1 Appendix F. PG&E Energy Efficiency and Demand Response s Appendix F 1. PG&E s Demand Response s (2010) Residential s Residential SmartAC. PG&E will install a free SmartAC device that will be connected to a customer s air conditioner (AC). Between May 1 and October 31, if there is an energy supply emergency, the SmartAC device will receive a signal to use slightly less power to avoid a power interruption Commercial, Industrial, and Agricultural s Peak Day Pricing (E PDP). Allows participants to lower their business' electric bills by shifting or reducing electricity during critical peak summer afternoons (noon to 6 p.m. ). Participants receive day ahead notification and program takes place only 12 days during each summer season. Will be the default option for customers larger than 200 kw. SmartAC. PG&E will install a free SmartAC thermostat to help manage heating and cooling needs year round. If a business has an energy management system in place, PG&E will install a free SmartAC switch. If there is an energy supply emergency, between May 1 and October 31, the SmartAC device will receive a signal to use slightly less power to help avoid power interruptions. Base Interruptible (E BIP). Pays participants to reduce their load to a pre determined level when the CAISO calls a load curtailment notice. Must commit to curtail at least 15% of average monthly load or a minimum of 100 kw, whichever is greater. Two options available. Demand Bidding (E DBP). Allows participants to submit bids for a proposed level of load reduction at an offered price for each curtailment event. Participants must commit to reduce a minimum of at least 50 kw. Bids may be requested on a 'Day Ahead' basis when an CAISO's Alert notice is issued for the next day or when the CAISO's forecasts a day ahead peak demand of 43,000 MW or greater. Scheduled Load Reduction (E SLRP). Participants identify one to three four hour time periods during the week when they are willing to curtail their electric load. Must commit to curtail at least 15% of their average monthly load or a minimum of 100 kw, whichever is greater. Must curtail electric load once each week for each period they choose during the summer season, June 1 through September 30. Loads cannot be shifted to an on peak period of another day. Optional Binding Mandatory Curtailment Plan (OBMC). Lets participants avoid curtailments by implementing load reductions of 5% to 15% increments on their entire circuit or dedicated substation during rotating outages. Aggregators s. Pools resources of a group of customers to achieve higher demand reductions with unique incentive structures. Acting as intermediaries between businesses and PG&E, aggregators offer demand response program options not available through PG&E. Aggregators are independent third parties authorized to work with PG&E to reduce the state's energy usage during periods of peak demand, high wholesale electrical prices, system constraints, and emergencies. PGE21006 PGE21007 PGE21008 PGE2176 Business and Consumer Electronics Multifamily Energy Efficiency Rebates Whole House Performance (1) California New Homes Multifamily PG&E works with retailers and manufacturers to bring the highest-efficiency desktop computers, monitors and TVs to market and make them readily available to consumers at key retailer locations. To easily identify these products, just look for the PG&E and ENERGY STAR stickers. MFEERP provides rebates for a broad list of energy efficiency measures that can be installed in apartment dwelling units and in the common areas of apartment and condominium complexes and mobile home parks This program is aimed at delivering comprehensive improvement packages tailored to the needs of each existing home and its owner. This program builds on PG&E training on green home energy retrofits provided to contractors through our Energy Training Centers. Specifically, WHPP solicits, screens, and trains qualified residential repair and renovation and HVAC contractors to assemble capable contracting teams and perform whole-house diagnostics, propose a comprehensive improvement package, and complete the improvements. The program also includes marketing activities to help educate customers on program services and provide additional customer leads to trained contractors The program implementer s approach includes marketing, recruitment, targeted education of design professionals, plan checks, Title 24 reviews, energy efficiency design assistance, plus one-stop coordination with builders and HERS Raters throughout the design, construction, verification, and rebate submittal process. The approach has been noted for maintaining an extremely low dropout rate among participants. In short, HMG offers a turn-key program solution for the multifamily new construction market. PGE2177 Enhance Time Delay Relay The ETDR program will deliver reliable and persistent electric savings and demand reduction by offering technical assistance and financial incentives for the installation of energy efficiency measures to qualifying customers served by PG&E. The program serves multi- and single family residential customers in climate zones 11, 12, and 13, improving the sensible efficiency of air conditioners PGE2178 Energy Star Manufactured Homes This program promotes the construction of new manufactured homes that comply with ENERGY STAR standards by encouraging manufacturers to go beyond federal Department of Housing and Urban Development specifications. Targeted measures include high efficiency and right size HVAC systems. The goal is to increase the efficiency of the whole home while moving the industry towards zero net energy. MBPCx is an approach for identifying and correcting performance deficiencies in a building s energy-using systems on a continuous basis. It combines standard retrocommissioning practices that are proven to achieve substantial energy savings with continuous monitoring to ensure that the energy savings persist over time. PG&E will provide diagnostic, engineering and cost estimating resources to identify and analyze potential energy saving projects from retrocommissioning measures. Other project ideas, such as retrofit, demand response and selfgeneration will be identified. PGE2189 Cool Controls Plus Provides lodging owners with free, energy-saving retrofits designed to eliminate wasteful use of air-conditioning and heating units. PGE2190 Lodgingsavers Comprehensive energy efficiency retrofit program that delivers multi-measure comprehensive retrofits and Retrocommissioning (RCx) to small, medium and large lodging facilities in PG&E s service area. PGE2191 Medical Building Tune-Up Building retrocommissioning services and energy efficiency improvement assistance for recommended cost-effective energy and demand reduction strategies in hospitals and healthcare facilities. PGE2192 Campus Housing Efficiency Solutions The program will initially focus on identifying opportunities within the larger campuses in PG&E s service area in order to address the issue that a small percentage of campuses is responsible for the largest share of energy consumption and peak demand in the higher education sector. 4 # Name Description PGE2197 Small Business Commercial Comprehensive Cool Biz is designed to provide comprehensive energy efficiency measures to small and medium sized commercial businesses with refrigeration. The Cool Biz offers incentive levels which typically cover on average 75% of the project cost. In some cases, the program pays 100% of the cost of the project. This allows for short payback periods and low measure installation costs for customers. This target market is expected to encompass convenience stores, gas station convenience stores, independent grocers, butcher shops/meat markets, fish markets, small independent restaurants/cafes, drugstores, liquor stores, retail bakeries, caterers, cafeterias and assisted living facilities. These facilities are defined as the Retail, Ag and Food Processing and Hospitality market sectors. PGE2198 DCCCP Quest DCCCP provides technical assistance and financial incentives to reduce the amount of electricity required for data center cooling. The program targets energy efficiency improvements that provide significant cost savings and are easy to implement without interrupting normal data center operations. Customers enrolled in the program receive a thorough data center cooling operations assessment performed by qualified engineering professionals at no cost in addition to financial incentives for implementing efficiency improvements. PGE2199 PGE2200 PGE2201 Energy-Efficiency Parking Garage Furniture Store Energy Efficiency High Performance Office Lighting The Energy Efficient Parking Garage is designed to fill a niche within the PG&E program portfolio with simple technology, quick installation, and a non-abrasive application/participation process, that will provide fast and plentiful energy savings within the program years of EEPG seeks out any Above Ground Parking Garage within the PG&E territory and will offer an incentive of $0.05/kWh and $100/kW for either T8 Fluorescent or Induction lamp retrofit. The program works with retail furniture stores in the PG&E service territory to improve energy efficiency. This is done with a mix of no-cost HVAC and lighting measures which are designed to reduce demand and improve the functioning of your current HVAC and lighting systems. OLEEP provides assistance and support to the customer throughout the ozone laundry system installation process. Eligible licensed center-based child care facilities include Head Start, state-contracted and private centers served by Southern California Edison and Pacific Gas & Electric. PGE2213 K-12 Private Schools and Colleges Audit Retro The program works with school administrators to improve the energy efficiency of school facilities. This is done with a mix of no-cost and low-cost measures that improve the operation of three main energy systems: HVAC, lighting and controls. PGE2214 EE Entertainment Centers The program will deliver reliable and persistent gas and electric savings, demand reduction and demand response opportunities by offering facility audits, implementation of low cost/ no-cost measures, installation support services, and financial incentives for the installation of energy efficiency measures to qualifying customers served by PG&E throughout its territory. The program targets the commercial customer segment, specifically entertainment facilities Industrial PGE2220 Aim Compressed Air Efficiency PG&E offers qualifying facilities cash rebates of $.10 per kwh for verifiable energy savings, up to two-thirds of your project implementation costs. The AIM can reduce already short payback times for many energy savings measures from twenty months to as little as six months. PGE2221 PGE2222 PGE2223 California Wastewater Process Optimization Energy Efficiency Services for Oil Production Heavy Industry Energy Efficiency Expands the current program and focuses on continuing to bring significant energy efficiency savings to wastewater treatment plants, and may include fresh water distribution systems. The program will continue to provide facility audits, engineering assistance, project management support, and incentives based on potential energy savings The program is targeted toward the hard-to-reach independent oil producers in California that are struggling to control costs and remain competitive. Independent oil producers are those operations that are not owned by a major oil refiner like Chevron, ExxonMobil, ConocoPhillips, or Shell. The main objective of the program is to assist these producers to become more energy-efficient and productive. This identifies and facilitates the implementation of major processoriented and other energy-efficiency upgrades for Pacific Gas and Electric Company's (PG&E) heavy industry customers. Customers that install energy efficient systems and equipment will receive incentives based on the annual kwh or therm savings achieved. PGE2224 Industrial Compressed Air Compressed Air Systems Optimization PGE2226 PGE2227 PGE2228 Laboratory Airflow and Fume Hood Control Systems Cement Production and Distribution Energy Efficiency Industrial Recommissioning This program introduces energy efficiency to the biotech, pharmaceutical, educational and scientific laboratories, one of California's fastest growing economic drivers. Laboratory buildings generally have the highest energy density per square footage of any type of commercial building. Lab recommissioning is a highly specific skill, and this program complements PG&E's commercial RCx program which addresses more traditional commercial facilities. CIEEP is designed to help industrial customers identify, quantify and implement energy efficiency /savings opportunities that exist in your various plant operating systems. The program offers retro-commissioning services for large compressed air systems and other industrial processes and systems. Large compressed air systems of 500 hp and larger are eligible. This program is a special energy savings service designed for qualifying PG&E customers that live in a rural agricultural community with a population of 50,000 or less. The focus of the WIES is to achieve lower energy use and increased sustainability in the wine industry. Global Energy Partners (GEP) can help PG&E food and beverage manufacturers save energy and secure cash incentives under this third party incentive. The is designed to help offset the cost of qualifying measures that will save energy and/or improve the process efficiency. The offers focused assessments, on-site assistance and financial incentives to cost-effectively implement the 's measures including energy-efficient natural gas and electric equipment. These measures address every major gas and electric enduse in food processing facilities and are technically proven, but often underutilized by the food processing market The program is available to qualifying large dairies that receive gas and/or electric service from PG&E. The focus of the DIRA is to achieve lower energy usage and increased sustainability in the dairy industry. The program offers unbiased technical service, education and support though a tailored energy management approach to facility staff to identify, evaluate and promote the installation of energy efficiency measures to reduce the operating expenses and improve the efficiency of facility operations. PGE21041 Residential New Construction This program targets new residential housing using both PG&E and third party industry specialists to facilitate delivery of a portfolio of energy efficiency services. It will include statewide elements as well as elements specifically targeted to the residential new construction developers and contractors in PG&E s service area. PGE21042 Savings By Design SBD will provide the nonresidential new construction industry with a broad palette of technical and financial resources to aid them in designing new facilities to the most cost-effective energy and resource efficiency standards. PGE2105 Lighting Market Transformation The Lighting Market Transformation (LMT) program addresses the statewide IOU plans to bring about the required transformation of lighting markets within the state. The program has set three broad goals: 1. Formalize a process by which the IOUs can rapidly introduce advanced lighting solutions and emerging technologies to the marketplace, improve existing lighting programs, and develop new program strategies; 2. Provide better access to education and information regarding existing and emerging lighting technologies for all market actors; 3. Formalize a process by which the IOUs can determine when a specific lighting technology has become sufficiently mainstreamed and no longer requires IOU program support. The two goals of the are to encourage increased stocking and upselling (i.e., explaining the technical benefits to customers and calculating return on investment) of high-efficiency HVAC equipment. Implemented by the Western Cooling Efficiency Center at UC Davis, this program provides higher levels of HVAC efficiency in equipment design, installation, operation, and maintenance; improves quality assurance throughout the HVAC supply chain; provides workforce education and training; and supports improved compliance with current and future codes and standards. This program applies to installations of packaged HVAC systems with a rated capacity of up to 760,000 BTU/H. A financial incentive is available to contractors who complete a system installation according to the appropriate industry standards. Qualifying contractors are actively recruited into the program by offering certain non-incentive services providing benefits such as co-branded customer marketing materials, and diagnostic equipment.. This program applies to central air systems and air-source heat pump systems installation with a rated capacity up to 65,000 BTU/H. A financial incentive is available to homeowners who have a system installed in accordance with the Environmental Protection Agency HVAC Quality Installation Guidelines. Homeowners will also receive an ENEGRY STAR certificate for their qualifying installation. Contractor training on quality installation practices is available. This program focuses on energy and demand savings achieved through the regular application of quality maintenance (QM). The program attempts to quantify the potential savings, and develop through a full industry vetting, a QM program focused on comprehensive and continuously improving Operation and Maintenance activities to provide customers with a high return on investment. This program focuses on both residential and commercial customers. This program offers industry specific education and training opportunities targeted at all levels of the HVAC value chain. Prior to initiating the program, a comprehensive needs-assessment will be made to determine industry skill gaps, identify opportunities for collaboration with existing HVAC education and training infrastructure, and implement recommendations needed to close gaps. The HVAC WE&T effort will seek to influence quality inclined contractors, installers, and technicians to deliver premium services to their customers. The LIEE program provides no-cost weatherization services to low-income households who meet the CARE guidelines.
