3 Downpayment Assistance The costs of downpayment and settlement can overwhelm first-time homebuyers and is listed as the #1 barrier to homeownership. That s why CDA has added more assistance programs for closing costs. In addition to the zero-percent deferred DSELP loan, employers are joining CDA s newest homeownership initiative, House Keys 4 Employees. This program helps Maryland s workforce become homeowners through a creative match program between employers and the State of Maryland. And, through its new MMP Plus loan product, borrowers can receive a two percent closing cost grant. ABOUT DSELP What is DSELP? DSELP is the Downpayment and Settlement Expense Loan Program. This program helps eligible borrowers purchase a home by funding a portion of their closing costs. Who is eligible for a DSELP? Individuals or families who are approved to purchase a home using a CDA first mortgage loan can apply for a DSELP. Please note that in Anne Arundel, Baltimore, Garrett, Harford, Montgomery and St. Mary s counties, you must receive homebuyer education/housing counseling and obtain a housing counseling certificate prior to making an offer and executing a contract of sale on a home. How much can I borrow with DSELP? DSELP can provide up to $5,000. What is the interest rate on the DSELP loan? DSELP is offered at a 0% interest rate. When must I pay back the DSELP? DSELP is a deferred loan that is repayable when you payoff or refinance the home or upon sale or transfer of the house you financed through CDA. Can I cover all of my settlement expenses using DSELP? No. The borrower must contribute at least 1% of the amount of the first mortgage towards their own settlement expenses. How do I get a DSELP? When you apply to a participating lender for a CDA first mortgage loan to buy your home, ask the lender to qualify you for a DSELP. Can I use DSELP with a non-cda first mortgage loan? No. DSELP can only be used with a CDA first mortgage loan. Who insures or guarantees my first mortgage loan when I get a DSELP? CDA first mortgage loans are insured or guaranteed by either the Federal Housing Administration (FHA), one of the participating private mortgage insurance companies, the Veterans Administration (VA), the United States Department of Agriculture through the Rural Housing Service (RHS) or the Maryland Housing Fund. Is my DSELP loan insured? No. However, it does get recorded as a second lien against the home that is purchased. Is DSELP available only in certain areas? No. DSELP is available statewide Are there any other special requirements for DSELP? Yes. Some counties require that borrowers take homebuyer education workshops and have a housing counseling certificate before the borrower signs a contract of sale. Ask your lender about homebuyer education requirements or call CDA at for more information. ABOUT THE House Keys 4 Employees What is the House Keys 4 Employees program? House Keys 4 Employees enables eligible homebuyers to receive more downpayment and/or closing cost assistance than is available through the standard DSELP Program. How does it work? CDA will match, dollar-for-dollar, contributions towards downpayment and closing costs from participating employers, local jurisdictions, unions and/or nonprofit agencies up to a maximum of $5,000. The match is in the form of a 0% deferred loan. This assistance is over and above what is available through the standard DSELP Program or the MMP-Plus Program. This will allow some borrowers to have more choices in buying a home. Who qualifies for House Keys 4 Employees? Any borrower who receives a contribution for downpayment and/or closing cost assistance from an employer, local government, union, or nonprofit agency and, meets the eligibility criteria under the Maryland Mortgage Program (MMP) may participate in the program. Can other closing cost assistance be used in conjunction with the MMP? There are two other types of closing cost assistance available with a CDA mortgage: the Downpayment Settlement Expense Loan Program (DSELP) and the Maryland Mortgage Program - Plus (MMP-Plus) which provides a 2% closing cost grant paired with a slightly higher interest rate on the first mortgage. Both programs help eligible borrowers purchase a home by funding a portion of their closing costs. Who is eligible for DSELP or MMP-Plus? 4 Downpayment Assistance cont. How does the House Keys 4 Employees program help when I am purchasing a home? Borrowers who choose a DSELP loan through the Maryland Mortgage Program, can receive up to an additional $5,000 from the House Keys 4 Employees program (based on dollar-for-dollar match from one of the eligible sources) to add to the amount currently available under the regular DSELP Program. Borrowers who choose a MMP-Plus grant, can receive up to an additional $5,000 from House Keys 4 Employees (based on dollar-for-dollar match from one of the eligible sources) to add to the 2% closing cost assistance grant. My local government offers a program where they make assistance available if I move within a certain distance of my place of employment. Can I use House Keys 4 Employees in conjunction with a local government s program? Yes. The amount of the dollar for dollar match provided through House Keys 4 Employees would not exceed $5,000, but the employer s assistance can be combined with the local government match, up to a total of $15,000 maximum. May I apply for assistance from both Programs? No. You may receive assistance from DSELP or MMP Plus. Who are the participating agencies? The Maryland Department of Housing and Community Development, working in cooperation with the Maryland Department of Business and Economic Development, will develop a list of employers, local governments, unions, and/or nonprofit organizations that are concerned about affordable housing and are willing to provide downpayment and closing cost assistance to potential homebuyers. How do I apply? 1. Ask your Human Resources Department if your employer participates in the House Keys 4 Employees program. Determine how much assistance is available to you. 2. Contact your local housing office to determine if the jurisdiction in which you live participates in the House Keys 4 Employees program. What do I do after I find out what is available through my employer and/or local government? 1. Complete employee section of the Verification of Partner Contribution form and give it to your employer and/or local jurisdiction to complete the appropriate section. 2. Select a participating CDA lender in your area and make an appointment to pre-qualify for a CDA mortgage loan. 3. Provide the lender with the original of the fully completed and executed Verification of Partner Contribution form. 4. Talk to your lender about homebuyer education before signing a contract of sale. A list of participating CDA lenders and homeownership counseling agencies is included in this homebuyer s kit. ABOUT MMP PLUS What is the MMP PLUS Program? This program is a premium priced first mortgage program that offers a first mortgage (at a slightly higher interest rate) that provides borrowers with a 2% closing cost assistance grant. How many points are charged for this loan? The borrower pays zero points. How much is the closing cost assistance? The grant is equal to 2% of the first mortgage loan amount. Can I use the 2% grant for my down payment? Yes, if the insurer/guarantor permits. FHA permits the 2% grant to be used to fund closing costs but not the down payment. What is the term of the MMP PLUS mortgage? A: There are three terms offered with this Program. The borrower can choose between the 30-year term, the 5/30 Mortgage Program (35-year term that is interest only for the first five years with amortized payments for the remaining 30 years) or the 40-year mortgage. Do I need to meet the same eligibility requirements as in the regular MMP program? A: Yes, the eligibility requirements such as the Income Limits, Maximum Acquisition Costs and first time homebuyer requirements are the same. MONTHLY MORTGAGE PAYMENT CHART NOTES MONTHLY MORTGAGE PAYMENT AND CURRENT CDA INTEREST RATES: The monthly payments shown are only for the principal and interest payments or interest only payments due on the CDA mortgage. Each mortgage product has a different interest rate based on the points paid upfront when obtaining the mortgage. For example, a 2-point mortgage requires the homebuyer to pay 2% of the mortgage amount as part of their closing costs. These funds are used to off-set the cost of making the mortgage. All monthly payments and interest rates shown in the table are subject to change. In addition to these amounts, a mortgage will have monthly costs for property taxes, hazard insurance, and mortgage insurance. AVAILABLE DOWN PAYMENT AND CLOSING COST ASSISTANCE: The homebuyer may select either a CDA Downpayment and Settlement Expense Loan (DSELP) up to $5,000 (the DSELP loan is a 0% deferred loan, repayable upon sale of the home or refinancing of the CDA MMP loan); or a 2% Closing Cost Grant (2% grant is based on the mortgage amount), which is one of the available CDA mortgage products. This loan product has a slightly higher interest rate. This mortgage product is shaded in color. INTEREST ONLY LOANS: These loans have a period of 5 years where only the interest on the mortgage is due. Additional payments during this period to pay down on the principal of the mortgage are permitted. The 5-year interest only period is followed by a 30-year amortizing mortgage. Please refer to the 30-year amortizing loan payments in the table to see the principal and interest payments that will be due in year 6. AVAILABLE MORTGAGE INSURANCE: The 30-year amortizing mortgage can use FHA, VA or RHS, or private Mortgage Insurance credit enhancement products. For the 35-year mortgage, with interest only payments for the first 5 years, and the 40-year amortizing mortgage, insurance is only eligible through participating private mortgage insurers. 10 FAQs Q: Do I have to be a first-time homebuyer to get a CDA loan? The answer depends on where the borrower plans to purchase. Borrowers purchasing in Targeted Areas (see sheet entitled Targeted Areas), do not have to be firsttime homebuyers. However, borrowers purchasing in an area that is not designated as Targeted must meet the definition of a first-time homebuyer. A first-time homebuyer is defined as someone who has not owned a principal residence in the last three years. Q: What type of home can I purchase? Eligible houses include townhouses, detached or semi-detached homes, and condominium units. Modular or manufactured homes that have the State seal of approval for code compliance may be financed. Q: Do I have to occupy the house that I purchase with a CDA loan? Yes, CDA loans are available for owneroccupants only. Q: How long does it take to get a loan with CDA? CDA loans are processed and approved by participating lenders who are given incentives to complete the loan in a timely fashion. The day time period normally written into the contract to purchase a home is more than enough time to receive an approval on a CDA loan. Q: Does the seller have to pay points on a CDA loan? The payment of the points is negotiable between the buyer and the seller. Q: Is closing cost assistance available with a CDA loan? Yes. Several options of closing cost assistance is available. See sheet entitled Downpayment Assistance to learn about our DSELP, House Keys for Employees and MMP Plus programs. Q: Are CDA loans only available in priority funding areas? Only newly contructed homes are required to be in a priority funding area, not existing homes. Q: How do I apply for a CDA loan? CDA loans are available through a statewide network of participating lenders. To apply, contact a mortgage lender from the CDA participating lender list. Q: Do I need to have good credit to get a CDA loan? Yes, acceptable credit is required. The CDA loan is underwritten to normal mortgage industry credit standards. A participating lender will be able to help you analyze your credit standing. Q: What is the CDA loan interest rate? CDA currently has four low-interest rate mortgage products: a zero-point product a zero-point product with a 2% closing costs assistance grant one-point product two-point product The rates are frequently reviewed and subject to change. Consult with a lender for current CDA rates. Q: Does the CDA loan program ever run out of money? No, CDA funds are available continuously. Q: Do I have to attend homeownership counseling? Yes, CDA requires that all of our borrowers receive homebuyer education. See sheet entitled Homebuyer Workshops. Please note that in Anne Arundel, Baltimore, Garrett, Harford, Montgomery and St. Mary s counties, you must attend workshops to receive homebuyer education/housing counseling and obtain a housing counseling certificate prior to making an offer and executing a contract of sale on a home.
