Electrical permits and approvals are under the jurisdiction of the state electrical office. Certain building types will require approvals from the state Fire Marshall s office. As a separate issue, approved plans for Parking and Landscaping from the City Zoning department must be submitted along with Construction plans. 8 City of Mt. Juliet Public Works Department Building Codes Residential Plans Review Fee Schedule To: All Builders, Developers, and Contractors The City of Mt. Juliet Public Works Department gives notice that as of July 1, 2008, a revised fee schedule has been set for the reviewing of Residential building plans. The following fee schedule shall apply. Building Type Plans Fee Schedule Single Family Home (no matter sq. ft.) $100. Apartment Buildings $.06 sq. ft with a maximum plan review fee of $20,000. Town Houses $.06 sq. ft with a maximum plan review fee of $20,000. Condominiums $.06 sq. ft with a maximum plan review fee of $20,000. This applies to All New Dwellings, Commercial and Industrial Buildings Fees are calculated as such: Revised November 2004 New Dwellings $3, Commercial and Industrial Equal to the Building Permit Amount. Multiply the total square footage of the heated living space (including any bonus room that is finished or unfinished) by $71.00 per foot. 2. Multiply the total square footage of the garage by $37.00 per foot. 3. Multiply the total square footage of the basement (finished or unfinished) by $12.00 per foot. 4. Add the totals together to the Cost of Construction. 5. Round off tens or hundreds up to the next thousand. 6. Consult the Permit Fee Schedule for building permit cost. 7. Add the cost of Building Permit and Plumbing Permit. 8. ALL checks are made out to the City of Mt. Juliet IMPACT FEES 1. Construction (Based of the Cost of Construction) TOTAL VALUATION FEE $1, and Less No fee, unless inspection is required, in which case a $15.00 fee for each inspection shall be charged. Minimum charge of $ $1, to $50, $15.00 for the first $1,000 plus $5.00 for each additional 1,000 or fraction thereof, to and including $50,000. $50, to $100, $ for the first $50,000 plus $4.00 for each additional 1,000 or fraction thereof, to and including $100,000. $100, to $500, $ for the first $100,000 plus $3.00 for each additional 1,000 or fraction thereof, to and including $500,000. $500, and Up $ for the first $500,000 plus $2.00 for each additional 1,000 or fraction thereof. 18 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Pressure Tests / Residential Sub-floor Inspection Effective as of February 17, 2003 PRESSURE TESTS: in order to achieve consistency for inspections, the following gauge reading will be required at the time of inspection: Water 80 p.s.i. Gas 15 p.s.i. Please set the gauges at 80 & 15 and no more! RESIDENTIAL FLOOR FRAMING: applies to house/units with crawl spaces. Prior to installation of sub-flooring over crawl space areas, an inspection must be requested to allow proper inspection f the floor framing system. The builder may choose to leave out a part of parts of sub-flooring until the inspection is completed, allowing the balance of the framing to continue. 19 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Check List for Certificate of Occupancy Beginning April 25, 2005 all builders / contractors will have to have a CHECK LIST FOR CERTIFICATE OF OCCUPANCY filled out and accompany the request for final inspection. All issues relating to the property for final inspection will have to be addressed before a certificate of occupancy will be issued. We are forced to take these steps so as not to slow down the time for final inspection and issuance of certificates of occupancy. We ask you t make sure you have all issues resolved before requesting a final inspection, if they are not, no inspection will be done. It s up to you to contact the appropriate people. You know the closing dates and you know the problems that exist, it s up to you. Please plan for the finals so we don t delay your closings. 21 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Increase of Road Inspection Fees Ordinance was passed to establish a fee to be used to defray the costs of employing road and street inspectors and for engineering or any other costs incurred by the City of Mt. Juliet associated with the development of property, including roads and streets servicing new construction and development in Mt. Juliet, Tennessee. Ordinance also tasks the Public Works Director to determine the amount of the fee to be paid, which shall be revenueneutral, pro-rated amount necessary to fund inspections based upon all new construction/development projects in the City. At this time, the current fee of $2.50 per linear foot is not adequate to defray the costs incurred by the Road Inspectors and therefore to remain revenue neutral the Road Inspection Fee shall be increased to $4.25 per linear foot as of July 1, 2005.

22 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Treated wood inside buildings When called the International Code Council (ICC) said this about the use of treated wood in the interior of buildings since we have been getting numerous called about where it can be used. The following was the response. According to John Battles of the ICC, treated wood can be used inside buildings, unless, the label on the wood says it can not be used. In keeping with the spirit of the building codes with the spirit of the building codes as it is laid out in the 2003 IBC it is the opinion of the City of Mt. Juliet Building Department that treated wood should only be used where it is required and not as regular framing material in buildings. Builders should be able to produce letters from manufactures as to where their brand of treated wood can be used. The Building Inspectors will check the labels, or have the builders produce labels or letters if treated wood is used inside buildings. If you have any questions please call the City of Mt. 23 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Sewer and Water lines under driveways SEWER LINES Any sewer lines under driveways will be backfilled with gravel up to grade level. Any lines under driveways less than 18 inches in depth will be sleeved and filled with gravel. WATER LINES Any water lines under driveways will be sleeved and filled with gravel regardless of depth. 24 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Concrete sidewalks, driveways, and handicap ramps Due to numerous recent complaints the City of Mt. Juliet is compelled to re-enforce the following existing regulations; effective immediately sidewalks, driveways, and handicap ramps must be constructed to conform to the City of Mt. Juliet standard plans: Standard Concrete Sidewalks Detail ST-210 Parallel Curb Ramp Detail ST-305 Residential Concrete Driveway Ramp Detail ST-313 Particular attention must be given to ensure that dimensions and slopes adhere to those shown. Variances due to site conditions maybe allowed but only with prior approval in writing issued by the City of Mt. Juliet, Public Works Department. Failure to comply will result in a Stop Work Order related to the violation and/or curtailment of building inspections until the violation is corrected and is in compliance. Subdivision regulations and standard drawings are available at City Hall and Public Work. These requirements will be strictly enforced on all residential projects to avoid ongoing problems with unacceptable transitions between sidewalks and driveways, and between sidewalks and ramps. 37 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Driveways This notice is to inform you that City Zoning Ordinance #3 minimum clearances states that new driveways must be back from signalized intersections (50 feet). Zoning Ordinance #2 states, in all zoned districts, no fence, wall, hedge, or other planting or structure that will obstruct vision at any point where any private driveway intersects a public street shall be erected, placed or maintained within thirty-five (35) feet in all directions measured from all points along the property line across vehicles are intended to pass. 38 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Permits Access Inspection PERMITS: Permits must be on all job sites at all times for inspectors to verify job address and sign off on all inspections performed. Some builders keep them in the construction trailer, on site mail box, or in some other weather proof location, but they must remain on site at all times until completion of job. ACCESS: Builders must provide access to all areas needing to be inspected. Crawl spaces must be accessible for floor system inspection. Attic spaces must be accessible for inspection. If it can t be seen form the floor, you must provide a way for the inspector to see all areas needing to be inspected. INSPECTIONS: Footing and foundation inspection will be done first. We will try to do them within a 24 hour period. All other inspections are required to give at least a one day lead time. 39 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Two (2) car garages / Plumbing walls 2 CAR GARAGES In the spirit of enforcing the IBC Residential Codes the City of Mt. Juliet s local code is as follow: all 2 car garages will have one (1) single solid header across both doors. PLUMBING WALLS All plumbing walls will be 6 inch walls. 40 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Trenching and Backfilling Piping shall be installed in trenches so that the piping rest on solid and continuous bearing. We will not accept anything less. Piping cannot rest on block, brick, rock, broken concrete and etc. Piping must be bedded properly in ditch. The trench shall be backfilled to the proper grade with compacted earth, sand, fine gravel, or similar granular material. This type of material is not found in most subdivisions. Juliet policy that any homes that are closed and occupied before a Certificate of Occupancy is issued you will have to bond all of your future homes with the City of Mt. Juliet.

But they must be at least type L copper. Further more, we require the line to be clearly marked as gas lines by painting them with yellow paint that will adhere to the copper. 45 Notice To: All Builders, Developers, and Contractors From: Gary Branham Chief Building Official RE: Concrete UNDER ROOF The City of Mt. Juliet Building Inspectors office requires that all concrete under roof to have wire mesh as re-enforcement for concrete floors. The only exceptions to this policy are open porches and stoops. You may use the fibers in concrete but not in place of the wire mesh. DRIVEWAYS AND FLAT WORK OUTSIDE Driveways and other flat work outside do not at this time require a permit and therefore are not inspected and do not require the wire mesh. REBAR IN FOOTERS Rebar is always required in footers as re-enforcement. Fiber filled concrete of any type will not be used in place of the rebar in footers.
