1 Rights in Principle and Accountable in Practice: Child Rights and Social Accountability in the Post-2015 World UNICEF UK, London, 3-4 March 2014 Presenters' Biographies Susana Sottoli works as Associate Director in the Programme Division at UNICEF Headquarters in New York after having served as UNICEF s representative in Mexico for five years where she was responsible for the overall development and implementation of the Mexico Country Programme of Cooperation. Ms Sottoli was also Senior Social Policy Advisor at the UNICEF Regional Office for Latin America and The Caribbean where she provided technical leadership to 24 Country Offices in the areas of social protection, social budgeting and local governance for children. Prior to joining UNICEF, Ms Sottoli worked as a researcher and consultant in the US, Europe and Latin America in the fields of social and international development policy, providing policy advise to governments and international organizations on issues such as poverty reduction strategies, decentralization of social service provision, design and evaluation of social programs, among others. More recently, her work has been focusing on a comparative analysis of various institutional arrangements to advance child-rights and equity-promoting policies. She holds a master s degree in Sociology from the University of Missouri and a doctoral degree in Political Sciences and Sociology from the University of Heidelberg. Richard Morgan is the Senior Advisor on the Post-2015 Development Agenda at UNICEF Headquarters in New York, responsible for promoting children s rights and equity through participating and engaging in the multi-stakeholder processes leading up to 2015 and the expiry of the current Millennium Development Goals (MDGs). He was appointed to this position on 1 March 2012 by UNICEF s Executive Director, Anthony Lake. Previous to this appointment, Mr Morgan was the Director of Policy and Practice at UNICEF Headquarters in New York from ( ), responsible for organizational standards and practice in the areas of gender, children's human rights, child and youth participation and communication for development. He also led UNICEF's work on child statistics and advocacy for child-focused social and economic policies. Earlier, Mr Morgan worked in Africa for more than two decades as a development planner, rural development specialist, economic and social sector advisor and humanitarian programme manager. He was a civil servant for several years with the Government of Botswana at central and local government levels, before joining UNICEF. Mr Morgan is a graduate of the University of Oxford, UK (BA in Economics, Politics and Philosophy) and obtained his Masters Degree in Development Economics at the University of East Anglia. David Anthony is Chief of the Policy Advocacy and Coordination Unit in the Social Inclusion Section of the Division of Policy and Strategy at UNICEF Headquarters in New York. He leads a team focused on strengthening internal and external capacity in strategic policy advocacy and dialogue, coordinating UNICEF s global advocacy priorities, and advocating on key and emerging global issues and trends and their implications for children, including climate and environment, urban planning, demographics and migration. His responsibilities also include generating organizational position papers on key and sensitive issues, building and compiling investment cases for children, and serving as the facilitator of the Evidence Generation, Policy Dialogue and Advocacy Implementation Strategy of UNICEF s current strategic plan. Prior to coming to UNICEF, Mr Anthony worked for the Economist Group as the Director of Country Risk, and has also worked with the European Commission as a political analysis. He holds an MSc in Economics from the University of London.
2 Accountability for What? Responding to the Demand for Accountability for Child Rights Chair: Kirsten Sandberg, Chairperson, Committee on the Rights of the Child Ms Sandberg is a Norwegian jurist and expert on the rights of children. She is a Professor of Law at the University of Oslo Faculty of Law and has served as Acting Supreme Court Justice in the Supreme Court of Norway. In 2011, Ms Sandberg was elected a member of the United Nations Committee on the Rights of the Child and in 2013 she was elected as Chairperson. In 2012 and 2013 she was also Pro-Dean for Education of the Faculty of Law. She has been a Visiting Fellow at the European University Institute in Florence and the University of Chicago. She is regarded as one of Norway's foremost experts in child law, a field she has been working in since before the UN Convention on the Rights of the Child was adopted in Lindiwe Mokate, Commissioner, South African Human Rights Commission Ms Mokate was appointed to the South African Human Rights Commission (SAHRC) in She was previously Chief Executive Officer of the SAHRC for over seven years. Ms Mokate worked with the South African National Children's Rights Committee prior to joining President Nelson Mandela's office where she established the Children's Desk, in close collaboration with UNICEF. Her last posting prior to being appointed a Human Rights Commissioner was that of Head of International Relations for the Parliament of South Africa. Ms Mokate was a part of the International Board of Global Reporting Initiative in Amsterdam from , and she was one of the four members of the panel of judges reviewing the non-financial reports of companies. Théophane Nikyèma, Executive Director, The African Child Policy Forum Mr Nikyèma is the Executive Director of The African Child Policy Forum (ACPF) since August He has over 20 years of experience in international development, having served in leadership positions within the United Nations System in Africa (Mali, Uganda, Senegal, Rwanda, Tanzania, Central African Republic, Democratic Republic of Congo, and Burundi) and in Asia (Vietnam and Nepal). His prior appointments include UNICEF Representative ad-interim in Mali, UNDP Resident Representative, UN Resident Coordinator, Designated Official, and Humanitarian Coordinator in Uganda, UNICEF Deputy Regional Director for West and Central Africa, and UNICEF Representative in Rwanda. Mr Nikyèma holds a Bachelor Degree in Economics from the Cheikh Anta Diop University, Dakar, Senegal and a Master of Business Administration from the Peter Drucker School of Management, Claremont California, USA. Elizabeth Gibbons, Child Rights Expert, FXB Center for Health & Human Rights (Harvard University) Prior to her current role as a Senior Fellow and Visiting Scientist at the FXB Center for Health and Human Rights at Harvard University, Ms Gibbons held the positions of Deputy Director for Policy and Practice and Associate Director of Gender, Rights and Civic Engagement at UNICEF New York headquarters. Her career in social development and humanitarian affairs has spanned close to 30 years, during which she lived and worked in Togo, Kenya and Zimbabwe, and served as head of UNICEF s offices in Haiti and in Guatemala. During her UNICEF career and beyond, Ms Gibbons has focussed on supporting the CRC's implementation through research, law, policy and practice at both global and national levels.
3 Beyond Processes: Improving Outcomes Through Social Accountability Chair: Christian Salazar, Deputy Director, Programmes, UNICEF Mr Salazar is Deputy Director of Programmes for UNICEF New York Headquarters. Prior to this position, he held roles as Representative for the Office of the High Commissioner for Human Rights in Colombia, UNICEF Representative in Iran and UNICEF Deputy Representative in Vietnam. Mr Salazar has also worked in Guatemala, and in Germany where he was Deputy Executive Director of the German National Committee for UNICEF. He holds an MA in Communications, Economics and Philosophy from the University of Bochum, a PhD in Political Sciences (Development Policy) from the University of Marburg, a certificate in Social Budgeting and Public Finance Management from Oxford University as well as a certificate in Evidence Based Social Policy from Maastricht University. Mr Salazar is a visiting research fellow at Harvard Law School (Center for Human Rights). Catarina de Albuquerque, UN Special Rapporteur on the human right to safe drinking water and sanitation Ms Albuquerque is the first UN Special Rapporteur on the right to safe drinking water and sanitation. Appointed by the Human Rights Council in 2008, Ms Albuquerque previously presided over negotiations of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights from 2004 to Ms Albuquerque is an invited Law Professor at the Universities of Braga, Coimbra and of the American University s Washington College of Law. She is a senior legal advisor at the Prosecutor General' Office. She was awarded the Human Rights Golden Medal by the Portuguese Parliament (10 December 2009) for outstanding work in the area of human rights. Her work in human rights was also honoured by the Portuguese President of the Republic (October 2009) with the Order of Merit. The Special Rapporteur holds a degree from the Law Faculty of Lisbon and a DES from the Institut Universitaire de Hautes Etudes Internationales in Geneva. Jeff Hall, Director, Local Advocacy, World Vision Mr Hall is World Vision International's Director of Local Advocacy. In his capacity, he oversees World Vision's local advocacy, participatory governance, and social accountability work in 93 countries. Prior to joining World Vision, Mr Hall served as a lawyer with the Inter-American Court for Human Rights and worked in grassroots development and human rights activism in North America, Latin America, Africa and the Middle East. Liza Martinez, Philippine Coalition on the Convention on the Rights of Persons with Disabilities Dr Martinez is a leading member of the Philippine Coalition on the Convention on the Rights of Persons with Disabilities, which was formally constituted in 2011 and represents over 65,000 Filipinos with disabilities. She is also a founding member of the Philippine Alliance for Persons with Chronic Illness and Team Leader for the Philippines on the 2013 Enabling CRPD Compliant Budget Advocacy project. Prior to her work in the Philippine Coalition, Dr Martinez was founder of the NGO Philippine Deaf Resource Center - where she worked as Director between 2001 and Maria de Salete Silva, Chief of Education, UNICEF Brazil Ms Salete Silva has been the Coordinator of the Education Programme for UNICEF Brazil since 2007, where the objective of the programme is to by 2016, have every child and adolescent granted their constitutional right to quality education. Before working with UNICEF, Ms Salete Silva held the position of Secretary of Education in the Brazilian municipality of Salvador. Prior to that, she held the position of Secretary of Administration in the same municipality.
4 Children s Participation in Social Accountability Initiatives: A Right Today and An Investment in Citizen Engagement Tomorrow Chair: Gerison Lansdown, co-director of CRED-PRO Ms Lansdown is an international child rights advocate and co-director of CRED-PRO, an international initiative to develop child rights educational programmes for professionals working for children. She is also chair of the Child-to-Child Trust. In 1992, she became the founding director of the Children s Rights Alliance for England, which was established to promote implementation of the UN Convention on the Rights of the Child. Ms Lansdown was actively involved in the drafting of the Convention on the Rights of Persons with Disabilities. Lebo Ramafoko, Chief Executive Officer, Soul City Institute for Health & Development Communication, South Africa Ms Ramafoko is Chief Executive Officer at Soul City Institute for Health & Development Communication - the largest social change communication project in Africa. Prior to her leadership role with Soul City, Ms Ramafoko worked as Commissioning Editor for SABC Education. She holds a Master s degree in Public Administration from Harvard University s Kennedy School of Government, and a Bachelor s degree in Education from Wits University in South Africa. Carron Basu Ray, Co-ordinator 'My Rights, My Voice' Programme, Oxfam GB Ms Basu Ray works for Oxfam GB and manages its innovative 'My Rights, My Voice' global programme, which engages children and youth on their rights to health (including sexual reproductive health) and education in eight countries - Afghanistan, Georgia, Mali, Nepal, Niger, Pakistan, Tanzania and Vietnam. Ms Basu Ray has worked for the organisation for nearly eight years on global health and education issues; and strengthening programme cycle management, learning and communications. She has a background in communications and worked for several years as a journalist and editor focusing on both UK and international affairs. She has also worked within the education and local government sectors and is a staunch advocate of child and youth rights. Will Parks, Deputy Representative, UNICEF Nepal Prior to becoming Deputy Representative for UNICEF Nepal, Dr Parks worked as Chief of Policy, Advocacy, Planning and Evaluation with UNICEF Pacific and as Adjunct Associate Professor with the University of Queensland School of Population Health and the Fiji School of Medicine. Before joining UNICEF in early 2007, Dr Parks held the roles of Strategic Communication Adviser to UNICEF and WHO, Public Health Adviser to the Ministries of Health in Samoa and Fiji, and Technical Officer in Strategic Communication with WHO in Geneva. He has worked extensively with AusAID, WHO, the Secretariat of the Pacific Community, and the UK Department for International Development. Dr Parks holds a Doctorate from the University of Queensland, a Master of Arts from the University of Durham, and a Bachelors from the University of Southampton.
5 From Public Reporting to Social Accountability Chair: Sharad Sapra, Principal Adviser and Director, Innovation Center, UNICEF Dr Sapra joined UNICEF in 1983 and has held posts in a number of countries including India, Bangladesh, Afghanistan, Iran and Uganda, often as UNICEF Representative. Between 2004 and 2009 Dr Sapra was the Director of the Division of Communications at UNICEF New York Headquarters. Prior to joining UNICEF, Dr Sapra was involved in the preparation of project proposals for the Amar Jyoti Trust in New Delhi. He has also researched the effect of immunization in communities for the Indian Council of Medical Research. Dr Sapra holds a post-graduate degree in Preventative and Social Medicine from Jiwaji University, in Gwalior, India. Jaya Murthy, Chief of Communication, UNICEF Uganda Prior to his post as Chief of the Communication, Partnerships and Youth Engagement program in UNICEF Uganda, Mr Murthy held the post of Chief of Strategic Communications and Partnerships at UNICEF Iraq. He has also worked as Chief of Communication at UNICEF Somalia and Emergency Communication Specialist at UNICEF in the Democratic Republic of Congo. Mr Murthy holds degrees from McGill and Carleton universities as well as certificates from the University of Illinois at Chicago, Oxford University and the University of Cape Town. Conrad Natse, Uganda Scout and U-reporter Mr Natse works as the Technology for Development Specialist at Uganda Scouts Association. He has a degree in Computer and Information Technology, as well as a number of professional certificates. He is also an entrepreneur with a special interest in micro-finance and tourism. Mr Natse is currently the national manager in charge of recruitment, training, system maintenance, monitoring and international expansion of U-report, mtrac, Edutrac, Digital Drums and other upcoming innovations. His interests are in technologies, travel, exploration, problem solving, research, public speaking, socializing and playing tennis. Dondon Parafina, Executive Director, Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA-EAP) Mr Parafina is the Executive Director of the Affiliated Network for Social Accountability in East Asia and the Pacific. He is currently spearheading an education initiative called Check My School, a blended online and offline platform for information access and citizen feedback. Prior to joining ANSA-EAP, Mr Parafina spent five years as the coordinator of Government Watch, an anti-corruption program at the Ateneo School of Government in the Philippines. He is also a philosophy student, a boy scout and a dragonboat paddler. Yazeed Sheqem, Director of Business Development Middle East/Africa, Souktel Inc. Mr Sheqem joined Souktel as Director of Business Development in early 2013, bringing with him over seven years of professional experience in business development and management consulting. Previously, Mr Sheqem led the business development initiatives for UAE-based investment firm Al Qudra Holdings and for the consultancy arm of AECOM. He has also worked on multiple projects for GIZ, Germany s leading provider of international cooperation services for sustainable development. Mr Sheqem holds a degree in Economics from the Johann Wolfgang Goethe University in Frankfurt, Germany, as well as an Advanced Certificate in Urban Planning from New York University.
