1 General information The program Home Ownership Application Form Financial Assistance for First-Time Buyers (Valid for 2008 and 2009) This program provides financial assistance to first-time buyers for the purchase of certain types of residential units in Montréal; buyers must occupy the property as their main residence. This program is funded by the government of Québec and the Ville de Montréal under the shared-cost Rénovation Québec program. Two types of first-time buyers are eligible for financial assistance: 1. The buyer who has not owned a property in Québec over the last five years and who purchases a new residential unit whose purchase price, including taxes and extras, does not exceed $180,000 for a household without children and $235,000 for a household with at least one child under 18 years of age on the date of purchase The buyer who has not owned a property in Québec over the last five years and who purchases the exclusively residential building with two to five dwellings in which he resides as a tenant; the owner-seller must not live in the building. For a building to be eligible, its property value must respect the maximum amounts prescribed by the program. These amounts can be verified at Each buyer must commit to remain owner and occupant of the unit for at least three consecutive years from the date of purchase and to comply with all program requirements. For this purpose, a sample document will be sent directly to the notary of the applicant s choice once the financial assistance is approved, to record this commitment in the land register. What is the procedure to apply? To apply for financial assistance, you must: 1 Check if you meet the eligibility criteria listed at the beginning of either part 2 or 3, depending on the type of property that you are purchasing. 2 Complete all parts of this form corresponding to one of the buyer types mentioned above by following related instructions. 3 Sign the form (all the buyers listed in the deed of sale or offer-to-purchase must sign). 4 Enclose with your application all the documents listed for your buyer type, including the sections reserved for the contractor and notary, if needed. 5 Supply, if need be, a mandate authorizing one of the owners or a third party to act in the name of all the owners during the processing of the application. 6 Send the form and required documents to your borough office, Accès Montréal office or to the Direction de l habitation of the Ville de Montréal, 303, rue Notre-Dame Est, 4th floor, Montréal, Québec H2Y 3Y8. 1 For the purpose of this program, the date of purchase is the date of registration in the land register ( )

The buyer of an existing residential building (type 2) cannot convert it into a divided co-ownership for at least three years after financial assistance has been approved, nor can there be an application for conversion being processed at the time of the application for financial assistance. If the property becomes uninhabitable after a disaster, the owner must notify the Ville de Montréal and undertake repair or reconstruction work within 12 months of the event. Owners who fail to respect these obligations will have to reimburse part or all of the financial assistance, depending on the type of property. Compliance with by-law requirements will be verified over the three-year period during which at least one of the owners must occupy the unit as his main residence. 2

7 Part 2 Buyer of a new residential unit Only buyers of a new residential unit should complete this part Financial assistance eligibility conditions 1. The buyer is a physical person. 2. The buyer has not owned a property (apartment or residential construction with at least one dwelling) in Québec during the five years preceding the purchase. This five-year period is based on the dates when the sale of the previous property and the purchase of the new one were recorded in the land register. 3. The property is new and has not been occupied before it was purchased, except by the applicant and only for a maximum of 12 months prior to the purchase. 4. The purchase price including taxes and extras cannot exceed $180,000 for a household without children and $235,000 for a household with at least one child under 18 years of age on the date of purchase. 5. At least one of the applicants must commit to occupy the property as his main residence for at least three years from the date of purchase. 6. The property must be registered under a warranty program for new homes provided by a renowned association; self-builders and units that are not registered under a warranty program because of the builder's bankruptcy are subject to specific conditions. 10 Part 3 Buyer of an existing residential building with two to five dwellings Only buyers of an existing residential building with two to five dwellings should complete this part Financial assistance eligibility conditions 1. The buyer is a physical person. 2. The buyer has not owned a property (apartment or residential construction with at least one dwelling) in Québec during the five years preceding the purchase. This five-year period is based on the dates when the sale of the previous property and the purchase of the new one were recorded in the land register. 3. The residential building must house two to five dwellings, including at least one rental dwelling and be exclusively residential. 4. At least one of the applicants must prove that he was a tenant in the building for at least six months prior to the date of purchase. 5. The seller must not have lived in the building during the 12 months prior to the sale. 6. The building must have been constructed or converted into a residential building for at least ten years. 7. The building must not be a divided co-ownership at the time of purchase and cannot be converted into a divided co-ownership for at least three years after financial assistance has been approved. 8.
