1 NYC TECH CITY Mayor Bloomberg has made a deep and lasting commitment to New York City s technology sector and the City s significant investment has paid dividends in new jobs and growing local companies. In 2012, 100 New York City tech firms sold for a total price of $8.3 billion, while venture capitalists injected $2 billion into the city s tech companies across funding types, including $115 million in Seed funding, $467 million in Series A funding and $449 million in Series B funding. And in May of 2013, New York City witnessed its first billion dollar exit of a tech startup with Tumblr s acquisition by Yahoo! the first of several major deals further fueling the tremendous growth of the sector and providing new opportunities for investment and expanding employment opportunities for the city s growing number of engineering graduates. Tech sector growth and City support is helping to create tech jobs across New York City. Between 2009 and 2011, high-tech sector employment grew at a cumulative rate of more than 15%. In 2011 New York City employed almost 123,000 total tech workers and currently more than 1,200 local startups are hiring for over 3,000 jobs. Over 1,000 new start-ups have launched in New York City since 2008; with some finding an early home in New York City s network of 10 City-sponsored incubators. These incubators have provided space and resources to over 650 companies and support over 1,000 employees; with five new City-sponsored incubators on the way. Mayor Bloomberg s signature tech initiative, Applied Sciences NYC, demonstrates the administration s commitment to supporting the development of tech human capital and training the next generation of innovators. Applied Sciences NYC is expected to more than double the number of both full-time graduate engineering students and faculty in New York City. Over the next three decades the Applied Sciences NYC initiative is expected to generate more than $33 billion in overall nominal economic impact, add over 48,000 jobs, and launch nearly 1,000 spin-off companies. At the secondary school level the City developed the Academy for Software Engineering and the Bronx Academy for Software Engineering, as well as the Software Engineering Pilot program. These initiatives will help 4,500 public school students develop critical computer science skills over the next three years. The following list contains some of the tech sector support initiatives launched by the Bloomberg administration and led by city agencies including the New York City Economic Development Corporation (NYCEDC), the Department of Information Technology & Telecommunications (DoITT), the Department of Parks and Recreation, the Department of Education, the Mayor s Office of Media and Entertainment, and the Office of the Chief Digital Officer.

2 Fostering Talent Applied Sciences NYC In December 2010 Mayor Bloomberg announced his plan for the Applied Sciences NYC initiative, issuing a challenge to top global education and research institutions to propose a new or expanded applied sciences and engineering campus in New York City. The administration offered to provide City-owned land, a seed investment of City capital, and support in the development process. Cornell University, with partner Technion-Israel Institute of Technology, was named the first Applied Sciences winner and allocated $100 million in capital funding and land on Roosevelt Island to develop their $2 billion, two-million-square foot applied science and engineering graduate campus. A public private partnership led by NYU and NYU Poly won another award to develop the Center for Urban Science and Progress (CUSP), which will use data to address critical challenges facing cities with support from private partners IBM and Cisco. Columbia University also won funding to develop their Institute for Data Sciences and Engineering. These campuses will more than double both the number of full-time graduate engineering students and faculty in New York City. The Applied Sciences initiative is projected to generate more than $33 billion in overall economic impact, add over 48,000 jobs, and launch nearly 1,000 spin-off companies over the next three decades. NYC Tech Talent Draft NYC Tech Talent Draft is a series of on-campus information sessions highlighting NYC tech employment opportunities for computer science and engineering undergraduate students at top schools. Since Spring 2012, a total of 66 executives from 62 different startup companies have reached nearly a thousand students at seven top engineering schools across the Northeast. NYC Venture Fellows NYC Venture Fellows is a highly selective, year-long fellowship program developed in partnership with Fordham University for NYC-based or international entrepreneurs who are the founders or co-founders of innovative organizations with the potential to create significant employment in New York City. Mayor Bloomberg began the program to make it easier for international and local entrepreneurs to launch and grow their businesses in New York. The inaugural class of Venture Fellows included 21 entrepreneurs from nine countries, including the leaders of Foursquare, Gilt Groupe, and SecondMarket. Software Engineering Pilot Program The Software Engineering Pilot Program is a comprehensive computer science and software engineering curriculum that will be introduced into 10 middle and 10 high schools in all five boroughs in September The program is expected to serve 1,000 students in Fall 2013 and will grow to serve 3,500 students by In the first year of the pilot, core topics to be taught include computer programming, embedded electronics, web design and programming, e-textiles, robotics and mobile computing. Academy for Software Engineering and Bronx Academy for Software Engineering The Academy for Software Engineering (AFSE), which opened in September 2012, is the first NYC high school dedicated to teaching computer science and software programming skills. Students have the opportunity to develop software and applications while working closely with industry mentors from the tech sector. In September 2013, a second location will open in the Bronx the Bronx Academy for Software Engineering (BASE) and welcome its inaugural 9th grade class. At full build, these schools will have close to 1,000 students. Made in NY Digital Map In February 2012 Mayor Bloomberg launched the Made in NY promotional campaign for the city s expanding media and emerging tech landscape. The "Made in NY" digital map highlights NYC s startups, investors, incubators, and coworking spaces, and lists over 1,200 digital companies that are currently hiring. The map was created by Internet Week New York in partnership with the Mayor s Office of Media and Entertainment and Chief Digital Officer Rachel Haot to connect the city s tech employers with tech talent. NYC Generation Tech NYC Generation Tech is a technology, entrepreneurship and mentorship program for disadvantaged youth developed in partnership with the Network for Teaching Entrepreneurship (NFTE), which serves promising high school students from across New York City. This program offers students the opportunity to participate in a tech "boot camp," create their own apps, pair up with a mentor, and enter a tech business plan competition. Bio & Health Tech Entrepreneurship Lab NYC The Bio & Health Tech Entrepreneurship Lab NYC provides extensive support to early-career bio and health tech researchers and engineers, post-docs, and graduate students of science interested in forming new ventures in the areas of therapeutics, medical devices, diagnostics, bioinformatics, research tools, and healthcare IT. Eligible participants must live or work in New York City and show a commitment to developing business skills.

3 Cultivating Innovation NYC BigApps The NYC BigApps annual competition challenges developers to create free apps for New Yorkers using City data. Winning applications for BigApps 3.0 received cash prizes totaling $50,000, in addition to several non-monetary prizes. NYC BigApps has helped create nearly 240 new applications since Mayor Bloomberg launched the competition in This year's BigApps 4.0 contest utilized expanded data and challenged participants to create apps that improve access to city services and data on issues such as healthcare and workforce development. NYC Next Idea NYC Next Idea is an annual global business plan competition that encourages international and local entrepreneurs to form new ventures in New York City. The competition, run in partnership with Columbia University's Fu School of Engineering, has two tracks: one for international teams and one for teams with one NYC-based full-time student. The winning teams receive $17,500 and six months of free office space to use while implementing their business plans. This year's Next Idea competition attracted 222 submissions from 40 countries. Submissions arrived from 14 of the top 16 U.S. universities and 16 of the top 20 international universities, with the winner coming from Germany. New York s Next Top Makers The inaugural 2013 Next Top Makers competition supports designdriven production in New York City s industrial business, design and engineering communities. Participants submitted proposals for market ready product designs and finalists received studio space from sponsor NYDesigns, and business support and mentorship from industry experts such as Adafruit Industries, Honeybee Robotics and Shapeways to help develop their products during a six-month studio phase. Judges will award an additional cash prize to the best maker following the studio phase. Project Pop-Up Project Pop-Up rewards emerging New York City-based fashion retailers and fashion-related technology companies with retail space and business development services. The 2012 winners received one month of free retail or showcase space within the Chelsea-based retailer STORY. 100% of sales during this period went to the winning companies. Winners also received a toolkit of business services, including PR and marketing support and mentoring from industry leaders. Establishing Incubators General Assembly General Assembly, a global network of incubators, opened their first incubator in 2011 in New York City, providing a co-working space for technology startups. General Assembly continues to provide technology and business courses to the public and serves as a home base for NYC startups. Varick Street Incubator Launched in 2009, the Varick Street Incubator is the first Citysponsored incubator for high-tech startups. Business Insider called the space the "top place in NYC for new entrepreneurs to call home." Varick Street has helped to support and launch 22 companies.

4 The Hive at 55 Downtown Alliance worked with the City to open the Hive at 55 incubator for early-stage startups and media freelancers in Lower Manhattan in The Hive at 55 is a 5,000-square-foot shared workspace housing approximately 50 workers. The DUMBO Incubator The DUMBO Incubator, developed with NYU Poly and Two Trees Management, will serve technology-focused entrepreneurs from various industries including financial services, media, green, bioscience, and fashion. Tenants will be able to use approximately 30 dedicated workstations, as well as access to educational programming and services. Sunshine Bronx Business Incubator Sunshine Bronx Business Incubator is the first City-sponsored business incubator in the Bronx. Located in the historic BankNote Building in Hunts Point, the nearly 11,000-square-foot space provides approximately 180 workstations to entrepreneurs working across sectors. Clean Technology Entrepreneur Center In January 2013, NYCEDC announced plans to develop a Clean Technology Entrepreneur Center to assist clean energy entrepreneurs. The center will provide affordable workspace, product demonstration and exhibition space, and mentorship programming for entrepreneurs. NYCEDC is expected to open the Clean Technology Entrepreneur Center with partners NYU-Poly in Downtown Brooklyn in Summer Harlem Biospace New York City is set to open the Harlem Biospace incubator, the first of its kind in the city, this fall. The new biotech incubator that will provide up to 24 competitively-selected, early-stage life science companies access to affordable wet-lab, microbench space, specialized laboratory equipment, mentorship, business support, and programming. The Harlem Biospace will be located at 423 West 127th Street in a 2,300 SF ground-floor space near Columbia University and City College. NYCEDC developed this incubator in partnership with Sam Sia, PhD, an entrepreneur and faculty member at Columbia University s Department of Biomedical Engineering and Founder of Harlem Biospace to serve the quickly expanding biotech community in New York City. Made in NY Media Center Mayor Michael R. Bloomberg, Media & Entertainment Commissioner Katherine Oliver and New York City Economic Development Corporation President Seth Pinsky announced plans for the city s Made in NY Media Center in October The Center, set to open in 2013, will provide workspace, networking events, and educational programs in partnership with General Assembly. The center, operated by the Independent Film Project, will assist professionals from the film, television, advertising, new media, gaming, marketing and branding industries. Enhancing Connectivity WiredNYC A building certification program that evaluates the broadband infrastructure of New York City buildings in order to accelerate deployment of broadband technologies. The program was developed in partnership with the real estate and tech industries, including Rudin Management, Jared Kushner, and other companies interested in encouraging broadband deployment. WiredNYC is expected to lead to assessing and ranking the connectivity of more than 300 commercial office buildings over the next two years. The NYC Broadband Connect Map A crowd-sourced map displaying connectivity availability and capabilities in NYC buildings and neighborhoods. The map will incorporate multiple sources of data, including information from the WiredNYC rankings and information from several NYC fiber providers who are partnering with the City, including Optical Communications Group (OCG), Reliance Globalcom, Zayo and RCN. Citywide Residential Fiber Deployment In 2008, the City announced an agreement with Verizon to bring highly-advanced, fiber-to-the-home technology (FiOS) capabilities to every residence in the city by June 30, Verizon completed 80% of its build out of FiOS across the five boroughs at the end of 2012, and continues to expand their network. Micro-Trenching Pilot Program In April 2013 the City of New York announced an innovative micro-trenching pilot program to speed deployment of fiber optic cabling to businesses and residences across the city. Micro-trenching involves small conduits within the edges of City sidewalks built to house fiber optic cabling, which can be used to deliver voice, Internet and cable television service. The program minimizes construction time, environmental impact and cost and gets buildings connected faster. The excess capacity provided by micro-trenching will be available for use by other communications industry providers, as well as by City agencies, at no cost for the duration of the pilot. The pilot program is part of the Mayor s efforts to expand connectivity across the five boroughs, providing fiber-optic cable services to 12 sites across the city. ConnectNYC Connect NYC will provide small and medium-sized businesses, including industrial businesses, with free broadband wiring access infrastructure. Companies can apply through a competitive process that will make awards based on a demonstration of how additional connectivity would help them grow their business. ConnectNYC leverages a commitment made with Cablevision and Time Warner Cable in partnership with DoITT.

5 Cable Television Franchise Renewals In August 2011DoITT announced renewal agreements with the city s incumbent cable providers Time Warner and Cablevision. Running through July 2020, these franchise agreements provide for: Infrastructure Build $1.8 million per year to bring fiber into commercial buildings not currently being served Time Warner Cable installing 20 miles of fiber per year on commercial blocks in its service area. This includes the extension of fiber optic technology to the Brooklyn Navy Yard, which was completed in August (Cablevision already serves the commercial blocks in its service area). Public Broadband Access To provide free broadband access to low-income communities across the City, Time Warner Cable will fund 40 public computer centers located in facilities run by local non-profit organizations. NYC Connected Initiatives through the Broadband Technology Opportunities Program (BTOP) As part of the American Recovery and Reinvestment Act of 2009, the federal government made approximately $4.7 billion available through the Broadband Technologies Opportunities Program (BTOP). In 2010, DoITT secured approximately $42 million of this federal stimulus funding for programs to increase access to affordable broadband service across New York City s underserved communities and among low-income public school students. In total, more than 300,000 New Yorkers have been served through the NYC Connected Learning, NYC Connected Foundations, and NYC Connected Communities BTOP initiatives. Public-Private Partnerships for Increased Wi-Fi Access In July 2012, the City of New York announced a pilot program to provide free public WiFi at public pay telephone installations across the five boroughs. New Yorkers and visitors are now able to connect using their smartphones, tablets, and other WiFi-enabled devices. As part of the pilot program, free WiFi is now available at 13 payphone locations across the five boroughs. In January 2013 Mayor Bloomberg joined Google in announcing the company s commitment to creating the largest public outdoor Wi-Fi network in the city in the Chelsea neighborhood where Google has offices. Google is funding the service in partnership with Chelsea Improvement Company, a nonprofit neighborhood development group. Wi-Fi in Parks Also as part of the City s cable television franchise renewal agreements with Time Warner Cable and Cablevision Systems, the companies are spending approximately $10 million over the next two years to equip areas within 32 parks across the five boroughs with Wi-Fi service, and will maintain the systems through This service will be free to all users for up to 30 minutes a month, with a nominal fee of 99 cents per day thereafter, and free at all times to Time Warner Cable and Cablevision broadband subscribers. In May 2011 the New York City Department of Parks and Recreation partnered with AT&T to launch a five year initiative to provide free Wi-Fi access in 26 locations in 20 New York City parks across the five boroughs, with expanded access in the future. The initiative advances some of the goals of Road Map for the Digital City, the comprehensive strategy to make New York the nation s leading digital city that Mayor Bloomberg also unveiled in May Wireless Corridor Challenge The New York City Economic Development Corporation is overseeing efforts to design and implement a free, public access Wi-Fi or other emerging technology wireless network corridor in a New York City commercial district. The Wireless Corridor Challenge will provide free wireless internet access to the chosen commercial district for three years, attracting new businesses and foot traffic to the selected neighborhood.

6 Expanding Resources Innovate Health Tech NYC Innovate Health Tech NYC is a competition for NYC-based software and hardware developers to create commercially viable technologies that solve urgent health care problems. Individuals, teams, and companies with 10 or fewer employees can compete to win $50,000 in total funding. Technologies may include, but are not limited to, healthcare analytics tools, clinical workflow management tools, mobile health applications, and wireless health monitoring devices. The first prototype demo day took place in Summer 2013 with partners Health 2.0, StartUp Health, and ChallengePost and sponsor Janssen Healthcare Innovation. NYC Entrepreneurial Fund The $22 million NYC Entrepreneurial Fund, created by Mayor Bloomberg and managed by FirstMark Capital, provides promising New York City-based technology startup companies with up to $750,000 in early-stage capital. The City contributed $3 million to establish the fund and FirstMark Capital will contribute up to an additional $19 million. Media NYC 2020 In 2009 Mayor Bloomberg announced MediaNYC 2020, a set of initiatives designed to support media and technology companies in New York City. The City had over 200 conversations with members of the media and technology industries to assess the key needs media and tech entrepreneurs are facing. These initiatives are set to create 8,000 jobs in the media sector over the next decade. PILOT Health Tech NYC PILOT Health Tech NYC was developed in partnership with healthcare technology industry leaders Health 2.0, StartUp Health, and Blueprint Health. The program connects early-stage healthcare technology companies with key NYC healthcare service organizations, including hospitals, physician clinics, and nursing associations to help develop healthcare technology for organizations in need of new solutions. PILOT Health Tech NYC provides funding up to $100,000 each to 10 innovative NYC-based pilot healthcare technology projects developed out of these partnerships. NYC Media Lab Developed in partnership with NYU-Poly and Columbia University, NYC Media Lab is the nation s first government-supported laboratory for media innovation. The lab utilizes public private partnerships to address challenges in the media industry and develop new research and business models for emerging New York City businesses. NYC Venture Connect NYC Venture Connect is a digital information hub created by NYCEDC and maintained by the Center for Technology, Innovation and Community Engagement at Columbia University, with information on tech industry news and events, legal and marketing resources, real estate information, company directories, and key insights from industry experts in the city. Alexandria Center for Science & Technology Opened in 2010, The Alexandria Center for Science and Technology is a state-of-the-art research and development campus, built to support and expand wet lab space in New York City. The campus houses 1 million square feet of commercial laboratory space on a 3.5-acre City-owned site. Tenants include ImClone, Pfizer Centers for Therapeutic Innovation, and Kadmon Pharmaceuticals.

7 City As User New York City Technology Development Corporation The New York City Technology Development Corporation (NYCTDC) is a non-profit organization tasked with improving Citywide information technology delivery. By infusing talent and discipline, building new capabilities in project management, business analysis, and enterprise architecture, NYCTDC will increase transparency in citywide IT project activity and hold contracted technology vendors more accountable for their performance. Reinvent Payphones Design Challenge Launched by Mayor Bloomberg in December 2012, the Reinvent Payphones Design Challenge rallied urban designers, planners, technologists and policy experts to create physical and virtual prototypes that imagine the future of New York City s public pay telephones. The contest will help to foster innovative, data and design-driven ideas to modernize payphone infrastructure across the five boroughs and optimize use of public space once the City s current payphone contracts expire in Enterprise Licensing & Permitting The Enterprise Licensing and Permits Program is a project to replace the current City agency client management systems with new modernized licensing and permitting systems. The program will allow businesses to apply for certain licenses and permits and renewals online for the first time. Three agencies are currently involved in this program: the Department of Health and Mental Hygiene (DoHMH), Department of Consumer Affairs (DCA), and Department of Buildings (DOB). The first phase of the program began in April 2013 and the next phase is scheduled to begin in Fall NYC Open Data (& Local Law 11 of 2012) Over 1,000 datasets are available for free, at any time via NYC Open Data on NYC.gov, providing developers, technologists, the media and the public access to raw data from dozens of City agencies. This repository is a core component of the City's open data efforts, representing a revolutionary approach to storing and publishing City data in a searchable, sortable and customer-friendly manner. Local Law 11 of 2012, which amends the administrative code to mandate that qualifying City-managed digital data be made available through a single web portal, represents the most ambitious and comprehensive open data legislation in the country The 311 online and telephone service provides the public with quick, easy access to all New York City government services and helps agencies improve service delivery. In adherence to Local Law 47 of 2005, the Department of Information Technology and Telecommunications (DoITT) issues monthly reports to the City Council, the Public Advocate, Community Boards, and the public about data collected by 311. This data is analyzed and shared in order to encourage greater transparency and accountability within city government and improve customer service delivery.
