1 Invitation to Tender for Branding, Design and Corporate Publications 18 December Overview of Maryhill Housing Association (the MHA ) 1.1 Introduction Maryhill Housing Association (MHA) is a charitable, community-based Housing Association operating in the North West of Glasgow. We operate in an area around Maryhill and Ruchill to improve and build, manage and maintain over 3000 homes. As a Registered Social Landlord, formed in 1977, we are regulated by the Scottish Housing Regulator (SHR) and operate within the SHR s regulatory framework. We are also a registered property factor for more than 700 homes. Our governance arrangements mean that our voluntary Board consists of MHA tenants and others with an interest in our area and what we do, with MHA tenants in the majority. Maryhill employs over 90 staff and its turnover for the year ended 31 March 2015 was around 12.3m. We have built a number of new homes, mainly flats, terraced, 4 in a block and semidetached. Our most recent 18m development has been our largest at Maryhill Locks (Phase 2). We provide homes for a wide cross section of the community, including homes for all sizes of family, sheltered and amenity housing. MHA s stock includes high rise apartments and tenements as well as traditional houses and flats. MHA also supports and delivers a significant programme of community regeneration activity. 1.2 Customer Engagement Our award winning customer engagement work includes the creation of a number of Residents' Associations which we continue to support. There are seven in our area - Eastpark, Parkhill, Burgh Hall Village, Cumlodden, Glenavon, Mini Multis and Lochburn. The Association works closely with these organisations and we meet regularly. Like us, they operate to improve their areas and have been successful in securing external funding to achieve this. We have also set up a tenant scrutiny panel and these customers review our services and recommend areas of improvement to our Board. They have recently reviewed our repairs services and our work in allocating properties. 1.3 Scottish Housing Regulator Landlords Report Please click here to view the Scottish Housing Regulators Landlord report for 2014/2015. 2 2. Our Culture MHA is a great place to be. Our whole team is on a new and exciting journey. We ve taken a unique approach by everyone working together to create the kind of culture we want at MHA. A lot of hard work has also been done in the last year or so in terms of planning and delivering our investment programme. We ve completed an 85% stock condition survey and full analysis of our property assets. We ve also improved our rent collection and empty property performance and we re reviewing our rent structure. There has been a lot of change and everyone has risen to the challenge. At Maryhill HA, providing affordable high quality housing is only part of what we do. As a successful organisation, our aim is to offer our customers consistently brilliant services that make a difference to their quality of life. We have a team of financial inclusion and welfare benefits support workers who helped secure over 4m additional income for our tenants in the last 18 months. Many of our homes are located in some of the most deprived areas of Scotland and our customers face challenges in terms of securing employment and getting the skills they need, their health as well as having the income they need to pay for fuel and food. Our whole team as well as our Board has been working on a new Vision, Values, our long terms aims and objectives up to We ve been testing out our ideas with our customers and other stakeholders and have just received our 3 yearly tenant survey results so we ll be targeting customer priorities in our immediate and future plans. 3 Introduction and Background to the Project / Programme 3.1 About Our Brand Our MHA brand has not been reviewed for some years. MHA originally managed around 800 homes and in 2011 grew to over 3000 homes when it took on Glasgow Housing Association stock as part of the city wide stock second stage transfer deal to community based associations. Following our work in 2015 to develop our new Vision, Values, Aims and objectives, we re ready to refresh our brand to reflect the changes and our future ambitions: 2

3 3.2 Our Brand Story Inspiring passion in people, for our homes and for our community It s not a coincidence that our team has chosen a vision for MHA based on how we are, not on what we do. We ve worked on our culture and how we want to be together and how we want to be with our customers. For us, inspiring means we want to fill someone with the urge or ability to do or feel something - especially to do something creative; we want people to feel they can do it and anything is possible. So this is about inspiring MHA s people- our team- and also our customers. We want to inspire people to make the most of their talents and skills and to build confidence and capacity here and out in the Maryhill community. It s more than enthusiasm and excitement; it s ambition that is materialised into action. We re recognising that it s people that matter. Our focus is upon customer services that meets people s needs. 3

4 4 Tender Conditions and Contractual Requirements This section of the ITT sets out MHA s contracting requirements, general policy requirements, and the general tender conditions relating to this procurement process ( Procurement Process ). 4.1 Contracting requirements The contracting authority is MHA, which includes any subsidiary companies and other organisations that control or are controlled by MHA from time to time The appointed supplier will be expected to deliver the goods and/or provide services at the MHA s offices at 45 Garrioch Road, Glasgow, G20 8BR The Contract awarded will be for duration of one year with an option for an extension for up to an additional two years, subject to annual performance reviews In the event that you have any concerns or queries in relation to the Contract, you should submit a clarification request in accordance with the provisions of this ITT by the Clarification Deadline (as defined below in the Timescales section of this ITT). Following such clarification requests, MHA may issue a clarification change to the Contract that will apply to all potential suppliers submitting a tender response MHA is under no obligation to consider any clarifications / amendments to the Contract proposed following the Clarification Deadline, but before the Tender Response Deadline (as defined below in the Timescales section of this ITT). Any proposed amendments that received from a potential supplier as part of its tender response shall entitle MHA to reject that tender response and to disqualify that potential supplier from this Procurement Process. 4.2 Intellectual Property Rights The ownership of the design, templates and other works contained in the ITT will transfer to Maryhill Housing Association without payment of any additional fee. 4.3 General Policy Requirements By submitting a tender response in connection with this Procurement Process, potential suppliers confirm that they will, and that they shall ensure that any consortium members and/or subcontractors will, comply with all applicable laws, codes of practice, statutory guidance relevant to the goods and/or services being supplied. 4.4 General tender conditions ( Tender Conditions ) Application of these Tender Conditions In participating in this Procurement Process and/or by submitting a tender response it will be implied that you accept and will be bound by all the provisions of this ITT. Accordingly, tender responses should be on the basis of and strictly in accordance with the requirements of this ITT Third party verifications Your tender response is submitted on the basis that you consent to MHA carrying out all necessary actions to verify the information that you have provided, and the analysis of your tender response being undertaken by one or more third parties commissioned by MHA for such purposes Information provided to potential suppliers 4

5 Information that is supplied to potential suppliers as part of this Procurement Process is supplied in good faith. The information contained in the ITT and the supporting documents and in any related written or oral communication is believed to be correct at the time of issue but MHA will not accept any liability for its accuracy, adequacy or completeness and no warranty is given as such. This exclusion does not extend to any fraudulent misrepresentation made by or on behalf of MHA Potential suppliers to make their own enquires You are responsible for analysing and reviewing all information provided to you as part of this Procurement Process and for forming your own opinions and seeking advice as you consider appropriate. You should notify MHA promptly of any perceived ambiguity, inconsistency or omission in this ITT and/or any in of its associated documents and/or in any information provided to you as part of this Procurement Process Amendments to the ITT At any time prior to the Tender Response Deadline, MHA may amend the ITT. Any such amendment shall be issued to all potential suppliers, and if appropriate to ensure potential suppliers have reasonable time in which to take such amendment into account, the Tender Response Deadline shall, at the discretion of MHA, be extended. Your tender response must comply with any amendment made by MHA in accordance with this paragraph or it may be rejected Compliance of tender response submission Any goods and/or services offered should be on the basis of and strictly in accordance with the ITT (including, without limitation, any specification of MHA s requirements, these Tender Conditions and the Contract) and all other documents and any clarifications or updates issued by MHA as part of this Procurement Process Modifications to tender response documents once submitted You may modify your tender response prior to the Tender Response Deadline by giving written notice to MHA. Any modification should be clear and submitted as a complete new tender response in accordance with these Tender Conditions Rejection of tender responses or other documents A tender response or any other document requested by MHA may be rejected which: contains gaps, omissions, misrepresentations, errors, uncompleted sections, or changes to the format of the tender documentation provided; contains hand written amendments which have not been initialled by the authorised signatory; does not reflect and confirm full and unconditional compliance with all of the documents issued by MHA forming part of the ITT; contains any caveats or any other statements or assumptions qualifying the tender response that are not capable of evaluation in accordance with the evaluation model or requiring changes to any documents issued by MHA in any way; cannot confirm provision of electronic versions of all artwork and graphics material developed (logos etc.) in the required formats: 5

6 Format one - the Native File Format used the application to design and produce the artwork Format two - a high (maximum) resolution version in a JPEG format. does not transfer intellectual property rights for the design work contained in the ITT contract price to Maryhill Housing Association; is not submitted in a manner consistent with the provisions set out in this ITT; or; is received after the Tender Response Deadline Disqualification If you breach these Tender Conditions, if there are any errors, omissions or material adverse changes relating to any information supplied by you at any stage in this Procurement Process, if any other circumstances set out in this ITT, and/or in any supporting documents, entitling MHA to reject a tender response apply and/or if you or your appointed advisers attempt: to inappropriately influence this Procurement Process; to fix or set the price for goods or services; to enter into an arrangement with any other party that such party shall refrain from submitting a tender response; to enter into any arrangement with any other party (other than another party that forms part of your consortium bid or is your proposed sub-contractor) as to the prices submitted; to collude in any other way; to engage in direct or indirect bribery or canvassing by you or your appointed advisers in relation to this Procurement Process; or to obtain information from any of the employees, agents or advisors of MHA concerning this Procurement Process (other than as set out in these Tender Conditions) or from another potential supplier or another tender response, MHA shall be entitled to reject your tender response in full and to disqualify you from this Procurement Process. Subject to the Liability Tender Condition below, by participating in this Procurement Process you accept that MHA shall have no liability to a disqualified potential supplier in these circumstances Tender costs You are responsible for obtaining all information necessary for preparation of your tender response and for all costs and expenses incurred in preparation of the tender response. Subject to the Liability Tender Condition below, you accept by your participation in this procurement, including without limitation the submission of a tender response, that you will not be entitled to claim from MHA any costs, expenses or liabilities that you may incur in tendering for this procurement irrespective of whether or not your tender response is successful Rights to cancel or vary this Procurement Process By issuing this ITT, entering into clarification communications with potential suppliers or by having any other form of communication with potential suppliers, MHA is not bound in any way to enter 6

7 into any contractual or other arrangement with you or any other potential supplier. It is intended that the remainder of this Procurement Process will take place in accordance with the provisions of this ITT but MHA reserves the right to terminate, suspend, amend or vary (to include, without limitation, in relation to any timescales or deadlines) this Procurement Process by notice to all potential supplier in writing. Subject to the Liability Tender Condition below, MHA will have no liability for any losses, costs or expenses caused to you as a result of such termination, suspension, amendment or variation Consortium Members and sub-contractors It is your responsibility to ensure that any staff, consortium members, sub-contractors and advisers abide by these Tender Conditions and the requirements of this ITT Liability Nothing in these Tender Conditions is intended to exclude or limit the liability of MHA in relation to fraud or in other circumstances where MHA s liability may not be limited under any applicable law. 5. Confidentiality and Information Governance 5.1 All information supplied to you by MHA, including this ITT and all other documents relating to this Procurement Process, either in writing or orally, must be treated in confidence and not disclosed to any third party (save to your professional advisers, consortium members and/or subcontractors strictly for the purposes only of helping you to participate in this Procurement Process and/or prepare your tender response) unless the information is already in the public domain or is required to be disclosed under any applicable laws. 5.2 You shall not disclose, copy or reproduce any of the information supplied to you as part of this Procurement Process other than for the purposes of preparing and submitting a tender response. There must be no publicity by you regarding the Procurement Process or the future award of any contract unless MHA has given express written consent to the relevant communication. 5.3 This ITT and its accompanying documents shall remain the property of MHA and must be returned on demand. 5.4 The Environmental Information Regulations 2004 ( EIR ), and the Data Protection Act 1998 apply to MHA (together the Disclosure Obligations ). 5.5 Tender responses are submitted on the condition that the appointed supplier will only process personal data (as may be defined under any relevant data protection laws) that it gains access to in performance of this Contract in accordance with MHA s instructions and will not use such personal data for any other purpose. The contracted supplier will undertake to process any personal data on MHA s behalf in accordance with the relevant provisions of any relevant data protection laws and to ensure all consents required under such laws are obtained. 6. Tender Validity 6.1 Your tender response, including price, must remain open for acceptance by MHA for a period of sixty days from the Tender Response Deadline. A tender response not valid for this period may be rejected by MHA. 7. Payment and Invoicing 7.1 MHA will pay correctly addressed and undisputed invoices within 30 days in accordance with the requirements of the Contract. Suppliers to MHA must ensure comparable payment provisions apply to the payment of their sub-contractors and the sub-contractors of their sub- 7

8 contractors. 8. Specification 8.1 Our Requirements We re seeking tenders for the following: Main Tender Price Fee for: The design of a new brand logo for Maryhill Housing Association The development and production of a strapline for Maryhill Housing Association The production and handover to MHA of a set of new brand guidelines. We require to see these designs in application and require the tender to include design work for: o Letter head stationery (headed paper, compliments slips) which are suitable for inhouse printing on a standard colour copier o Invitations to our AGM o External office banner o Design of graphics for 2 x pop up stands (2100mm high and 1000mm wide) o Van livery o Clothing logo o Signage to affix outside our flats (multi storey and high rise) o Templates for A5 information leaflets o Tenant handbook template The design must also be suitable for using on electronic media including website, intranet site etc. For external banners and signage, MHA is not prescriptive about size, design etc. and seek proposals as part of the tender Additional Tender Price We also require separate, individual costs related to the following. In each case, the costs must be specified separately as well as given as an overall total: A fee for the design (including graphics), editing, layout, and printing of MHA s Corporate Plan ( ) This will comprise full colour printing, A4 size, 16 pages, card cover, 120 gsm paper. 4,000 copies will be required and included in the price should be distribution, either manually or by 2 nd class post. The Plan is also to be provided electronically, suitable for upload to our website and other sites as appropriate. MHA will supply text and suitable quality photographs for use in the publication. A fee for the design (including graphics), layout, and printing of our MHA newsletter as follows: - Printed 4 times per year - Tabloid size gsm paper - 8 pages 8

9 - Full colour - 4,000 copies - Distribution We also require you to supply in a format suitable for our website. A fee for the design (including graphics), layout and printing of the MHA Annual Review in September each year: - Magazine size - 120gsm paper - 16 pages - Full colour - 4,000 copies - Distribution We also require you to supply in a format suitable for our website. An hourly and daily design fee for any other works (for example decals for signage, internal customisation of office designs etc.). 8.2 Knowledge and Experience It is essential that the successful tenderer has experience in producing all of the design work contained in this ITT. Therefore you must include in the tender, A brief outline of your relevant experience Named key personnel who will deliver this contract along with copies of their CVs Website links to similar design work you have produced Two relevant references. Your tender must also include an organisation chart for your company. This should show all office locations. Please state which office will be responsible for managing the contract and the. Please also state which office shall be responsible for the administration of the contract, if different from above. 8.3 Sustainability MHA expects all suppliers to be paying or committed to paying, within a reasonable timescale, the living wage. Your tender submission should be explicit about the percentage of staff being paid the living wage and, where this is not 100%, the plans for paying all staff the living wage. Environmental ( greening ) sustainability information will be assessed from the Environmental Policy to be submitted as part of the tender. 9. Please ensure that information provided as part of its response is of sufficient quality and detail that an informed assessment of it can be made by MHA. Do not submit any additional supporting documentation with your ITT response except where specifically requested to do so as part of this ITT. PDF, JPG, PPT, Word and Excel formats can be used for any additional supporting documentation (other formats should not be used without the prior written approval of MHA). All attachments/supporting documentation should be provided separately to your main tender response and clearly labelled to make it clear as to which part of your tender response it relates. If you submit a generic policy / document you must indicate the page and paragraph reference that is relevant to a particular part of your tender response. Unless otherwise stated as part of this ITT or its Annexes, all tender responses should be in the format of the relevant MHA requirement with your response to that requirement inserted 12

13 underneath. Where supporting evidence is requested as or equivalent you must demonstrate such equivalence as part of your tender response. Any deliberate alteration of a MHA requirement as part of your tender response will invalidate your tender response to that requirement and for evaluation purposes you shall be deemed not to have responded to that particular requirement. Responses should concise, unambiguous, and should directly address the requirement stated. Your tender responses to the tender requirements and pricing will be incorporated into the Contract, as appropriate. 12 Clarification Requests 12.1 All clarification requests should be submitted to kgrant@maryhill.org.uk by the Clarification Deadline, as set out in the Timescales section of this ITT. MHA is under no obligation to respond to clarification requests received after the Clarification Deadline Any clarification requests should clearly reference the appropriate paragraph in the ITT documentation and, to the extent possible, should be aggregated rather than sent individually MHA reserves the right to issue any clarification request made by you, and the response, to all potential suppliers unless you expressly require it to be kept confidential at the time the request is made. If MHA considers the contents of the request not to be confidential, it will inform you and you will have the opportunity to withdraw the clarification query prior to MHA responding to all potential suppliers MHA may at any time request further information from potential suppliers to verify or clarify any aspects of their tender response or other information they may have provided. Should you not provide supplementary information or clarifications to MHA by any deadline notified to you, your tender response may be rejected in full and you may be disqualified from this Procurement Process. 13 Evaluation Criteria - Tender Evaluation 13.1 In selecting the right organisation to work with us, we ll be making a decision on quality as well as price. You will have your tender response evaluated as set out below: Stage 1: Tender responses will be checked to ensure that they have been completed correctly and all necessary information has been provided. Tenders responses correctly completed with all relevant information being provided will proceed to Stage 2. Any tender responses not correctly completed in accordance with the requirements of this ITT and/or containing omissions may be rejected at this point. Where a tender response is rejected at this point it will automatically be disqualified and will not be further evaluated. Stage 2: If a bidder succeeds in passing Stage 1 of the evaluation, it will be invited to present its proposals to a panel of senior managers and Board Members. Thereafter, it will have its detailed tender response, including the presentation, to MHA s requirements evaluated in accordance with the evaluation methodology set out below. 13

14 13.2 Award Criteria Responses from potential suppliers will be assessed using the following criteria and weightings and will be assessed entirely on your response and presentation: Criteria Weighting Quality of submission (i) 10% Quality of overall design as submitted 30% Quality of design presentation 20% Quality of fixed fee design (ii) 30% Quality of separate fee design 20% Evidence of knowledge and experience 20% (iii) Methodology and Approach (iv) 20% Costs 50% (i) Including confirmation that the deadlines for the publishing and distributing the Corporate Plan will be met (ii) The design of the brand logos and how they demonstrate and reflect who we are and our ambitions (iii) Your track record and skills in high quality design and design production and references (iv) Innovation and added value 13.3 Scoring Model Tender responses will be subject to an initial review at the start of Stage 2 of the evaluation process. Any tender responses not meeting mandatory requirements or constraints (if any) will be rejected in full at this point and will not be assessed or scored further. Tender responses not so rejected will be scored by an evaluation panel appointed by MHA for all criteria other than Commercial using the following scoring model: Points Interpretation 10 7 Excellent Overall the response demonstrates that the bidder meets all areas of the requirement and provides all of the areas evidence requested in the level of detail requested.
