2 WESTERN AUSTRALIA DEPARTMENT OF ENVIRONMENT REGULATION Environmental Protection Act 1986 DEFINITIONS CEO means Chief Executive Officer of the Department of Environment Regulation; CEO for the purpose of correspondence means: Chief Executive Officer Department Administering the Environmental Protection Act 1986 Locked Bag 33 CLOISTERS SQUARE WA licensee means Nationwide Oil Pty Ltd; and premises means Nationwide Oil located at Lot 278 on Plan 3033, 113 Ewing Street, Weslshpool, Western Australia as depicted in Attachment 1. GENERAL CONDITIONS G1 OIL SPILL CONTINGENCY The licensee shall retain non-flammable oil absorbent materials on site to absorb and prevent the spread of spilt oil products off the premises to which this licence is subject. WASTE OIL - SAMPLING G2(a) The licensee shall ensure for each load of oil containing transformer oil, delivered to the premises for recycling, a representative sample (at least 20 ml) of that load is taken for analysis for the presence of polychlorinated biphenyls (PCBs). G2(b) The licensee shall store the samples collected in accordance with part (a) of this condition for a period of six months. POLYCHLORINATED BIPHENYL TESTING G3(a) The licensee shall on a monthly basis undertake testing for the presence of polychlorinated biphenyls from a random oil sample taken in accordance with condition G2. G3(b) The licensee shall undertake testing for the presence of polychlorinated biphenyls every twelve months from each of the waste oil storage tanks. G3(c) The licensee shall notify the CEO within 14 days of receipt of any analytical result indicating the presence of polychlorinated biphenyls in oil samples, collected in accordance with condition G2, in excess of 40 parts per million. The advice shall include the total quantity received and source of the waste oil analysed. G4 CONTAMINATED OIL - POLYCHLORINATED BYIPHENYLS The licensee shall not sell or dispose of recycled oil that samples in excess of 50 parts per million of polychlorinated biphenyls, without prior approval from the CEO. 3 WESTERN AUSTRALIA DEPARTMENT OF ENVIRONMENT REGULATION Environmental Protection Act 1986 G5 G6 G7 OILY WASTE RECEIVAL INVENTORY The licensee shall maintain an inventory at the premises including the following: (i) recording the volume of each load received at the premises; (ii) the origin of each load of waste oil; and (iii) the concentration of PCB's in each sample tested in accordance with condition G3. REPORTING REQUIREMENTS The licensee shall provide to the CEO a copy of the inventory specified in condition G5 covering a 12 month period. The inventory shall contain data recorded from 1 July to 30 June and shall be provided by 1 August each year. ANNUAL AUDIT COMPLIANCE REPORT The licensee shall by 1 August in each year, provide to the CEO an Annual Audit Compliance Report in the form in Attachment 2 to this licence, signed and certified in the manner required by Section C of the form, indicating the extent to which the licensee has complied with the conditions of this licence, and any previous licence issued under Part V of the Act for the premises, during the period beginning 1 July in the previous year and ending on 30 June in that year. FLASH POINT MONITORING G8(a) The licensee shall ensure that each load of waste oil delivered to the premises is monitored for flash point and recorded in a logbook. G8(b) The licensee shall ensure that the flash point of each batch of waste oil to be processed in the reactors is greater than 61 degrees Celsius. The flash point shall be recorded in a logbook and made available for viewing by an inspector. G8(c) The licensee shall not process any waste oil having a flash point less than 61 degrees Celsius. AIR POLLUTION CONTROL CONDITIONS A1(a) A1(b) ODOUR CONTROL EQUIPMENT The licensee shall operate and maintain odour control equipment installed on the premises at all times. The licensee shall capture and duct emissions from the oil refining process to the emission control device designed to reduce emission and odours prior to its discharge to the environment. WATER POLLUTION CONTROL CONDITIONS W1(a) PREVENTION AND CLEAN-UP OF SPILLAGES The licensee shall ensure that provision is available to contain or restrict spillages of oil or oil-contaminated water which may occur during the course of using the oil recycling plant. This material shall be used to collect spilt oil in the event that containment and recovery of the spilt oil is not possible. HYDROCARBON STORAGE The licensee shall ensure that all hydrocarbon and sludge storage facilities are bunded with impervious bunds having as a minimum capacity, 110 per cent of the volume in the largest storage vessel or inter-connected system, and at least 25 per cent of the total volume of substances stored in the compound. ABSORBENT MATERIAL IN BUNDED AREAS The licensee shall ensure that all bunded areas consist of absorbent material to a minimum depth of 150mm overlying natural solids. DRUM STORAGE PRIOR TO WASHING The licensee shall ensure that the routine storage of drums, prior to washing, only occurs within a weather proof area, with an impervious base that is appropriately bunded. DRAINAGE The licensee shall ensure that all paved areas likely to be subject to oil spillages, including areas used for oil filtering and road tanker loading/unloading, be drained such that all run-off is directed to the oil traps. The licensee shall direct any spillage from the drum wash area to the oil traps and sump system. The licensee shall discharge overflow from the oil traps only to the environment via the unsealed containment sumps. STORMWATER RUNOFF The licensee shall direct all contaminated stormwater from the premises to the oil traps and sump system. DISCHARGE OF CONTAMINATED WATER The licensee shall discharge contaminated water from the premises, other than directly to sewer or septic systems, via the oil traps and sump system. The licensee shall ensure that contaminated water discharged from the premises to the environment via any sump, contains less than 30 milligrams per litre of oil. MAINTENANCE OF DRAINAGE SYSTEM The licensee shall maintain and clean out any drains, oil traps and sumps as appropriate to ensure the continued performance of the system. 11 3 Executive summary of proposal and assessment Nationwide Oil (NWO) is a subsidiary of Transpacific Industries Group Ltd and is a provider of comprehensive waste and environmental services in Australia and New Zealand. NWO specialises in the collection, recycling and disposal of hydrocarbon wastes throughout Australia. NWO collects bulk and packaged waste hydrocarbons as well as solid wastes affected by hydrocarbons such as oily rags, filters and hoses and brings these to premises in Newman, Kalgoorlie and Welshpool for storage, treatment, recycling or aggregation. NWO also operates a forced feed evaporator in Kalgoorlie that treats waste oil to allow for its reuse. This amendment is an administrative amendment to remove category 62: solid waste depot from this licence and the associated conditions, as this is activity is no longer undertaken at the premises. DER has also taken this opportunity to extend the expiry date of the licence and update the registered office details. DER has considered whether the risk profile of emissions and discharges from the premises has significantly changed since the previous licence was granted. No (significant) changes have occurred and therefore DER has not amended conditions relating to emissions and discharges.
