Interpreted Indiana law pertaining to the imposition of inheritance taxes. Assisted the Marion County Superior Court Probate Division with processing inheritance tax returns. Assisted members of the public in complying with inheritance tax laws. ICE MILLER, Indianapolis, IN Senior Counsel Provided advice on federal tax exemption and federal tax arbitrage compliance for exempt facility bond issuances, qualified mortgage bonds and governmental bond issuances. Reviewed, negotiated and drafted bond documents, including the security and offering documents, as bond counsel in the issuance of tax-exempt and taxable bonds. Provided federal and state tax analysis to various public and private sector clients including the Indianapolis Marion City-County Council and Indiana local township governments in preparation of their annual budgets. Represented clients on legislative and rulemaking matters before local, state and federal officials. Accomplishments: Responsible for discovering and substantiating state of Indiana error in excise tax distribution to the city of Indianapolis, resulting in $13 million additional revenue to the city. Provided tax advice on several hundred million dollar exempt facility bond financing of Indianapolis Airport Midfield Terminal. Advised Indianapolis Marion City-County Council on merger of the Marion County Sherriff s Department and the Indianapolis City Police Department. ELI LILLY AND COMPANY, Indianapolis, IN Domestic Tax Counsel Led tax compliance personnel in resolving state and local tax audits in the areas of sales & use, property, and income taxes. Provided federal income tax audit support including responding to Internal Revenue Service's (IRS) information document requests regarding research and development tax credits and transfer pricing. Represented company s government affairs efforts on state-wide coalition of businesses, associations, civic groups, and state universities to influence the Indiana General Assembly s income and property tax reform legislation in Indiana. Advised company departments on federal and state tax issues involving executive compensation, general payroll issues, nonqualified and qualified benefit plans, and employee fringe benefits. Advised company s private foundations on donations and transactions to comply with federal tax laws and regulations. Accomplishments: Advised and led analysis to support proposed tax restructuring legislation before the Indiana General Assembly which resulted in passage of legislation saving company approximately $30 million a year in property and income taxes. Led transfer of pharmaceutical drug donation program from for-profit affiliate to company s notfor-profit foundation resulting in $4 million in additional charitable donation. Initiated and led application process to obtain property tax abatement for expansion of company plant in northwest Indiana county resulting in $2.5 million in tax savings.

U.S. OFFICE OF THE ATTORNEY GENERAL FOR THE DISTRICT OF COLUMBIA Assistant Attorney General, Tax Division Reviewed, negotiated and drafted transaction documents as lead in-house counsel for the District of Columbia's issuance of general obligation and industrial revenue municipal bonds. Defended the District of Columbia s real property and income tax assessments as lead counsel in litigation. Advised District of Columbia agencies of the enforceability of tax liens and negotiated with taxpayers in delinquent tax workouts. Represented and advised District of Columbia agencies in the filing of proof of claims in bankruptcy matters, and negotiated settlements with debtors. WHITEFORD, TAYLOR & PRESTON, Baltimore, MD Corporate Attorney Drafted promissory notes, buy-sell, employment and non-competition agreements, and other documents for corporate clients. Represented banks in commercial loan closings and workouts. POLITICAL AND CAPITOL HILL EXPERIENCE OBAMA FOR AMERICA/CAMPAIGN FOR CHANGE (CFC), Indianapolis, IN Summer Fall 2008 Field Organizer Directed strategy for volunteer recruitment, voter outreach, and voter turnout in Indiana. Led initiatives that exceeded all voter persuasion, voter registration, and Get-Out-The-Vote goals set by Indiana CFC for Pike Township. Managed and organized over two hundred volunteers responsible for phone banking, door-to-door canvassing and general voter persuasion MARION COUNTY DEMOCRATIC PARTY Organizational Captain Organized poll workers and led Get Out the Vote efforts in over thirty precincts within Marion County for primary and general elections. Taught poll workers throughout Marion County on the application of the Indiana s Voter ID law and lead legal team in defending voter s right to vote without provisional ballots.
