1 I. Introduction Economy, Energy, and Environment (E3) is a coordinated federal and local initiative providing small and medium-sized manufacturers with lean, clean, energy, and greenhouse gas (GHG) assessments. E3 assessments are helping the industrial sector to adapt and thrive in a business era focused on sustainability. This formalizes the details of the E3- project. Public and private-sector organizations participating in these assessments include: U.S. Environmental Protection Agency (EPA), Green Suppliers Network (GSN), and Climate Leaders Program U.S. Department of Energy (DOE), Industrial Technologies Program U.S. Department of Labor (DOL), Employment and Training Administration (ETA) U.S. Department of Commerce (DOC), National Institute for Standards and Technology (NIST), Manufacturing Extension Partnership (MEP) Small Business Administration (SBA) Department of Commerce, Division of Energy (WVDOE) Manufacturing Extension Partnership (WVMEP) Industries of the Future - (IOF-WV) University Industrial Assessment Center (WVUIAC) Department of Environmental Protection, Sustainable Communities (WVSC) Each project is unique, and E3 service providers will tailor their assessments to meet the needs of the businesses and communities throughout WV. This presents the project background, participant expectations, project goals, technical services, tools and resources, management strategy, communication strategy, roles and responsibilities, schedule of activities, leveraged resources, and terms and conditions for WV's statewide E3 initiative. II. Project Background Following is a description of the project history, capacity, and target areas for E3-WV: A. History E3-WV was initiated by Governor Joe Manchin III in the fall of The impetus for E3 was provided by federal agencies that recognized the economic harm to WV being caused by the cessation and revocation of surface mining permits by the EPA. E3 was heralded by the Council on Environmental Quality as a tool for maintaining jobs in our coal fields. Given the circumstances, we felt there was a need to be a leader in E3. The WVDOE has historically worked with the WVMEP and WVUIAC to provide energy-related services to WV businesses. E3-WV services use WVDOE's existing delivery network. B. Capacity As referenced above, the WVMEP and the WVUIAC have been supported by the WVDOE to provide energy-related services to WV businesses. E3-WV services are complementary to the services routinely provided. The challenge has been to support E3-WV while maintaining other Page 1
2 services. No unique federal funding for E3 has been provided nor have any of the any federal agencies listed, beyond DOE and NIST, committed any resources to making E3 a success. C. Targeted Areas E3-WV services are currently provided to large and small businesses. Contracts are in place with WVMEP and the WVUIAC to provide E3-WV services to businesses. No restrictions are stipulated on size, location, or type of business. Each entity markets the E3-WV services to its client groups. We hope to maintain support for these initiatives. We are now extending E3-WV services to WVSC. Community facilities and local business could take advantage of E3-WV services. Given NIST requirements that MEPs work exclusively with business entities, the WVMEP will provide services to businesses in the identified sustainable communities while the WVUIAC will provide services to community facilities. III. E3- Goals All E3 projects are focused on achieving the following overarching goals: Increase energy efficiency and sustainability; Provide valuable technical training, assessments, and support; Improve profitability of the local economy; Enable growth; and, Create and retain manufacturing jobs. A description of each partner's expectations and established goals for E3-WV are provided below: A. Partner Expectations Project Partners: WVDOE, Jeff Herholdt, director: Delivery of energy services, reduction of energy use, and support of job retention and industrial modernization WVSC, Greg Adolfson, Sustainability Officer: Delivery of environmental services, promote awareness of environmental impacts of energy use, and improve local environments. WVMEP, Tom Mahoney, President: Provide services to small businesses and improve the economic vitality of small businesses WVUIAC, Dr. Gopalakrishnan, director: Help industry identify energy efficiency opportunities resulting in lower cost performance, and identify process improvement opportunities for modernization of plants. B. Project Goals 1. Increase energy efficiency and sustainability; 2. Provide valuable technical training, assessments, and support; 3. Improve profitability of the local economy; 4. Enable growth; and, 5. Create and retain manufacturing jobs. Page 2
3 IV. E3 Technical Services The following section describes specific technical services to be delivered by this E3 project: A. Technical Assessment Process (Lean, Environment, Energy and Carbon) WVMEP and WVUIAC will provide technical services consistent with the interest and request of the customer. Typically the WVUIAC performs walk-through assessments and provides follow-up reports on energy savings opportunities. WVMEP will conduct waste stream assessments, lean reviews, and carbon footprint studies. B. Implementation Support and Resources Contacts are maintained with regional small business development centers. C. Continual Improvement Energy-related green skills training is now being provided in solar, wind, green building and energy code implementation. D. Other Services Offered Technical assistance will be offered on renewable energy, clean coal applications, alternative fuel vehicles, recycling, and building efficiency. V. Tools and Resources WVMEP and WVUIAC's technical assistance tools listed above predate branding of E3. Project partners are unaware of other tools for the program. VI. Management Strategy The following section identifies the lead organization(s) for E3-WV, presents the lead organization's internal strategy for managing personnel and budgets, and presents an external management approach for project coordination: A. Internal Management Plan The WVDOE will provide E3 services as contractual components of the State Energy Program and Energy Efficiency and Conservation Block Grant Program and monitor performance and expenditures as plan components. B. External Management Plan Quarterly programmatic and financial reports will be submitted to the WVDOE by all grantees. Communication will be maintained with all grantees to assure program goals and audiences are being addressed. Page 3
4 VII. Communication Strategy The following section presents the plan for communicating internally to ensure effective project management and also provides an external communication strategy to raise awareness of project activities and facilitate replication: A. Internal Communication Plan Informal weekly reports along with quarterly reports on funded activities are required by the WVDOE. The WVDOE maintains routine contact with WVMEP and WVUTAC during the contract period. B. External Communication Plan Reports are prepared for the Governor and Commerce Cabinet Secretary referencing E3-WV activities. VIII. Roles and Responsibilities Contract boilerplates establish state and federal funding requirements. IX. Schedule of Activities A. Project Timetable A project timeline will be established in each statement of work, which will be carried out via separate funding agreements. B. Current & Near-Term Actions Current and near-term actions include promoting E3-WVand delivery of services. C. Forthcoming Deliverables A forthcoming deliverable includes establishing a new sustainable communities initiative. D. Future Activities Future activities will aim to secure federal funding. X. Leveraged Resources No leveraged resources are included in E3-WV and the WVDOE has provided all funding to date. XI. Terms and Conditions E3-WV participants shall: Page 4
5 A. Use funding from E3 or related solicitations for the purposes laid out in this or other approved activities; B. Use the E3 name, logo, and other branding materials in accordance with federal E3 guidelines; C. If required by E3 funding, provide metrics and data consistent with federal E3 data metrics; D. Coordinate activities with the federal E3 program on a regular basis; E. Provide the federal E3 program with a biannual performance report; F. Develop performance metrics approved by the federal E3 program; G. Notify the federal E3 program prior to making any changes to key personnel or organization should the federal E3 program provide funding support; and, H. For activities receiving unique E3 funding, seek approval from the federal E3 program for any major programmatic changes. Page 5
