1 REQUEST AND RECOMMENDATION ONE YEAR OPTION 900+ Clock Hour Programs Massage Therapy Background: In order to provide another transfer option for adult students, Ohio legislators passed language in HB 59, known as the One-Year-Option, to provide graduates of Ohio Technical Centers who complete a 900- hour program of study and obtain an industry-recognized credential approved by the Chancellor with 30 college technical credit hours toward a technical degree upon enrollment in an institution of higher education. In order to comply with the One-Year-Option legislation as well as address accreditation requirements for degree granting institutions, the Chancellor convened Credit Affirmation Teams (CATs) to conduct a peer review of programs and certifications for affirmation for a block of 30 semester hours of technical credit. The Ohio Board of Regents Credit Affirmation Teams (CATs) were comprised of faculty and administrators from Ohio Technical Centers (OTCs) and an equal number from public degree granting colleges and universities in Ohio. The CATs were organized by four discipline clusters: Health and Allied Health, Building and Industrial Technology, Business and Information Technology, and Services. They were charged with reviewing the certifications and, if necessary, program content, to affirm that students completing the selected program and approved certifications had demonstrated competencies equivalent to 30 semester hour of technical credit. This technical credit would then be granted, as a block, upon enrollment in a degree granting institution. 2 Recommendation The Health and Allied Health Credit Affirmation Team recommends that students will be eligible for a block of 30 semester hours of technical credit towards an Associate of Technical Studies in Health and Allied Health Technology when: the student has successfully completed a 900+ clock hour program in Massage Therapy at an Ohio Technical Center. 3 The Program Affirmation Template is designed to provide a common matrix for a peer review process acceptable to the Higher Learning Commission to soundly affirm award 30 semester hours of technical credit for Ohio Technical Center graduates who are eligible for the One Year Option. The template should be completed for every program/subject and signed by the co-chairs of each of the four cluster program areas for every Industry-recognized credential and program reviewed. Please note: All Ohio Technical Centers must be accredited by one of the following: Council on Occupational Education (COE) and/or Accrediting Commission of Career Schools and Colleges (ACCSC). Name: Federation of State Massage Therapy Board Massage & Bodywork Licensing Examination (MBLEx) Type: License Registry Certification 1. As specified in Rule Ohio Administrative Code, all institution offering a Massage Therapy program are required to implement a core curriculum that contains the following: Anatomy and physiology; pathology: 325 clock hours; Massage theory and practical, including hygiene: 325 clock hours; Ethics: 25 clock hours, at least 10 of which shall be in a class dedicated exclusively to ethics. For purposes of this rule, "ethics" shall be defined to include sexual boundary issues and impairment and chemical dependency issues; Business and law: 25 clock hours; After completion of a Medical Massage Therapy program, the graduate will need to apply for licensure through the State Medical Board of Ohio. Applications consist of fee, BCI&FBI, & Completion Certificate submitted by the Program administrator. The requirements for eligibility to take the MBLEx and to obtain a license/registration are determined by the State Medical Board of Ohio. Massage Therapy programs as required by Law and Rule must have a minimum of 750 clock hours and course instruction not less than 9 months. There are two Career Centers in Ohio offering over 900 hours Massage Therapy Programs. Both programs have expanded hours for skills lab and practicum hours.
4 and such other subjects as the board deems necessary and appropriate to massage therapy: 50 clock hours. Required to perform, on a LMT, at least one therapeutic massage. Must demonstrate at least minimally acceptable competency. Clinical activities are supervised and may not exceed 10% of required clock hours in the theory and practical category of the program. 2. A Massage Therapy or clinical practice instructor shall be a high school graduate or equivalent, shall be currently licensed in Ohio in the applicable limited branch and shall have practiced in the applicable limited branch for a minimum of three years. 3. A classroom instructor teaching basic science or general education courses shall hold a bachelor's degree with a concentration in the discipline in which that instructor is providing instruction. The requirements of this paragraph may be waived for faculty with certification by a recognized body of authority or who, on the date this rule becomes effective, have taught the course for more than one year at a limited branch school that holds a certificate of good standing issued by the board. 4. Students may be given credit for off-site clinical activities. Such credit may not exceed ten percent of the required clock hours in the theory and practical category of the program. The off-site clinical activities shall be conducted under the direction and onsite supervision of an appropriately licensed practitioner. The school shall be required to enter into a written affiliation agreement with a representative of the facility where the off-site clinical activities are being provided. Any person seeking a certificate to practice massage therapy shall have passed the MBLEx available through the Federation of State Massage Therapy Boards (FSMTB). MBLEx means the Massage and Bodywork Licensing Examination as prepared by the Federation of State Massage Therapy Boards (FSMTB). The MBLEx has a fixed length of 100 questions and is a computer adaptive test. Candidates must answer every question in the order presented. With computerized adaptive testing, when a candidate answers a question

Competencies demonstrated by credential attainment. correctly, the next question has a slightly higher level of difficulty. The difficulty level of questions presented to the candidate continues to increase until a question is answered incorrectly. Then a slightly easier question is presented. In this way, the exam is customized to the candidate s ability level. Each candidate must answer enough difficult questions to achieve a score that is at or above the passing standard. Licensure renewal is every 2 years and applicants must complete the following requirements: 1. Pass a complete verification assessment or; 2. Complete six (6) hours of public safety courses annually, or 3. Complete at least three (3) of the six hours of public safety courses with the remaining hours being exchanged for certain Professional Development Activities. 750 hours minimum as required by law Programs offering Massage Therapy by expanding skills, lab, and practicum hours by an additional 150 hours are eligible to earn 30 semester hours Clinical hours may not exceed 10% of required clock hours in the theory and practical category of the program The Massage Therapy program prepares students with the knowledge and skills necessary to manipulate the soft tissue muscles of the body. Massage is used for a variety of reasons: treating painful ailments, decompressing tired and overworked muscles, reducing stress, rehabilitating sports injuries, and promotion of general health. A licensed massage therapist can perform the following skills: Treat disorders of the human body by the manipulation of soft tissue through the systematic external application of massage techniques including touch, stroking, friction, vibration, percussion, kneading, stretching, compression, and joint movements within the normal physiologic range of motion; and adjunctive thereto, the external application of water, heat, cold, topical preparations, and mechanical Are the competencies signaled by credential attainment worth 30 credit hours: Yes No, because in addition to earning an MBLEx license, students must also complete an Ohio Technical Center program that has an additional 150 hours of skills lab beyond the 750 hours as required by law in order to be eligible to receive 30 semester hours of credit.
6 Rationale devices. Evaluate whether the application of massage therapy is advisable. Provide information or education consistent with that evaluation, including referral to an appropriate licensed health care professional, provided that any form of treatment advised by a massage therapist falls within the scope of practice of, and relates directly to a condition that is amenable to treatment by, a massage therapist. In determining whether the application of massage therapy is advisable, a massage therapist shall be limited to taking a written or verbal inquiry, visual inspection including observation of range of motion, touch, and the taking of a pulse, temperature and blood pressure. Treat temporomandibular joint dysfunction provided that the patient has been directly referred in writing for such treatment to the massage therapist by a physician currently licensed, by a chiropractor currently, or a dentist. Graduates may be employed in area hospitals, chiropractic offices, private and public businesses such as YMCA, and Spas. All Massage Therapy Programs in Ohio are approved and regulated by the State Medical Board of Ohio. Although it is not required, some programs are nationally accredited. Curriculum is based on the standards as set forth in Rule OAC. Essential competencies are covered in this core curriculum and consistent with MBLEx s test plan. Pearson VUE, the global leader in electronic testing for regulatory and other credentialing boards, is the professional testing agency contracted by FSMTB to assist in the administration, scoring, and reporting of the MBLEx. As specified in Rule OAC, the passing performance for the examination as reported by the federation of state massage therapy boards shall constitute successful completion of the examination. A licensee is required to maintain competency through continuing education and practice. The State Medical Board of Ohio requires all Massage Therapy programs to be at least 750 hours with at least 90% of those hours being classroom based. Programs that meet only the minimum fall short of the necessary 900 hours to receive the block of 30 technical credits. However, programs offering Message Therapy with more than 900 hours that includes at least 150 additional skills, lab, and/or practicum hours are eligible to earn 30 semester hours.
7 Taking the state regulation of the exam, rigor of the program, and the review of content, the Health Credit Affirmation Team believes that attaining the MBLEx credential following completion of a 900+ hour Ohio Technical Center Massage Therapy program that includes at least 150 additional skills, lab, and/or practicum hours beyond the required 750 clock hours to be equivalent to a block of 30 technical credits for the One Year Option.
