11 GENERAL DRESS CODE AND CONDUCT POLICY 1.1 PURPOSE This order prescribes the general appearance and manner in which uniforms shall be worn, the occasions upon which uniforms shall be worn and the exceptions to the rule. Only those uniforms, insignia and accessories prescribed in this order shall be worn by member of the Tshwane Metropolitan Police Department. 1.2 CONTRAVENTIONS These dress regulations have been formulated to set the minimum standards Expected of each member. Contravention of this dress and conduct is dealt with under the conventions of the Disciplinary Code. 1.3 DRESS FOR MEN AND WOMEN Without prejudice to the stipulations of the Constitution, the physiological differences between men and women are a fact and are accommodated where necessary. Unless specifically authorised, men s uniforms shall not be worn by women, and women s uniforms shall not be worn by men. Maximum parity must be maintained between these sexes especially when uniformity is paramount. 1.4 APPROVED PATTERN This policy covers general functional areas on Pro-active and Reactive Policing, Police Administration and Licensing of the Tshwane Metropolitan Police Department and should be read with the relevant Section s Unique operational procedures. 1.5 CONDITION OF CLOTHING Each member of the Tshwane Metropolitan Police Department shall maintain a high standard of dress and appearance that does justice to the uniform. Uniforms shall be properly fitted, clean, serviceable and ironed as required. Handling of specific clothing or parts thereof shall be in accordance with the relevant prescripts, e.g. rank insignia, etc. Uniforms shall be professionally tailored. While absolute uniformity of appearance cannot be expected, personnel shall project a military image that undoubtedly reflects a common standard and are subject to military order and discipline. Uniforms shall be kept buttoned, zippered and snapped. Insignia shall be kept in good condition, and footwear shall be cleaned and shone. Prescribed full uniform shall always be worn in the correct manner, as required. 1.6 APPROPRIATE COLOURS AND ITEMS USED Appropriate colours and items used refers to the use of items and colours of accessories, accoutrements or personal items that are of plain design, are

12 491 3 complementary to, and, as far as possible, match the uniform in colour. The use of multi-colours, logos or emblems, as well as backpacks that are not indicative of the Tshwane Metropolitan Police Department or one of its components, is prohibited. As far as colour is concerned, brown and blue are generally accepted standard, while protective gear worn by motorcyclists, footwear, belts and accessories will be black. 1.7 ADORNMENTS AND EMBLEMS Unauthorised items that are not prescribed, as part of the dress code shall not be worn in any visible manner on or with any uniform dress. Unauthorised items generally refer to adornments worn for personal belief or sentiment and any other unauthorised insignia. 1.8 UNAUTHORISED USE OF UNIFORM Uniform and equipment shall be treated with care and respect at all times so that the maximum life expectancy can be achieved. Items shall not be bent, misshapen or misused in any way. They shall neither be sold nor given to unauthorised individuals or organisations, nor shall they be made available to any individual for unauthorised use. Any contraventions of this provision shall be a criminal offence and subjected to applicable legal proceedings. 1.9 WEARING AND USE OF UNIFORMS, BADGES AND INSIGNIA OF TMPD IN ACCORDANCE WITH SECTION 66 OF SAPS ACT 68/ (1) Any person who wears any uniform or distinctive badge or button of the service or wears anything materially resembling any such uniform, badge or button or wears anything with the intention that it should be regarded as such uniform, badge or button, shall, unless- (a) (b) he or she is a member entitled by reason of his or her appointment, rank or designation to wear such uniform, badge or button; or he or she has been granted permission by the National or Provincial Commissioner to wear such uniform, badge or button, be guilty of an offence and liable on conviction to a fine or to imprisonment for a period not exceeding six months. (2) Any person who wears, or without the written permission of the National Commissioner, makes use of any decoration or medal instituted, constituted or created under this Act, or its bar, clasp or ribbon, or anything so closely resembling any such decoration, medal, bar, clasp or ribbon as to be calculated to deceive, shall, unless he or she is the person to whom such decoration or medal was awarded, be guilty of an offence and liable on conviction to a fine or to imprisonment for a period not exceeding six months.

13 APPROVAL OF METROPOLITAN POLICE DEPARTMENT DRESS 2.1 The Administration Division is responsible for and controls the Tshwane Metropolitan Police Department uniform and dress regulations. The Logistics Division assists with the compiling and registering specifications, requirements for uniform contracts as well as the management and maintenance of heraldry. 2.2 The abovementioned stipulates the responsibility for determining the type of uniform, its dress prescripts, the scales of issue and its procurement. All amendments to the existing uniform, as well as the development of new uniforms shall require a staff objective or staff requirement. Such a requirement shall be submitted by the Administration Division for acceptance, and for final approval of the Chief of Police. 2.3 To ensure that uniforms are worn correctly, the appropriate appearance and proper conduct of members in the Tshwane Metropolitan Police Department, all official dress codes shall be properly authorised, by the Chief of Police in accordance with the applicable statutory provisions. 2.4 Applications shall be submitted to the Head: Support Services for authorisation. Once authorised, a copy of such an application shall be given to the Deputy Chief of Police: Police Administration who is responsible to update the dress codes and to avoid duplication within the Tshwane Metropolitan Police Department. 2.5 The following information shall accompany requests for dress authorisation: a. Provide the dress code classification number and indicate whether the request is for an amendment or a new registration. b. Provide a comprehensive motivation for the request. c. Provide an approved design or graphic representation. d. Provide the criteria for wearing an item. e. Financial implications. f. Provide the required concept draft/wording to be incorporated into the dress code. 3. TYPES OF DRESS AND CONTROL THEREOF 3.1 Within the Tshwane Metropolitan Police Department, all aspects of the dress regulations in terms of appearance, requirements, the approval and promulgation of dress policy and/or amendments thereto, are an Administrative Division responsibility. These aspects shall be managed through the command channel. A Dress Management Committee has been appointed consisting of a representative from each Division or Section, labour representatives, health and safety representatives and a selected cultural

14 493 5 representative to address such issues. This Committee shall have the authority to co-opt an identified member for specialist input, as required. 3.2 The aim and responsibilities of this Committee shall be to coordinate and manage the wearing of all forms of dress and adherence to the dress policy on a continuous basis, and to make recommendations in this regard. 3.3 Role and Functions of the Tshwane Metropolitan Police Department Uniform Committee. The Committee will perform its role and functions within the following framework guidelines. a. Aim The aim and responsibilities of the Committee will be to coordinate and manage all forms of dress, dress regulations and dress instructions within the Tshwane Metropolitan Police Department, on a continuous basis, under chairmanship of an appointed person or his/her delegate, and to make recommendations in this regard to the Deputy Chief of Police: Police Administration, if necessary. b. Frequency of Meetings Meetings will be held as required by the Committee, but at least quarterly. c. Points to be Discussed The Committee must consult all relevant interested parties/institutions about input on items appearing on the agendas of meetings, in order to make meaningful suggestions or decisions. d. Minutes Minutes of meetings must be kept, and decisions made by the Committee on discussion points must be recorded in these minutes. e. Approvals All suggested changes to uniform dress/items, or amendments to dress regulations, should be submitted to the Deputy Chief of Police: Police Administration (after proper consultation with all stakeholders) for decision/approval. f. Amendments Any change in uniform dress, method of wearing, or amendments to dress regulations and dress instructions, as approved by the Deputy Chief of Police: Police Administration, shall be compiled, distributed and

15 494 6 controlled by the Committee by means of formal and numbered amendments. g. Review The Committee on Uniforms must continually review and monitor dress, dress regulations and dress instructions by means of opinion polls, etc in order to determine whether these are still acceptable or whether they need to be reviewed because of circumstances having changed. Scales of issue, and scales of uniform maintenance allowance shall also be reviewed yearly, or as required, by means of surveys or in accordance with the requirements, and, if necessary, amendments must be requested. Requests for amendments to scales of issue, where applicable must be referred to the Deputy Chief of Police: Police Administration h. Maintenance and Care Hints and guidelines for maintenance and care of uniforms should be provided by the Committee to subordinate headquarters, whenever possible and if applicable, in respect of: i) The input procedure for uniform maintenance allowance and clothing allowance, in terms of the Tshwane Metropolitan Police Department management process, should be followed. ii) Hints for caring for uniforms should be provided to users when applicable. i. Medium Term Planning {Stores (Uniform Issuing) to have copies available} Planning and research regarding uniforms and dress requirements are necessary, and advance liaison and coordination with the Police Administration staff in respect of the type of requirement, strengths, and scale involved, will be essential for budgeting purposes. This will ensure that uniform dress will be available to the Tshwane Metropolitan Police Department members in the medium term, as required and in the right quantities (including reserves). This will also promote uniformity and the image of the Tshwane Metropolitan Police Department. 3.4 Dress Regulations and Instructions Dress regulations and instructions as promulgated by the Chief of Police: Tshwane Metropolitan Police Department, must be strictly adhered to at all levels. Any deviation to this policy without written exemption by the Chief of Police shall be dealt with in accordance to the Disciplinary procedures and CoT s processes.

16 REQUIREMENTS (UNIFORM) 4.1 Description A requirement/suggestion/problem may arise in respect of: a. New Items of Dress/Amendments to existing uniforms or items of dress/new dress instructions/amendments to dress instructions When a specific new uniform or item of dress considered/suggested to be essential such requirement must be formulated to be processed along the command channel to the next applicable level. The Uniform wearing staff should consult logistics staff on applicable levels, and interaction and liaison among the uniform staff, logistics staff, and other involved staff must continue until all requirements has been satisfied. (Command channel Procedure to introduce, research, analyse, and evaluate etc. any article before consideration for approval as formal uniform articles (Uniform Committee Framework). 4.2 Criteria for Formulating a Requirement a. What is required, nature and extent (motivation) b. Complete user requirements. c. What must the item look like, or how must the dress prescription be worded. d. Format or specifications for the item. e. Who required the item, and on what level? f. Quantities needed or suggested scales of issue, where applicable. g. Broad financial implications (uniform items only). 5. PROCESSING OF DRESS REQUIREMENTS / PROBLEM RELATING TO DRESS REGULATIONS, PRESCRIPTIONS 5.1 Institutions / Levels Requirements, as already defined in par 5, this document differs in nature and extent. A requirement may, therefore, originate or be initiated at one or more of the following institutions on one or more of the following levels: a. Divisional level b. Sectional level c. Sub-sectional level, or d. Functional level.

17 Channels All requirements for, and all matters related to dress policy, dress prescriptions, dress regulations, and its management shall be a personnel responsibility, and must be handled and processed as such along the command channel. The command channel should not, however, handle these matters in isolation. There is several other interfacing areas logistics staff on the various levels, with whom the personnel staff must interact liaise. 5.3 Liaison / Interaction Personnel staff responsible for addressing a dress problem or dress requirement should liaise closely and timeously on the relevant level with other staff concerned. This is essential in order to determine possible logistical or financial implications involved in rectifying of such matters, aspects, or goals. 5.4 Liaison and Processing of Requirements / Problems All requirements received from lower level will be referred to Support Services and will be handled as follows: a. It will firstly be considered and handled by the Uniform Committee. b. If the requirement relates to a dress prescription or regulation, it will be handled as follows. (1) After the Committee has considered and debated the requirement, it will be referred to Police Administration, together with the necessary comments / recommendations, for a decision. That aspect will then be finalized through the personnel channel. c. If the requirement relates to a uniform, uniform article, or dress item, it will be handled as follows: (1) The Committee will consider and debate the requirement. (2) The Committee must then discuss the requirement with all other possible users or interested parties concerned (in the case of requirements particular to a certain corps only), and obtain their inputs. (3) The Committee and/or that specific Corps involved must then roughly analyse the requirement and determine the estimated figures involved. (4) The Chairman of the Committee or the appropriate Corps Superior must consult with Police Administration in terms of the justifiability or validity of the requirement, and

18 497 9 alternatives thereto, together with comment and recommendations. (5) Police Administration will then consider the requirement in order to identify obvious or possible financial implications related to it. (6) Police Administration will decide whether the requirement is justifiable and valid or not, and what possible alternatives there are. (7) If the requirement is recommended and approved, and if it requires a target, a target must be determined. (8) The Uniform Committee will be responsible for the drawing up of a target for general dress requirements. The responsibility for drawing up a target for requirements particular to a specific corps will rest upon the particular corps Superior, in co-operation with the Committee. (9) The target compiles a brief description of the item or uniform item required. The requirement must be motivated in brief, and could then be stated both qualitatively and quantitatively. An indication of the features expected in the product must be given. The urgency of the satisfying of the requirement must also be motivated here. Shortcomings of the present equipment or the lack of such equipment must be shortly stipulated in the target. If possible, an indication of the broad financial implications can be given. (10) After completing the target, the Committee will present it to Police Administration for approval in principle and / or the necessary adjustments. (11) Thereafter the Committee will present the target to the Chief of Police for final decision and approval. 5.5 The types of Tshwane Metropolitan Police dress consist of the following: a. Office/working dress Office/working dress to be worn by members doing office work. b. Operational/working Dress Operational/working dress shall be worn as prescribed by operational norms in the operational instructions. (As prescribed in the Manual of orders or as determined from time to time by the Chief of Police).

19 c. Peculiar to a section/sub-section Each arm of the service has unique uniform articles made up of protective and specialised dress. d. Ceremonial unit The uniform will only be utilised during official ceremonies. e. Protective Clothing For the purposes of safety, practicality and greater productivity, certain work disciplines have prescribed clothing worn to shield the body from dangerous substances or a hostile environment. Such shielding includes protection of the body, feet, hands, eyes, ears and head. The Occupational, Health and Safety Act, 93 : (Act No 85 of 1993) as prescribed by the Department of Labour and the Basic Conditions of Employment Act, stipulate those prescripts that will always overrule general regulations. Protective clothing shall be worn accordingly, these include the Ballistic Body Armour, Bikers protective gear of which Supervisors are duty bound to inspect and ensure that they are worn all times while duties are performed. f. Specialised Dress Specialised dress shall be worn according to the dress code. g. Specialist Equipment The use of specialised or professional equipment is restricted to those members who require it in the official performance of their duties. An example: whereas any member may use a camera, only members specifically tasked may carry specialist equipment, e.g. professional film and photographic equipment, as authorised accoutrements to their uniforms, Motor Cycle Units, Canine and Equestrian Units. h. All uniform will only be issued and thereafter reissued on a return basis as per the Council approved policy for the issuing and re-issuing of uniforms and personal protective equipment (2001). i. 22 GENERAL BEHAVIOUR AND CONDUCT 6.1 Members of the Tshwane Metropolitan Police Department in uniform are visible representatives of the organisation. Their behaviour will therefore reflect the standards and norms accepted by this organisation. 6.2 Decorum when in Uniform Not all aspects of behaviour can be dictated by this order when members are with family members and associates, whilst in uniform. When in uniform, the necessary decorum shall be applied at all times. However, the following provisions obtain: a. Public displays of affection, such as walking hand-in-hand or with arms entwined, or arm-in-arm with another person is prohibited, except when parental control is required or when good manners and etiquette prevail in the assistance of the elderly, invalids or on medical grounds, or displaying good manners as an escort/or being escorted. b. Overt displays of affection, such as cuddling, groping or fondling in public. This in no way excludes farewell and welcoming embraces or kisses if the necessary decorum is exercised. c. Members may push or carry a baby conveyance by hand. They may also carry an infant or very young child in the arms. However, members in uniform shall not carry children on their shoulders, or on their backs with or without a blanket, nor in a baby harness, as this detracts from the military bearing. d. Compliments and saluting will be carried out in an appropriate military manner, as and when required. 6.3 Behaviour when in Public and in Uniform With regard to behaviour when in public, the following rules shall apply: a. Carrying Items The carrying of items in a manner that will not detract members from their military appearance and bearing. Saluting and compliments shall still be maintained. (Literally members in uniform shall carry items with the left hand to free the right hand for this purpose).

23 b. Shopping Whereas it is preferred, that members do their private shopping in civilian dress and after hours, the following guidelines are provided for when members do their shopping and conduct their personal affairs: I ii iii iv Show courtesy to all. Maintain a neat bearing and proper behaviour. Show the necessary marks of respect when and as required. The general rule is that members shall wear their official headdress in public. Only an authorised headdress shall be worn. c. Smoking Smoking is subject to health legislation. Members in uniform may smoke only in dedicated areas with due cognisance of any nonsmoker(s) close by. Pipes, cigarettes or cigars shall not dangle from smokers mouths. Smoking is not permitted when walking in uniform. The necessary marks of respect shall be shown at all times. Circumstances shall dictate whether headdress should be removed or not when smoking. (The applicable health legislation shall enjoy precedence over this provision at all times). d. Eating in Public When eating in public this will be done in appropriate areas and the headdress shall be removed. Members may not eat while they are walking. The same rule applies to drinking in public. e. Consumption of Alcohol The consumption of alcohol in any piece of official clothing or uniform is strictly prohibited, except at any legitimate official function, on permission by the highest ranking officer, whom shall be accountable to the resultant unbecoming behaviour of such members. The applicable statutory provision regarding drunkenness shall enjoy precedence over this provision. 6.4 Combining Metropolitan Police Uniform and Civilian Clothing Metropolitan Police uniform and civilian outer garments shall not be visibly combined. The exceptions to the rule are the authorised wearing of uniform when participating in organised sport and wearing official Metropolitan Police sports attire, such as equestrian attire, as well as whilst riding a motorcycle or cycling.

24 Wearing of Uniform Whilst Cycling, or Riding on a Motorcycle Metropolitan Police members in uniform riding a motorcycle, bicycle, horses or similar type of transport shall exercise the necessary decorum. The following rules apply: a. Safety helmets, as prescribed by law, are acceptable with the uniform when riding a motorcycle or cycling. b. If no protective helmet is worn, the official headdress shall be worn at all times. c. Individuals who experience difficulty in transporting certain types of headdress, i.e. peaked cap, on a motorcycle, may proceed bareheaded to and from motorcycles while holding their helmets in their hands. However, members shall make every effort to have their military headdress on hand and to do it before and after riding the cycle or motorcycle. 6.6 Wearing of uniform when off duty The wearing of uniform or any piece thereof while off duty is not permitted, except for a time necessary (to report on or off duty) to travel from home to work or vice versa through a shortest route prevailing between the destinations in question. 7. METROPOLITAN POLICE UNIFORM As stated earlier in this policy, a member s uniform is a visible indication of the morale and discipline within the organisation. Their appearance in uniform shall thus be beyond reproach. To ensure uniformity the undermentioned guidelines shall apply. 7.1 Disposal of Uniform Items The recovery of unserviceable and partly worn uniform items of clothing, as well as of redundant and obsolete stock shall be affected in terms of the relevant logistics regulations and instructions. 7.2 Safety Regulations Metropolitan Police and civilian protective clothing shall be worn as prescribed when on duty. It shall be worn according to the relevant regulations, which shall always overrule the general regulations. Any neglect shall render one vulnerable to disciplinary action, equally ineligible for injury on duty (IOD) claim in case of injuries. 7.3 General Rules To accommodate those issues that are not otherwise categorised, the following aspects are pertinently addressed:

25 a. When standing upright, the length of Metropolitan Police women s skirts and dresses shall be 20 to 50 mm below the crease at the back of the knee. b. When standing, a member s socks shall not be visible beneath the trousers. c. Approved Metropolitan Police chest insignia shall be worn by an authorised member 6 mm above the breast pocket. d. The only insignia to be worn on jerseys are the rank insignia and shoulder flashes. e. Only the appropriate rank insignia is worn on the coats. f. Members shall not be allowed to attach key rings and chains to belts or trouser loops. (If placed in pocket it must show a good appearance and not bulge pockets in an untidy manner). g. Knifes may not be worn on waist belts or stable belts, or hooked onto trouser straps unless so provided, otherwise it shall be pocketed in a manner that it shows good appearance, h. Cell phones shall be kept inconspicuous or else worn with appropriate holders complementing uniform attached to belts or pocketed in a manner that shows good appearance and not bulging the pocket. 7.4 Headgear (Hat, headdress, helmet, hood, head covering) a. Integral Part of Uniform A headdress forms an integral part of the uniform. Only an authorised headdress shall be worn on the head. Headdress shall be worn in accordance with the relevant dress instructions. Headgear shall be worn according to safety regulations, training and operational instructions. b. Wearing of Headdress whilst Travelling Protective headgear shall be worn whenever appropriate. The wearing of an official headdress is optional when travelling in a means of transport (eg. road, rail or air). When proceeding on foot headdress shall be worn.

26 c. Wearing of Headdress in the Workplace Appropriate headdress shall be worn at all times, except when internal arrangements specify otherwise. d. Authorised removal of Headdress Headdress shall be removed: i. when so ordered by an appropriate authority; ii. as and when religious practice requires it; iii. on entering an eating establishment for the purposes of eating on the premises; iv. when seated at sports meetings, the theatre and similar occasions; v. when travelling in a means of transport; and vi. when taking an oath. vii. caps may not be bent and the padding may not be removed. e. Marks of respect during Scripture Reading and Prayer or One Minute s Silence Headdress shall be removed during prayer and the period of one minute of silence, except for female officers. 8. ACCOUTREMENTS: METROPOLITAN POLICE DRESS ITEMS 8.1 Wearing of Insignia Authorised insignia and foreign military insignia shall be worn according to regulations. 8.2 Wearing of Orders, Decorations, Medals and Ribbons Orders, decorations and medals shall be worn according to regulations. 8.3 Aiguillettes The aiguillette is worn with service dress on specific occasions, only by those specifically designated persons and other designate personnel thus authorised.

27 Braces for Trousers Braces for trousers may be worn, but shall not be visible. 8.5 Electronic Communication Equipment (ECE) Official or private electronic communication equipment, including pagers and cellular telephones, may be worn on a Metropolitan Police uniform only if the following prerequisites are stringently applied: a. Only black or brown-cased ECE may be worn attached to the waistband. b. Normal compliments and salutes may not be hindered by the wearing or the use of the cellular telephones or other ECE. c. The wearing of a cellular telephone during exercises, training or operations, shall be prescribed by the exercise, training or operational instruction. Cell phones worn around the neck of an Officer when in uniform by using a cord, is prohibited. 8.6 Firearms Only an official firearm may be worn with the uniform in the appropriate and prescribed manner. Only an official holster may be worn visibly on the hip in the appropriate and prescribed manner. Other worn or carried service weapons shall be handled in accordance with the appropriate ceremonial, training or operational instructions. During extraordinary circumstances, other worn or carried weapons shall be handled in accordance with the appropriate operational instructions and/or personal responsibilities. 8.7 Forms of Identification and Access Cards For security purposes it is crucial that Metropolitan Police members can be positively identified at all times and by a means that permits visible comparison and examination. For the purposes of standardisation, the following shall be adhered to: a. Name Badge The official name badge forms an integral part of the uniform and shall be worn at all times in the appropriate manner on the right chest of the uniform. b. Metropolitan Police Appointment Certificate Members shall be in possession of the appointment certificate and shall be able to show it to any person on request.

28 c. Security Identification Access Cards 8.8 Foul Weather Gear The security identification access card may be worn on the uniform, but only within unit lines. Within unit lines the card shall be worn uniformly by clipping the card onto the left chest below the shoulder with the inscription face upwards. Foul weather gear and protective clothing and items shall be used in accordance with the TMPD dress instructions. 8.9 Gloves Gloves shall be worn as prescribed by the TMPD dress instructions as stipulated in operational plans, e.g. point duties, ceremonial function Mourning Bands 8.11 Socks The only visible adornment as an indication of mourning shall be the official black mourning band, which shall be worn around the left arm midway between the elbow and the shoulder of a uniform as shall be directed by the Chief of Police when attending state or military funerals. This mourning band is compulsory for officers of equal rank with the deceased, but is optional for other ranks. All ranks may wear a mourning band as a mark of private bereavement when attending a funeral. Prescribed socks will be worn with all applicable dress Stockings 8.13 Tie Women shall wear prescribed stockings with all applicable dress. When a tie is worn, the lowest point shall be as close to the top of the belt buckle as possible Tiepins and Cuff-links Tiepins and cuff-links may be worn with uniform as prescribed. However, colour and design shall complement the uniform and be processed for approval through the command channel.

29 Other General Items All other general items, such as knifes, pens, notebooks, lighters, cigarette packets, keys, etc shall be worn as prescribed and, if not prescribed, shall neither be visible above or through the material nor unnecessarily distort the uniform Lanyards Blue and yellow stripped lanyard shall be worn with ceremonial dress on the right shoulder; the rest of the cord must be put in to the right breast pocket Raincoats Only ranks are worn on raincoats Pen/pencils Pens or pencils are not allowed to stick out above pockets. It must be inside the pocket and not visible Boots Bootlaces will be properly tied up with the one end knotted to the lower part of the boot, and the loose end at the top of the boot. Zips shall always be pull up to the top. The lace of the operational pants will be tied neatly above the boot. No chains or elastic bands will be used Leather Items Leather items will be regularly polished and kept in a good and shiny condition Ceremonial Belt The ceremonial belt will only be used for specific occasions as ordered by the officer in command. It will not be used for operational duties or for any other reason. 9. ACCOUTREMENTS: PERSONAL DRESS ITEMS 9.1 Acceptable Personal Accessories The under-mentioned accessories may be carried when in Metropolitan Police uniform. However, members shall project an image that is disciplined, professional and neat and shall utilise the items that complement the uniform. The item/s utilised shall be carried in the left hand so that compliments and salutes are properly carried out as required.

30 a. Attaché Cases, Women s Handbags, etc Women have a prescribed handbag that is an optional uniform item. The women s prescribed handbag is the only item that shall be slung over the shoulder, on the left side. All members may use a personal attaché or brief case to carry their personal or business items. Receptacles shall match the uniform. b. Portable Office Equipment Such equipment includes laptops, personal computers (PC), etc. Such items shall be carried in the hand and not slung over the shoulder. c. Tog bags/carry-alls/backpacks/tote Bags, etc These holdalls may not be carried over the shoulder or on the back of the right hand when in uniform to free the right hand for compliment and saluting. 10. PERSONAL APPEARANCE AND PERSONAL CARE The principle is that all items worn with the uniform shall complement the uniform. Accessories shall be as unobtrusive as possible. For the sake of uniformity, prescribed standards and guidelines have been provided as regards personal care, as well as for moustaches, beards and hairstyles Moustaches, Beards and Hairstyles a. Members who for medical or cultural reasons require official permission to wear beards may apply for such permission within the confines of these regulations and dress instructions. b. The Head of a Section may grant special permission to wear a beard to members performing specialist tasks Personal Care To ensure a neat and tidy appearance in uniform, a high level of individual personal care is essential in the Metropolitan Police environment. The under-mentioned aspects shall be noted: a. Facial Hair Men shall keep the facial area from the temple down to the chin, including the cheekbones as well as the neck area, clean and well shaven. (Sideburns may be grown but these are to be kept neat and tidy and are not to extend below the middle of the ear.) The exception

31 to the aforementioned is where men are authorised to cultivate moustaches and/or beard. Body hair that is visible and that extends past the collar shall be trimmed or shaven so that it is no longer visible. b. Nail Care Members shall keep all nails short, neat and clean. All men shall keep their fingernails short up to a maximum length of 2 mm, whereas the maximum length for women is 5 mm as measured below the nail from where the nail projects over the fingertip as viewed from the back. Women who use nail polish shall use a single colour that complements the uniform. c. Personal Hygiene Members shall ensure that they maintain a high standard of personal hygiene at all times. d. Tattoos Any visible tattoos are prohibited e. Undergarments Appropriate undergarments shall be worn at all times under the uniform without being visibly noticeable (V-necks) or else be complimentary to the colour of the shirt worn. f. General Care All items of personal undergarments, sportswear, footwear and uniform shall be regularly laundered and shall be presentable, neat, clean, tidy and shall be inspected daily by Supervisors Make-up and Facial Adornments Make-up and facial adornments shall complement the uniform. Cosmetic make-up when applied shall be used in moderation to subtly enhance the beauty of the wearer and complement the uniform Marital Dot The marital dot (titak/bottu) with a maximum diameter of 10 mm may be worn by married Hindu women on their foreheads for religious purposes Sunscreen Creams Only clear sunscreen creams shall be used when in uniform.

32 Jewellery The Metropolitan Police comprises such a wide variety of cultural groups, nationalities, traditions, religions, languages, etc that, although each individual is respected, it is not feasible to accommodate this diversity in the Metropolitan Police dress code policy. The Metropolitan Police has its own culture and one dress code policy to forge a common bond between all its members. To promote the corporate image of the Metropolitan Police the under-mentioned jewellery when used, shall be worn as indicated. a. Adornments Only the arm adornments as stipulated hereunder are permitted. i Medic Alert Bracelet A standard medic alerts bracelet in gold or silver may be worn. ii Watch Any watch that is worn visibly shall complement the uniform. b. Ear Ornaments Only one earring of a matching set may be worn by women on the lobe of each ear. Plain ear-studs of gold or silver, or mounted with a pearl, diamond or zirconium or imitations thereof, to a maximum size of 7 mm, may be worn. Plain gold or silver sleeper earrings having a maximum uniform thickness of 2 mm and a maximum diameter of 10 mm may be worn. c. Neck Chains The following may be worn, but are not to be blatantly visible: Medic alert neck chains, religious/medicinal neck lets, etc as per personal belief, worn under the uniform. Cosmetic gold/silver/copper/leather chains may not be worn with uniform. d. Rings Only one finger per hand may be adorned with a ring. However, wedding rings may be worn on either hand (personal choice of style prevails in this regard). When worn they shall be situated between the hand knuckle and third joint closest to the finger knuckle. Rings shall complement the uniform. Rings that are offensive or discriminatory are not permitted. Ostentatious and gaudy designs are not permitted. No additional earrings, tongue rings, nose rings or any other rings on obscure places will be allowed.

33 Spectacles Standard, prescription frames and lenses shall complement the uniform. Only eye spectacles that are medically prescribed may be worn. a. Sunglasses The frames and lenses of sunglasses shall complement the uniform. b. Spectacle Cords The use of spectacle cords and safety bands is intended for members with vision defects and are restricted to the following: i. Only black/brown/blue elastic spectacle safety bands may be worn inconspicuously from ear to ear across the back of the head to keep spectacles in position. These may be worn during physical training or physical activities, where the possibility exists that the spectacles may drop and get damaged. ii. Spectacle cords shall complement the uniform in accordance with the prescripts. iii. Spectacles may not dangle from the chest nor may spectacle cords be worn in public Temporarily Restricted Physical Condition If any temporarily restrictive physical condition develops that prevents an individual/render one unfit to exercise normal Metropolitan Police practices which would affect the wearing of uniform in the appropriate manner, in consultation with appropriate authority, common sense should prevail as to whether to wear Metropolitan Police or civilian clothing (e.g. plastered broken limb etc.) Cultural Personal Diversities Civilian clothes may be worn during working hours by uniformed members authorisation by supervisors from the rank of Superintendent. After authorisation has been obtained, the civilian attire worn shall be formal dress (with tie). Civilian attire that is not complementary to the corporate status of the Metropolitan police member s status shall not be worn. During official, military and social functions the appropriate prescribed dress shall be worn. 11. OCCASIONS AND ATTIRE 11.1 Correct Dress for Various Occasions It is Metropolitan Police practice to indicate the type of dress appropriate for each type of Metropolitan Police occasion. The appropriate dress for the

34 companion (where applicable) is also stipulated. Any person who organises a function shall ensure that the correct dress is prescribed for Metropolitan Police and civilian guests/participants Municipal Auction Sales If members of the Metropolitan Police wish to bid at a Municipal auction sale, they shall be dressed in civilian clothes During Leave Outside and Within the Republic of South Africa Members of the Metropolitan Police shall not wear uniform during periods of leave spent within or outside the Republic of South Africa except when acting in an official capacity Garden Parties Officers who attend Presidential garden parties shall wear the appropriate dress as specified on the invitations Graduation Ceremonies When attending a graduation ceremony as a graduate, Ceremonial dress is worn with Metropolitan Police headdress. The mortarboard is not worn Public Bars Except in the performance of their official duties, Metropolitan Police personnel in uniform are not permitted to enter establishments whose sole purpose is the sale of alcoholic substances When Proceeding on Duty Outside the Republic of South Africa All members of the Metropolitan Police who travel on duty to destinations outside the Republic of South Africa shall wear civilian clothes except when individuals, groups or units proceed abroad under special arrangements and have been ordered to travel in uniform When Reporting on Detached Duty/Courses Members shall, on the first day of duty, report to their new commanding officers in Ceremonial dress or equivalent or as determined by the applicable Metropolitan Police institution. The same applies to departures When travelling by Aircraft on Official Duty in the Republic of South Africa Members can wear civilian clothes or appropriate uniform on commercial flights.

35 When Travelling by Land on Official Duty in the Republic of South Africa When travelling by land in the Republic of South Africa orders or individual circumstances will determine the dress Dress on Civilian Occasions in Official capacity Whenever members of the Metropolitan Police are invited to civilian functions in their official capacity, they shall be dressed in uniform.

36 PRESCRIBED STANDARDS: MOUSTACHES, BEARDS AND HAIRSTYLES 12.1 Uniformity and Neatness a. For the sake of the uniformity and neatness of all members of the Metropolitan Police and in order to maintain pride in the professional and well-disciplined corporate image, the prescribed standards expected from each individual are hereby for wearing moustaches, beards and hairstyles. b. Each member s Officer commanding is to act as the arbiter as to the neatness and appropriateness of a member s moustache, beard or hairstyle, in accordance with the following prescribed standards. These standards shall be consistently applied: 12.2 Moustaches A moustache shall conform to the following: a. The maximum length beyond the corner of the mouth shall not exceed 15 mm. b. Moustaches shall not be grown across the cheekbones nor connect with the hair at the temples. c. The ends of the moustache shall not extend below a horizontal line through the mouth corner nor drop downwards. d. When the ends are curled, the curled ends shall not be longer than 50 mm and shall curl upwards Beards Beards shall meet the following requirements: a. When beards are grown for medical grounds, members shall adhere strictly to the Medical Practitioner s medical prescriptions. b. Beards shall be grown along the natural hairline contours of the face and shall be grown to appear full, natural and shall continue from the ear to the chin and the top of the Adam s apple. The remaining neck area shall be clean-shaven, except where medical reasons dictate otherwise. c. The maximum that a beard may extend at the sides of the face shall be 15 mm and 25 mm around the chin. d. The minimum extension of a beard shall be 4 mm from the side of the face and 10 mm around the chin. e. The prescribed moustache shall always be cultivated to neatly integrate with the beard and shall have no protruding (longer) ends Hairstyles a. Wearing of Wigs, Hairpieces, Hair Extensions or Toupees

37 The wearing of hair other than one s own is permissible, provided that the colour is appropriate and appears natural and the wearing thereof does not interfere with the wearing of the headdress or with practical or field training. Members shall adhere to the prescribed guidelines. A toupee may be worn by men with thinning hair. A wig may be worn for medical or cosmetic reasons. The rules for long hair apply to women who make use of hairpieces or hair extensions to lengthen their hair artificially. b. Altering or Enhancing the Hair Colour Hair may be coloured or tinted provided that it tones in with the member s natural hair colour and complexion. The style and colour shall also complement the Metropolitan Police uniform. c. Hair Styles for Men Hair shall be neat and well groomed at all times. The norm is short back and sides without extremes in style. The various acceptable styles are as indicated. d. Hair Styles for Women The hairstyles for women in uniform shall be neat and well groomed at all times. The style and cut shall be complementary to the uniform and the member. The following is applicable. e. Short Hair Styles for Women Short hairstyles are permissible. acceptable. However, extremes are not f. Hair of Medium Length Medium-length hair may not be worn longer than the bottom edge of the back collar and shall be so styled that the hair does not hang over the shoulders and cover the rank insignia or collar badges. Hair in the process of changing from a short to a long style may be grown out. However, as soon as the hair is long enough to be tied into an acceptable ponytail or worn up, it shall no longer be regarded as inbetween or medium-length hair. g. Long Hair Styles for Women Rank insignia and collar badges shall always be fully visible. Once hair reaches past the lowest part of the collar it is considered to be long hair and shall be suitably tied. The style may in no manner interfere with or hinder the correct wearing of the appropriate headdress. Hair shall be properly secured at all times. The hairstyle shall be carefully selected to complement the wearer and the uniform. The length should

38 necessitate the absolute minimum use of visible hairclips or hair combs to hold the style in position. Loose strands may not hang or curl in or down the neck or face. The under-mentioned styles may be worn: i. Hair-bun or Hair-rolls The hair may be worn in a fashionable bun or roll in the neck or slightly higher on the head. Long hair need not and should not appear old fashioned. Only an inconspicuous hairnet may be worn together with a bun. A brown or blue sliding comb may be worn to keep the roll in place. ii. Ponytails A single ponytail is permitted provided that it is fastened low in the neck and does not stand out protruding from the head. A ponytail shall be centrally situated at the back of the head: it shall appear stylish, cared for and well-groomed. Long ponytails shall hang straight down between the shoulder blades. Hair that fans across the shoulders and back and/or extends past the armpits shall either be bound up on the head or plaited. The manner of fastening is discussed in detail under Hair Accessories for Women. iii. Plaiting A single plait is compulsory for long hair if the hair is not bound up on the head. A single plait shall hang straight down the back and the ends shall be fastened with a band in the fashion of a ponytail. The hair may also be plaited on the head or worn in a bun in the neck. French plaits are permissible. Multi-plaited styles shall complement the uniform. The criteria for wearing headgear shall be adhered to at all times, as well as the rules for ponytails as stipulated in the aforementioned paragraph. e. Hair Accessories for Women Hair accessories shall complement the uniform and shall adhere to regulations. The following applies: i. Alice Bands Alice bands that are no wider than 25 mm may be worn, provided they do not hamper the wearing of headdress. The colour shall be brown or blue.
