1 HAINES CITY POLICE DEPARTMENT GENERAL ORDER TITLE: IN-SERVICE TRAINING, SHIFT BRIEFING, GENERAL ORDER: 33.5 ADVANCED TRAINING, CAREER DEVELOPMENT AND EDUCATION EFFECTIVE: March 21, 2012 AMENDED: RESCINDS: S.O.P PAGES: 05 A. PURPOSE: The purpose of this order is to establish in-service, shift briefing, and advanced training for members of the Haines City Police Department. B. SCOPE: This order shall apply to all Haines City Police Department members. C. POLICY: It shall be the policy of the Haines City Police Department to implement and utilize in-service, shift briefing, and advanced training to keep members updated in areas that affect them in their capacities. D. PROCEDURE: 1. Mandatory In-Service Training: Mandatory in-service training shall be provided to every member of the Haines City Police Department. [CALEA ] a. Every newly-appointed civilian and sworn member shall receive mandatory in-service training to meet the requirements of the job responsibilities, including, but not limited to the following: 1) Orientation to the agency's role, purpose, goals, policies, and procedures; [CALEA , a] 2) Working conditions and regulations; [CALEA , b] 3) The responsibilities and rights of a member; and [CALEA , c] 4) Familiarization with the accreditation process. [CALEA a] b. Sworn members shall also receive mandatory annual in-service training in the following: [CALEA , ] 1) Firearms qualifications; [CALEA ] 2) Use of protective action policies; [CALEA ] 3) Intermediate weapons; [CALEA ] 4) Chemical agents; [CALEA ] 5) Legal updates; [CALEA ) Cardiopulmonary Resuscitation (CPR), unless the certification is a two (2)-year certification; and 7) Crisis Intervention Training. [CALEA e] 1
2 2 G.O c. Civilian members shall receive mandatory annual in-service training in Crisis Intervention Training; [CALEA e] d. Sworn members shall complete forty (40) hours mandatory training every four (4) years as mandated by the Florida Department of Law Enforcement (FDLE) Criminal Justice Standards and Training Commission (CJSTC). 1) If a member fails to maintain mandatory retraining requirements, the Training Coordinator shall immediately notify the Captain and follow up via interoffice memorandum within five (5) working days. 2) The Captain shall immediately remove the member from sworn status and retrieve the member s weapon, credentials and other agency-issued equipment. The member shall not be allowed to perform sworn duties while their certification is on inactive status. 3) The member may be transferred into a non-sworn vacant position, may resign, be dismissed, or placed on unpaid administrative leave. The Chief of Police shall notify Human Resources in writing, of the member s employment status within five (5) working days. 4) A member who completes their mandatory retraining requirement within four (4) years of being placed on inactive status shall provide documentation to the Training Coordinator. After their certification is reactivated by the FDLE, the member shall make a formal request to be returned to sworn or certified status. If approved, the Chief of Police shall notify Human Resources in writing of such action within five (5) working days. 2. Shift Briefing Training: a. Shift briefing training provides an effective means of updating skills, knowledge, and abilities between formal training sessions. b. Shift briefing training should take into consideration the special needs of the members. c. Members shall receive shift briefing training in the following areas, as needed: [CALEA ] 1) Agency policies, procedures, rules, and regulations; 2) Statutory or case law affecting law enforcement operations; 3) The functions of agencies in the local judicial system; 4) The exercise of discretion; 5) New or innovative investigative or technological techniques or methods; 6) Evidence collection and preservation; and 7) Report writing and records systems procedures and requirements. d. Shift briefing training shall be developed and implemented by all supervisors. Lieutenants shall monitor all shift briefing training activities within their division. These activities include: [CALEA ] 1) Planning: Shift briefing training shall be planned, coordinated, and scheduled by supervisors. 2) Techniques: Each member assigned shift briefing instruction responsibilities shall ensure that material is presented in a manner which is conducive to learning and is properly taught.
3 3 G.O ) Relationship with Criminal Justice Academy: Shift briefing shall be structured so as to correspond to and not conflict with programs being offered at local CJSTC Criminal Justice Academies. 4) Instructional Methods: Those persons assigned to instruct shift briefing training programs shall make every effort to ensure the subject matter is presented in an interesting and informative manner. This may be accomplished by the use of handout material, multi-media techniques, and lectures. 5) Scheduling: Each Lieutenant shall ensure that shift briefing training is scheduled and completed on a regular basis. Each Lieutenant shall ensure that all shift briefing training is properly administered and documented by supervisory members within their span of control. 6) Supervisor/Member s Role: Each supervisor and member is responsible for ensuring that shift briefings meet the needs of the agency. Each supervisor and member shall actively participate and endeavor to cultivate an efficient and effective shift briefing training program. 3. Advanced Training: a. Advanced training for members may include, but not be limited to: 1) The performance reporting system; [CALEA d] 2) Contingency plans relating to special operations and unusual occurrences; [CALEA ] 3) Career development through formal schooling opportunities; and [CALEA ] 4) Career development through Law Enforcement related training courses to improve member skills, knowledge and abilities. [CALEA ] b. All members, sworn and civilian, promoted to supervisor shall receive job related training to include how to conduct career development activities in areas such as: [CALEA , , d] 1) General counseling techniques; 2) Techniques for assessing member skills, knowledge and abilities; and 3) Educational opportunities and salary incentive available to members. 4. Career Development: [CALEA ] a. Those members aspiring for enhanced career opportunities through promotion must meet the requirements detailed in G.O , Promotions. 1) The positions of Captain and Lieutenant are appointed positions; however, in order to be considered for advancement to these positions, a member must meet the requirements as written in the City of Haines City Job Description for the desired position, and exceed the minimum requirements for that of a Sergeants position, as detailed herein. 2) Civilians seeking a supervisory career path must meet the requirements set forth in the City of Haines City Job Description for the desired position. b. Sergeant: 1) Four (4) years of sworn law enforcement experience; [CALEA c] 2) Successful completion of the Field Training Course;
4 G.O ) Forty (40) hours of advanced/specialized training, received within the past two years; and 4) College credits from an appropriately accredited college or university, as defined by this General Order, in accordance with the following schedule: c. Corporal: a) January 1, completed thirty (30) hours of college credit; b) January 1, 2013 completed forty-five (45) hours of college credit; and c) January 1, 2014 completed AA/AS Degree or 60 college credit hours. 1) Two (2) years of sworn law enforcement experience; [CALEA c] 2) Successful completion of the Field Training Course; and 3) Forty (40) hours of advanced/specialized training, received within the past two years; or 4) College credits from an appropriately accredited college or university, as defined by this General Order, in accordance with the following schedule: a) January 1, completed fifteen (15) hours of college credit; b) January 1, 2013 completed thirty (30) hours of college credit; and c) January 1, 2014 completed forty-five (45) hours of college credit. d. Employee development and training is further detailed in the City of Haines City Rules and Regulations Manual, Section Education: [CALEA e, ] a. Members seeking to achieve a degree from an accredited college or university are encouraged to do so. b. Participation is voluntary and any non-probationary, full-time agency member desiring to receive reimbursement for educational expenses, shall comply with the guidelines governing this benefit, which are detailed in Section 8 of the City of Haines City Rules and Regulations Manual. [CALEA c] c. The Police Department has an incentive pay program for sworn members for college degrees, and for law enforcement courses. Incentive pay is as follows: 1) Two (2)-year degree, thirty dollars ($30.00) monthly; and [CALEA b] 2) Four (4)-year degree, eighty dollars ($80.00) monthly. [CALEA b] 3) For each eighty (80) hours of Criminal Justice Standards and Training Commission (CJSTC) approved law enforcement courses, sworn members receive twenty dollars ($20.00) monthly. 4) Sworn members, with a degree, can receive a maximum of one hundred thirty dollars ($130.00) per month. 5) Sworn members, without a degree, can receive a maximum of one hundred twenty dollars ($120.00) per month. 4
5 G.O E. GLOSSARY: ADVANCED TRAINING - Training to enhance skills, knowledge, and abilities beyond the level taught in either recruit or other in-service programs. ANNUAL - An event occurring once every twelve (12) months. IN-SERVICE TRAINING - Training in addition to recruit training, which may include periodic retraining or refresher training, specialized training, career development, promotional training, advanced training, and shift briefing training. REMEDIAL TRAINING - Personalized training to correct a specific deficiency, which is usually identified by either testing or other evaluation during training, or supervisory evaluation during routine job performance. SHIFT BRIEFING TRAINING - Training or informational sessions of short duration administered to law enforcement officers just prior to or after their tour of duty. F.
