting in possible danger, damage and or injury to any person present. 1. Stop the course / session. 2. Take student to one side and inform them that the decision has been made and explain why. 3. If student or delegation will not accept the decision or explanation, the Directors are to be contacted for them to attend if necessary and to resolve the matter. 4. In the event of a continuation of aggressive behavior or other behavior of a criminal or trespassing nature the Police will be called and the student advised of that action. 5. Such students will not be invited back for further training to avoid and repeat behavior and risk to staff or students. members. As and when the incident arises. 10 18. Lack of Highway Code Knowledge. CBT or DAS 19. Not safe and or competent on road ride 20. Mechanical breakdown of bike CBT students completes elements A, B, and C and then signs the CBT declaration as described in risk 17, but during element D, they fail to display a sufficient knowledge of the Highway Code; OR a DAS student (although having passed a Theory test) displays a lack of highway code knowledge; leading to a concern by the instructor that they may be involved in a road traffic incident because of this lack of knowledge which could result in danger, damage and or injury to a staff member, student or any other person. Student whilst on road ride (CBT or DAS) displays a level of riding to a level that is not safe or competent, leading to insufficient bike control and judgment, resulting in a road traffic collision, or a road traffic incident or a road traffic offence; which may or may not result in danger, damage and or injury to any person. Motorcycle suffering a mechanical breakdown during a road ride, leading to bike failure, resulting in possible danger, damage and or injury to any person. 1. Instructor requires each student (CBT or DAS) to answer questions on the highway code. 2. Highway code scenarios and road craft positions are gone through with the students. 3. In the event of a sufficient lack of knowledge causing concern, the student will be informed of the dangers this can cause and will be advised of the need to study the highway code as a development plan before they can continue onto the road stage of their training. 1. On road de-brief and explanation, demonstration and practice as the instructors deems appropriate and safe. 2. Continued lack of skill and competence displayed will result in the road ride being terminated and the instructor arranging to have the student taken back. 3. Development plan discussed and agreed with student. 1. Maintenance schedule maintained for all CBT and DAS motorcycles. 2. All bikes visually examined at the start of every course and every bike undergoes daily checks such as brakes, tyres, steering suspension etc. 3. Agreement entered into with a mechanic (Big Jims Rims) including breakdown arrangements. All instructors. All instructors. 11 21. Safety of pupils, guardians and teachers. Staff or pupils undertaking any manoeuvers or activity whilst the school is in occupation with staff or pupils, leading to incident, resulting in potential danger, or damage and or injury to any school child, school staff member, parent or guardian or any other person on the school premises. 1.(Unless specific agreements and measures have been put in place), No training course is undertaken whilst the school is open to school children or at a time when such children are being dropped off or collected from school. 2. Where the school is in occupation, the instructor ensures the bikes are taken to the top carpark (away from the playground PAD and children) and ensures the students arrive in good time before the start of the school day or arrive at a time when the children are all in school. The instructor then ensures a safe departure from the school away from the children. 3. When returning to the school when the school is in occupation for the staff or pupils, the instructors ensures the students dismount in the top carpark and the bikes are wheeled around to the bike cabins and office only when there are no children in vicinity of the bikes. 4. The Directors of WLMT liaise with the School to keep abreast of school times, term breaks and out of school hours of activity. All instructors. At the start and end of any training session when the schools is in occupation.
