3 Message from the Provincial Secretary achievements It is my pleasure to present this report on the Government of Saskatchewan s French-language Services Policy which highlights the achievements of our ministries, Crown corporations and government agencies over the fiscal year Saskatchewan s French-language Services Centre continues to respond to requests regarding programs and services in all ministries. The online website Bonjour! has seen considerable growth and continues to develop new content that facilitates access to services in French. In an effort to support and promote excellence in the Arts, Saskatchewan provided funding to the Troupe du jour for the creation of a multi-user theatre production centre in Saskatoon. Saskatchewan s involvement enabled the province to leverage additional federal funding to guarantee the success of the project. Saskatchewan has also maintained its ongoing dialogue with representatives of the Fransaskois community, most notably through the solid advice and recommendations provided by our Advisory Committee on Francophone Affairs. Our many partnerships with the Fransaskois community are built on the premise that Saskatchewan thrives when all its communities, whatever their size, are vibrant and contributing to the growth of our province. 4 Highlights ongoing initiatives Arts and Culture Increasing our Capacity to Partner with the Francophonie The government of Saskatchewan, in partnership with the government of Canada, provided funding for the renovation of the Troupe du Jour s property in Riversdale, Saskatoon. This funding enabled the Troupe du Jour to create a multi-user theatre production centre in Saskatoon for its own use and that of other similar organizations in need of production and rehearsal facilities. The Production Centre is comprised of a rehearsal hall which will also serve as a second stage, meeting rooms, a workshop for set and prop production, a wardrobe production space and a small suite of offices for staff. The Production Centre is the first professional rehearsal or production space available for rent in Saskatoon. Saskatchewan s French-language Services Centre The French-language Services Centre promotes available services from all ministries, Crown corporations and agencies. It provides a single-window for citizens to access provincial services available in French. The online website has seen considerable growth in The site now boasts 230 bilingual pages, six thematic content sections (Education, Health, Immigration, Justice, Labour and Tourism) and six targeted clientele sections (Youth, Seniors, New Parents, Immigrants, Women and Tourists). There were 58,833 visitors to the Bonjour! website in Service Delivery Officers also replied to 401 requests from citizens requesting services in French. The majority were regarding services provided by the Ministry of Social Services, Advanced Education, Employment and Immigration, Health, Education, Environment and Tourism, Parks, Culture and Sport. The Centre can be accessed online through the Bonjour! website ( Citizens can also contact the Centre toll free at or by at bonjour@gov.sk.ca. 4

5 ongoing initiatives Provincial Secretary s Advisory Committee on Francophone Affairs The Committee published three reports on the following topics: Education and Early Childhood, Immigration and Interprovincial Migration as well as French Second Language Programs. The Committee also met three times in The Committee meets with relevant community stakeholders as well as senior civil servants to identify those areas and initiatives which can be of mutual benefit to both the province and the community and that build on the direction contained within Saskatchewan s French-language Services Policy. Promotion of the Fransaskois Flag A Provincial Emblem Saskatchewan continued to promote the Fransaskois flag in through its community recognition initiative. The communities of St-Denis and Ferland were recognized with a flag installation including a provincial plaque highlighting the community s important contributions to Saskatchewan s Francophonie. The plaques were unveiled during centennial celebrations for their communities in July The province is proud to promote this provincial emblem and more importantly, recognize our many deserving Francophone communities. 5

Saskatchewan has 24 points of access which offer services in French. (see appendix 1) French-language capacity in the student financial assistance call center with two permanent bilingual positions Can-Sask Integrated Student Loan Application Handbook, Instruction Guide & brochures are made available online. General Educational Development (GED) tests and support materials are available in French and GED Examiner training to French-speaking educators is provided as needed. Saskatchewan Labour Standards publications as well as the brochure and guide for the Ready for Work program are available in French online. Eight fact sheets for newcomers can be found on the Saskatchewan Immigration portal in French. 8

9 communication Goal 1 Saskatchewan increasingly communicates in the language of choice of its French-speaking citizens Ministry, Crown Corporation or Government Agency Agriculture Corrections, Public Safety and Policing Education French Education Branch Energy and Resources Enterprise Saskatchewan Environment Accomplishments All Business Risk Management materials provided under the Growing Forward Policy Framework are made available in both official languages, in all regional offices and with links to the Agriculture and Agri-Food Canada Website. The Agri-Stability Handbook and Crop Insurance Guide were translated and made available online. French-language content in the Protection and Emergency Services section of the ministry Website. French education section of ministry Website is available in a fully bilingual format. Translation service offered to support the development for French-language curricula and the requests from other ministry branches. Minerals, Lands and Policy Division has French-language capacity. Several employees have the capacity to provide services in French. Translation of a Saskatchewan Profiles Brochure for use on Ministerial missions. Promotional campaigns for: New West Partnership, the Premier s message on potash and Real Growth. Real Opportunity, were conducted in both French and English Hunter s and Trappers Guide was translated and made available in French online Angler s Guide was translated and made available in French online. Go Green ad campaign was conducted in English and French. 9

Booklet Selecting a Personal Care Home is available in French online. Resource and Activity guides for Saskatchewan in motion Program are available in French (Youth in motion, High Schools in motion, Older Adults in motion and in motion in the Workplace). Orange Zone and Snow Zone advertisements as well as fact sheets were made available in French online. Train Safety Activity Book and Teachers guide were translated and will be made available online. A hardcopy of the French-language handbook was also sent to Grade 4 students in Francophone and Immersion Schools near provincially-regulated shortline railways. Provincial Court judges continue to attend Frenchlanguage training and seminars. 50 bilingual Acts and 32 bilingual regulations are currently in force in Saskatchewan. Bilingual Rules of Procedure of the Court of Queen s Bench and the Court of Appeal. An increasing number of court forms and information intended for the general public are available in bilingual format. Signage in both official languages is present in Provincial Court and Court of Queen s Bench in all northern locations. Signage in both official languages is present in Regina, Swift Current and Yorkton Provincial Court. 10

Information brochures continue to be available in French. French-language content on the Legislative Assembly s Website. Weekly publication in French in Saskatchewan Gazette. Bilingual Bills printed and introduced in the Assembly. Interventions in the House by MLAs and recording in Hansard in French when French is used. 11

Protocol Office Website is in fully bilingual format. All ministry media releases are made public in both official languages. Francophone Affairs Branch Website is in fully bilingual format. The French-language Services website Bonjour! is fully bilingual. Provision of translation services across government to increase the number of public documents available in French. Saskatchewan continues to give greater priority to the translation of documents and Web pages which facilitate more active and direct communication with its Frenchspeaking citizens. Tools for the Bonjour! active offer campaign were distributed to appropriate ministries. Interventions with ministries to identify and develop additional content were initiated and will intensify in the next fiscal year. Most of content posted on the Lieutenant Governor s Office Website is bilingual. Government House Website is fully bilingual. Brochures and information intended for the general public are available in French. 12

Written test for class five vehicles available in French upon request Saskatchewan Pension Plan s member guide translated and available in French on the Website. The Child and Family Services and the Income Assistance and Disability Services Division have French-language capacity. Status of Women Office translated reports, posters and media releases in French. Translation of correspondence towards French to facilitate adoption processes in French-speaking countries. 13

14 programs services and Goal 2 Saskatchewan develops and delivers additional French-language programs and services in support of the development of its Francophone community Ministry, Crown Corporation or Government Agency All Ministries Advanced Education, Employment and Immigration Agriculture Accomplishments The government has a number of positions within its public service where French-language capacity is deemed essential, namely 45 positions within 6 ministries. Using the results of the Public Service Second Language Survey, 254 employees in 19 ministries self identified as having French-language capacity. French-language capacity within the following branches: Public Institutions and Infrastructure Branch, the Community Partnership and Settlement Branch, Immigration Branch and the Entrepreneur and Farm Owner/Operator Unit. Provided funding to organizations for initiatives supporting settlement services to Francophone newcomers. In partnership with OH&S a new resource, Health and Safety at Work, was developed and made available in French. Regional Services Branch and Saskatchewan Crop Insurance Corporation have several specialists that speak French and can respond when required. 14

15 programs services and Goal 2 Saskatchewan develops and delivers additional French-language programs and services in support of the development of its Francophone community Ministry, Crown Corporation or Government Agency Education French Education Branch (FEB) Early Learning and Child Care (ELCC) Literacy Office Financial Services Enterprise Saskatchewan Health Accomplishments The French Education Branch has maintained its 19 bilingual positions within the ministry of Education to provide services for French as a second language, Immersion and Fransaskois programs. Provided funding to seven child care centres, for a total of 236 spaces. These centres are located in Saskatoon, Regina, Ponteix, Moose Jaw, Ferland, Gravelbourg and North Battleford. Provided funding to the Service fransaskois de formation aux adultes (SEFFA) to support adult and family literacy programs and services. Provided funding to the Conseil des écoles fransaskoises (CÉF) to support integrated services in fourteen (14) schools. Enterprise Saskatchewan manages the Can-Sask Business Services Centre which offers services and materials in French. A Policy Analyst with French-language capacity has been assigned the Francophone files and will communicate with the Francophone community in French. There is also staff with French-language capacity in the Risk & Relationship Management Branch. 15

16 programs services and Goal 2 Saskatchewan develops and delivers additional French-language programs and services in support of the development of its Francophone community Ministry, Crown Corporation or Government Agency Justice and Attorney General Legislative Assembly of Saskatchewan Accomplishments There are currently 3 bilingual judges in the Provincial Court, one in the Court of Queen s Bench and one in the Court of Appeal. Court Services maintained its capacity to deliver Frenchlanguage services with two permanent bilingual positions in Regina and Saskatoon. French-speaking support staff is available in the Court of Queen s Bench and Court of Appeal Judges offices. Legislative Drafting Branch currently has one bilingual lawyer on staff. The province has maintained its linguistic capacity to hold trials in French and provided support to its legal personnel by offering terminology workshops and language training. French-language interpretation services are provided when required in court proceedings. Active Offer tool kit continues to be available to Court Services employees in Saskatchewan. Capacity to provide tours in French is supported by one permanent senior guide and six summer guides. Continued implementation of the Bonjour! active offer of services campaign. One bilingual Law Clerk and Parliamentary Council on staff. Maintenance of membership with the Assemblée parlementaire de la Francophonie. Facilitated access to the Legislative Assembly for the francophone Youth Parliament organized by the Association jeunesse fransaskoise. 16

Maintenance and additions to the information available on the Bonjour! website. Continued to assist Francophones with their requests for information through the French-language Services Centre on the Web, by or by phone. Saskatchewan plays an active role in the Ministerial Conference on the Canadian Francophonie (MCCF). Continued to play an active role in the Intergovernmental Network on Canadian Francophonie (INCF). Conducted a survey of second language skills in the Saskatchewan public service and provided results to the Francophone Affairs Branch. Supported recruitment of staff with French-language skills (classify positions, prepare career ads, conduct assessment processes). Ten positions were posted and seven positions were filled. A list of Staff members with French-language capacity is kept on hand to offer assistance to customers as needed. 17

18 consultation Goal 3 Saskatchewan s Francophone community is consulted in an ongoing manner in the development of programs and policies affecting them Ministry, Crown Corporation or Government Agency Advanced Education, Employment and Immigration Immigration Public Institutions and Infrastructures Education French Education Branch Enterprise Saskatchewan Health Accomplishments Settlement agent from Francophone community participates in a provincial Community of Practice for Settlement Advisors. Immigration Branch s staff participates in various workshops, meetings, initiatives and activities organized by the Francophone community. Immigration Branch staff attends meetings with the Réseau provincial en immigration (Francophone Provincial Immigration Network). Ministry is represented on the Comité fransaskois d éducation postsecondaire (CFEP), a French working group on post-secondary education. Provided funding to Francophone organization to study the implementation of a Fransaskois post-secondary education governance model. Consultations with Collège Mathieu and SEFFA organized by the Provincial Library and Literacy Office on ways for family hubs to work together more collaboratively. Representatives from the Fransaskois community were invited to give a presentation on the Terroir initiative to the Enterprise Saskatchewan Board. Renewed dialogue with the Réseau Santé en français de la Saskatchewan (RSFS) and participation in board meetings. Consultation with the Advisory committee on Francophone Affairs regarding access to health services in French. 18

19 consultation Goal 3 Saskatchewan s Francophone community is consulted in an ongoing manner in the development of programs and policies affecting them Ministry, Crown Corporation or Government Agency Justice and Attorney General Office of the Provincial Secretary Francophone Affairs Branch Accomplishments Representatives from the fransaskois community and from the Ministry of Justice and Attorney General met to discuss French language policy, French language court services, judicial appointments and the translation of laws. The Advisory Committee on Francophone Affairs, composed of eight individuals nominated by the Provincial Secretary, held meetings on the following themes: Immigration and Interprovincial migration, Health and a progress report. The Committee published three reports to the minister responsible for Francophone Affairs. Participation on the Coalition provinciale de la petite enfance, a French language working group on Early Learning and Childcare. Participation in the Réseau santé en français de la Saskatchewan (RSFS) a French-language working group on Health. Participation in the Francophone Provincial Immigration Network. Attended community events and various annual meetings held among Francophone stakeholders. Quarterly meetings between representatives of the Assemblée communautaire fransaskoise and the Deputy Provincial Secretary. A survey was done in the Francophone community to measure the level of satisfaction regarding Frenchlanguage services as well as consultation by the government with the community. 19
