2 The Bureau of Labor and Industries contracts with the Oregon Employment Department s Workforce and Economic Research Division to collect, and analyze the Annual Construction Industry Occupational Wage Survey. This Workshop will walk you through the process of filling out the BOLI Survey Forms.

4 Background to The Bureau of Labor and Industries Construction Industry Occupational Wage Survey
5 Federal Prevailing Wage Laws have been Around since 1931 Oregon passed state prevailing wage law in Since that time the Commissioner of the Bureau of Labor and Industries was required to determine the prevailing rate of pay for qualifying trades in localities around the state.
6 The Oregon Prevailing Wage Survey began in the mid 1990 s 1995: Legislation established funding mechanism which allowed BOLI to educate, enforce, and collect market data related to prevailing wage law. 1996: BOLI contracted the Oregon Employment Department to conduct the first prevailing wage surveys. 1997: State law requires the Commissioner to set prevailing wages at least once each year by means of an independent wage survey (ORS 279C.815).
7 What is the Survey? The Construction Industry Occupational Wage Survey is an independent survey of firms that were engaged in non residential construction, or providing related services.
8 Timeline for 2015 Survey March 2015 Survey Universe is created May 2015 Market Review Postcard is Mailed. July 2015 Construction Survey is mailed out to Contractors. September 7, 2015 Survey is due. Follow up mailings go out November 2015 BOLI Receives survey results. Results are made available for public comment. January 1, 2016 New Prevailing Wage Rates go into effect.
9 Who could be surveyed Surveyed? The survey is intended to be a census of firms involved in non residential construction. The survey uses as its foundation a list of firms based on the Employment Department s unemployment insurance tax files. All firms in construction related industries are included as potential survey recipients.
10 Who gets a survey? Firms who have received a survey in the past. Firms who indicated in a pre survey postcard questionnaire that they participated in nonresidential construction, or related services. Firms identified through building permits, public projects or association lists.
11 How can I complete the survey? Complete Hard Copy in Booklet. Complete Excel Spreadsheet and cover page of form. Complete Online Survey.

15 Your survey Packet will contain: A Survey form to fill out An Occupation Description Booklet A prepaid envelope to be used to return the survey
16 Begin by removing the two colored forms from the Center your survey packet. 1 Complete the required information in the upper right-hand corner of the inside cover.
17 What contact information am I asked to provide? Survey ID: Each business receiving a survey will be provided their own Survey ID. YourSurvey ID is located on the back of the cover of the booklet, above the business name and address. If you need assistance finding your ID please contact us. Your Survey ID Is: 123 ABC Construction 123 Ave Suite 4 Anywhere, OR Firm: This is the name your business is doing business as. Completed By: Who is the contact person returning the form? Title: In case we need to reach the contact person, what job title or section are they from. Example: Payroll, HR Manager, Owner, Etc. CCB Number: If your business is required to have a Construction License, identify the License Number this business operates under. Phone Number: What number may we call to reach contact person? Address: If you prefer to be contacted by , please provide what address you would prefer us use.
18 2 Next you ll need to determine whether your company was involved in nonresidential construction work during any of the four weeks identified on the form.
19 Was your business actively working on projects during any workweek that included the following dates? November 12, 2014 May 12, 2015 February 12, 2015 August 12, 2015 Work week means any seven (7) consecutive days including the 12 th. Exactly which days you use depends on your firm s pay period.

22 Construction includes all work and services performed at the jobsite during the entirety of the project.
23 Major Renovations include projects whose total value was greater than $50,000 Project Sub Contractors
24 Do Not Report These type of projects: Residential Construction Maintenance If your firm performed non residential construction, major renovation, reconstruction, or demolition, click on Yes Below.
25 If your firm did not do any non-residential construction during any of these weeks, please check all the boxes that describe why your firm answered no. Check all the boxes that apply and return the forms in the enclosed envelope.

27 Do I still need to respond if I don t have any data to report? Yes, you still need to respond. We need to know why you have nothing to report.
28 3 Next we will assist you in organizing your records to complete the Wage Data Form. Isolate your non-residential hours for the payroll weeks that include: November 12, 2014; February 12, 2015; May 12, 2015; August 12, 2015; -EXCLUDE- owners, exempt supervisors who spend 20% or less time performing duties that are manual or physical as opposed to managerial, administrative staff, maintenance work, shop work, and any labor not performed on the job-site, all those who worked on residential job-sites.
29 4 Locate and refer to the Occupation Reporting Table to determine which employees you will need to report. Identify the occupations your employees performed work in and use the Occupation Reporting Table to determine if you must include it on the Wage Data Form.
30 5 Number of Workers: Youmayreportmorethanoneworkeronthesame line if all the information for that line is exactly the same (Wage Rate Region, Skill Level, Wages and Benefits). Note: If an employee was paid more than one rate, or worked in more than one region or occupation, you must provide the hours and wages for each case. When this occurs, you will need to use more than one line on the Wage Data Form for that employee.
31 6 Wage Rate Region:
32 7 Occupation of Employee: Enter the occupational code for all the employees listed on the line. If a single employee worked in more than one occupation, or in more than one region during the required weeks, report the employee on more than one line according to the hours worked.
33 8 Skill Level Skilled Craftsman/Journeyman: A fully skilled craftsman who can work independently in the trade or occupation. Generally, a skilled craftsman has a minimum of four years of verifiable trade specific experience or has completed a state certified apprenticeship program in the applicable trade. Skilled Craftsman/Journeyman are licensed where licensing is required. Entry level Craftsman/Sub Journeyman: A worker who cannot work independently in the trade or occupation. Generally, an Entry level Craftsman/Sub Journeyman has fewer than four years of trade specific experience and has not completed a state certified apprenticeship program in the applicable trade. Apprentice: You are not required to submit information for the Registered Apprentices within your firm.
34 9 Was the job covered by a union contract, or specific project labor agreement? 7. Hours: The number of hours worked by the employee during the identified reporting period. 10 Include overtime hours Total the hours for all workers on this line. You may combine hours for all four weeks.
35 11 8. Basic Hourly Rate: Hourly wage rate. Exclude: Fringe Benefits including vacation pay Shift differentials Overtime pay (include overtime hours in Hours column) Per diem Zone pay Differentials for being a crew leader, site supervisor, or non exempt supervisor
36 9. Fringe Benefits: 12 Use the examples on the following screens to help you report fringe benefit data.
37 Fringe Benefit Reporting for Prevailing Wage Projects: When working on Prevailing Wage Projects there is a base wage rate requirement and a Fringe Benefit Rate Requirement. PLEASE SEPARATE THE TWO RATES. If your firm pays higher than the Prevailing Wage Requirement please disregard this example and report the amount paid as if it were not a PWR project. Separate any required fringe pay even if it has been included on the worker s paycheck as wage. Please enter the Fringe Benefit you are required to pay in this column. It is not necessary to break out the employer contribution unless it exceeds the required hourly Fringe amount for PWR projects. 80 $22.68 $8.34 It is not necessary to break out the fringe benefits paid by benefit type for prevailing wage rate reporting.
38 Reporting Fringe Benefits for Non Prevailing Wage Projects: Report only the contributions made or costs incurred by the employer. For Health & Welfare benefits, please provide either the monthly premium paid for the employee, or the adjusted hourly rate. For Holiday & Vacation, please provide either the number of paid days off the employee receives each year, or the adjusted hourly rate. Cash paid in lieu of fringe benefits should be reported in the Other Benefits column.
