Page 11 NAPOLCOM to open online scheduling for police entrance exams CITY OF SAN FERNANDO The National Police Commission (NAPOLCOM) will open next week its On-Line Examination Application Scheduling System (OLEASS) for the Police Entrance (PNPE) and Promotional Examinations (PROMEX). Applicants may now start accessing our website- www. napolcom.gov.ph. We are utilizing the OLEASS to regulate the scheduling of the filing of examination application in all NAPOL- COM Regional Offices, NAPOL- COM Regional Director Rodolfo Grande Santos Jr said. The period of online scheduling is from February 8 to 12 for PNPE and February 15 to 26 for PROMEX. Under the system, applicants are given a schedule when to personally appear at NAPOLCOM to file their application and are required to bring with them their printed on-line confirmation letter and other required documents for further evaluation, Santos added. The PNPE is open to all Filipino citizens who meet the age, height, and educational requirements. Cayabyab ANGELES CITY The Department of Trade and Industry in Central Luzon (DTI 3), including its seven provincial offices, was able to resolve 511 consumer complaints in From this figure, 149 or 29 percent of the resolved complaints were on warranties of cellphones followed by tablets with 34 or 7 percent, automobile- 31 or 6 percent and the remainder on household appliances and motorcycles. DTI is committed at the resolution of consumer complaints through mediation within 10 working days and through arbitration within 20 working days. Bulacan Provincial Office had the most resolved cases at 118 followed by Pampanga with 82, Bataan-67, Nueva Ecija-60, the Regional Office-58, Zambales-57, Tarlac-56, and Aurora- 13. Relative to this, DTI has reminded dealers, retailers, and manufacturers of gadgets to follow the provisions of Republic Act 7394 otherwise known as the Consumer Act of the Philippines. The law stated that there is an implied warranty for consumer items such as cellphones and tablets of a minimum of 60 days to maximum of a year, Angeles said. Civil Registrar DoLE strengthens CL business councils in 2015 By Charlene A. Cayabyab CITY OF SAN FERNANDO In 2015, the Department of Labor and Employment in Central Luzon (DoLE 3) has strengthened and intensified the different industrial tripartite councils (ITCs) from all parts of the region. In Bataan, the DoLE Bataan Field Office, on different occasions, convened meetings with its four ITCs education; hospital, dental, and therapeutic clinics; construction; hotel, restaurant, and tourism. Some 108 officers and members of these ITCs actively participated during the consultation and updating on their respective Voluntary Code of Good Practices (VCGPs). Aside from this, they were provided with Learning Sessions on the LLCS, other related labor laws and issuances (ORLLI), and Productivity Seminar on 5s. In Bulacan, the DoLE Bulacan Field Office successfully concluded the first Industrial Tripartite Council Provincial Congress, participated by 57 officers and members of the Bulacan Provincial Tripartite Industrial Peace Council (B- PTIPC). The congress, served as a venue for various industries, as represented by the B-PTIPC, to discuss relevant and pertinent issues and policies on labor and employment. The B-TIPC, whose members are from various ITCs in the province, covers agribusiness, construction, health services, hotel resorts and restaurant, education, and manufacturing industries. Participants of the congress were provided an overview of the DOLE s VCGP and a situationer report on the different industries covered under the B-PTIPC. In Nueva Ecija, the DOLE Nueva Ecija field office held a Green Productivity Seminar MANILA Senatorial candidate Martin Romualdez said the next administration should substantially increase the annual budget of the Education Department to respond to the pressing demands of economic growth and social development. While education already receives the biggest share in the national budget at present, it is clear that we should allot more resources to the educational system at all levels because we have a growing population, the Leyte congressman said. Why do I say this? Every opening of the schoolyear, we hear reports of the lack of classrooms, facilities and even teachers in certain areas of the country, particularly in farflung areas. Some schoolhouses damaged by recent typhoons remain unrepaired. That only means we deny the youth the opportunity to gain knowledge and skills they will need later on in life, Romualdez said. He cited the need to build more schoolhouses in the provinces and provide adequate teaching materials, including computers, to students at all levels. Giving education a progressively higher budget every year is only proper, he said, considering that the Constitution mandates the State to give priority to education. Our fundamental law is very clear: The State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all, he pointed out. I believe that, as has been said, next in importance to freedom and justice is popular education, without which neither freedom nor justice can be properly maintained, Romualdez said. The three-term Leyte congressman is a lawyer and the current president of the Philippine Constitution Association (Philconsa). Romualdez is running for the Senate as a guest candidate of the United Nationalist Alliance (UNA). His candidacy has also been endorsed by presidential aspirant Rodrigo Duterte, as well as by the coalition of party-list groups in Congress which has pledged no less than 16 million votes for him and other incumbent and former congressmen seeking a seat in the Senate in the May elections. to some 55 officers and members of the Rice Millers Club of Nueva Ecija. The seminar, which is a first in Central Luzon, was made possible through a partnership with the National Wages and Productivity Commission (NWPC). These seminars include Basic Occupational Safety and Health Seminar (BOSH), Orientation on the MOA-JAO for Construction, and D.O. 13, otherwise known as the Guidelines Governing Construction OSH. In Pampanga, the DoLE Pampanga Field Office also convened meetings with their 4 ITCs--construction, education, business processing and outsourcing (BPO) information communication technology, and aviation. Some 61 officers and members of these ITCs drafted their respective action plans covering training and education, salaries and benefits, and occupational safety and health. Meanwhile, the DoLE Tarlac Field Office held a Provincial Industry Tripartite Council Congress. The congress was participated by 45 officers and members of the province s ITCs which include hospital, hotel and restaurant, education, and construction. The objective of the congress was to review the signed Voluntary Codes of Good Practices based on the evaluation conducted by the Bureau of Labor Relations. The output of the congress served as basis of proposed amendments and improvements to the signed VCGPs and to provide the councils action plan and schedules of their activities. RECOGNITION FOR JBL. Thousands flocked to the job fair held at the Event Center of SM City Pampanga, where 2,814 local and 2,020 overseas job vacancies for skilled and professional workers were offered. The job fair was not exclusive for Fernandinos, as there were also hopefuls from neighboring towns like Masantol, Apalit and Magalang; as well as nearby provinces including Bulacan, Bataan and Nueva Ecija. Out of the 1,112 job applicants, more than 80 were hired on the spot, records show. Records also show that from 7.8% unemployment rate in the city in 2014, it has decreased to 6.1% in This shows, according to PESO Manager Donny Sayre, that job fairs help resolve and mark down the unemployment rate in the city. Meanwhile, Mayor Edwin EdSa Santiago stressed in the opening ceremonies that employment is constantly interconnected with education which are both under his 12-point agenda. (045) DESPITE her mood swings that sow fear in the hearts of public officials under her term, former President Gloria Macapagal Arroyo is well-loved by her constituents albeit the deafening silence that prevailed among her erstwhile die-hard allies in the province. The silence meant only one thing. Public officials in Pampanga do not want to incur the ire of President Benigno Aquino III lest they will be subjected to the political witchhunting that characterizes his administration. It was a blatant disrespect which seems to have made the Comelec and voting public helpless. It seems to be a useless or less used rule (among so many!) Where do we start to address this? Blame had been pointed to the so harshly called, bobotante. But the truth is, the so arrogantly called wise voters are equally guilty. Lord, show us the ABEL SOTO way TOWARDS THE LIGHT. And when we see the way you showed, we won t mind if you drag us to it. Just saying AND PRAYING FOR IT FERVENTLY. We have entered the month of February. Some would say, maybe in jest and quite offending, that this is the month of those with defective minds or kulangkulang. The reason is because this is the only month, which has less than 30 days compared to the rest, which have either 30 or 31 days. I was not born in February but I want to offer an explanation why this happened to February or why those born in this month need not be offended. February-born persons became kulang-kulang because they sacrificed some of their days for other months, most probably those which have 31 days. Night Market Wat Thmey killing fields Angkor Wat, a millenniumold ruins, is situated within the Angkor (archaelogical) Park, an ancient city which is host to more than 500 Hinduism and Buddhism temples, including one where the Hollywood film Tomb Raider, starred by Angelina Jolie aka Lara Croft, was shot. A local tour guide said some 10,000 to 50,000 foreign tourists visit Siem Reap daily, during the peak season (Dec to May), and about 5,000 to 10,000 during lean days.
