It s the best we have seen north of Metro Manila today and this is good for Pampanga s economy and tourism, said veteran golf coach Nestor Mendoza of the Country Club Philippines, after their members played at the 18-hole golf course of the Pradera Verde golf course in Barangay Prado Siongco, here. The some 400-hectare Pradera Verde, host to the highly anticipated 2016 international hot air balloon festival set from April 11 to 14, is about five minutes away from the Dinalupihan exit of the Subic-Clark-Tarlac Expressway. Mendoza is the assistant of Anthony Bong Lopez, head coach of the Country Club and manytime coach the Philippine golf teams. Its design is for champions. The greens are big. The city government, through its City Environment and Natural Resources Office (CENRO), aims to make cleanliness a way of Fernandinos everyday lives. Mayor Edwin D. Santiago is positive that through environmental protection programs, the city government can ensure a better future for the Fernandino children. Cayabyab CITY OF SAN FERNAN- DO Playing tough to back a province conducive to investments, the Philippine National Police (PNP) in Bataan last month alone captured 44 persons, some are top wanted for illegal drugs, with its highly effective One Time, Big Time (OTBT) operations. The provincial police staged two OTBT operations, a locally hatched crime buster program that sweeps Bataan streets for felons, which led to the arrest of 26 persons last January 25, and 18 persons on January 17. Mayor Edwin Santiago led the unveiling of calendar of activities for this year s affair, followed by a simultaneous clean-up drive participated by members of the LGU and volunteers from private sectors. The activities lined up for the first week of February include a Photo Exhibit at SM Downtown (Feb. 1 to 7); Food Agro Industrial Trade Fair in front of the city hall (Feb. 3 to 6); Thanksgiving Mass (Feb. 4); and the commencing of the Palarong Empleyado (Feb. 5). One of this year s highlight is The Outstanding Fernandino Awards which will take place at the Heroes Hall on February 4. Rudy Lacadin is in favor of amending the Juvenile Justice and Welfare Act being pushed by Senate Majority Leader Alan Peter Cayetano and Presidential aspirant Davao City Mayor Rodrigo Duterte. Lacadin said legislators should bring back some provision in the Revised Penal Code where only 9-year olds and below law offenders must be exempted from the punishment. Cayabyab ANGELES CITY The Department of Labor and Employment (DoLE) urged employers in the private sector to follow the pay rules for February 8, the Chinese New Year, which had been declared as a special non-working holiday. In a statement, Labor and Employment Secretary Rosalinda Baldoz said that by promoting workers welfare and protection by observing the proper pay rules and other core labor standards will encourage productive and efficient workers. Compliance is good for business. It is good for the workers. It is good for all, Baldoz said. The proper pay rules to be observed for the special nonworking holiday are as follows: If the employee did not work, the no work, no pay principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on this special nonworking day. If the employee worked, he/she shall be paid an additional 30 percent of his/ her daily rate on the first eight hours of work. Computation: [(Daily rate x 130%) + COLA). If the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 130% x 130% x number of hours worked). If the employee worked during a special day that also falls on his/her rest day, he/she shall be paid an additional fifty percent of his/her daily rate on the first eight hours of work. The disagreement over the passage of the SSL stems from the inclusion in the Senate version of the pension for retired military personnel. The House however did not allocate funds for this in their version of the GAA for 2016 which was approved by Congress and signed by the President. The Senate has said that any increase in the pension of active service personnel of the PNP and AFP should also be enjoyed by retired personnel. It proposed that funding for this purpose be included in the 2017 budget. The 2016 budget allocates P57.9 billion for the first tranche of the proposed increase. At least P19 to 21 billion is needed to fund the pension hike for retired military personnel. The law increasing the SSS pension of senior citizens was vetoed. The proposed broad-based cut in income taxes was junked. We are now faced with a possible strike out if the SSL-4 is not passed. Headline Gitnang Luzon: February 03, 2016 PHL jumps six notches in 2016 US economic freedom report MANILA The Philippines has jumped six notches in a Washington-based thinktank s annual economic freedom report, improving its ranking from 76th to 70th place this year, an embassy report said Tuesday. Heritage Foundation reaffirmed economic freedom in the Philippines and recognized notable success in monetary freedom and management of public finance. The 2016 Index of Economic Freedom continued to grade the economies of 186 countries based on 10 independent factors called Economic Freedoms, and the Philippines showed improvements in business freedom (+7.7); freedom from corruption (+2.0); and trade freedom (+1.0), the embassy said. In its report, the Philippines achieved an Economic Freedom Score of 63.1 out of a possible 100, which is above the global and regional averages. It is also 14th among the countries in the Asia-Pacific that were surveyed. Its improvement by another six notches in the global ranking this year captures the sense of endless possibilities and potential that imbue the Philippine economy today under the leadership of the President, the steady and prudent economic management of the economic managers, as well as the leadership and hard work of the rest of the Cabinet, who have restored our government agencies to professionalism and institutional integrity, Philippine Ambassador to Washington Jose Cuisia, Jr. said. 4 4OPINIONHeadline Gitnang Luzon FEBRUARY 03, 2016 EDITORIAL Good to know IT S good to know that the Provincial Health Office (PHO) has intensified its drive against the dengue virus by formulating a more effective Dengue Prevention and Control Program for this year. This was bared by Dr. Antonio Jay Rivera, officer-in-charge of the Provincial Health Office (PHO) who said that the PHO must be serious and focused in combating the dangerous dengue virus. Dengue prevention actually starts with us, at home. We must practice cleanliness and orderliness inside and outside of our houses because mosquitoes carrying the virus hibernate in watery and dirty places. Dr. Rivera also mentioned about curative measures and services to prevent the spread of the virus. Among the measures to be implemented by PHO as part of its intensified drive against the disease is the immediate purchase of a mist blower, personal protection equipment (PPE) and thermometers. There will also be a two-day training of barangay task force on basic integrated vector management (IVM) and actual dengue vector surveillance (DVS) per municipality starting this month until May. The DVS, he said, will be conducted simultaneously in the whole province and this will be monitored closely in public elementary school to assure the safety of pupils prone to dengue virus. The Department of Health will also be installing long lasting insecticide treated curtains (LLITC) in Guagua, Lubao and San Luis, Angeles City, Mabalacat City. (045) THE CLARK Development Corporation is serious about the maintenance of ecological balance inside Clark Freeport, as it has taken action to fight climate change (at least in Clark) by imposing the policy of the banning the use of non-biodegradable materials in all establishments. Memorandum circular No was issued on December 18 by the Environment and Protection Department for the implementation of guidelines prohibiting, regulating and prescribing certain usage of plastics and styrofoam (polystyrene) in Clark, including other commercial establishments such as SM City Clark and stalls at the Bayanihan Park, after April 21 of this year. No to plastic after April 21 coincides with the celebration of the World Earth Day to give establishments in the Freeport ample time to prepare for the imposition of the new policy. During my younger years, when the Americans were in Clark, they used paper bags in their commissaries and other establishments inside the former US facility. Now that Clark is a Filipino Freeport, the protection of our environment should be paramount - a concern of everybody. The City of San Fernando and Apalit town had implemented the same and were quite successful. Moreover, use of biodegradable plastics and greener alternatives to styrofoam such as cornbased, fiber, pulp, biodegradable styrofoam, reusable food containers, and other similar materials are encouraged by the state-owned firm. Based on the circular, a plastic bag commonly known as sando bag may be used as primary packaging material only for wet goods. Use of plastic bags shall be optimized based on the size and volume of wet goods. Wet goods that are not pre-contained in plastic wraps, pouches, bags and the like as part of the product s packaging materials such as frozen products shall not be contained further in plastic. There are also several biodegradable plastics and styrofoam to be allowed, but a certification from the manufacturer of the said materials and sample product must be submitted to CDC- EPD for approval prior to its use. Likewise for the original packaging of goods delivered to different establishments. Repacking the goods using plastics is prohibited. Also regulated are plastics and plastic products that form part of a product such as from the semiconductor and electronic facilities. Penalties will be meted out by the CDC-EPD for offenders. For any person or individual, a fine of P1,000 will be charged to the violator for the first offense; P3,000 for the second offense; P5,000 and community service for the third. There will be fines, of course, for business establishments that will violate the policy: a fine of P5,000 will be charged to the violator for the first offense; P10,000 for the second offense; P20,000 and Revocation of Certificate of Registration or Business Permit for the third. 5 OPINION 5 FEBRUARY 03, 2016 Headline Gitnang Luzon teacher s corner LET US admit the fact that we, Filipinos, are not stable in some aspects of our own way of living. We are facing some crises that need to be addressed promptly. Innumerable threats and difficulties come along our way. The increasing problems in politics, social awareness, economy, drugs, unemployment, education, the outbreak of diseases, rapid population increase and poverty are just some of these that try to pull down our socioeconomic status. The emergence of Education For All (EFA) is very timely for it is considered as the great response to every problem amidst our way. We must face the real scenario that school leavers must come and go back to school to continue what they had been missed IT IS the government s dream that all classrooms are staffed with high-quality teachers. But what the government does not seem to realize is that to upgrade the quality of teaching and that of teachers, schools need to hold teachers more accountable and more control. Why is this important? Because the quality of teachers and teaching is undoubtedly important in shaping students growth and learning. There have been reports of low teacher quality, and this has been a problem facing schools. Teachers are being blamed for a number On gun ban and checkpoints As of this writing Alvin H. Arceo IT IS quite unusual and absurd to see on the news that a cop has been apprehended for violating the gun ban. Aside from policemen, there are other law enforcers who by themselves violate the prohibition on possessing, carrying or transporting of firearms despite their knowledge that there exists such a ban. With the said sad incidents, law enforcers are instantly transformed into law breakers. When apprehended, they immediately invoke their authority as they show their badges while being unmindful of some existing laws banning guns during this season. Since it is again an election season, the Commission on Elections (Comelec) is imposing a nationwide prohibition on guns except for those whose applications for exemption have been approved by the said poll body. The purpose of the prohibition is to minimize if not totally stop the proliferation of guns on the streets and some election-related violence from happening. Of course, when people have guns, their unwarranted bravery or call it arrogance doubles, only to realize belatedly that having a gun does not give someone a license to hurt or even to kill others. Perhaps we cannot blame such group called the Gunless Society, who is advocating for a more peaceful country to live sans the guns in the hands of irresponsible owners. The said group was founded by Mr. Nandy Pacheco, a gunless advocate who believes that peace can be achieved through gunless communities. Generally, guns in the Philippines are for home defense only. Schools should hold teachers accountable, and not let them what they want inside the classroom. This leads to low-quality performance on the part of both the teachers and students. There is the assumption that there are deficits in the teachers themselves. Are they really prepared? Knowledgeable? Are they really committed in their efforts? Are they really, truly able? Schools should tighten the ship, as they say, and give the teachers the control over and then the responsibility for their actions. If we need to up our standards and undergo rigorous evaluation, so be it. Accountability and power must go hand in hand in our workplaces, which is necessary to accomplish our one goal to ensure that there are high-quality teachers in every classroom. With school-based management (SBM), there is decentralization of decisionmaking authority from state and district (central, regional, division) levels down to the school level. Responsibility and school operations are transferred to principals, teachers, parents, sometimes students, and other school community members with the intent to unite. With more responsibilities dissolved to schools through SBM, schools have greater autonomy and flexibility in managing their operations and resources towards school development. In the spirit of governance, the school with its stakeholders collaboratively prepare the School Improvement Plan (SIP) after a thorough analysis of their school and learner situation. Likewise, the School Report Card is vital in School-Based Management for it serves as a communication and advocacy tool to inform the stakeholders of the school s status, and to encourage and inspire them to take an active role in planning, managing, and improving the school. The enhanced SIP is built on the strengths of the existing planning process. The guiding principles are the same: learner-centered, standards -based, evidence- based, participatory, with a systems-thinking approach. However, the planning process has become more responsive, using the tools in the continuous improvement (CI) process, to be able to accurately determine and subsequently address the root cause of their problems. As a result, school and learning outcomes were seen to have improved. Most of the steps in CI are not new to schools, but there is more emphasis on analyzing qualitative and quantitative data by listening to the voice of the learners and other stakeholders, re- examining the school processes, and doing root cause analysis. It follows three phases: Assess, Plan and Act. The Assess phase is where the identification of PIA (priority improvement areas) is done and the general objectives of the SIP are set, including listening to the voice of the learners and other stakeholders and analyzing the school data and processes to determine the root cause of each PIA. The Plan phase involves the preparation of the writing of SIP n PIA. It is when the formulation of the solutions and development of project designs are done. The Act phase involves small-scale testing then implementation of the solutions. Constant checking of the implementation progress is done in this phase as well. Salonga, PCGA, Chairman of the Subic Bay Metropolitan Authority (SBMA) from 2006 to 2011, passed away Friday evening, January 29, Former Chairman Salonga, who is also father of Broadway star Lea Salonga, was 86. To be completely honest, I didn t know even half of what s he s done in his professional or military life. All I know is he has now joined the rest of his ancestors that went to the Great Beyond before him. Rest in peace, Dad, Lea wrote on Facebook. It is the overall policy making body, coordinating, and grants giving agency for the preservation, development and promotion of Philippine arts and culture. It is an executing agency for the policies it formulates and tasked to administer the National Endowment Fund for Culture and the Arts (NEFCA) fund, exclusively for the implementation of culture and arts programs and projects. This is Morong s contribution to the National Art Month of February and one of the activities for the town fiesta. It aims to promote art and culture in our kababayans.
