POLICY: The S staff development and training program shall be an organized, planned and evaluated activity designed to achieve specific learning objectives and enhance job performance of employees. The shall develop an annual training plan which addresses the specific training needs of employees and make available to employees a training calendar quarterly which outlines specific training to be offered. CHILD PLACEMENT AGENCIES HAVE THE OPTION TO FOLLOW THIS POLICY BUT AT MINIMUM MUST FOLLOW THE LICENSING REGULATIONS RELATED TO TRAINING. II. KEY TERMS: A. Certified Trainer B. Qualified Trainer C. III. PROCEDURES: A. Responsibilities: 1. The DIRECTOR OR DESIGNEE shall be responsible for planning and coordinating training programs to conform to established policy requirements. 2. programs shall be planned to meet the needs of staff members' job requirements and shall be pertinent to their current work and/or their career development objectives.

On an annual basis, the DIRECTOR OR DESIGNEE shall review training curricula, training content and course evaluations and make whatever changes necessary. B. Trainer/Instructor s: 1. The training program shall be presented by a person who is qualified or certified to teach in the area which they are conducting training. C. Job Assignments: a. The DIRECTOR OR DESIGNEE is responsible for determining which training programs require certified trainers. b. The Director or Designee is responsible for determining which staff members are qualified trainers in subject areas that do not require certified trainers. c. Per the PROGRAM training plan, instructors may earn up to the required minimum number of hours in any given topic/area for each training sessions in that topic area. credit may not be granted until the trainer demonstrates competency in the training subject. 1. requirements are determined by job assignment. Job Assignment Position Facility Based Direct Care who provide direct supervision for juveniles and/or provide supervision to Direct Care EMPLOYEES. who provide services to juveniles Teacher, Principal, Registered Nurse, Nurse Practitioner, Physician Assistant, Physician, Clinical Service Providers, Psychologist, and Psychiatrist. with minimal/no juvenile contact Administrative Assistant, Food Services, Medical Clerk/Technician, Janitorial/Maintenance. Facility Administrative/Management Clinical Director, Food Services Manager, Managers, Administrators. D. Subject s: 1. For training subjects below that list as the annual training requirement, competency MAY be determined through the use of a written examination. When protocols change significantly in any test subject, formalized training shall be provided.

A SERIES OF QUESTIONS shall be developed TO TEST ALL staff members. b. shall be required to pass written examinations and re-certifications with an 80% or greater score. Failure to meet this requirement shall be addressed by retaking the test within the same year. E. Part-Time : 1. Part-time employees shall receive the same training as full-time employees with the same job assignment. Part-time employees shall complete the required new employee training subjects within 120 days of their employment starting date. F. s: 1. ly hired direct care employees shall receive, at a minimum, 120 hours of training their first year of employment AND 40 HOURS OF ANNUAL TRAINING TO INCLUDE AT MINIMUM THE ANNUAL TRAINING REQUIREMENTS. The new employee training subjects must be completed within 60 days of their employment starting date. Administrative/Management : Clinical Director, Food Services Manager, Managers, and Administrators. 8 CHAPTER SUBJECT POLICY PAGE 8 of 8 and Staff and s H. Records: 1. Staff training records shall be kept by the CONTRACT PROGRAM S designated training coordinator or record keeper. 2. A separate training record shall be established for each staff member TO include: a. Staff member's name, and b. Duty assignment/classification, and c. Official hire date, and d. Annual training hours required, and e. An up-to-date list of the training completed by the staff member and the number of hours, including all credit transferred as a result of previously completed training, and f. Supporting documentation of completed training shall be kept in the file for 3 years plus the current fiscal year, and g. Successfully completed training sessions shall be documented in the Colorado Trails Database training functionality within 45 days of the completion, WHERE AVAILABLE. 3. The Director or Designee SHALL review each staff member's training record at the end of each performance evaluation cycle. A complete listing of the staff member's training status and a summarization of the training and achievements shall be completed by the Coordinator and forwarded to the CONTRACT PROGRAM Director. I. Plan: 1. Each shall develop an annual training plan to ensure compliance with the Division of Youth Corrections applicable policies and procedures. This training plan shall serve as the official record to demonstrate how employees annual training minimum requirements will be met. plans shall be reviewed during the annual Division of Youth Corrections audit process and/or Monitoring process.
