SAFE WORKING AT HEIGHT REQUIREMENTS Presentation to Friday, 07 August 2015

INDEX What is fall arrest What is rope access What is work positioning What does and anchor point consist of Why do a need to be able to perfrom a rescue? What is the legal requirements Who governs the training and certifiction What are the benefits of using a fall arrest and rope access system Summary 2

WHAT IS FALL ARREST? Fall Arrest is a system that is designed to stop the fall safely: A fall arrest system consist out of a full body harness, a fall arrest device and a anchor point The fall arrest device is designed to keep the forces generated during the fall below 6 kn With fall arrest your feet will always be on a structure, but the possibility of a fall exisit. With a Fall Arrest Working System I will always need one Fall Arrest system, attachment point at all times. 3

A FALL ARREST SYSTEM CONSIST OF: 1. ANCHOR POINT 2. FALL ARREST DEVICE 3. FULL BODY HARNESS

WHAT IS ROPE ACCESS? Rope access is a method of using ropes to access my working area: A rope access system will always consist out of two ropes. One being my working platform and the other my fall arrest system. With rope access I, will be suspended in the air without my feet touching a standing platform 5

WHAT IS ROPE ACCESS? 1. WORKING PLATFORM 2. FALL ARREST SYSTEM

WHAT IS WORK POSITIONING? Work positioning is a method where I can position myself to have both hands free in order to do my work: 1 A work positioning system must always be used in conjunction with a fall arrest system 1. Work Positioning System 2. Fall Arrest System 2 7

WHAT DOES AND ANCHOR POINT CONSIST OF? An Anchor point can be a permanent fixture (planned) or a self identified structural point. If it is a permanent fixture the serial number, date of next certification and the standard that anchor point must conform to needs to be clearly visible on anchor system. PERMANENT ANCOR POINT 2. PERMANENT VERTICAL 3. PERMANENT HORIZONTAL ANCHOR LINE

WHY DO I NEED TO BE ABLE TO PERFROM A RESCUE? Stopping the fall only solves half the problem. A person hanging unconscious in a harness can die in a very short period of time. Pooling of blood and a loss of muscle movement can cause suspension trauma which in turn will cause death if not rectified in a very short period of time. Have your rescue plans ready and ensure that your rescue equipment is on hand and ready to use. 9

THE LEGAL REQUIREMENTS FOR WORKING AT HEIGHT IN SOUTH AFRICA The Occupational Health and Safety Act says you as the Employer will provide a competent person for doing the work. The Skills development Act says competence shall be proven against a Unit Standard. The Construction Regulation says every work site shall have a Fall Protection Plan that will cover the following: Training for working at height Equipment for working at height Rescue Procedures for working at height 10

TRAINING GOVERNANCE & CERTIFICATION The Institute for Work at Height (IWH) governs local training and certification for rope access and fall arrest technicians. The IWH is also the only recognised professional body through the Services Sector Education Training Authority (SETA) at and the South African Qualifications Authority (SAQA). SAQA has accepted the IWH registered professional designations for Rope access and Fall arrest practitioners as the only accepted qualification to issue a licence to operate against. Note: No other rope access training and certification system is accepted within South Africa. 11

BENEFITS OF USING A FALL ARREST & ROPE ACCESS SYSTEM The risk of accountability and liability that lies with the employer is reduced with following the correct requirements Faster, safer, simpler working system that will increase productivity Motivated staff 12

SUMMARY What is needed for a safe working at height system Fall Protection Plan Fall Arrest and or Rope Access System for all working at height Certified, inspected equipment Safe Certified Anchor Points and/or Anchor Lines Training proving competence for working at height in line with the Skills Development Act Licenced technician for working at height through the IWH Rescue Equipment and Rescue Plans 13
