1 REQUEST FOR PROPOSAL IMPLEMENTATION OF THE MILWAUKEE METROPOLITAN SEWERAGE DISTRICT S GEOGRAPHIC INFORMATION SYSTEM VISION - PHASE II CONTRACT M03003E06 The Milwaukee Metropolitan Sewerage District (DISTRICT) is inviting firms who have experience implementing Enterprise Geographic Information Systems (GIS) or other large information technology (IT) projects utilizing the ESRI suite of products, to submit sealed proposals for services relating to implementation of the DISTRICT s GIS Vision. SUMMARY In an effort to improve organizational efficiency and bring added value to the way the DISTRICT conducts business, the DISTRICT has developed a Geographical Information Technology Vision and Implementation Plan (see Attachment F) 1. The plan provides a road map and solid foundation for an updated approach to the application of GIS and related technologies using the ESRI software suite of products. The plan also provides an Enterprise GIS strategy that aligns the DISTRICT s mission as well as the latest advances in information technology management practices. The DISTRICT s GIS vision is to provide DISTRICT stakeholders with an accessible, accurate, and comprehensive tool that improves communication and decision making related to DISTRICT facilities. The DISTRICT s GIS objectives are to improve: Decision making Business processes Protection of DISTRICT investments/assets Communication with internal/external stakeholders GIS maintenance efficiency by centralizing data and utilizing uniform applications, software, and standards Internal/external customer satisfaction The Phase II scope executes a GIS Implementation based upon detailed guidelines and Software Requirement Specifications (SRS) resulting from the completed Phase I. The Phase I scope consisted of developing the following: SRS documents for eleven user applications; physical data model; data conversion strategy; future systems architecture, inventory of existing applications, data, and systems architecture; GIS standards; document/records management strategy; and a training strategy. The Phase I documents are found in Attachment G 2. These documents are also illustrated in the video found in Attachment H. 1 Please note that the Geographical Information Technology Vision and Implementation Plan contains estimated application costs that should not influence proposal compensation values. Geographical Information Technology Vision and Implementation Plan application costs were forecasted based upon a previous implementation approach that combined Functional Requirements and execution into one phase; the DISTRICT has since abandoned this approach and separated Functional Requirements and execution into two phases. 2 Additional attachment copies will be available from DISTRICT Records Department for a nominal fee.

2 For this Request for Proposal (RFP), the DISTRICT is seeking proposals from qualified firms (CONSULTANT) to provide the following deliverables as defined by Attachment G: Develop eleven (11) custom user applications using ESRI software with a common application Framework. Implement Enterprise GIS Data Model. Convert existing data and populate converted data into geodatabase. Implement system architecture (hardware, software, and licenses). Reconfiguration of intranet website for the GIS access. Implement GIS training strategy. Install, configure, test, and train a one call underground utility locating software/dig-smart. Install, configure, test, and train a document/records management software/onbase. Update CAD/Graphic Standards. Provide final system s specifications and maintenance manuals. Execution will involve working with DISTRICT management, Technical Services staff, and Information Technology staff. Several attachments are provided. Although the DISTRICT envisions customized tools, the DISTRICT would entertain commercial packages that can be customized to meet DISTRICT needs. A detailed Scope of Services is provided in Attachment A. The DISTRICT Plan Room will be available to all Proposers for examination of related materials. It is open during normal business hours (8:00 a.m. to 4:30 p.m.), and no appointment is necessary. A listing of items available in the Plan Room is contained in Attachment M. GENERAL Firms wishing to be considered in the consultant selection process must submit six (6) copies of their technical proposal and one (1) separate sealed compensation envelope no later than 10:00 a.m. on January 4, The complete proposal package shall be plainly marked as shown in the box below. A complete proposal package shall consist of two individual envelopes that are both placed within a single complete proposal package. The first envelope shall contain the proposal transmittal letter and the firm s technical and qualification proposal (6 copies), without the proposed compensation. A second sealed envelope shall also include the proposal transmittal letter and the proposed compensation (one copy). The single complete proposal package and each of the two individual envelopes shall be marked as shown in the box below. Mr. James P. 3 The proposal transmittal letter shall be on company letterhead signed by a person authorized to submit and sign a proposal, the firm name, address, telephone number, the name of the person authorized to submit/sign the proposal, and his/her title, telephone number, and address. Proposals received after the designated time will not be considered in the selection process and will be retained unopened until after award. The DISTRICT reserves the right to accept or reject any or all proposals and to waive informalities or irregularities in the selection process. If it becomes necessary to revise any part of the RFP or otherwise provide additional information, all addenda will be posted on the DISTRICT s Web site on the Procurement Page. The DISTRICT will not be liable for any costs incurred by the respondents in replying to this RFP. The DISTRICT is not liable for any costs for work or services performed by the selected consultant prior to a written Notice to Proceed. In the event any Proposer believes that any information submitted with its proposal is confidential, classified, a trade secret, or proprietary business information, such information should be explicitly identified and marked. The reason for such designation should also be stated. The successful consultant will be furnished detailed information on the District s information technology infrastructure. This information is extremely confidential and public safety and health could be endangered if the information is disclosed to unauthorized persons. Therefore the DISTRICT will require that the successful consultant execute a confidentiality agreement. The DISTRICT will hold the successful consultant accountable for the confidentiality of this information shared with the consultant s employees and subcontractors. Proposals will only be accepted from firms authorized to do business in the State of Wisconsin. -3-

4 SMALL, WOMEN AND MINORITY BUSINESS ENTERPRISE PARTICIPATION It is the policy of the DISTRICT that Small, Women's and Minority Business Enterprises (S/W/MBE) shall have the opportunity to participate in all RFP s. The participation goals for the DISTRICT are currently 5% for small business, 2% for women's business, and 13% for minority business enterprises. Minority and Women-Owned businesses proposed to participate on the contract must be certified as a Minority or Women-Owned Business. Small Businesses must be registered with the DISTRICT and are defined as businesses not exceeding $2.5 million in gross sales during the recent calendar or fiscal year. The Proposers are expected to take affirmative steps to assure the S/W/MBE's are utilized in this contract. Information on MBE or WBE certification may be obtained by contacting Jose Galvan, the DISTRICT's S/W/MBE Coordinator, at (414) , or jgalvan@mmsd.com. The DISTRICT will recognize the following certifications performed by the organizations below. Firms interested in obtaining applications for certification should contact those organizations. A firm selected by the Proposer can only satisfy one of the three categories. The same firm may not, for example, be listed for participation as a MBE organization and a SBE organization even if the level of participation exceeds each category's goal. All firms must be registered or certified prior to the submittal of the proposal. A Proposer is at risk in that there may be an issue of time to certify or register if it intends to use a firm that is not certified or registered at the time the RFP is submitted. -4-

5 NON DISCRIMINATION The DISTRICT has adopted a Non-Discrimination and Equal Employment Opportunities policy. The following is an excerpt from that policy: "It is the DISTRICT's policy to encourage equal employment opportunity practices on the part of private businesses. Persons seeking to do business with the DISTRICT are expected to comply with applicable Federal and Wisconsin State laws, regulations and orders relating to equal employment and non-discrimination with regard to employees and subcontractors. To this end, the DISTRICT shall include equal employment opportunity and non-discrimination requirements as part of the DISTRICT's purchasing and contracting procedures." In accordance with that policy, the DISTRICT requires that the Proposer complete and submit the Certification of Non-Discrimination (Attachment B) and the Equal Employment Opportunity Data form (Attachment C) with the Proposal. INSURANCE The DISTRICT s insurance requirements are identified in Attachment D. SELECTION PROCESS AND SCHEDULE The proposals considered in the selection process will be evaluated by a Consultant Selection Advisory Committee (CSAC) according to the criteria and point system presented below. The DISTRICT will not release the names of committee members and requires that Proposers direct any questions to the aforementioned DISTRICT Contact Person. The CSAC will evaluate the proposals utilizing the proposal evaluation criteria (except compensation). The DISTRICT, because of time constraints and depending upon the thoroughness of the proposals, may at its sole option award a contract based upon the initial proposal submittal. Do not assume there will be an opportunity for submittal of additional information. Submit your proposal as if it were your best and final offer. Following evaluation of the technical proposals, the CSAC will recommend to the Selection Overview Committee (SOC) to either select a consultant based solely on the proposals, or to interview the highestrated Proposers. If the DISTRICT intends to hold interviews, the Proposers to be interviewed will be contacted to schedule an interview. The interview will further evaluate the Proposer in the following categories: (1) Project Manager/Key Personnel; (2) Overall Qualification of Firm/Team; and (3) Project Approach. The point values or ratings for these categories are subject to change based upon the interview. After completing the technical evaluation, compensation packages of only the highest-rated proposals will be opened. There will be no required number of compensation packages opened. Following selection of the highest rated Proposer, a letter will be sent to all Proposers informing them of the DISTRICT s selection and the date of anticipated DISTRICT Commission meeting to award the contract. The DISTRICT will negotiate contractual terms, level of effort, and scope of services with the highest rated Proposer and, upon successful negotiations, an award recommendation will be made to the DISTRICT Commission. Contract award will be made to the Proposer whose proposal best complies with the Request for Proposal and will be the most advantageous to the DISTRICT, as indicated by the final score based upon evaluation of both technical and compensation proposals. -5-

The point number is the weight of each criterion. Interviews may be conducted to obtain additional information regarding the proposal. Generally, when scoring proposals, the DISTRICT intends to use the entire point range for most categories. For example, the highest ranked proposal for "Project Manager/Key Personnel" will receive 25 points, while the lowest ranked proposal for that category will receive 0 points. All other proposals will be scored between 0 and 25 points, based on their relative rank. The points are not intended to reflect the qualifications of the consultant for that criterion, rather it is reflective of relative ranking. Zero points does not mean the firm is unqualified, rather it means they were lowest ranked. PROJECT MANAGER / KEY PERSONNEL 25 points The name and qualifications of the Project Manager (PM) to be assigned to this project. Include the Project Manager's prior similar experiences on: Projects which best illustrate his/her expertise to perform the requested services Track record of meeting or exceeding customer expectations, schedules, and budgets Leading GIS/IT implementation teams Gathering and documenting user requirements for application development Developing custom applications using ESRI software, namely ArcGIS Server Business data modeling and Enterprise GIS database design GIS data conversion projects Software testing techniques and methodologies Development of staffing plans for ongoing GIS maintenance Experience in managing subcontractors For any projects referenced, include the name, phone number, and of the owner s representative in charge of the project. 3 A detailed schedule for all tasks, which takes into account estimated DISTRICT staff time requirements and weekly availability (see Attachment A). The proposed schedule should meet the timeline set forth in the RFP. The schedule should highlight key milestones. -6-

7 Provide the identity and qualifications of Key Personnel (including Functional Leads; both prime and subconsultants) to work on this project, including the adequacy and appropriateness of their credentials and capabilities, expected project assignments, the extent of their project participation, and the relevance of their prior experience to this project. Key personnel should have experience in managing data conversion, system architecture development and implementation, application development and testing, and development in Microsoft.NET Framework version 2.0. Key personnel should have experience in following software applications, ArcGIS Server, document management, right of way management, and one call underground utility locating ticket management/damage prevention. Provide an organizational chart illustrating the relationship between the PM, the Functional Leads, and other Key Personnel. Identify sub-consultants in the organizational chart by name, firm, and if S/W/MBE. Provide resumes of PM, Functional Leads, and Key Personnel only. OVERALL QUALIFICATIONS OF FIRM / TEAM - 10 points Provide a brief description of the overall qualifications of your firm and project team. Provide examples (not more than five) of similar projects performed by your team within the last five years. Include internet hyperlinks to these examples when possible. The examples should include the nature of your involvement in the project, any special environmental, political, or technical problems involved in the project, how the problems were resolved, the name and phone number of the owner's representative in charge of the project, the Proposer s contracted amount for the project, the total project cost, and when the project was performed. Provide tangible experiences and examples of the following for each proposed team member: Large scale enterprise GIS/IT Implementation Projects Software application design, development, and testing Enterprise GIS data model development Large scale data conversion projects Systems Architecture deployment and systems documentation Website design Document/Records Management System, Hyland s OnBase One call underground utility locating software, Dig-Smart Training for all user and administrative levels CAD standards Workflow design Experience with wastewater treatment, sanitary and storm sewers, watercourse, right-of-way tracking, one call utility marking PROJECT APPROACH - 25 points The proposed project approach should include the following: A statement of project understanding. A management/technical approach that should describe the utilization of specific methodologies and techniques to perform the tasks outlined in Attachment A. Clearly explain reasons for modifications or expansions of tasks. This plan should recognize work plan issues in Attachment I. A proposed level of effort document similar to Attachment E, without the costs. -7-

8 If compensation packages are opened, the DISTRICT may request a more detailed level of effort which would define a level of effort of each project team member (or group such as programmers) by task. Modifications or expansions of tasks should be clearly delineated in the level of effort documents. The Proposer must list and describe all assumptions used in developing the level of effort document. A detailed schedule for all tasks, which takes into account estimated DISTRICT staff time requirements and weekly availability (see Attachment A, Responsibilities of the DISTRICT). The schedule should highlight key milestones. The proposed schedule should meet the timeline set forth in the RFP. The Proposer can propose a project schedule different than the timeline set forth with written justification. Include a detailed description of the quality control and change management plan that will be utilized during this project. The plan should include specific procedures to be used in assuring that the quality of the deliverables meet the DISTRICT s criteria and the standard of ordinary professional care. The plan should detail the products to be reviewed for this project, reviewer s identity, review timing and frequency, review documentation, dispute resolution procedure, and sign-off requirements. S/W/MBE INVOLVEMENT - 20 points Provide a list of Small/Women/Minority Business Enterprise firms proposed to work on this project. The list should include the proposed percentage and experience in the type of work for each S/W/MBE firm. These goals are separate initiatives and one firm cannot be used to satisfy more than one goal. The percent involvement, the meaningfulness of the involvement, and the capability of the S/W/MBE firm to perform the work will be evaluated under this criteria. COMPENSATION REQUIREMENTS - 20 points Present a separate sealed envelope with the proposal that is plainly marked, "Compensation Envelope." All costs shall be shown in U.S. dollars. The compensation proposal shall include the following to complete the proposed scope of services as identified in Attachment A. Compensation proposal must be in the format of Attachment E. Sub-schedule A of Attachment E must also be completed. The total of Sub-schedule A must match the total of the cost of Data Conversion line on Attachment E. The row labeled Total Cost of Proposal will be assumed to be the total cost of the proposal to the DISTRICT. An allowance for training of $60,000 is to be assumed for ESRI specific training and is reflected in Attachment E. This allowance is to be used at the discretion of the DISTRICT s Project Manager. A contingency of $200,000 is to be assumed and is reflected in Attachment E. This allowance is to be used at the discretion of the DISTRICT s Project Manager. The proposal should not include costs associated with hardware and software costs related to item #6 of Attachment A as the DISTRICT will purchase these. The DISTRICT will net a monthly charge of $ for use of DISTRICT office space and computer resources against invoices received from the Proposer. -8-

9 The DISTRICT has a budget range of $1,500,000 to $2,200,000 (including all expenses, contingencies, allowances and estimated hours translating to estimated costs). The intent of providing this budget range is to provide information to the Proposer on the general level of compensation the DISTRICT believes is appropriate. The Proposer is welcome to submit cost proposals outside of this range, but must give detailed information as to why the proposed compensation is outside of the range. Any additions, deletions, or clarifications to the Scope of Services must be identified separately from the base proposal. The DISTRICT intends to base contract payments on milestone/deliverable completion, where completion is defined as DISTRICT Project Manager acceptance of milestone/deliverable as defined in Attachment E. Project Management task to be paid monthly. GENERAL FORMAT All proposals shall be written in English. All proposals shall contain concise written material and may contain illustrations. Legibility, clarity and completeness are essential. All submittals must use 8-1/2 by 11 portrait format, but may be supplemented using 8-1/2 by 11 landscape or 11 by 17 illustrations. Twelve point font shall be used. All submittals must have the following tabbed headings and be limited to the length indicated: Proposal Transmittal Letter Project Manager / Key Personnel, (5 page maximum) Overall Qualification of Firm / Team (8 page maximum) Project Approach (15 page maximum) S/W/MBE Involvement (3 page maximum) Previous Experience with the DISTRICT (3 page maximum) And in a second, sealed envelope: Proposal Transmittal Letter Compensation Requirements Resumes are to be no longer than one page each and are to be included in an appendix, along with DISTRICT forms Attachments B and C, which require the Proposer s signature. Marketing brochures are not allowed. The RFP and the successful Proposer s proposal will become part of the contract. In the event of any conflict between the RFP and the Proposal, the RFP will govern. The successful Proposer is expected to enter into a contract with the DISTRICT. -9-

10 ATTACHMENT A SCOPE OF SERVICES IMPLEMENTATION OF THE MILWAUKEE METROPOLITAN SEWERAGE DISTRICT S GEOGRAPHIC INFORMATION SYSTEM VISION- PHASE II CONTRACT_M03003E06 RESPONSIBILITY S OF THE CONSULTANT: Execute the specifications developed in Phase I of the Milwaukee Metropolitan Sewerage District (DISTRICT) s GIS Vision and Implementation Plan. The CONSULTANT shall have sole responsibility for all necessary labor and direct and indirect costs required to complete the contracted services in accordance with the Scope of Services defined herein. The work shall be performed in strict accordance with policies and procedures of the DISTRICT and at the direction of the Project Manager (PM). This project will culminate in an Enterprise Architecture that leverages efficient maintenance of system changes and promotes the sharing of software and technologies by using off the shelf ESRI software and minimal customization. All project deliverables will be provided in native electronic format. All project deliverables will be consolidated and converted into Adobe (most current version) pdf file with bookmarked table of contents. Compensation will be tied to the DISTRICT approved completion of milestones. (Please see Attachment E for list of milestones.) The CONSULTANT shall perform the following tasks: 1. The CONSULTANT shall provide project management and coordination functions. A. The CONSULTANT shall prepare a detailed work plan within 2 weeks of the Notice to Proceed identifying staffing assignments, level of effort by task, level of effort by skill set/staffing assignment with each task, communications, project record keeping and filing, task schedule, and deliverables. The work plan should address DISTRICT issues identified in Attachment I. B. The CONSULTANT shall organize and facilitate a project kick-off meeting. C. The CONSULTANT shall attend a technical kick-off meeting organized by MMSD and attended by ESRI. D. The CONSULTANT shall obtain DISTRICT file codes and apply file codes to all correspondence and deliverables. ATTACHMENT A -1-

11 E. The CONSULTANT shall provide bi-weekly progress status report and an updated project work plan which is compared to the original work plan. F. The CONSULTANT shall organize, facilitate, and provide minutes for bi-weekly progress meetings. G. The CONSULTANT shall utilize the DISTRICT s SharePoint software for project communication including, but not limited to, the project calendar and project documents as well as for the project s document review process. H. In conjunction with, and at the discretion of the DISTRICT PM, throughout the project, the CONSULTANT shall present no more than six separate presentations, at DISTRICT headquarters, as to progress or deliverables. Presentations will include project time frame, upcoming events, completed milestones, and deliverables. I. The CONSULTANT shall make all requested revisions, within the project scope, to all deliverables. J. The CONSULTANT shall have at least one project team member available, at the DISTRICT or via telephone, to DISTRICT project staff during regular business hours (8:00 am CDT to 4:30 pm CDT). This assigned CONSULTANT team member assigned shall be responsible for ensuring all questions and requests are followed up to the DISTRICT s satisfaction. The CONSULTANT shall communicate changes in this assignment to the DISTRICT s project team. 2. The CONSULTANT shall develop and submit for approval a process for developing eleven (11) custom applications (see Attachment G). 3. Using the approved process in #2, the CONSULTANT shall develop 11 custom applications defined by the respective Software Requirements Specification (SRS) documents contained within Attachment G. CONSULTANT will also develop/implement Application Framework functionality. The Application Framework SRS (see Attachment G) and Application Framework Video (see Attachment H) describe functionality that will be developed/implemented once and used within all applications (including help, print, and feedback features). Development/implementation should also adhere to the DISTRICT s GIS standards as identified in the GIS Standards document (see Attachment G) and Document Management Strategy (see Attachment J). The CONSULTANT is responsible for development of all integration points defined by the SRS documents. Integration points include but are not limited to: AIMS, Primavera, LIMS, OPS, and the DISTRICT s intranet. Applications to be developed and sub-tasks associated with the application are listed below. A. SewerView i. The CONSULTANT shall ensure compatibility with DISTIRCT Asset Management system (AIMS). 12 B. WMS i. The CONSULTANT shall ensure compatibility with DISTIRCT Asset Management system (AIMS). ii. The CONSULTANT shall update Watercourse CMMS field application. C. H 2 0Info D. DigRS i. The CONSULTANT shall develop and gain DISTRICT approval of an implementation plan. ii. iii. iv. The CONSULTANT shall install, configure, and test the Dig-Smart Enterprise one call underground utility locating ticket management/damage prevention software which includes four ticket screening licenses and two mobile ticket management solutions. The CONSULTANT shall coordinate installation of the software with DISTRICT resources. The CONSULTANT shall provide on-site user and admin training. v. The CONSULTANT shall update DISTRICT Standard Operating Procedures for Diggers Hotline Ticket Assessment and field marking to reflect the new damage control software as well as the new application. ConstructView Note: Sub-tasks are intended to clarify application development requirements. Conflicts between sub-tasks and SRS documents should be discussed with the DISTRICT PM. 4. The CONSULTANT shall create, load, and maintain the MMSD Enterprise GIS Business Data Model (Data Model), based upon design provided in Attachment G. A. The CONSULTANT shall create the MMSD Enterprise GIS Business Data Model, based upon the Final Physical Enterprise GIS Business Data Model provided in Attachment G. B. The CONSULTANT shall update the Data Model, based upon input from MMSD staff for the duration of this project. C. The CONSULTANT shall make necessary data preparations and load data into Data Model for the duration of this project. D. The CONSULTANT shall seek DISTRICT staff input to develop and document a continuing Data Model maintenance workflow. The CONSULTANT shall provide any training necessary to meet the DISTRICT s goal to be self sufficient in Data Model maintenance. E. The CONSULTANT shall document the business process for incorporating acquisition plats, camera ready drawings, as-builds, and record drawings as well geotechnical data into the Data Model. F. The CONSULTANT shall revise the DISTRICT s existing RFP language for the receipt of all acquisition plats, camera ready drawings, as-builds, and record drawings as well as geotechnical data to reflect the business process changes made in C above. 5. The CONSULTANT shall convert all data types and populate the geodatabase (created in #4 above [see Attachment G]) and Document/Record Management System. ATTACHMENT A -4-

14 A. Prior to populating the data, the CONSULTANT shall develop and submit for approval a process and schedule for converting the different data to be incorporated into physical database. This process shall ensure data integrity as well as define a process for acceptance/rejection and correction. B. The CONSULTANT shall manage the entire conversion process and keep a log of all data to be converted and progress towards completion. Management tasks include, but are not limited to: data preparation, transfer of data on and off-site, process for acceptance/rejection and correction, and coordination with application development. C. The CONSULTANT shall keep a log of all data to be populated into the geodatabase and Document/Record Management System and progress towards completion. D. The CONSULTANT shall create a data maintenance Standard Operating Procedure manual that clearly identifies steps required to update digital data. 6. The CONSULTANT shall implement software for the Future Systems Architecture (see Attachment G). A. The CONSULTANT shall install project related application software and perform necessary configuration. B. The CONSULTANT shall mentor DISTRICT staff in the software installation and configuration. C. The CONSULTANT shall create and provide system s related documentation. D. The CONSULTANT shall also be aware of the following, which are misrepresented in Attachment G: 1. 12GB backplane is now 36GB 2. The FSA Visio should include ArcGIS Server 9.2 or 9.3 (whichever is most current), not There will be an addition of one or more SOC machines, which are not shown. 7. The CONSULTANT shall implement the DISTRICT s Document/Record Management Software, Hyland OnBase and selected modules. (See Attachment J and Responsibilities of the DISTRCT for module list.) A. The CONSULTANT shall develop and gain DISTRICT approval of an implementation plan. B. The CONSULTANT shall install, configure, test, and provide user and admin level training. ATTACHMENT A -5-

15 C. The CONSULTANT will be responsible for coordinating project activities with distributor/value added reseller. 8. The CONSULTANT shall provide access to all GIS tools via the DISTRICT s existing intranet website to facilitate DISTRICT user access (see Attachment G, H, and J). Integration of this access shall be coordinated with DISTRICT staff. A. The CONSULTANT shall develop a search application feature within the revised intranet website. B. The CONSULTANT shall develop GIS statistical tracking feature to measure user logins, login minutes, and outputs accessed via map gallery of the revised intranet website, DMS, and the eleven applications. 9. The CONSULTANT shall develop an application training program and shall train all levels of users and trainers (see Attachment G). The Consultant shall also develop an ongoing training strategy to expand the capabilities of existing users, and train new or transferred staff. A. The CONSULTANT shall provide training and training materials specific to each application and specific to each user group within the application. B. The CONSULTANT shall create a knowledge based center within each application and the application frame work. 10. The CONSULTANT shall work with DISTRICT staff and previously selected consultant to migrate municipal mapping tool (MapPCB) from externally hosted environment to MMSD. A. The CONSULTANT shall make all necessary updates to Enterprise GIS Data Model and shall load MapPCB data. B. The CONSULTANT shall migrate application to MMSD, ensuring continued application functionality. 11. The CONSULTANT shall update the DISTRICT s CAD/Graphics Standards manual to facilitate continuing data input and maintenance (see Attachment K). 12. The CONSULTANT shall develop procedures for continuous data input and maintenance as well as make staffing recommendations, based on the level of effort to provide maintenance. 13. The CONSULTANT shall develop, and submit for approval, documentation on the systems, functional administration, and functional end user level. The systems documentation shall include the elements as noted in Attachment L. The CONSULTANT shall make changes to this documentation at the DISTRICT s request. Upon approval, the CONSULTANT shall assemble these documents per DISTRICT requirements (two hard copies, one electronic copy, and one PDF copy). ATTACHMENT A -6-

16 RESPONSIBILITY S OF THE DISTRICT. In order that the work contained in this Scope of Services may be completed in an efficient and expeditious manner, the DISTRICT shall provide the following items or services to the CONSULTANT in accordance with the schedule at no cost for use in performance of this contract. 1. The DISTRICT s Capital Program Business Manager will serve as Project Manager to coordinate CONSULTANT support, on-site meeting logistics, provide direction on prioritization issues, assist in DISTRICT decision making, and approve project expenditures. Project meetings and project decisions will be made with the assistance of a DISTRICT Steering Committee (ST). 2. If requested by the Consultant, the DISTRICT will provide office space at DISTRICT headquarters, a copier, meeting space, free parking, and within the office a desk, chair, telephone, computer, account/systems login, internet access, and associated office supplies 3. The DISTRICT will provide training facilities. 4. The DISTRICT will procure and install all hardware, operating system software, and database software identified in the future systems architecture (see Attachment G). The District will also purchase Dig-Smart Enterprise and Hyland OnBase software. Specific OnBase modules to be purchased include: Records Management, Physical Records Management, Document Retention, Application Enabler, EDM Services, OnBase Web Server.Net, CAD Services, Web Parts for Microsoft SharePoint, Document Imaging, Integration for ESRI ArcGIS, API, and Report Services. 5. The DISTRICT will provide access to Microsoft SharePoint. 6. The CONSULTANT shall also include the DISTRICT as additional insured in all his liability policies with the exception of Worker s Compensation, Employer s Liability and Professional Liability. The CONSULTANT will maintain throughout this AGREEMENT the following insurance: The CONSULTANT shall maintain during the life of this AGREEMENT, Wisconsin Statutory Worker s Compensation Insurance and, in addition, Employer s Liability Insurance in a limit not less than $1,000,000 for each accident, $1,000,000 aggregate disease, $1,000,000 disease each person, for all of his employees to be engaged in work on the project under this AGREEMENT. The CONSULTANT shall also have his Worker s Compensation Insurance endorsed to contain the all states endorsement to cover him against claims for injury, disease, or death of employees which, for any reason, may not fall within the provisions of Wisconsin Worker s Compensation law. a) Comprehensive automobile and vehicle liability insurance covering claims for injuries to members of the public and/or damages to property of others arising from use of motor vehicles, including onsite and offsite operations, and owner, nonowned, or hired vehicles, with $1,000,000 combined single limits. b) Commercial general liability insurance covering claims for injuries to members of the public or damage to property of others arising out of any covered negligent act or omission of the CONSULTANT or any of its employees, agents, or subcontractors, with $1,000,000 per occurrence and in the aggregate.
