Our exa mination was made under the authority of Section 1417 of the Welfare and Institutions Code and, accordingly, included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. In our opinion, the audited costs presented in the Summary of f Findings represent a proper determination in accordance with the reimbursement principles of applicable programs.
